IDF troops shoot and injure a Palestinian youth at a bus stop outside the Kiryat Arba settlement near Hebron, allegedly after he attempts to stab a settler. They leave the injured youth lying on the ground without receiving treatment before arresting him and taking him to a hospital in Israel. In a video released later, the youth can be heard pleading for water and explaining that he was attempting to commit suicide. Israeli forces demolish 8 homes and 6 retaining walls in Steih Dyouk village near Jericho. They also arrest a Palestinian living outside Yatta near Hebron before demolishing his home. The IDF arrests 7 Palestinians and issue 1 arrest summons during late-night raids in and around Nablus, Hebron, Tulkarm, and Salfit, and patrols near Jenin and Hebron. Israeli settlers uproot 27 olive trees on Palestinian land outside Burin village near Nablus. Meanwhile, PASF troops conduct a raid in Yatta overnight, sparking a brief firefight with the wanted Palestinians and their affiliates; 1 Palestinian is killed and another is seriously injured. In East Jerusalem, Israeli forces demolish a building in Silwan and a 2-story apartment building in Ras al-Amud, and arrest 1 Palestinian during a late-night raid in Qalandia refugee camp. The UN’s World Tourism Organization announces that the Palestinian bid for membership has been postponed until the body’s next meeting in 2019. The PA reportedly decided to suspend its bid following heavy U.S. pressure, according to a senior Israeli official. (HA, TOI 9/13)

In the West Bank, Israeli forces carry out the punitive demolition of 2 homes in Qalandia r.c. late at night, displacing 6 Palestinians and sparking clashes with stone-throwing camp residents; 4 Palestinians are injured. The Israeli authorities revoke the entry permit of the governor of Hebron after he visits the home of the Palestinian who allegedly stabbed a settler youth to death on 6/30. IDF troops arrest 10 Palestinians and confiscate a car during late-night raids and house searches nr. Jenin, Bethlehem, and Hebron. Meanwhile, the IDF maintains its general closure of Hebron and the surrounding district, barricading at least 20 villages and patrolling throughout the region. The Israeli govt. approves the construction of 600 new residences for Palestinians in the Bayt Safafa neighborhood of East Jerusalem, despite criticism from some of its right-wing mbrs. Israeli PM Netanyahu also advances plans for 800 new Jewish settler housing units in East Jerusalem and Ma’ale Adumim, a West Bank settlement nr. Jerusalem. A senior Israeli official refers to the 800 settler units as an effort to “sweeten the pill” for Israelis opposing housing construction for Palestinians. (HA 7/3; JP, WAFA 7/4; HA 7/8)

Before the weekly cabinet meeting, and in response to the recent uptick in violence in Hebron, Netanyahu says, “We will make a special effort to strengthen [settlements] and will propose a special plan for Kiryat Arba at the next cabinet meeting.” Kiryat Arba is the settlement where a youth was killed in her sleep on 6/30. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. An Egyptian power line is damaged in the strikes, causing extended blackouts (it will be repaired on 7/2). (HA, YA 7/1; JP, MNA, TOI, WAFA, YA 7/2)

Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. For the 9th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones, injuring 10 Palestinians. The Israeli authorities temporarily close the Erez border crossing after the clashes. (HA, MNA, WAFA 10/17; PCHR 10/22)

