In the West Bank, Israeli settlers with a military escort shot and killed a Palestinian man during a raid in Dura al-Qara’. Israeli settlers also shot and injured a Palestinian in Shufa. Elsewhere, Israeli settlers threw stones at Palestinians traveling near Burqa, injuring a Palestinian woman. Israeli settlers also opened fire at a Palestinian vehicle near Bizarya, causing damage. Meanwhile, Israeli settlers vandalized olive trees near Tell. Israeli forces shot and killed 3 Palestinians, including 2 minors, during raids in Shuqba and Jamma’in. Israeli forces also violently dispersed Palestinian protesters in Huwwara, Tarqumiyah, and Dar Salah, injuring 3 with live ammunition and others with tear gas. Elsewhere, Israeli forces demolished a Palestinian home in Bayt Hanina. 65 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, and Nablus. Around 750 Palestinians have been arrested by Israeli forces since 10/7. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed around 100 Palestinians, including several people sheltering at an UNRWA school in Khan Yunis. Rockets were fired at Israel, causing damage. In Haifa, Israeli police violently dispersed anti-war protesters, arresting 4 and injuring others with batons. In Lebanon, Hezbollah fired an anti-tank missile at Israeli soldiers in Shtula, injuring 5. Israel fired artillery shells and conducted drone strikes in Lebanon. Hezbollah said 2 of its members were killed. Protesters demonstrated outside of the German and U.S. embassies in Beirut. In Syria, Israel conducted airstrikes in the Quneitra province. In Turkey, 60 people, mostly police officers, were injured after protesters in Istanbul attempted to storm the Israeli consulate. The Gaza Ministry of Health said as of 5 p.m. at least 3,500 Palestinians had been killed, including at least 853 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 65 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 15 children. More than 1,284 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,562 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Knesset approved temporary legislation to allow Israeli prisons to admit new inmates beyond their legal capacity, allowing worsening conditions for Palestinian prisoners, including reducing living spaces and forcing prisoners to sleep on mattresses on the floor. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. The Knesset ethics panel also voted to suspend Jewish Hadash MK Ofer Cassif from the Knesset for 45 days and revoked his salary for 14 days over his anti-war stance. (AJ, HA 10/18; HA 10/19)

U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. Around 300 Jewish Americans were arrested at the U.S. Capitol while protesting Israel’s war in Gaza. The protest was arranged by Jewish Voice for Peace. After President Biden’s meeting with Prime Minister Netanyahu, Netanyahu’s office released a statement saying that Israel will not allow aid from its territory to enter Gaza until the captives are returned. The statement also said Israel demands that the Red Cross be able to visit the captives and that Israel will not “thwart” humanitarian aid from Egypt as long as it only consists of food, water, and medicine. President el-Sisi said during a press conference with German chancellor Olaf Schulz that Israel could allow Palestinians in Gaza to stay in the Naqab desert until Israel can “do what they wish to do with the militant operatives in the Gaza Strip.” El-Sisi also spoke with President Biden about aid coming through the Rafah crossing. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. Amir-Abdollahian called on the OIC members to sanction Israel and expel Israeli ambassadors. The OIC called for an immediate ceasefire and for Israel to lift the siege of Gaza. The U.S. blocked a UN Security Council resolution calling for humanitarian access to Gaza, protection of civilians, and condemning Hamas’ operation in Israel. The resolution, introduced by Brazil, was approved by 12 members of the Security Council, while Russia and the UK abstained. Israeli forces shot and killed 2 Palestinians during raids in Aqabat Jaber refugee camp and Jenin. Israeli forces also violently dispersed Palestinians in Aqabat Jaber refugee camp and Fawwar refugee camp, injuring 4 with live ammunition. At least 70 Palestinians were arrested during late-night raids in and around Hebron, Tulkarm, Nablus, Ramallah, Nil’in, Qarawat Bani Hassan, Bethlehem, and Jericho. UNRWA said in a tweet that people claiming to be from the Gaza Ministry of Health seized fuel and medical equipment from its compound in Gaza City, before later deleting the tweet. An UNRWA statement later said that there had been no looting of UNRWA warehouses. (HA, HA 10/16; HA 10/17)

