In the West Bank, Jewish settlers uproot around 190 olive trees in Qusra village nr. Nablus and attack villagers. Settlers also enter Bayt Umar village nr. Hebron, set fire to a car and spray ‘‘price-tag’’ graffiti. The IDF clash with residents of al-Nabi Salih village nr. Ramallah and Salfit, injuring 2 in the latter. In both cases, clashes begin after forces enter the communities and are met with protests and stonethrowing. The IDF patrols in 1 village nr. Tulkarm in the afternoon, and in 3 villages nr. The Palestinian Central Bureau of Statistics says that the population of Palestinians around the world totalled 11.6 m. in 2012, with 2.7 m. in the West Bank, 1.7 million in the Gaza Strip, 1.4 million in Israel, and around 6 million in the Middle East and worldwide. (MNA 12/31)

Israeli television reports that Israeli PM Benjamin Netanyahu stands behind his 6/2009 statement of support for the two-state solution, though without directly quoting from the PM. Earlier, Likud MK Tzipi Hotovely said that the PM’s 2009 statement had been a tactical maneuver designed to placate the international community. (ToI 12/31)

At a meeting of Israeli ambassadors, Israeli pres. Shimon Peres praises PA pres. Abbas as a leader with whom Israel could make an agreement, describing him as ‘‘one of the only leaders in the Arab world to publicly and boldly say that he supports peace and a demilitarized state, and opposes terrorism.’’ (ToI 12/30)

In interviews with Israeli television, PM Benjamin Netanyahu claims that the IDF ‘‘inflicted a very heavy blow’’ on Hamas during Operation Pillar of Defense in November 2012 and that the military ‘‘is preparing to strike a stillheavier blow.’’ (ToI 12/22)

PA pres. Abbas says that the PA will not allow Israel to realize its plans for E1. In addition, Abbas tells the Fatah Advisory Council in Ramallah that if settlement construction continues he will consider dissolving the PA and asking Israel to resume full control of the West Bank. The council meets to discuss matters concerning the future of the party and the PA, including the prospect of holding a 7th Fatah conference. (HA, JP 12/22, MNA 12/23)

Palestinians in the West Bank hold a 2d round of municipal elections as planned (see 12/15). In the 1st round of municipal elections held 10/20/12 (see QU in JPS 166), 78 municipalities failed to field any candidate. (MNA 12/21)

In the West Bank, Jewish settlers attack a Palestinian man during an olive harvest s. of Nablus, while IDF forces invade Barqa village nr. Nablus and ransack 36 homes. In c. Hebron, Israeli soldiers injure 20 Palestinians in clashes provoked when soldiers tried to arrest a Palestinian police officer, who resisted (it is unclear why he is wanted). Speaking after a visit to Damascus, Filippo Grandi, head of the UN Relief and Works Agency (UNRWA), says that parties in Syria’s civil war must respect the neutrality of Palestinian refugees. He expresses particular concern over the role of the Popular Front for the Liberation of Palestine–General Command (PFLP–GC), a pro-Asad faction that is strong in the Yarmuk r.c. nr. Damascus. During talks in Jerusalem, U.S. secy. of state Clinton warns Israeli PM Netanyahu not to take extreme measures in response to the Palestinians’ UN bid expected at the upcoming UN General Assembly (UNGA) session on 11/29, for fear of provoking the PA’s collapse. The U.S. specifically urges Israel not to build in the area of the West Bank nr. East Jerusalem known as E1. Meanwhile, aides to Palestinian pres. Mahmud Abbas say that he has no choice but to seek UN recognition after Hamas emerged with its reputation intact or even boosted after Israel’s Operation Pillar of Defense. (HA, JP, AP 11/23)

