An IDF spokesperson announces that Israeli forces have discovered another Hezbollah-built cross-border tunnel in the context of Operation Northern Shield. “The tunnel is booby-trapped right now in a manner that would endanger the life of anyone attempting to enter it from the Lebanese side,” the spokesperson adds. Earlier in the day, IDF troops stationed along the Israel-Lebanon border fire warning shots at 3 people approaching the border fence from the other side. “Troops fired towards the suspects following fire procedures. In a speech at a conference in Ramallah, PA president Mahmoud Abbas outlines his plans for reforming his relationships with Israel, the U.S. and Hamas. “For the Israelis, we told them that we want to amend or cancel the Paris Agreement. They responded, ‘We will give you the answer after 2, 3 or 4 days.’ Two days later, [DM Avigdor Lieberman], who we were talking to, resigned and now we do not know who we are talking to.” The U.S., Abbas says, asked the Palestinians not to join international organizations. “But after the U.S. decision on Jerusalem, we decided to gradually accede to these organizations, and indeed we acceded to the Universal Postal Union.” Regarding Hamas, Abbas says that “there are a lot of issues between us that we will follow in order to ensure the interests of our people.” He also announces plans to dissolve the Palestinian Legislative Council (PLC), the PA’s parliament. IDF troops arrest 10 Palestinians and issue 1 arrest summons during late-night raids near Bethlehem, Salfit, Ramallah, Tulkarm, Jerusalem, and Tubas; and patrol near Bethlehem and Hebron. Israeli forces demolish 4 Palestinian makeshift commercial structures outside Haris village near Salfit. In East Jerusalem, Israeli forces demolish a Palestinian home under construction in Jabal Mukabir, another in Sur Bahir, and 2 small commercial facilities in Bayt Hanina. A Palestinian demolishes his own small parking garage in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Hanun. Hours after the IDF announces that it yesterday launched Operation Northern Shield to uncover and demolish “attack” tunnels built by Hezbollah and leading into northern Israel, Israeli prime minister Benjamin Netanyahu says there has already been “operational successes” in the operation. “Whoever tries to harm the State of Israel will pay a heavy price,” he says. “We will continue with further actions—public and clandestine—in order to safeguard the security of Israel.” IDF officers predict it will likely take several weeks to locate and demolish all of the tunnels. Meanwhile, Israeli forces conduct a limited incursion across Gaza’s border fence to level land near Dayr al-Balah and open fire on a Palestinian bird-hunter approaching the border fence near Bayt Hanun. In East Jerusalem, Israeli MK Yehuda Glick leads a group of 40 right-wing Jewish activists on a tour of Haram al-Sharif. A Palestinian demolishes his storehouse, parking area, and staircase in Silwan to avoid paying Israeli demolition fees. The IDF launches a major military operation, dubbed Operation Northern Shield, aimed at exposing and demolishing tunnels stretching from southern Lebanon into northern Israel. Hezbollah has reportedly built a network of such tunnels since 2006. Kicking off the operation, Israeli forces uncover a tunnel stretching 40 meters into Israel and booby-trap it to prevent anyone from entering from the Lebanese side. (HA, JP, JP, TOI, YA 12/4)

Hours before the launch of Operation Northern Shield, Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Mike Pompeo in Brussels to discuss recent developments in the Middle East, including Iran’s nuclear program. Netanyahu reportedly tells Pompeo about Operation Northern Shield and asks him to tell the Lebanese government that they need to stop Hezbollah from acquiring precision-guided missiles. IDF troops shoot and kill a Palestinian in central Hebron after he stabs and lightly injures an Israeli soldier. Elsewhere in the West Bank, IDF troops arrest a Palestinian at a checkpoint near Nablus when he is found to be in possession of a knife. They conduct overnight raids in Tulkarm, sparking clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 6 Palestinians on further raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Nablus and Hebron. Israeli forces raze 14 dunams (approximately 3.4 acres) of Palestinian land outside Hebron, uprooting approximately 320 olive and almond trees and demolishing 3 water wells. They uproot an additional 60 olive and orange saplings from Palestinian land near Jericho. Israeli settlers puncture the tires of 7 Palestinian-owned vehicles and leave racist graffiti on nearby walls in Marda village near Salfit overnight. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

