In the West Bank, 2 Palestinian families were notified that Israel intend to seize 4 dunums of their land in Jaba‘ for construction of a parking lot for Israeli military vehicles. A Palestinian family from Ya‘bad accused Israeli soldiers of stealing money and jewelry from their house during a late-night raid. Israeli forces also demolished 2 Palestinian-owned water tanks near Tubas and seized a cement mixer near Salfit. 12 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were detained in al-Aqsa Mosque during prayers; both were released after 5 hours of interrogation and banned from entering the mosque for 2 weeks. During a visit by the Irish minister of foreign affairs Simon Coveney to Israel, Gaza, and the West Bank, the ministry announced that Ireland was funding a $8.8 million project for construction of solar panels in Gaza in partnership with the French Development Agency. Foreign Affairs Minister Coveney met with PA prime minister Mahmoud Abbas in Ramallah during his visit. (HA, WAFA 12/3)

In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. The vote on that resolution passed 83 to 23, with 54 abstentions. (TOI 12/4; HA 12/5)

In the West Bank, Israeli forces demolished 2 houses in al-‘Arub refugee camp. 10 Palestinians were arrested during house raids in and around Ramallah, Hebron, and Jenin. In East Jerusalem, Israeli forces demolished a Palestinian-owned house in Jabal Mukabir. 15 Palestinians were arrested during late-night raids in Issawiyya. (WAFA, WAFA 11/19; PCHR 11/21)

Israel said it had intercepted 4 missiles launched from Syria at the Israeli-occupied Golan Heights. Israel subsequently hit more than 20 targets in Syria, killing 23 people, according to the British-based Syrian Observatory for Human Rights. (AJ, HA 11/19; AJ, HA 11/20; HA 11/22)

In a significant departure from previous votes at the UN, Canada voted for a resolution supporting Palestinians’ right to self-determination. Canada has since 2006 voted with Israel and the U.S. or abstained on issues pertaining to Palestine. A Canadian official told Canadian media that the country was sending a message to the U.S. that it does not agree with the U.S. change of policy in stating that it no longer considers Israeli settlements illegal under international law as announced by U.S. secretary of state Mike Pompeo on 11/18. In the West Bank, Israeli authorities seized some 1,500 dunams (370 acres) of Palestinian-owned residential and agricultural land in Dura. 9 Palestinians were arrested, including 8 during late-night raids in and around Abu Dis, Qalqilya, Tulkarm, Hebron, Nablus, and Ramallah; 1 was arrested during a daytime raid. In East Jerusalem, 2 Palestinians were arrested, including 1 during a late-night raid in Silwan; 1 Palestinian child was arrested at the al-Aqsa mosque after he allegedly attempted to stab an Israeli police officer, he was reportedly heavily beaten. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen; no injuries were reported. (HA, WAFA, WAFA 9/26; PCHR 10/3)

Palestinian women in the West Bank, East Jerusalem, Gaza, and Israel marched to protest violence against women. The protesters adopted the slogan “Free homeland, free women.” The protests were sparked by a number of murders of Palestinian women by members of their families. The most recent was in late August, where a 21-year-old was killed allegedly by members of her family. (HA 9/27)

Around 100 Palestinian prisoners in Israeli jails ended a 15-day-long hunger strike after the Israel Prison Service agreed to limit the jamming devices installed in the prisons and to install public phones. (WAFA 9/26)

PA president Mahmoud Abbas announced at the UN general assembly that he will set a date for general elections in the West Bank, East Jerusalem, and Gaza. President Abbas asked the UN to help aid and monitor the process. (HA 9/26)

The Saudi Arabian foreign minister announced that the country will contribute $50 million to UNRWA’s core program budget. (WAFA 9/28)

In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. The raid in Jenin triggered confrontations with local Palestinians, wounding 3 of them; 2 from live ammunition, and 1 from being hit by an Israeli military vehicle. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

Israeli president Reuven Rivlin granted Prime Minister Benjamin Netanyahu 2 additional weeks to form the next government. The extension allows Netanyahu until 29 May to form a government. (JPOST, TOI 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In February, U.S. special representative for international negotiations Jason Greenblatt invited her to meet him at the White House as Ashrawi and Greenblatt exchanged tweets about the U.S. peace plan. The UNRWA released a statement urging donors to contribute, as UNRWA needs an additional $60 million to continue providing food for 620,000 Palestinians in Gaza. (AJ 5/13)