IDF troops open fire on Palestinians demonstrating nr. the Gaza border, killing 1 Palestinian and wounding 18. Palestinian amb. to the UN Riyad Mansour submits a formal protest to the UNSC. Senior Israeli officials reveal that Israel and Turkey have resumed talks on ending the diplomatic crisis between the 2 countries that has dragged on since the attack on the Gaza-bound freedom flotilla in May 2010 (see the Quarterly Update in JPS 157). The Israeli sources report a meeting in Geneva in the past week between Israeli PM Netanyahu’s envoy Yosef Chiechanover and Turkish Foreign Ministry undersecretary Feridun Sinirliog˘lu. (REU 11/23)

Israeli leaders defend the 11/21 Gaza cease-fire in the face of strong criticism from politicians like Yesh Atid’s Yair Lapid and Kadima’s Shaul Mofaz, who believe that the operation had not successfully restored ‘‘deterrence.’’ DM Barak asserts that ‘‘it is still not time to enter Gaza in a very wide operation and conquer it.’’ Barak also reveals that Israel dropped 1,000 times as many explosives on the Gaza Strip as landed on its soil. FM Lieberman (Yisrael Beiteinu) states that Israel will ‘‘eventually need to overthrow the Hamas regime.’’ (INN, JP, REU, YA 11/22)

In Gaza, Palestinian factions organize a major rally in Gaza City to celebrate the cease-fire and call for national reconciliation. On a rare visit to Gaza since the Hamas takeover in 2007, Fatah Central Comm. mbr. Nabil Shaath tells the crowds that Israel failed to isolate them from the West Bank. PM Ismail Haniyeh tells the rally that the ‘‘resistance fighters changed the rules of the game’’ but that the fighters should ‘‘guard’’ the truce ‘‘as long as Israel respects it.’’ (AP, MNA 11/22)

Meanwhile, the toll of Operation Pillar of Defense continues to climb: an Israeli soldier dies from injuries sustained by a Palestinian rocket attack during the operation, becoming the 2d soldier and 6th Israeli to die in the fighting. In the Gaza Strip, rescue workers pull the bodies of 2 more Palestinians from the rubble of the Dalou family home (bombed on 11/18), raising the Palestinian toll to 160. In the West Bank, Israeli authorities transfer 30 Palestinian prisoners to administrative detention, apparently because of their involvement in solidarity events for Gaza. (MNA 11/22)

The IDF strikes another 80 targets, including Gaza’s football stadium and smuggling tunnels on the Rafah border. Gaza’s Ministry of Health says that the Palestinian death toll surpasses 100, including over 30 women and children. The IDF puts the death toll at 95, and says 1/3 were civilians. Rescue workers continue to search for 2 missing persons in the rubble of the destroyed al-Dalou family home (see 11/18). Palestinian armed groups fire 42 rockets into Israel, bringing the total to 1,128 rockets since Israel’s operation began on 11/14; over 300 rockets have been intercepted by Iron Dome, and fewer than 40 have landed in populated areas. Israeli PM Benjamin Netanyahu rebuffs a French-Qatari cease-fire initiative on the grounds that it could interfere with Egyptian mediation efforts (see 11/18). UN secy.-gen. Ban Ki-moon arrives in Cairo to discuss the cease-fire talks. Hamas chief Mishal meets with Egyptian intelligence officials in Cairo, with the Egyptian side indicating that a cease-fire is close. Turkish PM Erdogan denounces Israel for conducting ‘‘terrorist attacks’’ in Gaza. A coalition of almost 40 international aid agencies issue an urgent call for a cease-fire; Amnesty International calls additionally for an arms embargo on Israel and Hamas. (Guardian, HA, WSJ 11/19)