Palestinian prisoner Kayed al-Fafsous suspended his 75-day hunger strike after his family urged him to end it, fearing that Israel will let him die as part of its campaign against Palestinians related to the war with Hamas. Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I was seriously injured in the arm. They brought me to Gaza, and they took me to the hospital here for three hours. They've been taking care of me, providing medication. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings. Please get me out of here as quickly as possible.” Hamas military spokesperson Abu Obeida said Hamas is holding around 200-250 people captive and that they are being treated with dignity and respect. The EU said it would launch a humanitarian air bridge to Egypt with aid to Gaza and the UN began shipping aid to Egypt in anticipation of being able to enter Gaza. Iranian foreign minister Hossein Amir-Abdollahian told Iranian state TV that a “preemptive strike” against Israel could be expected as Israel continues to attack Gaza. Amir-Abdollahian suggested the strike would be carried out by Hezbollah and would be related to a potential Israeli ground invasion of Gaza. U.S. secretary of state Antony Blinken visited Israel again after touring the Middle East over the weekend, meeting with Prime Minister Netanyahu, the Israeli war cabinet, and President Isaac Herzog. Blinken said Israel had agreed to develop a plan to get humanitarian aid to Gaza without it benefiting Hamas. Blinken also spoke with Foreign Minister Fidan, who condemned Israel’s “inhumane” actions in Gaza. The Wall Street Journal reported that the U.S. has prepared around 2,000 soldiers for potential deployment to Israel to serve as advisors and for medical support. The UN Security Council rejected a Russian resolution calling for a humanitarian ceasefire and condemning violence and terrorism against civilians. 5 countries voted for the resolution (China, Russia the UAE, Gabon, and Mozambique), 4 voted against (the U.S., the UK, France, and Japan), while 6 abstained. U.S. senators Brian Schatz (D-HI), Chris Van Hollen (D-MD), and Peter Welch (D-VT) called on Israel to protect civilians in Gaza. 14 U.S. senators, 8 Democrats, 5 Republican, and 1 independent, called on President Biden to freeze $6 billion in Iranian assets held in Qatar that the U.S. exchanged for the release of people held in Iran last month. 13 members of the House co-sponsored a resolution urging Biden to call for an immediate ceasefire. Pakistani foreign minister Jalil Abbas Jilani called Israel’s attacks on Gaza genocide. Canadian prime minister Justin Trudeau called for the opening of a humanitarian corridor in Gaza to allow delivery of food, fuel, and water. Scottish first minister Humza Yousaf said that he fears that his in-laws, who are visiting Gaza, could die any day as they are running out of water and food. Prime Minister Sunak characterized the Hamas operation on 10/7 as a “pogrom” while addressing the House of Commons and said, “Israel must defend itself in line with international humanitarian law.” Sunak said 6 UK citizens have been killed and 10 are missing. Furthermore, Sunak said the UK would increase its aid to Palestinians by $12.12 million. In the West Bank, Israeli settlers shot and killed a Palestinian in Huwwara as Israeli settlers with a military escort, including MK Zvi Sukkot, raided the town at night. 51 Palestinians were injured, including 42 by tear gas, and settlers vandalized Palestinian property. The PA condemned the raid, saying Israel and the U.S. were responsible. Israeli national security minister Itamar Ben-Gvir said of the raid on X, “Our lives take priority to the Palestinians’ freedom of movement (and commerce).” Israeli settlers, including MK Limor Son-Harmelech, raided Jabel ‘Aybal in Area B near Nablus for the fifth day in a row. Settlers first toured the site on 10/2 with a military escort but since then have toured it without military involvement. Son-Harmelech called on the Israeli government to create a settlement at the site. Elsewhere, Israeli settlers vandalized 40 olive trees and stole the olive harvest in Yasuf. Israeli settlers also fired live ammunition at Palestinian motorists near Turmus ‘Ayya and threw stones at Palestinians at the DCO checkpoint near al-Bireh, causing damage. Israeli forces violently dispersed the funeral procession for the Palestinian who was killed in Huwwara in the early hours of the day, injuring 1 person with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring a journalist with a baton round and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. In the West Bank, Israeli settlers set up mobile homes on Palestinian-owned land in Burin. Israeli settlers also vandalized a water pipeline in Khirbat Tana. Elsewhere, Israeli settlers raided Yatma, attacking Palestinians. Israeli forces demolished 4 buildings in the Baladim settlement outpost near Ein Samia. The demolitions were approved by the Settlement Administration in the Defense Ministry. Israeli forces also forced a disabled Palestinian out of his car and seized the car, specially made for his needs, leaving him in a wheelchair at a checkpoint south of Ramallah. Elsewhere, Israeli forces demolished agricultural structures and razed land planted with 120 olive tree saplings in Beit Sira. 8 Palestinians were arrested during late-night raids in Jalazun refugee camp, Birzeit, Qabatiya, and Hebron. PA forces in Jenin arrested several Palestinians and seized weapons. In East Jerusalem, Israel forces made 1 Palestinian family demolish their own home in Musrara. In Gaza, Hamas said it had seized an Israeli drone that crashed near Gaza City after malfunctioning. The Israeli-run Jerusalem District Court rejected an appeal that would have seen the Israeli settler Yehiel Indore released from custody. Indore is the main suspect in the killing of Palestinian Qosai Jammal Mi’tanin on 8/4 in Burqa. An Israeli police representative told the court that Indore’s claim of acting in self-defense is unlikely to hold merit. (HA 8/14)

Maps released by the Israeli Civil Administration showed that the official boundaries of the Israeli settlement outposts Asael and Avigail, which had been retroactively authorized by Israel in February, had expanded significantly in recent months. The Asael settlement outpost had expanded 18 times while the Avigail outpost had expanded 2.5 times. Both outposts are located in the South Hebron Hills. 10 other settlement outposts retroactively authorized in February will have their new boundaries published in the coming weeks. (HA 8/16)