In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Nablus, Hebron, and Tulkarm. In East Jerusalem, Israeli forces arrested 8 Palestinians during late-night raids. In Gaza, Israel shelled several locations for the 2d day in a row, leading to the death of 10 Palestinians and an unborn child. 22 Palestinians were reported wounded and several buildings were completely destroyed and others damaged, including the office of the Turkish news agency Anadolu. Israeli forces said it had attacked 30 targets in Gaza. They also said that 250 rockets had been launched from Gaza into Israel. 1 Israeli man was killed in Ashqelon by a rocket from Gaza; 3 other Israelis were wounded. The EU called for an immediate de-escalation of the violence in Gaza and supported UN and Egyptian mediation to calm the situation. The PA called on the UN to intervene and halt the Israeli offensive in Gaza. (AJ, WAFA 5/4)

The Italian government announced that it will contribute $2.1 million to UNRWA health centers in Gaza. (WAFA 5/4)

In the West Bank, Israeli forces arrested 13 Palestinians in late-night raids in and around Far‘un, Jenin, Bethlehem, Hebron, Tulkarm, Nablus, and Qalqilya. Elsewhere in the West Bank, Israeli forces demolished 2 greenhouses near Bethlehem and a residential structure under construction in Khirbat Jabara south of Tulkarm. Israeli forces also sealed off a road between al-Tuwwana and al-Karmel east of Yatta. In East Jerusalem, a day after the Israeli supreme court rejected local residents’ appeal to protect their East Jerusalem homes from demolition, Israeli forces began demolishing the 60 residential structures housing 500 Palestinians. Several Palestinians were wounded trying to protect their homes. Elsewhere in East Jerusalem, a Palestinian home was demolished by Israeli forces in Bayt Hanina, displacing 7 Palestinians that also were fined $11,000. Israeli forces also arrested 6 Palestinians in East Jerusalem; 2 of the arrested were Palestinian minors who reportedly had thrown Molotov cocktails at an Israeli police station. The Israeli ambassador to the UN Danny Danon said that Israel would not start annexing parts of the West Bank until the Trump administration’s peace plan is unveiled. U.S. president Donald Trump’s son-in-law and senior adviser Jared Kushner told a group of ambassadors that the peace plan will not be released until after the end of Ramadan in early June. Thousands of Palestinians held rallies in Ramallah, Nablus, Jenin, Tulkarm, Qalqilya, Jericho, Tubas, Hebron, and Bethlehem in support of the over 6,000 Palestinian prisoners held in Israeli prisons for Prisoners Day. (WAFA 4/17)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. Separately, settlers chop down a number of olive and almond trees in a Palestinian grove near Hebron. Israeli forces deliver stop-work orders to 2 Palestinian homes under construction near Hebron and a water well under construction near Tubas. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron and Ramallah; and patrol near Salfit and Qalqilya. An unexploded piece of Israeli ordnance detonates near Bethlehem, injuring 3 Palestinian minors. Approximately 1,000 Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 23 Palestinians are injured (1 critically). The Hamas-run Ministry of Health in Gaza states that the critically injured Palestinian was a farmer working in the area, and not a protester. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers chase a number of Palestinian shepherds off their land near Jericho. IDF troops arrest 11 Palestinians during late-night raids near Jenin, Hebron, Ramallah, and Nablus; and patrol near Hebron and Bethlehem. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The Egyptian authorities open the Rafah border crossing for passage in both directions for the first of 2 planned days. They have largely kept the crossing closed since 1/5. (ALM 1/31)

One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid. In the West Bank, IDF troops shoot and injure 1 Palestinian during clashes sparked by a raid near Jenin; arrest 5 Palestinians during further raids near Bethlehem, Hebron, and Jenin; and patrol near Nablus and Hebron. Israeli settlers bulldoze 30 dunams (approximately 7.5 acres) of Palestinian land south of Nablus. In East Jerusalem, Israeli forces assault and injure a Palestinian and arrest a 2d during a raid in Jabal Mukabir. They arrest 3 more Palestinians during raids in Qalandia refugee camp and Qatanna. At a formal ceremony in New York City, PA president Mahmoud Abbas assumes chairmanship of the UN’s Group of 77 and China, pledging to “pursue the path paved by previous chairs” and to “strive to carry forth the legacy and traditions of our group in addressing the challenges before us for achieving progress and prosperity for our peoples and states.” The group comprises 134 member states, making it the UN’s largest bloc. Meanwhile, PA foreign minister Riyad al-Maliki says that the Palestinians still intend to move forward with their bid for full membership at the UN this month, despite a likely U.S. veto.
