The IDF imposes several punitive measures on Husan village nr. Bethlehem in response to reports of stone throwing in the area. They bar residents from entering nearby Beitar Ilit settlement, where many work, and confiscate several vehicles. Elsewhere in the West Bank, Palestinian youths throw a Molotov cocktail at an IDF patrol in Shuqba village nr. Ramallah, causing no injuries. IDF troops arrest 6 Palestinians during late-night raids nr. Qalqilya, Tulkarm, and Jenin, and patrol nr. Ramallah and Nablus. In East Jerusalem, Israeli forces demolish 2 homes and a room in a 3d in Hizma, and arrest 4 Palestinians during late-night raids in Silwan and Issawiyya. Along Gaza’s border, IDF troops open fire on agricultural lands nr. Bayt Hanun. In Israel, Israeli forces demolish a home in the Negev bedouin village of al-Za‘arurah. Israeli PM Netanyahu meets with U.S. pres. Trump in Washington for the first time. They discuss the Israeli-Palestinian conflict, Iran, and other issues related to the Middle East. In a joint press conference, Trump says that both the Israelis and Palestinians must make concessions to reach a final deal. He also says that, although he would prefer a 2-state solution, he “could live with” either a 1-state or a 2-state solution. The White House later issues a statement about the meeting, saying that Trump and Netanyahu “agreed to continue [discussions about settlement construction] and to work out an approach that is consistent with the goal of advancing peace and security.” (AP, EI, HA, JP, NYT 2/15; HA, JP, TOI, WAFA 2/16; ALM 2/19)

Off the coast of Gaza nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 5 are injured and 2 are arrested. The IDF conducts a late-night raid nr. Jenin, arresting 1 Palestinian; patrols during the day in 2 villages each nr. Ramallah and Jericho. Late at night, Israeli settlers steal sheep-farming equipment from a bedouin village nr. Ramallah. The month-long Nuclear Non-Proliferation Treaty Conference concludes today in New York. Egypt’s proposal for a conference on nonproliferation in the Middle East, focused on Israel’s nuclear program, failed to garner enough support after opposition from the U.S., Canada, and the UK. U.S. pres. Barack Obama signs the Iran Nuclear Agreement Review Act into law, giving Congress the opportunity to disapprove of any agreement made by the P5+1 and Iran. Speaking at a Washington synagogue, Obama reaffirms his support for Israel, but says that he refuses to “paper over our differences.” Referring to the P5+1’s ongoing negotiations with Iran, he says, “Our commitment to Israel’s security, and my commitment to Israel’s security is, and always will be, unshakable.” (JP, NYT, TOI 5/22)

In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. In the Gaza Strip, the Israeli troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, an Israeli settler is killed and his wife wounded, when they are attacked by a Palestinian outside their home in the n. Jordan Valley. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in 1 village nr. Jenin in the afternoon, and in 3 villages nr. Hebron, and 1 village each nr. Jenin, Ramallah and Tulkarm at night. Jewish settlers torch 3 Palestinian cars in Burqa village nr. Ramallah and leave racist graffiti on the wall of the mosque. The meeting focuses on developments regarding Iran, negotiations with the Palestinians, and the need to strengthen economic ties with the latter. (YA 10/11)

Speaking at a press conference in Kuala Lumpur, Malaysia, U.S. Secy. of State John Kerry says that the cuts in aid to Egypt will not have much impact in the country, that it is not a “withdrawal” from relations with Cairo, and that the aid could be restored should “credible progress” be made in restoring an inclusive govt. Egyptian military spokesperson Col. Ahmed Mohammed Ali declines to comment, but the Foreign Ministry calls the decision “flawed . . . in terms of content and timing.” Meanwhile, a suicide attack on a military checkpoint nr. al-Arish kills 4 soldiers and wounds 5 others. U.S. Defense Secy. Chuck Hagel begins a Middle East tour in Israel, where he is expected to have meetings with Pres. Shimon Peres, PM Benjamin Netanyahu, IDF Chief of Staff Lt. Gen. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. Hagel’s weeklong tour of the region will also include Jordan, Saudi Arabia, Egypt and the United Arab Emirates. (HA, NYT 4/20; WP 4/21)