In the West Bank, the IDF kills 2 Palestinians in separate incidents, as Palestinians continue to protest the attack on Gaza: 1 Palestinian from alNabi Salih dies of wounds he sustained on 11/17 when the IDF opened live fire on demonstrators, and the 2d Palestinian is shot dead by IDF troops in Hebron, who claimed they felt that their lives were in danger. At night, the IDF also conducts house searches and arrest raids in 1 village nr. Qalqilya, Bethlehem, Tubas and 1 nearby village, 1 village nr. Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Hebron. A Jewish settler injures a Palestinian man in a deliberate hit-and-run nr. Ofra settlement, after a Palestinian demonstration against Israel’s Operation Pillar of Defense. Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Meanwhile, in the West Bank, Palestinians hold demonstrations to protest the attack on Gaza, including a rally of hundreds of Hamas activists in Ramallah. IDF forces injure dozens of Palestinians in the solidarity protests, seriously wounding 1 man in Kafr Qaddum village nr. Qalqilya with a tear-gas canister to the head. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Meanwhile, UN high commissioner for human rights Navi Pillay condemns Israel’s aerial bombardment of Gaza as well as Palestinian rocket fire. (HA, Guardian, JP, MNA, REU 11/16)

Egyptian security forces say that unidentified militants fire 3 rockets into Israel from the Sinai Peninsula nr. Rafah. No damage or injuries are reported. (MNA 11/16)

In Amman, Jordanian protests over rising fuel prices continue for a 4th day. Protesters clash with security forces, and a rally of several thousand passes off largely peacefully; chants include demands for the departure of King Abdallah II. (WP 11/16)

PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote. In meetings with Quartet envoy Tony Blair and the U.S. and French consuls, PLO chief negotiator Saeb Erakat says the UN bid does not contradict the two-state solution. (AP, REU 11/8; JP, MNA 11/9)

A spokesperson for PA pres. Abbas says that the UN bid will go ahead and that direct talks with the Israelis must wait until after the UNGA vote. The head of the Arab League, Nabil Elaraby, expresses his support for the initiative. Meanwhile, Israeli FM Lieberman is reported by Israeli media to be telling international diplomats of his intention to severely punish the PA if Abbas goes ahead with the UN bid. PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. Meanwhile, Reuters reports that Iran is making progress in building a research reactor capable of potential weapon material, and Israeli media describe the Netanyahu government as urging the EU to impose further sanctions on Iran in light of the economic damage achieved by sanctions to date. Israel approves a proposal to allow 5,000 additional entry permits for Palestinian construction and agricultural workers, bringing the total number of work permits issued by Israel to West Bank Palestinians to over 45,000. Israel also allows, for the 1st time since 2007, 3 truckloads of furniture to be exported from the Gaza Strip to the West Bank, destined for PA-run schools. This marks the 3d time in 2012 that Israel permitted the passage of goods from Gaza to the West Bank. In Israel, public debate intensifies regarding a 2/2012 High Court decision to order the 2002 Tal Law, exempting ultra-Orthodox yeshiva students from military service, to expire on 7/31 and to move toward a universal draft. Fearing a coalition split over the issue, Israeli PM Netanyahu disbands a committee he had charged with forming the new policy on national military service. Instead, he orders the leaders of the parties in his coalition to draft the policy proposal, stating that if no agreement can be reached by 7/31, he will instruct the IDF to ‘‘draft according to its needs’’ but take ‘‘into consideration the various publics so as to prevent a rift in the nation.’’ Kadima head Mofaz, who joined the coalition based on a pledge by Netanyahu to move toward a universal draft, calls the move a ‘‘crass’’ violation of their coalition agreement. Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. At the close of 2 days of talks in Tehran with Iranian nuclear negotiator Saeed Jalili, IAEA head Yukiya Amano announces that Iran has agreed in principle to provide the IAEA with access to Iran’s nuclear scientists and facilities, but it has not yet signed a formal statement to this effect. P5+1 nations (the 5 permanent UNSC members plus Germany) call the deal ‘‘a step in the right direction,’’ but say they will judge Iran by its actions. Israeli DM Ehud Barak comments: ‘‘It looks like the Iranians are trying to reach a technical agreement that will create a deception of progress in talks in order to reduce the pressure ahead of talks tomorrow in Baghdad and postpone harshening of sanctions.’’ (WP 5/23)

