The IDF eases the closures on Bethlehem and Jericho, allowing goods in and out; continues operations in Nablus; continues curfews on Hebron, Jenin, Nablus; fatally shoots a Palestinian who allegedly attempts to stab a soldier in Bethlehem; conducts arrest raids in Hebron, Jenin, Nablus, Qalqilya, Ramallah (searching Popular Front for the Liberation of Palestine [PFLP] offices); demolishes 1 Palestinian home nr. Jenin. Israeli police arrest 4 bedouin, 1 Palestinian laborer fr. Hebron in a village in the Negev on charges of setting up a Hamas cell. In Ramallah, 100s of Palestinians protest against PA PM Mahmud Abbas’s government. Palestinians fire a Qassam rocket into the Negev, causing nodamage or injuries. The IDF begins construction of 2 permanent, fortified military posts in the PAcontrolled section of Hebron, on 10 dunams (4 dunams = 1 acre) of confiscated land in Abu Sunayna, 40 dunams of confiscated land on Junaydi Hill. The IDF alsobegins easing the closure on Nablus; shoots, wounds a mentally handicapped Palestinian when he strays too near the Dugit settlement fence; bulldozes a Palestinian home in Balata refugee camp (r.c.); conducts arrest raids in Hebron, Jaba’, Nablus; fires on Palestinians in Bayt Furik (wounding 6), Khan Yunis; arrests 5 IsraeliArabs in Silwan for allegedly attempting to set up an East Jerusalem branch of the Palestinian Authority (PA) Preventive Security Force (PSF). PA-Israelisecurity talks regarding expanding PA security control fr. Bethlehem and parts of Gaza to Jericho and Qalqilya fall apart over Israel’s refusal to remove checkpoints around the cities or give the PA control over the sole entry point to Qalqilya. The IDF conducts overnight arrest raids in Qalqilya, targeting the PFLP, exchanging gunfire with some wanted men, leaving 1 Palestinian injured; conducts other arrest raids in Nablus, Tamun; demolishes 1 Palestinian home in Balata r.c.; arrests Hebron’s Shaykh Taysir Tamimi after Friday prayers on charges of incitement. The IDF also releases 73 Palestinian prisoners, including 1 woman, most of whom were convicted of being in Israel illegally. Israeli warplanes fly low-level sorties over Syrian pres. Bashar al-Asad’s summer palace in Latakia, on the Syrian coast, as a warning that he must curb Hizballah actions in Lebanon. (HA 8/17)

The IDF surrounds, fires on, then shells a car workshop where Islamic Jihad Hebron leader Muhammad Sidr (whom Israel attempted to assassinate in 12/01) is staying, killing him in an apparent assassination; demolishes the Nablus home of the 2d 8/12 suicide bomber. The PSF raids Shati r.c. in Gaza in search of Islamic Jihad mbrs. suspected of detonating a bomb outside PSF offices on 8/13; the raid sparks an exchange of gunfire that leaves 7 Palestinians, including bystanders, wounded; 1 senior Islamic Jihad mbr. is arrested. Israeli warplanes break the sound barrier over Lebanon’s Biqa‘ Valley. Hizballah, after not responding for several days to the flights, fires antiaircraft missiles at them, but directs the missiles northward, to ensure that no shrapnel falls in Israeli territory. (HA 8/15)

