In the West Bank, Israeli forces claimed that it had stopped 2 stabbing attempts, including 1 in Tubas where 1 Palestinian man was shot after allegedly trying to stab a soldier. WAFA reported that the man was shot during a late-night raid and was in serious condition; and in a settlement outpost where 1 Palestinian woman allegedly tried to stab 1 settler before being arrested. Israeli forces also shot with live ammunition and injured 2 Palestinian minors during a raid in al-Khadir; 1 was reported in serious condition and the other in moderate condition. Israeli forces claimed the 2 had thrown Molotov cocktails at the forces. Elsewhere, Israeli forces raided the offices of the Palestinian Health Work Committees in Ramallah, seizing computers; 2 were arrested. Israeli forces also violently dispersed a protest against settlement expansion south of Hebron, injuring 1 with a tear gas canister while others suffered tear-gas related injuries. Meanwhile, Israeli forces demolished 1 house under construction and a water well in Bani Na‘im and delivered a stop-work order for 3 houses under construction in Zawata. 13 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tuqu‘, Aida refugee camp, Tubas, and Bayt Duqqu. In East Jerusalem, 1 Palestinian man died in a fire in Kafr Aqab after Israeli forces held up Israeli fire trucks at the Qalandia checkpoint, saying they had to wait for military escort; Kafr Aqab is located in the Israeli-annexed East Jerusalem municipality, but on the West Bank side of the separation wall. Israeli police prevented Palestinians from holding an event celebrating International Women’s Day in al-Tur, arresting 2 women and seizing clothes and other material on display; Israeli police said the event was arranged by the PA. Israel considers PA activity in East Jerusalem illegal. 4 Palestinians were also arrested in Shu‘fat refugee camp. Israeli forces delivered demolition orders for 7 Palestinian-owned homes in Ma‘in. 17 Palestinians were arrested during raids in and around al-Khadir, Husan, Hebron, Nablus, Tulkarm, Abu Dis, ‘Azun, Beita, Ramallah, al-Bireh, Sabastiyya, and Jenin refugee camp. In East Jerusalem, Israeli forces seized, for a 2d time, tents sheltering a family whose house was demolished in Issawiyya. 11 Palestinians were arrested during raids in Issawiyya, Shu‘fat refugee camp, and al-Tur; confrontations erupted during the raids in Issawiyya, leading to tear-gas related injuries and damage to property. According to Haaretz reporting, the Shin Bet has been threatening some Palestinian activists with administrative detention if they run in the Palestinian Legislative Council elections. Haaretz confirmed that at least 1 Palestinian activist was arrested and put in administrative detention for 4 months after announcing that he would run in the elections. (HA 3/4)

Danish prime minister Mette Frederiksen and Austrian chancellor Sebastian Kurz met with Israeli prime minister Benjamin Netanyahu in Jerusalem to discuss a joint COVID-19 plan. Prime Minister Frederiksen had, prior to the trip, praised Israel’s vaccination campaign and said that Denmark is considering opening a vaccine factory with and/or in Israel, leading her own left-wing coalition to denounce her trip. The EU expressed dismay at the 2 European leaders’ trip, saying that cooperation on COVID-19 response was an EU issue 1st and foremost. In the West Bank, 1 Israeli settler rammed his car into 1 Palestinian east of Qalandia, causing injuries. Israeli settlers also threw stones at Palestinian houses and vehicles in Jalud, causing damage to the windows of several houses and vehicles. Elsewhere, Israeli settlers vandalized cars and houses in Huwwara. Israeli forces demolished parts of a Palestinian-owned house in Battir and 3 houses in the Masafer Yatta area. Israeli forces also raided ‘Ayn Yabrud and fired tear gas canisters, causing damage to 1 building and leading to tear-gas related injuries. 19 Palestinians were arrested during raids in and around Ramallah, al-Khadir, Hebron, Tell, Nablus, Balata, Tulkarm, Jenin, and Jericho. In East Jerusalem, Israeli forces injured 2 Palestinians during a house raid in Issawiyya and 5 Israeli soldiers were injured in subsequent clashes in the area; tear-gas related injuries were also reported. 7 Palestinians were arrested, including 1 at the Haram al-Sharif compound, and 6 during raids in the Old City, al-Tur, and Issawiyya. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. Israeli forces delivered demolition notices against 4 residential structures, 1 water tank, and 2 sheds near Nablus, 3 houses in al-Khadir, and 1 agricultural structure in Halhul. 19 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-‘Arub refugee camp, Dayr Nidham, Jenin, Tubas, and al-Khadir; during the raid in Bayt Umar, Israeli forces also confiscated 1 vehicle and during a late-night raid in Ramallah, clashes erupted, leading to tear-gas related injuries. In East Jerusalem, 1 Palestinian from the West Bank was arrested in al-Tur for not having an East Jerusalem ID. In Israel, 1 Palestinian from the West Bank was arrested at his workplace. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. According to the club, the Israeli football association had been questioning Al Nahyan’s integrity and actual financial assets. (HA 2/11; AJ 2/12)