Jordan’s Foreign Minister Ayman Safadi says that Jordan has no plans to negotiate with Israel over the 2 pieces of land that were leased to Israel for 25 years in the context of the 1994 Jordan-Israel peace treaty (Jordan’s King Abdullah announced plans not to renew those leases on 10/21). “We are a country with international standing,” he says. “We acted by the letter of the law and we have the tools to protect our interests.” (HA, TOI 10/22)

Israeli DM Lieberman accuses Hezbollah of perpetrating the 10/21 rocket attack on Israel. He says that the barrage was “not spillover, it was deliberate fire at Hezbollah’s initiative.” Later, Israeli defense sources say they cannot confirm Lieberman’s accusation. “The remarks reflect the minister’s best judgment,” one official says. The Israeli authorities shut down the border crossings into the West Bank and Gaza at midnight ahead of Rosh Hashanah, the Jewish new year (they are set to reopen at midnight on 9/23, “depending on a situational assessment,” according to the IDF). Israeli forces level 2 dunams (approximately 0.5 acres) of Palestinian land near Tulkarm, destroying about 50 fig and lemon trees. They also arrest 13 Palestinians and issue 2 arrest summons during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem, and patrol near Jenin and Hebron throughout the day. Addressing the UNGA in New York, U.S. pres. Trump threatens North Korea and criticizes the 7/14/2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). He does not mention the Palestinians or the peace process. Later, Israeli PM Netanyahu takes the podium and echoes Trump’s comments on Iran, criticizing the “sunset” clause in the JCPOA, and calling on the international community to stop Iran from obtaining nuclear weapons. In his speech to the UNGA, Egyptian pres. al-Sisi calls on the people of Israel to “stand behind your political leadership and support [the peace process]” and on the Palestinian people to “unite behind” the common goal of peace. In the West Bank, Israeli forces demolish 2 residential buildings in the Beit El settlement, despite the govt.-backed petition from the developer. Around 200 Israeli settlers gather in Beit El to protest the demolition, throwing stones at the Israeli troops and setting small fires. For the 2d day in a row, settlers also gather in the Sa-Nur settlement outpost that was evacuated in 2005, and they verbally assault Palestinians in the area. Late at night, IDF troops evacuate the outpost and the surrounding area; no violence is reported. Meanwhile, IDF troops conduct late-night raids in Aida r.c. nr. Bethlehem, arresting 3 Palestinians. In East Jerusalem, Israeli forces demolish a wedding hall and several other Palestinian buildings in Bayt Hanina. Israeli PM Netanyahu approves the “immediate” construction of 296 settler residences in Beit El, and 500 in East Jerusalem. Israel’s COGAT Mordechai signs a permit to immediately sell land for the construction, and the municipality will be allowed to issue construction permits within 15 days. UNRWA suspends the operation of its cash assistance program in Gaza, which provides aid for the 96,000 refugee families whose homes were partially or completely destroyed during OPE. In the U.S. Senate, Robert Menendez (D-NJ) and Mark Kirk (R-IL) introduce the Nuclear Weapon Free Iran Act of 2015 after weeks of deliberation and debate. It would increase congressional oversight on the P5+1’s negotiations with Iran and reinstate sanctions should the negotiations fail to culminate in a final agreement. Earlier in the day, Menendez and 9 other Democratic supporters of the bill send a letter to the White House saying that they will not push for a vote until after the end of 3/2015, the deadline that the P5+1 and Iranian negotiators have set to reach a political accord. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. The Gaza Strip’s sole power plant shuts its generators due to fuel shortage, meaning that Palestinians could experience 12 hours of daily blackouts. Fuel supplies have diminished following an Egyptian crackdown on smuggling tunnels, and the inability of the authorities in Gaza to pay for PA-delivered fuel with an imposed tax, according to chair of the Gaza Energy Authority, Fathy Asheik-Khalil.
