Israel commutes the sentences of 69 Palestinian prisoners in preparation for their release; of the 69, all committed minor crimes, such as being in Israel illegally or theft; 48 were sentenced to terms of less than 1 yr., 13 were sentenced to 1–2 yrs. The Israeli cabinet approves a plan to accelerate construction activity in Jewish settlements along the seam line in Jerusalem by offering grants to apartment buyers and subsidizing builders’ costs for the next 4 mos. In apparent reaction to the IDF shooting of a car carrying 3 children on 7/25, AMB gunmen fire on a Jewish settler vehicle nr. Har Gilo settlement, nr. Bethlehem, injuring a Jewish settler, her 3 children. Arafat releases the 17 AMB mbrs. fr. detention in his compound (see 8/2) after they promise to adhere to the cease-fire; the PA says it was unwilling to risk a confrontation with the AMB over the men’s arrest. Gaza, 3 Palestinians apparently planting a roadside bomb trigger the device, killing 1, wounding the other 2. Shin Bet produces a list of 100 Palestinian prisoners, out of the more than 5,500 (some say up to 8,000) currently held, that it says could be freed without harming Israeli security. As gestures to the PA, Israel announces a halt to deporting families of West Bank Palestinian militants to Gaza; releases 34 Palestinian prisoners, including senior Gaza PSF official Sulayman Abu Mutlak, who was arrested in early 5/03 and is freed for lack of evidence. Overnight, Palestinians fire an antitank rocket at Kefar Darom, wounding 4 Jewish settlers; the Palestinian resistance comms.