U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council. In an interview with Israeli television, U.S. Pres. Barack Obama says that Israel can no longer rely on a ‘‘a few [Arab] autocrats’’ to maintain regional stability and security, and that the Jewish state has ‘‘an interest in being able to speak to the Arab street.’’ Meanwhile, White House deputy national security adviser Ben Rhodes confirms that Obama will not introduce a new peace initiative during his Middle East visit next week. In a meeting in Moscow with Russian pres. Vladimir Putin, Palestinian pres. Mahmud Abbas says he hopes that peace talks would resume later this year, though the chances remain slim. The Palestinian Central Election Commission announces that the 36 West Bank municipalities where voting was postponed from the original 10/20/12 and 11/24/12 elections (see QU 166 and QU 167) due to court decisions, resignation of council members, and other factors will hold local elections on 6/1. The International Monetary Fund warns that the PA’s fiscal situation is ‘‘increasingly precarious’’ and urges action from donors to help reduce the significant budget deficit. The IMF projects a financing gap of about $400 million for 2013 and notes that unemployment increased to almost a quarter of the labor force by the end of 2012. (AFP, REU 3/14)

U.S. Pres. Barack Obama tells Israeli media that Washington considers a nuclear Iran to be a ‘‘red line’’ with all options on the table to stop it. Obama says that U.S. intelligence believes that it would take over a year for Iran to develop a nuclear weapon. (AP 3/14; HA 3/15)

An anonymous Western diplomat says that following the recent detention (3/6) and release (3/9) of 21 UN observers by Syrian rebels, the UNDOF has stopped conducting patrols. (AP, REU 3/14)

Late in the evening, IDF troops on the c. Gaza border fire 2 artillery shells into Gaza City, hitting a home (failing to explode, but causing damage) and a farm (causing no reported injuries). In the West Bank, the IDF patrols in 3 villages nr. Ramallah and 1 nr. Jericho in the morning; patrols in Jericho and 1 nearby village, 5 villages nr. Salfit, and 1 nr. Tulkarm late at night. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin. IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters. As a result, 1 Palestinian photographer is injured (rubber-coated steel bullets) in Bil’in; 1 Palestinian cameraman (tear gas canister) and 1 Palestinian demonstrator (live ammunition) are wounded in Nabi Saleh. The Pentagon says it is rushing to modify the aging amphibious assault ship USS Ponce, previously scheduled for decommission, for dispatch to the Persian Gulf by summer 2012 for use as a large floating staging base for commando teams and a docking station for small high-speed boats and helicopters. The U.S. Central Command, which oversees military operations in the Middle East, recommended the move amid concerns about rising tensions with Iran, al-Qa’ida in Yemen, and Somali pirates. (WP 1/28)

Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. Judeh does not issue a formal statement, and Israel refuses to comment. (NYT, WT 1/10)

The IDF conducts morning patrols in Qalqilya, 2 villages nr. Jenin, and 1 nr. Tulkarm; afternoon patrols in 2 villages nr Jenin (firing tear gas at stonethrowing youths in 1 incident), and 1 nr. Qalqilya; late-night patrols in Tulkarm and nearby Bayt Lid and in 1 village nr. Qalqilya. The IDF also enters ‘Azzoun village nr. Qalqilya in the afternoon to summon for interrogation 3 Palestinians released in the 10/2011 Shalit prisoner swap; conducts late-night arrest raids, house searches in Hebron and nr. Nablus. On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. Obama Middle East adviser Ross announces at a lunch with Jewish leaders that he will resign effective 12/2011 to return to work at the pro-Israel Washington Institute for Near East Policy. Sources say his decision reflects “the diminishing chances for a breakthrough in either Iran or the Arab-Israeli peace process” before the 2012 presidential elections. (NYT, WP 11/10)

