Israeli settlers also toured the Haram al-Sharif compound. Israeli authorities forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

In the West Bank, Israeli settlers damaged 5 dunams (1.25 acres) of wheat crops with pesticides in Beit Umar. Israeli settlers also razed land in Burqa, near the Homesh settlement outpost. Initially the Israeli military prevented the work from being carried out, but stopped intervening on the orders of Defense Minister Yoav Gallant. Israeli forces shot and injured 13 Palestinians with live ammunition and arrested 14 during raids in Aqabat Jaber refugee camp, where at least 50 Palestinian homes were raided, including the home of the Jericho governor Jihad Abu al-Assal. Israeli forces also violently dispersed Palestinians protesting a raid in Beit Umar, leading to tear-gas related injuries. Elsewhere, Israeli forces issued stop-work orders for 17 structures in Aqraba. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israel said it had downed a drone crossing from Lebanese airspace. (REU 5/25)

U.S. president Joe Biden released a 60-page document on how his administration seeks to combat anti-Semitism. It was feared that the document would adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism. However, the highly controversial definition was only mentioned as being “embraced” by the administration. The IHRA definition is used to stifle criticism of Israel by conflating anti-Semitism with criticism of Israel. (HA, HA 5/25; AP, MEE 5/26; MDW 6/1)

In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). The Supreme Court of Israel denied a petition to immediately expel Palestinians living in Khan al-Ahmar. The judges said in the ruling that they accepted the government’s argument that the Palestinians cannot be expelled “for current reasons related to the security of a country and its foreign relations.” The petition was submitted by the settler organization Regavim. The Israeli government allocated $8.8 million to develop an archaeological site in Sebastia. The government wrote in the proposal for the development of the site that it is doing so to prevent the PA from restoring the site. (TOI 5/7; PCN 5/8)

The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammad Bin Salman in Riyadh, discussing normalization with Israel and peace in Yemen. Israeli national security minister Itamar Ben-Gvir publicly complained that the Israeli response to the rockets fired at Israel after the death of Khader Adnan on 5/2 was too “lenient.” Prime Minister Benjamin Netanyahu subsequently issued a statement saying that Ben-Gvir can leave the government if he does not accept the decisions made. In protest Ben-Gvir’s party held a meeting in Sderot near the Gaza fence instead of attending proceedings in the Knesset. (HA 5/3; HA, HA 5/4)

U.S. State Department spokesperson Vedant Patel told reporters that the U.S. has been seeking accountability for the Israeli killing of Al Jazeera journalist Shireen Abu Akleh by asking Israel to review its rules of engagement. Patel also called the Israeli killing of Abu Akleh “unintentional” despite several investigations having found it intentional. (AJ 5/3)

The Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) released a report saying that a strategic shift by the parties and the international community is necessary to reverse the negative trajectory of the PA. UNSCO proposed that a policy change that would include “addressing the continuing drivers of conflict and instability;” “strengthening Palestinian institutions and addressing the challenge of Palestinian governance;” “improving access, movement, and trade and thereby creating space for the Palestinian economy to grow;” and “better aligning the framework of economic and administrative relationships with the economic transformations of the past decades.” (WAFA 5/2; UNSCO 5/3)

In the West Bank, Israeli settlers grazed their livestock on Palestinian agricultural crops in the Masafer Yatta area, causing damage. Israeli forces set up military checkpoints around Jericho, severely impeding movement in and out of the city. Israeli forces also closed the Huwwara and Za’atara checkpoints, impeding traffic in the northern part of the West Bank, as the second day of Eid was commencing. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif Compound, destroying electric panels and speakers. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. Jonathan Pollard, the former U.S. navy intelligence analyst who spied on the U.S. for Israel, arrived in Tel Aviv on a private jet belonging to the mega donor to Israeli settlements and U.S. Republicans, Sheldon Adelson. He was received by Israeli prime minister Benjamin Netanyahu, who handed him and his wife Israeli passports. Pollard, who have been living under strict restrictions in New York City after being granted parole in 2015, was able to move freely when his parole was lifted in November. Pollard received a life sentence after being convicted of spying in 1987; Israel had since that time lobbied consecutive U.S. presidents to have him released to Israel.
