Occupied Palestine/Israel: 5th anniversary of signing of Egypt-Israel peace treaty. Abu Ali Shahin wins temporary injunction against proposed expulsion from Gaza, Palestine. 4 American Jews formally charged with attack on Arab bus near Ramallah (3/4/84). 3 Alignment MKs walk out of Constitution Com. mtg. as Kach leader Kahane arrives uninvited. Tel Aviv U. pres. and Alignment candidate for Finance Min. Ben-Shahar alerts economics conference that Israeli GNP growth is slower than Arab neighbors.

Arab World: UK's Queen Elizabeth arrives in Jordan for state visit. Shlomo Ilya, recently dismissed from post as "civil administration" head in West Bank for misconduct, appointed IDF commander in S. Lebanon.

Other Countries: Commemorating Egypt-Israel treaty anniversary, US & Israel reaffirm March 1979 memorandum, extending (for 5 more years) and expanding Israel's prospects for arms sales in US.

Arab Governments: Mubarak says he is in no hurry to resume diplomatic relations with Arab states that cut ties after 1979 peace treaty with Israel; Information Minister Iskander says Syria has no objection to withdrawing its troops from Lebanon if Israel does so at same time and if Lebanese authority and sovereignty over all Lebanon are established.

Military Action:

US Marines in Lebanon celebrate Corp's 207th birthday; IDF ends first large-scale military exercises since Lebanon invasion.

Israel/ Occupied Territories: Commission of Inquiry hears testimony of IDF officers in closed session and investigators interview soldiers and Israeli reporters; Shamir charges Egypt with peace treaty violations, says it courts PLO and allows domestic anti-Semitic campaign; Civil Administration orders a Jordanian and 2 US lecturers at Birzeit Univ. to stop teaching and leave area after they refuse to sign anti-PLO pledge; World Zionist Organization announces plans to double number of Jewish settlers in West Bank in 1983, and by 2010 to total of 1.4 million.

Palestinians/ Lebanese: Arafat, interviewed in Tunisia, says US is partly to blame for Beirut massacres and shows unofficial negotiating documents with US written guarantees of security for camps, also says 3,000 Palestinians and 2,000 Lebanese prisoners released so far.

Arab Governments: Egypt strengthening defensive positions in Sinai; Egyptian Defense Minister Ghazala calls for "unified Arab strategy" to meet threat of Israel; King Hussein, in interview, says he backs Reagan peace proposals but wants US to gain concessions from Israel before he will join peace talks.

US and Other Countries: US officials concede Arafat's statements on US guarantees, says US accepted only oral commitments from Israelis and Phalange on safety of camps; Representative Lee Hamilton (D-IN) meets with West Bank and Gaza mayors in Jerusalem.

Military Action:

Clash between IDF and Syrian troops near Syrian border; Syria releases 9 Phalangists, including top military man, in conciliatory gesture; Lebanese Army makes no major searches in West Beirut for first time in 8 days.

Casualties:

IDF announces 368 killed, 2,383 wounded in Lebanon war from June 6 to October 10.

Lebanese Army moves in force across Green Line into southern suburbs of Beirut for first time since PLO evacuation; bazookas fired at IDF positions in Bekaa as tensions rise between Syrian and IDF troops there (Israeli planes fly reconnaissance missions over valley); Lebanese Army hastily moves into Jnah (north of Bir Hassan) after Sharon indicates IDF may advance if militias not pulled back; IDF pull back from West Beirut positions after 4 days; PLO leader Abu Iyad reportedly tours eastern Bekaa, Baalbek, Tripoli.

Casualties:

1 of 8 captured IDF soldiers shown to journalists in Chtaura; following clash between Haddad and Phalange forces, IDF bans Phalange rally in Sidon after Phalange refused to support peace treaty with Israel.

Palestinians/ Lebanese: Bashir Gemayel seeks expanded armed force to control Lebanon, looks to US for funds and arms (issue reportedly raised last week during meeting with Weinberger); Wazzan asks US to press for IDF withdrawal from around city, says IDF violates Geneva Conventions by treatment of captives taken since June 6.

Arab Governments: Formula acceptable to Syria sought at Fez summit.

US and Other Countries: Weinberger, in London, denies US will apply sanctions to get Israeli agreement on plan; Pentagon readies team of weapons specialists to assess Lebanon's military needs; Reagan awards Habib with Presidential Medal of Freedom.

Military Action:

Lebanese Army takes over more positions vacated by PLO near luxury hotels and in Fakhani district; Murabitun turns over more weaponry to Lebanese Army.

Casualties:

Eight missing IDF soldiers still unaccounted for; 23 IDF soldiers injured when bus caught fire south of Tyre; traffic police return to West Beirut as well as other municipal services as heavy traffic flows into area; Fuad Chehab Bridge reopens.

Lebanese left militias clash with Lebanese Army (IDF head Eitan demands Murabitun be evacuated from West Beirut); Syrian forces scheduled to leave West Beirut today; 1,230 evacuated by road to Damascus as 500 PLO members arrive at Tartus by boat (an estimated 8,500 PLO members have been evacuated); PLO evacuees warmly welcomed in South Yemen.