In retaliation for Israeli air strikes on 11/8, unidentified Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels detain a Palestinian fishing boat off the c. Gaza coast, confiscating the boat, detaining 1 man who is a mbr. of the Palestinian naval police, questioning and releasing 2 others. In the West Bank, the IDF conducts afternoon patrols in 1 village nr. Jericho and 2 nr. Ramallah (firing rubber-coated steel bullets, stun grenades, and tear gas at stone-throwing youths in 1 case, causing no serious injuries); patrols in Tulkarm late at night; conducts latenight arrest raids, house searches nr. The IDF makes a brief incursion into Gaza e. of Gaza City to level land nr. the border fence. The UN reports that 9 Palestinians were killed and 16 injured in tunnel collapses in the previous wk. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tulkarm. Jewish settlers evicted fr. Inbalim on 7/27 set up 3 new mobile homes in Givat Egoz outpost nr. Talmon settlement, also nr. Ramallah. An Israeli court reverses its 7/27 temporary injunction on construction at the Farhan-Hijazi properties in Shaykh Jarrah, ruling that Jewish settlers may keep building and living on the site until the next court session to discuss the case on 9/23/09. Meanwhile, Israeli police raid 2 other Palestinian homes in Shaykh Jarrah (the Ghawi and Hanun properties) where ownership is contested by Jewish groups, ordering residents to vacate the homes by 8/10/09 or face expulsion; settlers attempt to occupy the Hanun home but are fended off by the family; both families immediately file an appeal to the Israeli High Court. Timed with Mitchell’s visit (see 7/26), Jewish settlers, as a protest message to Obama, set up 11 new unauthorized settlement outposts, symbolizing the 11 settlements established by Zionists in the Negev in 1946 in defiance of British prohibition. The settlers hold a press conference inaugurating the new outposts in Neria settlement, established in 1991 to protest a visit by Secy. of State James Baker who was then pressuring Israel to halt settlement construction. Israeli PM Benjamin Netanyahu begins a 2-day visit to Washington to discuss the peace process, Iran, bilateral relations, and Middle East regional affairs, holding his 1st mtg. with U.S. pres. Barack Obama at the White House. Obama privately presses for a total Israeli settlement freeze and endorsement of a 2-state solution, with Netanyahu demurring. The leaders emerge showing no signs of tensions, instead stressing shared goals of preventing Iran fr. developing nuclear weapons and achieving peace btwn. Israel and the Palestinians. In the West Bank, the IDF makes a rare daytime incursion into al-Khadir nr. Bethlehem, raiding 2 secondary schools while classes are in session, holding the students for several hours while searching for a wanted person; no arrests are made. In Washington, Clinton meets with Arafat, encourages him to accept U.S. FRD proposal (see 1/20). Arafat refuses, saying that he expects Israel to hand over 91% of the est Bank before the final stages of the permanent status talks. Arafat agrees to renegotiate the 12/17 MOU on security, gives Clinton 2 letters: one, requested by the U.S., formalizing Palestinian recognition of Israel's right to exist, spelling out for the 1st time which of the 33 articles of the 1968 PLO charter were annulled in 1996; the other saying that a "time-out" on Israeli settlement construction should extend to every place on the West Bank that is not within 50 meters of an existing settlement structure. After mtg., Clinton says that he hopes that land for peace will prevail in the Middle East that "the Palestinians can realize their aspirations to live as a free people." Israeli Interior Min. approves 2 building plans for the Palestinian neighborhood of Ras al-Amud in Jerusalem: "Arab sector" plan includes the construction of "additional public space," 1,020 housing units; "Jewish sector" plan includes 132 housing units. U.S. orders deportation of Hani al-Sayigh, a Saudi Arabian suspected of involvement in the 6/96 bombing of the U.S. barracks at al-Khobar. Sayigh fled Saudi Arabia for Canada (3/97), which then extradited him to the U.S. (6/97) at Washington's request to provide testimony linking Iran with the bombing. Sayigh failed to provide such information, and the U.S. was forced to drop charges of collusion against him for lacked evidence. He faces possible execution if he is sent back to Saudi Arabia.