Bethlehem); cuts down and confiscates 350 Palestinian olive trees and demolishes an irrigation network on a plot of land nr. Hebron that Israel has declared state land. Unidentified gunmen fire on the home of Jenin governor Qaddura Moussa in apparent effort to assassinate him; the shots miss, but within hours Moussa dies of a heart attack. By 5/9, the PASF detains 10s of Palestinians in connection to the shooting but does not made a formal arrest. Those detained include a number of PASF officers, raising concerns of fissuring and infighting within the PASF. Others worry (see NYT 5/10) that gangs might be attempting to assert local authority. Jenin residents say that instability in Jenin has been growing since the 4/4/11 murder of Jenin’s Freedom Theater director, Juliano Mer-Khamis. The decline in Jenin worries Israel and the Quartet, which have considered Jenin a model for transition from Israeli to Palestinian security control. (NYT 5/10)

Israel’s Jerusalem municipality submits maps for plans for the massive housing construction (4,010 units, first announced in 10/2011) in Givat Hamatos settlement in s. Jerusalem. The drawings show new ideas for construction of 9 hotels (1,100 rooms) in the area, intended to make the area a major tourist center that would compete with Bethlehem by capitalizing on its close proximity to Bethlehem’s religious sites. Meanwhile, Israeli authorities seize a Palestinian home in Bayt Hanina, East Jerusalem, and turn it over to a Jewish settler family that claims to own the land on which the house sits. Late at night, an Israeli warplane fires a missile at a smuggling tunnel on the n. Gaza border nr. Bayt Hanun, causing no injuries. OCHA reports that in the previous week, Israel granted 60 of 100 applications from Gazan UN staffers for 3-month multiple exit permits (rather than time-bound permits for specific events, valid for up to 1 week only). OCHA says this marks 1st time the UN has received so many long-term permits at one time and constitutes a considerable improvement in access for UN Gaza staff. In the West Bank, the IDF bulldozes 2 cow pens and 2 structures nr. a settler-only bypass road outside Hebron; demolishes a Palestinian home under construction without permits nr. Qalqilya. About 30 Palestinians rally in solidarity with hunger-striking Palestinian prisoners outside the IDF’s Ofer prison nr. The IDF ends is probe into the 1/5/2009 shelling of a house in Gaza City during Operation Cast Lead that killed 21 mbrs. of a family that had been ordered by troops on the ground to stay in the home, concluding that the building was not deliberately targeted and therefore the incident did not constitute a war crime. (WP 5/2; NYT 5/3)

In an op-ed in the New York Times, former lead Israeli peace negotiator Gilead Sher, former Israeli Security Agency head Ami Ayalon, and Israeli entrepreneur Orni Petruschka (organizers of a new group called Blue White Future) argue that since serious Israeli-Palestinian peace talks are unlikely to resume soon, Israel should adopt a “radically new unilateral approach” (which they term “constructive unilateralism”): openly “strive . . . to establish facts on the ground” that would impose a 2-state solution based on 1967 borders with Israel’s desired land swaps “regardless of whether Palestinians leaders have agreed.” The proposed borders would be based on Israel’s separation wall. At the same time, Israel would cease settlement expansion in areas that it does not intend to keep and prepare a plan to relocate settlers (they estimate 100,000) from settlements that would fall under permanent Palestinian control. Relocation would not take place, and the IDF would remain deployed in the West Bank, until the Palestinians signed a formal final-status agreement recognizing Israel’s fait accomplis. They argue that the plan meshes well with the Palestinians’ own constructive unilateralism of late (i.e., Abbas’s mission to gain UN recognition of Palestinian statehood), since it would be easier for Israel to negotiate with the Palestinians state to state. Netanyahu’s special ministerial panel examining the future of 3 unauthorized West Bank settlement outposts legalizes the outposts of Bruchin (pop. 350) and Rachelim (pop. 240) in the north, and Sansanna (pop. 240) in the south, stating that “these communities were founded in the 1990s based on the decisions of a past government.” The panel also calls on the Israeli High Court to put off the 5/1/12 deadline to evacuate 30 homes in Ulpana outpost (constructed on private Palestinian land), which the government describes as a “neighborhood of Beit El” settlement. UN. Secy.-Gen.
