Ashkelon, injuring 5 IDF soldiers; the IDF retaliates with artillery fire on the launch site, killing 1 Palestinian bystander in adjacent Jabaliya r.c.; Israel warns that it could send ground forces back into Gaza. The IDF also raids Nablus, assassinates local PFLP cmdr. Bashar Hanani (also reported as Bashar Khalani), AMB mbrs. Ahmad Jayyusi and Anas Hamad; shells areas northwest of Bayt Lahiya, wounding a farmer working his land; sends troops into Qabatya, fires on stone-throwing youths who confront them, wounding 5 Palestinians; raids, searches a building in Qiffin nr. Gaza, including using artillery, helicopter, and gunboat fire to enforce a new n. Gaza buffer zone; more stringent monitoring of the Gaza Strip by air; “other steps we have not taken until now,” but does not immediately give orders for the IDF to implement the plan. The IDF conducts arrest raids in Hebron. Also in Hebron, 100s of Jewish settlers rampage through Palestinian areas of the city, forcing stores to close, vandalizing homes and shops, injuring 2 Palestinians. Jewish settlers fr. Harsina, under IDF protection, uproot 130 Palestinian olive trees in Hebron. Jewish settlers fr. Gilo nr. Bethlehem beat unconscious a 60-yr.-old Palestinian passing nr. the settlement. The Israel Defense Forces (IDF) shuts the Hebron–Bethlehem road to Palestinian traffic; demolishes 3 Palestinian homes northwest of Jerusalem for construction of the separation wall; conducts arrest raids, house searches in and around Ramallah, in Tulkarm, nr. Bethlehem, Hebron. 10 Jewish settler girls fr. Binyamina settlement cut open sacks of olives harvested by Palestinians in nearby Sinjil; more than 10 IDF soldiers observe but do not intervene until after the damage is done, detaining 6 of the girls. The IDF fires on 2 Palestinians nr. the Gaza border fence, killing 1 Palestinian, while the other flees (the IDF says they were laying a roadside bomb, Palestinian sources say they were attempting to enter Israel to find work); fires on a Palestinian fishing boat that strays out of Palestinian waters off Gaza, seriously wounding 1 Palestinian; raids, seals Waqf offices in Bethlehem, interrogates the employees; conducts arrest raids in Bil`in, Dayr Ishtiyya nr. Nablus, Zabbuba nr. Jenin. Jewish settlers fr. Beit Hadasah attack an Israeli peace group on a solidarity visit to Palestinians in Hebron. Jewish settlers raid Palestinian olive groves nr. Nablus, preventing Palestinian farmers fr. harvesting their olives; fires on a mosque nr. The IDF conducts arrest raids, house searches in camps and villages around Bethlehem and Tulkarm, nr. Ramallah, in East Jerusalem; demolishes 2 rooms of a Palestinian home nr. Qalqilya for lack of permits. Jewish settlers fr. Ramat Yishai burn Palestinian olive trees, almond trees, grape vines in Hebron, also damaging storage buildings. Jewish settlers fr. Tene Oranim in the s. West Bank report that 80% of residents have signed a letter to Sharon offering to leave their settlement in exchange for the same compensation received by settlers evacuated under the disengagement plan. Citing retaliation for the 8/24 assassination of an Islamic Jihad mbr., an Islamic Jihad suicide bomber detonates a device outside a bus depot in Beersheba, Israel, killing only himself, seriously injuring 2 Israeli security guards, lightly injuring at least 8 other Israelis; Abbas quickly denounces the bombing as a “terrorist attack” that undermines Palestinian national interests. The IDF conducts arrest raids, house searches nr. Bethlehem, Hebron, Qalqilya. Jewish settlers fr. Karnei Shomron (btwn. Nablus and Qalqilya) throw stones at local Palestinians, lightly injuring 1. The IDF conducts arrest raids, house searches in Bani Na‘im s. of Hebron, fires on residential areas, wounding 2 Palestinian children; patrols in Aida r.c. (conducting random ID checks), Bala’a nr. Tulkarm (firing on stone-throwing youths who confront the troops, wounding 3 of them, 1 bystander), Bayt Khalil; conducts arrest raids, house searches nr. Hebron, Jenin, Nablus, Qalqilya, Tulkarm; tightens restrictions on Palestinian movement btwn. Salfit, Qalqilya. Jewish settlers fr. Hebron uproot 80 Palestinian olive trees, beat 4 Palestinian farmers in nearby Yatta. Jewish settlers fr. Elon Moreh uproot 250 Palestinian olive trees outside Salfit. Some 10,000 Palestinian health workers in PA government clinics begin an openended strike, demanding an increase in pay; they have been observing occasional strike days over the past 3 wks., without response fr. the PA. In Tulkarm, 10s of PA special forces protest the PA’s decision to merge them under the PA public security. In the sharpest escalation of violence since the 2/8 truce, the IDF fatally shoots a Hamas mbr. nr. the Rafah border after he fires on an IDF position. In response, Hamas fires some 20 mortars at Jewish settlements in s. Gaza, causing light damage. Palestinian Authority (PA) police dispatched to halt the fire are shot at by Palestinian gunmen (Hamas says it is not involved), stoned by bystanders. The IDF, blaming the PA for failing to take adequate steps, then launches an air strike against the Hamas mbrs. targeting the settlement, killing 1 Hamas mbr., wounding 1. Hamas mortar fire continues during the day, lightly wounding 1 settler. The IDF also patrols in Nablus, fires on residential areas; conducts arrest raids, house searches in Bethlehem. Jewish settlers fr. Efrat uproot olive and almond trees, bulldoze Palestinian land nr. al-Khadir nr. Bethlehem to widen a settler bypass road. In Fara’ r.c., 3 armed, masked Palestinians raid an UNRWA clinic, order a doctor to leave permanently, harass the staff, then raid an UNRWA girls’ school, threaten the principal, demand that a teacher be fired; no group claims responsibility; UNRWA protests to the PA, criticizing the PA’s failure to protect UN institutions. The IDF sends troops into al-Bathan nr. Nablus who surround, open fire on a car carrying 3 Palestinians, wounding 1, arresting all 3 without explanation; later conducts arrest raids in the same area; also conducts arrest raids, house searches in al-Yamun nr. Jenin. Jewish settlers fr. Asfar uproot more than 55 olive trees belonging to Palestinians in nearby Hebron. The IDF reopens the Rafah crossing (closed on 12/12) to Palestinians entering Gaza as a gesture to Abbas for taking steps on security; fatally shoots a 14-yr.-old Palestinian carrying a toy gun in Tubas; fires on 3 Palestinian children walking nr. a Rafah mosque, killing a 2d 14-yr.-old Palestinian; cuts down an olive grove nr Salfit for road construction; conducts arrest raids, house searches in Bayt ‘Awwa, Bani Na‘im, Bayt Hanun, Sammu‘a nr. Hebron. Hamas fires an antitank missile at an IDF bulldozer in Bayt Hanun, injuring 3 IDF soldiers. DFLP mbrs. fire a missile at an IDF jeep nr. Khan Yunis, causing no damage or injuries.