Israel releases 335 Palestinian prisoners (see 8/4). The IDF makes a rare raid on Jericho, imposing a 5-hr. curfew, arresting 15 mbrs. of the Palestinian security services for allegedly plotting an attack. Palestinians toss a grenade at Neve Dekalim settlement in Gaza, causing no damage or injuries. In Gaza, 1 Palestinian teenager is killed, 6 are wounded in a mysterious explosion. The IDF searches Palestinian homes in Dayr al-Balah; fires on residential areas of Khan Yunis. Arafat orders the PSF to detain 17 AMB mbrs. who have taken refuge in his Ramallah compound to evade Israeli capture; the PA is negotiating with Israel to move the AMB mbrs. to a PA jail in Jericho; 5 AMB mbrs. agree to go, while the other 12 resist, saying they would resume attacks on Israel if the transfer occurs. Khan Yunis, forcing them to leave; makes incursions in Nablus; sends troops into Ramallah to halt a marked al-Ayyam vehicle, arrests 4 Palestinian journalists; announces that it has arrested 3 PFLP mbrs. in recent days for plotting an attack on IDF forces in the West Bank. The IDF fatally shoots a mentally disabled Palestinian woman nr. Morag settlement in s. Gaza, later admitting the shooting was a mistake; demolishes a gas station, bulldozes 8 dunams of land nr. The IDF attempts to assassinate, wounds Hamas political leader and chief spokesman ‘Abd al-‘Aziz Rantisi, firing missiles at his car as he drives through Shati‘ r.c., killing a bodyguard and a Palestinian woman walking nearby, wounding 27. In a rare acknowledgment, Israel confirms it targeted Rantisi, saying it took the decision after Rantisi called off Hamas cease-fire talks with the PA. Later in the day, IDF helicopters fire missiles at a 2d car in Jabaliya, allegedly targeting 2 Palestinians who fired 5 Qassam rockets at Sederot earlier, causing no damage or injuries; 3 Palestinian bystanders are killed, 30 (including the 2 targets) are wounded. Abbas condemns the Rantisi attack as a “terrorist attack in the full meaning of the word,” saying it was aimed at sabotaging the road map; Hamas says it is a “declaration of war,” vows to “commit operations that will shake Israel.” The IDF also fatally shoots wanted Palestinian Issam Ibrahim in Jenin in what may be an assassination; fatally shoots 2 Palestinians in s. A Palestinian suicide bomber fr. Balata r.c. detonates a device at the Kfar Saba railway station in Israel, killing 1 Israeli security guard, injuring 13 Israelis. A statement faxed to Reuters claims the AMB carried out the act with the help of the PFLP, but AMB’s chief spokesman denies this, saying the attack was staged by Nablus breakaway faction of the AMB (see 4/10). Israel says it will not stage a massive retaliation in response. The IDF fires on stone-throwing Palestinian youths in Qarawat Bani Zayt, killing 2 Palestinians; fires on an elementary school in Qalqilya, injuring 3 students, 1 teacher; shells residential areas of Rafah; bulldozes nearly 300 dunams of land in Bayt Hanun, 34 dunams in Rafah; conducts arrest raids in Bethlehem (targeting Hamas), al-Qarara, Tulkarm. Jewish settlers fr. Mitzpeh Yeriho seize a hilltop nr. Jericho as a new outpost, called Givat Haherut (Liberty Hill), to “prevent invasion” of the area by bedouin shepherds; Israeli police urge the settlers to evacuate the site but leave when they refuse. The IDF also beats 2 Palestinian photographers for international agencies as they try to photograph an IDF jeep driving through Nablus with 2 Palestinian youths clinging to the hood, threaten to kill the journalists if they see the photo published; fires on residential areas of Bayt Lahia; conducts arrest raids (targeting Hamas, Islamic Jihad) in Hebron, Jenin r.c., Jericho, Nablus, Ramallah; demolishes a Palestinian home in Yatta, nr. Hebron. Islamic Jihad says that 2 of its low-ranking mbrs. have escaped fr. the IDF’s Ofer detention center in the West Bank. Israeli border police halt a suspicious van nr. Reversing an 8/18/02 decision, the Israeli High Court rules that the IDF’s "neighborhood procedure" (i.e., sending a Palestinian to warn a wanted individual to surrender to IDF troops waiting nearby) is legal, saying the IDF may not force Palestinians to act as human shields, but it may use them if they “volunteer.” (HA, WT 1/22)

The IDF fires on stone-throwing Palestinians in Aida r.c., killing a 15-yr.-old Palestinian, wounding 2; blows up a Palestinian home in Nablus; fires on residential areas of, bulldozes land outside Khan Yunis; conducts arrest raids in Bayt Kahil, Beitunia, Hebron, Jenin, Tamun.
