Israeli PM Netanyahu wins the Likud primaries with 75% of the vote. Some analysts (e.g., WP 2/2) see the move to hold a snap primary as strengthening Netanyahu’s base in preparation for possibly calling early elections in 10/2012 (a year ahead of schedule) to give the opposition less time to organize. However, others note (e.g., WP 2/1) that Netanyahu’s only challenger, ultranationalist settler Moshe Feiglin, made a strong showing, indicating that many Likud supporters feel Netanyahu is “too soft on peacemaking with the Palestinians.” (WP 2/1, 2/2)

On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. The White House announces that U.S. special envoy George Mitchell has submitted his resignation, effective 5/20 (the day Obama is to meet with Netanyahu at the White House). Secy. of State Clinton appoints Mitchell aide David Hale as interim special envoy. (NYT, WP 5/14)

In Jerusalem, Israeli police and settlement security guards outside Beit Yonatan in Silwan fire on stone-throwing Palestinian youths, seriously wounding a Palestinian teenager walking some distance away. Numerous clashes are also reported, particularly around East Jerusalem, as Palestinians demonstrate in commemoration of the Nakba. In the Jordan Valley, a Palestinian boy is injured when he accidentally triggers IDF UXO. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 2 Palestinians (including 1 child) and 1 international activist; 2 Palestinians and 2 Israeli activists are arrested. Just as the Jerusalem talks begin, Gaza’s PRCs fire 1 rocket and 9 mortars fr. Gaza into Israel (the highest 1-day total since 3/09), causing no damage or injuries. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. (Ashkelon is in range of both Qassams and Grads.) The Israeli daily Yedi’ot Aharonot (9/16) cites an unidentified mbr. of an unnamed Gaza militant group as confirming that 2 mortars contained white phosphorous taken from unexploded IDF ordnance (UXO) from Operation Cast Lead, saying the Gaza factions are experimenting with modifying Israeli UXO for use against Israel. The IDF retaliates with air strikes on a smuggling tunnel on the Rafah border (killing 1 Palestinian civilian, wounding 3), a factory n. of Khan Yunis (destroying it and damaging several surrounding homes, greenhouses, and businesses, but causing no reported injuries), and a vacant home southwest of Khan Yunis (destroying it). IDF troops also make a brief morning incursion 400 m. into s. Gaza e. of Khan Yunis to level land to clear lines of sight. In the West Bank, the IDF conducts separate synchronized late-night patrols in 2 villages e. of Qalqilya and 2 villages nr. The 2d round of direct talks opens in Sharm al-Shaykh, Egypt, with Mubarak hosting Abbas, Netanyahu, and Clinton for the first day of meetings with talks now set to continue in Jerusalem on 9/15 and Ramallah on 9/16, and thereafter alternating between Jerusalem and Jericho. The U.S. tries but is unable to secure Israeli-Palestinian agreement on the agenda for the talks. (YA 9/14; NYT, WP, WT 9/15; JPI 9/24)

As Abbas and Netanyahu meet in Egypt, Israel’s Jerusalem city planners schedule a meeting for 10/7/2010 to debate construction of 1,362 new settlement housing units in Givat HaMatos s. of the Old City btwn. Gilo and Talpiot settlements. In addition, the Israeli construction company Na’out HaPisga, citing business losses, resumes construction of 2,400 settlement housing units in Mod’in Ilit settlement west of Ramallah that had been halted under the settlement freeze. In Gaza, IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land in the no-go zone to clear lines of sight, firing 4 artillery shells at armed Palestinians in the area, seriously wounding 1 and cutting electricity to nearby areas. Late in the evening, armed Palestinians on the n. Gaza border fire an antitank missile at IDF troops operating inside Israel, causing no damage or injuries; IDF troops fire back, killing 1 armed Palestinian, seriously wounding at least 1 other. In the West Bank, the IDF conducts arrest raids, house searches, patrols in 5 villages nr. Qalqilya between late afternoon and late evening; also conducts late-night arrest raids, house searches nr. Hebron. In Tel Aviv, Israeli police fatally shoot an East Jerusalem Palestinian who is handcuffed and in custody on charges of car theft, claiming that the Palestinian attacked an officer, who accidentally shot him. Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. A roadside bomb explodes nr. a Jewish settler bus in the West Bank, causing no injuries. A Palestinian dies of injuries received on 2/23. (HA, JTA 2/27; PCHR 3/6; LAW 3/13)

The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. In Mombassa, Kenya, a previously un-known group called the Government of Universal Palestine in Exile–Army of Palestine, thought to be connected to al-Qa‘ida, stages a dual attack marking the 55th anniversary of the 1947 UN partition res., firing 2 missiles at an Israeli charter jet carry-ing 261 Israeli tourists leaving Mombassa airport, missing the plane; simultaneously, 3 suicide bombers detonate a car bomb outside the lobby of an Israeli-owned hotel, killing 3 Israeli tourists, 10 Kenyans (an 11th dies on 12/18), injuring 80, causing extensive damage. Hrs. later in Beit She’an in n. Israel, 2 AMB mbrs open fire on, toss grenades at a crowd of voters outside the local Likud polling station, killing 6 Israelis, wounding 20 before being fatally shot by Israeli police. Sharon convenes a security mtg. to discuss responses; once again does not invite Netanyahu (see 11/21). In Hebron, a 4-yr.-old Palestinian is fatally wounded by IDF gunfire in his home. In Haifa, Israeli police arrest a Palestinian for planting a bomb nr. a building complex, dissemble the device. Israel announces that several days ago, the Shin Bet arrested Arafat bodyguard Anis Namura on charges of organizing a group to carry out attacks on Israeli targets in the West Bank. In Jerusalem, Israeli police inform Waqf officials that Likud MK Sharon has requested to visit the Haram al-Sharif/Temple Mount on 9/28, just before Rosh Hashanah on 9/29. The Waqf urges against the visit, warning it would be viewed as a political provocation and could spark violence. (MM 9/27)

Israel's Atty. Gen. Elyakim Rubenstein throws out the bribery and corruption case against fmr. Likud PM Benjamin Netanyahu and his wife, clearing the way for Netanyahu's political comeback. Rubenstein says that although the evidence against Netanyahu could not support a conviction, "It is unthinkable that . . . matters should be presented as if everything was proper and clean; far from it."