The IDF shoots and kills 5 suspected Palestinian assailants throughout the day as stabbing incidents and the Israeli crackdown continue, particularly in and around Hebron. In the West Bank, an Israeli settler shoots and kills a Palestinian youth in c. Hebron after he allegedly attempts to stab the settler, according to the IDF. IDF troops then raid the home of 2 witnesses, confiscating recording equipment that was used to capture a video of the incident. Later, IDF troops shoot and kill a Palestinian youth after she allegedly stabs an Israeli soldier outside the Kiryat Arba settlement nr. Hebron. After the 2d incident, Fatah’s local Hebron branch declares a day of mourning and dozens of Palestinians throw stones at IDF troops in the area, sparking minor clashes throughout the day. Later, IDF troops raid the Palestinian youth’s home in c. Hebron and assault her family. In the evening, Israeli forces shoot and kill a 3d Palestinian in c. Hebron after he stabs and moderately injures an Israeli soldier. Meanwhile, IDF troops shoot and kill a Palestinian at Qalandia checkpoint nr. Ramallah after he allegedly stabs and injures an Israeli border police officer. After the incident, the IDF conducts late-night raids in nearby Qalandia r.c., arresting 2 Palestinians and sparking clashes with stone-throwing Palestinian youths (3 Palestinians are injured). In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly attempts to stab an Israeli police officer in the East Talpiot settlement. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting throughout the region, injuring 24 Palestinians. The IDF also patrols during the day and conducts late-night raids and house searches in the area, arresting 5 Palestinians and issuing an arrest summons to 1. More than 200 Israeli settlers throw stones and firebombs at Palestinian homes nr. Hebron, injuring 3 Palestinians and sparking clashes between stone-throwing Palestinians and Israeli forces; 1 Palestinian is injured. (HA, MNA, TOI, WAFA, YA 10/17; HA, MNA, WAFA 10/18; PCHR 10/22)

Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. (WP 5/16; REU 6/9)

In Gaza, Palestinian workers replace the Gaza power plant’s damaged batteries with modified car batteries, allowing the plant to resume operation (see 11/24). In the West Bank, the IDF fires on Palestinians protesting outside Qalandia r.c. against recent IDF arrests there, seriously wounding 1 teenager; conducts late-night arrest raids, house searches in Nablus and Balata r.c., in and around Tulkarm r.c., and in villages around Hebron, Nablus, and Ramallah (raids within each area are synchronized). Jewish settlers vandalize a Palestinian ambulance nr. Salfit. Jewish settlers fr. Beit Shalom and Kiryat Arba attack a 61-yr.-old Palestinian woman, vandalize several homes; the IDF observes but does not intervene. (OCHA 11/26; PCHR, WT 11/27; PCHR 12/4)

In the West Bank, the IDF makes a morning incursion into Ni‘lin, surrounding and firing tear gas into a girls school for no apparent reason while classes are in session (10s of students suffer tear gas inhalation), then fires on 10s of stone-throwing Palestinian youths who confront them, wounding 7; destroys an unlicensed fruit and vegetable stand nr. the Qalandia checkpoint that provides the only source income for 6 Palestinian families; demolishes 32 bedouin structures in Mu’arrajat nr. Ramallah, displacing 60 bedouin (including 36 children); seizes Palestinian land in Hebron to erect a new electricity network to serve local Jewish settlements; conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Dahaysha r.c. and Nablus, and in al-‘Askra village nr. Bethlehem. Jewish settlers fr. Kiryat Arba stone Palestinian elementary school students on their way home fr. school, occupy the yards of 2 Palestinian homes and hold prayers (the IDF removes them). The Pentagon announces a $77-m. deal to sell Israel 1,000 GBU-39 bunker-buster munitions. Israeli military experts say the bombs would not be suitable for an attack on Iran but “could provide a powerful new weapon” against Gaza. (AP 9/15)