HaMoked and the Center for Defense of the Individual obtained data from the Israel Prison Service showing that a quarter of Palestinian prisoners held by Israel are in administrative detention. 1,201 Palestinians are held in administrative detention, the highest number since at least 2001. PA foreign minister Riyad al-Maliki criticized the Biden administration to members of the Foreign Press Association, calling it weak on Palestine for not reversing Trump administration measures to undermine Palestinians’ right to statehood and inadequately addressing Israeli violations against Palestinians. Al-Maliki also said he is open to peace talks that include China as the mediator and hoped that Saudi Arabia would not “yield to any kind of pressure or intimidation coming from the Biden administration” regarding normalizing ties with Israel. A Palestinian American man visiting family in Gaza told Reuters that Israel rejected his request to return to the U.S. via Ben Gurion Airport. Another Palestinian American said Israel denied him entry at Ben Gurion Airport forcing him to return to Dubai, despite being told by the Israeli embassy in the UAE that he would be allowed to enter Israel with his Gaza ID. Israel has said that new procedures relevant to Palestinians with Gaza ID cards will be published on 9/15 as part of the country’s trial to become part of the U.S. Visa Waiver program. In East Jerusalem, an Israeli settler shot and injured a 60-year-old Palestinian woman at a light rail station north of Sheikh Jarrah, claiming she had tried to stab him with a knife. U.S. president Joe Biden criticized the Israeli government for being too extreme in its West Bank policies in an interview with CNN, saying that the U.S. is in regular contact with Israel to “tamp down what is going on,” and calling the Netanyahu government the “one of the most extreme” he has seen. Biden also said that the PA had lost its credibility. On normalization, he said Israel and Saudi Arabia are “a long way from” normalizing relations, saying that normalization depends on “what is asked of us for them [Saudi Arabia] to recognize Israel,” confirming that Saudi Arabia is asking for a civilian nuclear program and security guarantees. Haaretz reported that the Biden administration is seeking measures from Israel to strengthen the PA to help the normalization process. But U.S. officials told Haaretz that they think the far-right ministers in the Israeli government would oppose any gestures toward the Palestinians. The officials also said that the PA does not trust the U.S. to follow through on ensuring that the promises are kept. (CNN, HA, HA, REU 7/9)

The Israeli security cabinet approved measures to “act to prevent the collapse of the Palestinian Authority,” but did not detail how Israel would prevent this. Finance Minister Bezalel Smotrich abstained in the vote and National Security Minister Itamar Ben-Gvir voted against the measures. In return for preventing the PA from collapsing, Israel is demanding that the PA “[r]efrain from acting against Israel in the international legal and political arena . . . from paying the families of terrorists and murderers, and from illegal building in Area C.” PA prime minister Mohammed Shtayyeh called the Israeli demands unacceptable. An Israeli parole board denied an early release petition for Palestinian prisoner Walid Daqqa, who the Israeli prison service acknowledge is terminally ill with cancer. The Israeli Higher Planning Council approved 5,700 settlement housing units and retroactively approved the Palegi Maim, HaYovel, and Nof Harim settlement outposts. 818 housing units received final validation including 359 in Elkana, 381 in Revava, 29 in Givat Ze’ev, 42 in Carmiel, and 7 in Hermesh. 4,915 housing units were approved for deposit, including 1,563 in Eli, 98 in Ariel, 714 in Givat Ze’ev, 340 in Ma ‘ale Adumim, 312 in Beitar Ilit, 310 in Adora, 264 in Etz Efraim, 152 in Ma ‘ale Amos, 78 in Asfar, and 754 in the 3 settlement outposts. The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. In the West Bank, Israeli settlers uprooted 20 olive tree saplings and stole a water tank in Umm Safa. Israeli forces raided Jenin, killing 7 Palestinians, including 2 minors, and injuring 91. 7 Israeli soldiers were injured by an IED; an Israeli combat helicopter subsequently fired on Palestinians while the wounded soldiers were extracted from Jenin. It was the first time since the Second Intifada that combat helicopters were deployed in the West Bank. Among the Palestinian wounded were a clearly marked journalist and a Palestinian minor who was struck by gunfire while at her home. 2 Palestinians were arrested. 7 Israeli vehicles were damaged and left in Jenin. The Palestinian Red Crescent said Israeli forces had fired live ammunition at 4 Palestinian ambulances during the raid. The PA called the incident a “recurring massacre.” Israeli forces also shot and killed 1 Palestinian and injured 2 others with live ammunition during a raid in Husan. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The PA security forces and local militant factions in Nablus reached an agreement to end tensions in the city. UK prime minister Liz Truss told Israeli prime minister Yair Lapid, during a meeting on the sidelines of the UNGA, that she is considering moving the UK embassy of Israel to Jerusalem. A spokesperson for Prime Minister Truss told reporters that Truss’s government is reviewing the current location of the embassy. It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. In an interview with the French newspaper Le Point, Qatari leader Sheikh Tamim bin Hamad Al Thani dismissed the idea of normalizing relations with Israel, saying “are things normal in Israel? No! There are still occupied Arab lands, refugees who have not been able to return to their homes for over 70 years, Muslims and Christians, living under siege in Gaza.” Sheikh Al Thani further called the “Israeli-Palestinian question” the most important, saying there will not be peace in the Middle East without it being solved.