Israeli forces were said to have attacked 2 locations in Syria, including in the Quneitra province and near the border of Syria and Iraq. There were no reports of damage or casualties. (HA 2/12)

In the West Bank, 1 Israeli settler killed 1 Palestinian after ramming him with his vehicle near Kafr Haris. Israeli forces punitively demolished 1 house by explosion in Tura belonging to the family of 1 Palestinian accused of killing 1 Israeli settler on 12/21/2020, displacing a family of 6, including 4 children; clashes erupted during the demolition, leading to the hospitalization of 1 elderly Palestinian who suffered tear gas inhalation and damage from the explosion was reported at 4 other houses in the vicinity. Israeli forces also delivered stop-work notices for 11 houses and 1 playground in Yasuf. Elsewhere, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work by the separation barrier near Barta‘a. Israeli forces also seized 1 residential tent in Khirbet al-Rakiz, 1 tent near Susiya, and 1 tent used as a health care unit east of Yatta. U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. OCHA reported a 250 percent increase in the demolition of Palestinian-owned structures in the period between 6/2 and 6/15 compared to the weekly average since the beginning of 2020. The Jordanian foreign minister Ayman Safadi went on an unannounced visit to Ramallah to discuss Israeli annexation plans with PA president Mahmoud Abbas. 1 Israeli soldier who pled guilty to charges of negligence and reckless endangerment for killing 1 Palestinian man in Gaza without authorization from his superior received 45 days of community service and was demoted to the rank of private as punishment. (ABC 6/18)

In the West Bank, Israeli settlers vandalized Palestinian-owned property in al-Sawiya, slashing tires on 12 cars and writing racist graffiti on houses. Israeli forces delivered demolition orders for 1 park, 1 unpaved road, retaining walls, 1 playground, and 1 storage space in Haris; for several residential structures, 1 barn, and 1 water well south of Hebron; demolished and seized residential shacks and tents south of Hebron; and demolished and seized 1 greenhouse in Sawahara al-Sharqiyya. Thousands of Palestinians protested in Ramallah against Israel’s planned annexation of parts of the West Bank. 7 Palestinians were arrested during raids in and around al-‘Izzariya, al-Khadir, Bayt Fajjar, and Qabatiya. PLO secretary general Saeb Erakat, in an op-ed in Haaretz, called on the international community to begin imposing sanctions on Israel to force Israel to back away from annexing parts of the West Bank. (HA 6/8)

In an interview with the New York Times, Hussein al-Sheikh, head of the PA’s general authority of civil affairs, said that if Israel moves ahead with annexing parts of the West Bank the financial repercussions for the PA would mean it would have to cut its $105 million a month in payments for salaries and medical expenses in Gaza. Al-Sheikh also said that the PA forces no longer would extradite Israelis arrested in PA controlled areas and that these would be tried in PA courts. (NYT 6/8)

In East Jerusalem, Israeli forces and Palestinians clashed during a raid in Issawiyya, leading to tear-gas related injuries. The governor of Ramallah ordered all restaurants, cafes, and attractions to close to fight the spread of the COVID-19 virus. 26 Palestinians have tested positive for COVID-19 in the West Bank. 15 Palestinians were arrested during late-night raids in and around Beita, Awarta, Silwad, al-Ram, Tulkarm, and Hebron. During a raid near Tubas, Israeli forces reportedly seized money and gold totaling $4,000. In Gaza, the death toll from the fire that broke out in a bakery on 3/5 rose to 14. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. In Gaza, Israel struck targets in Gaza after a rocket was fired from Gaza toward Israel. No injuries were reported, but damage was reported. Israeli forces fired tear gas at Palestinian agricultural lands east of Khan Yunis, forcing farmers to leave. Israeli naval forces fired a water cannon at a Palestinian fisherman, causing damage to his boat. Israel also reduced the fishing zone to 6 nautical miles. 3 Palestinians were arrested after trying to enter Israel by the Gaza fence; all 3 were released on 12/20. The Israeli high court of justice criticized Israeli police handling Palestinian complaints of destruction of their property. The court said the police’s handling of such complaints “is troubling, to say the least” and that in 1 case, “except for taking the Palestinian plaintiff’s statement, the police did virtually nothing.” (HA 12/20)

