In the West Bank, Israeli settlers emptied sewage and wastewater on Palestinian agricultural lands in Dayr al-Hatab near Nablus. Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. In the West Bank, IDF troops conduct raids in Bayt Umar near Hebron overnight, arresting 3 Palestinians and sparking clashes; 1 Palestinian is injured. They arrest 12 Palestinians during additional late-night raids near Salfit, Bethlehem, Hebron, and Bethlehem; arrest 1 Palestinian at the Qalandia checkpoint when she is found with a knife in her bag; and patrol in and around Qalqilya and Hebron. In the West Bank, an Israeli settler shoots and injures a Palestinian after Palestinian youths throw rocks at passing vehicles outside Ramallah. Palestinian businesses in Tulkarm hold a 1-day strike and Palestinian protesters shut down the United Nations (UN) office in Ramallah in solidarity with the 1,500-plus Palestinian prisoners observing the Dignity Strike and to protest the organization’s alleged inaction on their behalf. Israeli forces demolish the inner walls of a home nr. Hebron. IDF troops arrest 8 Palestinians and confiscate 1 car during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces violently disperse Palestinians demonstrating in Qalandia and Sheikh Jarrah in solidarity with the Dignity Strikers; 1 Palestinian is injured and arrested. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. Under their agreement, the various Palestinian factions, including PIJ, will join the PLO and form a new Palestine National Council over the next 2 mos., which will choose a new PLO Exec. Comm. Salfit and Hebron during the day. Palestinian youths throw Molotov cocktails at an Israeli settler’s vehicle late at night nr. Ramallah, injuring 1 settler. In East Jerusalem, Israeli forces demolish 3 residential buildings in al-Tur and Bayt Safafa. Israeli forces continue targeting Shu‘fat r.c., raiding the camp for the 5th day this week and arresting 6 residents. For the 2d time this week, IDF troops fire artillery shells and machine gun rounds at Hamas and PIJ military sites in Gaza nr. Bayt Lahiya, Dayr al-Balah, and Bayt Hanun, causing minor damage to the sites and at least 3 neighboring homes. The Israeli authorities return the body of a Palestinian to his family in East Jerusalem, having punitively withheld it since Israeli forces killed him on 2/19. His family is forced to pay a security deposit of NIS 20,000 (approx. $5,000), bury the body at al-Mujahidin Cemetery in c. Jerusalem, and limit the attendance at his funeral at 25 people. Elsewhere in East Jerusalem, a Palestinian demolishes the walls of his own home in the Old City to avoid paying Israeli demolition fees. Israeli forces arrest 5 Palestinians and issue 2 arrest summons during raids in Issawiyya, Qalandia r.c., and Abu Dis. In the West Bank, IDF troops shoot and injure a Palestinian nr. Jenin in unclear circumstances. Meanwhile, the IDF arrests 9 Palestinians and issues 3 arrest summons during raids nr. Tulkarm, Hebron, Nablus, and Jenin; and patrols nr. Along Gaza’s border, Israeli forces open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, Israeli forces raze 50 dunams (around 12.3 acres) of Palestinian land nr. Qalqilya, uprooting 50 olive trees; and issue a stopwork order to a water pipeline under construction in the Jordan Valley. IDF troops conduct late-night house searches and raids nr. Ramallah organized by 5 Palestinian food companies protesting the 3/9 Israeli decision to bar their products from Jerusalem markets; there are no serious injuries. IDF troops also patrol in a village nr. Ramallah, sparking clashes with stone-throwing youths; 1 Palestinian is injured. The IDF conducts raids and house searches in and around Jenin, Bethlehem, and Qalqilya, arresting 5 Palestinians and issuing an arrest summons to 1; patrols further nr. Hebron and Ramallah. Israeli forces enter Qalandia r.c. and punitively demolish the residence of the Palestinian accused of shooting and killing an Israeli settler on 6/19, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are killed and 3 are injured. In the most high-profile incident of the day, undercover Israeli soldiers raid a hospital in Hebron and arrest a Palestinian patient—an alleged suspect in the stabbing of an Israeli settler on 25 October—and shoot and kill the man’s cousin. Meanwhile, Palestinians across the West Bank demonstrate in commemoration of the 11-year anniversary of former PLO chair Yasir Arafat’s death.