In the West Bank, the IDF conducts latenight arrest raids, house searches in Qalandia r.c. nr. Jerusalem and nr. Nablus, Ramallah. Jewish settlers fr. Kiryat Arba occupy, set up tents on a plot of Palestinian land in Hebron’s Wadi al-Nassara neighborhood to expand an unauthorized outpost set up in a nearby building seized by settlers some time ago; the IDF reinforces troops in the area but does not intervene. IDF troops on the Gaza border fire on, send a drone to fire missiles at a group of armed Palestinians attempting to cross into Israel e. of Jabaliya, killing 1 armed Palestinian, wounding 4. For the 3d day, the IDF sends bulldozers and tanks into Gaza nr. Bayt Hanun to level land; this time, Palestinian gunmen fire an RPG at a tank, sparking an exchange of gunfire, causing no reported injuries. In the West Bank, the IDF sends troops into Jenin town and r.c. late in the evening, exchanging fire with Palestinian gunmen who confront the troops, wounding local AMB leader Zacharia Zubeidi; conducts arrest raids, house searches in alBireh, Nablus, Qalqilya; fires rubber-coated steel bullets on stone-throwing Palestinians nr. the Qalandia checkpoint, injuring 2; fires rubber-coated steel bullets at 10s of Palestinians and Israeli and international peace activists protest the separation wall nr. As the quarter opened, Israel and the Palestinians both stated they were observing a cease-fire in Gaza that went into effect on 11/26/06, though near-daily cross-border incidents occurred. Israel’s siege of Gaza, in place since Hamas took control of the Palestinian Authority (PA) on 3/28/06, remained, as did heavy restrictions on Palestinian movement in the West Bank. Today, Israel Defense Forces (IDF) troops on the n. Gaza border fire on several Palestinians collecting scrap metal nr. the border fence n. of Bayt Lahiya, wounding a 12-yrold boy. In the West Bank, the IDF conducts arrest raids, house searches in ‘Aida refugee camp (r.c.) nr. Bethlehem, Azun nr. Qalqilya, Qalandia r.c. (exchanging fire with Palestinian gunmen, leaving 2 IDF soldiers wounded), Tulkarm and nr. Hebron, Jenin; fires on stone-throwing Palestinians in and nr. Hebron demonstrating against Israel’s new construction at the Haram alSharif/Temple Mount (see 2/6/06 in the Chronology in JPS 143); fires rubber-coated steel bullets, tear gas, percussion grenades at 10s of Palestinians, as well as Israeli and international activists, taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 8. Jewish settlers fr. Tel Rumeida in Hebron occupy a Palestinian home next to the settlement; the IDF evicts the settlers but declares the area a closed military zone, barring the Palestinian family fr. returning. Jewish settlers fr. Kiryat Arba in Hebron vandalize Palestinian homes, shops; the IDF observes but does not intervene. A Fatah mbr. dies of injuries received in recent clashes in Jabaliya with members of the PA Interior Min.’s predominantly Hamas Executive Support Force (ESF). Overnight, the IDF deploys an artillery battery outside the s. Gaza Strip (since Operation First Rain, artillery has been positioned in Nahal Oz, outside the n. Gaza); begins massing troops in the Gaza border in case the Israeli cabinet calls for ground operations; conducts arrest raids, house searches in the n. West Bank targeting mostly Islamic Jihad mbrs. During the day, the IDF begins erecting a massive new checkpoint (the Zaatara checkpoint) s. of Nablus at Tapuach Junction that will sever the Nablus and Jenin districts from the rest of the West Bank, creating a northern West Bank canton; the crossing, which is similar to the Qalandia checkpoint that Israel has said will be treated as an international crossing, was approved by the IDF Central Command 9 mos. ago and should begin operation in 2 mos. An IDF drone fires on a car in n. Gaza that launched rockets toward Sederot (causing no damage), killing AMB mbr. Majid Nattat. Soon after, Palestinians fire another 2 rockets and a mortar toward Sederot, and the IDF carries out 2 air strikes on 2 roads leading to Bayt Lahiya; no injuries are reported in the exchange. Later, the IDF carries out another 3 air strikes on n. Gaza, causing no reported injuries; fires stun grenades to disperse Palestinians hoping to cross the al-Ram checkpoint into Jerusalem to mark the final Friday of Ramadan at al-Aqsa mosque. Late in the evening, the IDF launches F-16 air strikes on uninhabited areas of n. Gaza; patrols, shoots out street lights in Nablus; conducts arrest raids, house searches in Hebron. Palestinians then fire an antitank rocket at the Erez crossing, causing no damage or injuries. Meanwhile, 10,000s of Palestinians attend the Gaza funerals of the 7 Palestinians killed in the 10/28 Muhanna assassination; AMB, Hamas, Islamic Jihad hold massive armed marches, firing automatic weapons in the air in violation of their agmt. with the PA not to carry or use weapons in public.
