In the West Bank, the IDF conducts a house search and raid in Jericho, arresting 2 Palestinians; patrols in Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Jenin. Israeli settlers park a group of mobile homes on Palestinian land nr. Nablus, establishing a new settlement outpost. Elsewhere, Palestinians in a village nr. Ramallah say that the Israeli authorities have informed them that they are planning on opening a major road e. of the city, having kept it closed since 2001 (Israeli forces will open the road on 5/25). Israeli authorities also inform farmers nr. Salfit that they plan to demolish 20 olive trees in the area. In East Jerusalem, Israeli forces and settlers surround and attempt to evacuate a Palestinian-rented home in the Old City, but the tenants’ lawyer secures a stay on a 3/15 eviction order until 5/2015; small clashes break out. Israeli PM Netanyahu says that if he is chosen to serve a 3d consecutive term as PM, there will be no Palestinian state, responding to the confusion on 3/8 when his office refuted a Likud Party statement that said he was disavowing his 2009 Bar Ilan speech, in which he 1st came out in favor of the 2-state solution. Palestinian amb. to Iraq Ahmad Aqil says that the Iraqi Higher Judicial Council has issued a res. applying equal status as Iraqi citizens to Palestinian refugees in Iraq—except for full Iraqi nationality. While it is consistent with existing law protecting the rights of Palestinian refugees that passed under Saddam Hussein, those laws were not thoroughly enforced after his overthrow and around 22,000 Palestinians left Iraq. Jericho and Qalqilya. A group of Palestinian youth affiliated with Fatah steal a Tnuva milk truck and dump its contents in the middle of al-Manara Square in Ramallah. Tnuva is 1 of the 6 Israeli companies targeted by the boycott initiated by the National Comm. against Israeli Punitive Measures on 2/9. In East Jerusalem, Israeli forces conduct raids in the Old City and al-‘Izzariya, arresting 5 Palestinians and issuing summons to 3. In n. Israeli state prosecutors tell the High Court of Justice that they are no longer pursuing the punitive demolition of the Silwan home of the Palestinian alleged to have shot and injured right-wing activist Yehuda Glick, leader of the messianic Temple Mount movement, on 10/29/ 2014. Meanwhile, Hamas prevents 37 children orphaned during OPE from attending a 1-week publicity tour to Israel and the West Bank sponsored by an Israeli nongovernmental organization, saying that the trip’s goal was normalization. U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and Israeli PM Netanyahu in Amman to discuss the recent tensions in Jerusalem. They agree to a series of practical measures designed to restore calm, and they do not announce them to the press. The Jordanian govt. will consider returning its amb. to Tel Aviv based on Israel’s implementation of its share of the measures. Kerry meets PA Pres. Israel’s DM Moshe Ya’alon departs for Washington for a 5-day visit. In a predeparture statement, Ya’alon says that no dispute should “cast a shadow” over the U.S.-Israel relationship, one “based on shared interests and values.” However, Ya’alon’s requests for meetings with VP Joe Biden, Secy. of State Kerry and National Security Adviser Susan Rice are denied. In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. Israeli PM Netanyahu reiterates the accusation that Hamas was behind the suspected kidnapping and that the PA is responsible for the fate of the teenagers. U.S. Secy. of State Kerry condemns what he calls a “despicable terrorist act” and says “many indications point to Hamas’s involvement.” The IDF detains dozens more in the West Bank, including parliament speaker ‘Aziz Dwayk, with an estimated 150 Palestinians arrested so far during OBK. Israel’s Coordinator of Govt. Activities in the Territories Yoav Mordechai tells the media that the IDF is not coordinating with PA security forces in the search, and believes Hamas is behind the kidnapping. In Hebron, IDF troops injure 11 demonstrators with rubber-coated metal bullets.