In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm for the 2d day in a row. Israeli forces demolished a Palestinian-owned home in al-Khadir near Bethlehem and razed the flooring of a car repair shop in Dayr Razih near Hebron; during the latter event, several Palestinian-owned vehicles were damaged. Israeli forces arrested 20 Palestinians during late-night raids in and around Hebron, Tulkarm, Nablus, and Ramallah. U.S. congress rejected a request by the Trump administration for $175 million for a special fund in support of the Middle East peace plan. According to Haaretz reporting, the request was rejected due to lack of confidence among the congressional members that the Trump administration would be able to make any tangible progress in its peace plan, which has still not been revealed. Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). Israeli forces demolish a Palestinian home and dismantle 3 Palestinian makeshift residential structures south of Hebron. After yet another day of heightened tensions at Haram al-Sharif, the Israeli security cabinet decides to remove the metal detectors installed at the entrances to the sanctuary after the deadly attack, on 7/14 in the evening. A senior Israeli official says that some cameras installed on 7/23 will be removed as well. In a statement, the cabinet says it has “accepted the recommendation of all of the security bodies to incorporate security measures based on advanced technologies and other measures instead of metal detectors to ensure the security of visitors and worshippers in the Old City and [at Haram al-Sharif].” According to the Israeli press, the new measures include heat-sensing “smart cameras” with facial recognition technology, and that their installation will be part of a NIS 100 m. Following a day of Israeli-Jordanian tensions and negotiations over the deadly attack in Amman on 7/23, the Jordanian authorities allow the staff of the Israeli Embassy in Jordan, including the security guard who killed the 2 Jordanians, to return to Israel. The Israeli authorities first allow Jordanian police to hear the guard’s description of the incident. With rumors to the contrary circulating on social media, the Israeli press reports that Jordan did not condition the release of the guard on the removal of the metal detectors at Haram al-Sharif. The Arab League’s undersecretary for Palestinian affairs says that none of the $100 m. in pledged assistance to the PA for 2012 has been transferred and that no date has been set for the transfer. The PA continues to suffer from Israel’s decision to withhold $120 m. in tax revenues as a punitive measure following the UN bid. Cross-border violence continues in Gaza. During the day, Palestinians fire some 20 rockets into Israel, causing damage in 1 instance but no injuries. Israel warplanes and drones carry out at least 3 air strikes on groups of armed Palestinians in Gaza City and n. Gaza, killing 2 Palestinians (1 civilian, 1 Popular Resistance Comm. [PRCs] mbr.) and wounding 9 (2 armed and 7 civilian, including 1 woman). Late in the evening, Hamas authorities in Gaza announce that another cease-fire with Israel has been brokered by Egypt, effective immediately. After the announcement, Palestinians fire at least 5 more rockets (no damage or injuries), but Israel does not respond. In total across 6/17–23, 11 Palestinians (7 armed; 4 civilians, including 2 children) were killed, and 49 Palestinians (7 armed; 6 PASF; and 36 civilians, including 2 women and 1 child) and 3 Israelis (2 police, 1 civilian) were injured. Palestinians fired around 155 rockets (including at least 10 Grads) and mortars; Israel carried out at least 25 air strikes. In addition, OCHA reports that during the period, several Palestinian rockets fired toward Israel fell short or exploded prematurely, killing 2 Palestinian children (a baby and a 5-yr.-old) and injuring 19 Palestinians (including 4 children ages 3–12). Furthermore, 2 armed Palestinians were killed and 26 were injured when a building that had been hit by the IDF collapsed while they were inspecting the damage. Meanwhile, in the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; 1 village each nr. Jericho and Ramallah in the afternoon; and Ni‘lin and 1 village nr. Salfit late at night. The IDF also conducts late-night arrest raids, house searches nr. Hebron, Salfit. Palestinian, Israeli, and international activists take part in a nonviolent demonstration against Israeli land confiscations and settlement expansion in Bayt Umar nr. Hebron; the IDF fires tear gas and percussion grenades to disperse them, causing no injuries; 3 Palestinians are arrested.
