The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. A Hamas spokesperson condemned Abbas’s visit, saying he was accommodating the occupation and “deepening Palestinian political divisions.” Islamic Jihad and the PFLP also condemned the meeting. In Syria, Israel conducted air strikes in Latakia, causing damage at the city’s port. Israeli sources claimed that Israeli missiles had hit Iranian munitions stored in containers. A Russian official said 4 missiles were fired from 2 Israeli F-16s, causing minor material damage. In the West Bank, Israeli forces razed structures put up by Israeli settlers at the Homesh settlement outpost where an Israeli settler was killed on 12/16. According to the Israeli military, Israeli settlers attacked soldiers and damaged vehicles at the site as the settlers tried to continue building. The Israeli forces did not demolish a yeshiva building built on the evacuated Homesh settlement outpost. No Israeli settlers were arrested. Palestinians were reported to have thrown stones at an Israeli bus near Hizma, injuring the bus driver who was hit by broken glass. Israeli settlers threw stones at Palestinian vehicles near Burqa, injuring 4 and causing damage. Israeli settlers also raided Ramin and Deir ‘Ammar; no injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles east of Hebron; no injuries were reported. Israeli forces violently dispersed Palestinians protesting a raid in al-Bireh, no injuries were reported. Israeli forces also violently dispersed Palestinian minors throwing stones at Israeli soldiers east of Sa‘ir, injuring 1 with a rubber-coated bullet and arresting 5; they were all released later in the day. Israel said it had arrested 6 Palestinians in Silat al-Harithiya. The 6 are alleged to have been connected to the killing of an Israeli settler near the Homesh settlement outpost on 12/16. In the West Bank, 25 Israeli settlers posing as soldiers attacked a Palestinian couple in their home in Qaryut, leading to the hospitalization of both Palestinian victims; the settlers also caused significant damage to the interior of their home, their car, and their tractor; Israeli forces did not arrive to investigate the scene until 7 hours after it was reported. Israeli settlers also threw stones at 6 Palestinian homes and set a barn on fire in Burqa; Israeli forces subsequently violently dispersed Palestinians trying to repel the settlers. Meanwhile, Israeli settlers erected a settlement outpost named after the settler killed on 12/16, Nefei Yehuda, near the Kiryat Arba settlement; the Nahala movement financially supported the settlement outpost, as it had the Evyatar settlement outpost in May. Haaretz reported that the Israeli company Candiru’s spyware had been purchased by Saudi Arabia, Spain, Israel (for the Shin Bet), Singapore, the UAE, and Germany, and had been used to target people in Catalonia, Lebanon, Yemen, the occupied Palestinian territories, Singapore, Iran, Armenia, and Turkey. It was also reported by the Guardian that NSO Group’s Pegasus spyware was found on jailed Indian dissident activist Rona Wilson’s phone. (AP, GDN, HA, HA 12/17)

The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. The resolution also called on Israel to stop exploiting the resources of the territories it occupies. In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. 1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

In the West Bank, Israeli settlers leveled Palestinian agricultural land near Deir ‘Ammar before Israeli forces removed them from the area. Israeli forces sealed off Sabastia for the 2d day in a row and closed Palestinian stores. 7 Palestinians were arrested during late-night raids in Jalazun refugee camp, Bani Na‘im, Bayt Awa, Ya‘bad, and Beit Sira. In East Jerusalem, some 600 Israeli settlers toured the Haram al-Sharif compound. 6 Palestinians were arrested in Silwan, al-Tur, Isawiya, and at the Haram al-Sharif compound. The PA commission of detainees’ affairs said in a statement that 1 39-year-old Palestinian who died of leukemia 7 months after being released from an Israeli prison perished because of medical neglect while he was incarcerated by Israel. (AJ, WAFA, WAFA 9/23)

The PLO rejected an agreement made between the U.S. and UNRWA to keep the U.S. providing funds to the agency, saying that the agreement is an attempt to abolish the Right of Return for Palestinian refugees. (WAFA 9/23)

It was reported that Sudan had seized a number of companies and bank accounts belonging to Palestinians. According to the reporting, the assets belong to Hamas as a means to generate revenue for the organization. Later, on 9/24, Hamas said that it did not have links to the companies and individuals targeted by Sudan. 1 day later, on 9/25, the PA urged Sudan to hand over the assets to the PA. A Hamas official said the seizing of the funds by Sudan was a way for the new government to win the support of the U.S by slandering Hamas. The U.S. house of representatives passed a bill 420-9-2, providing Israel with another $1 billion of military aid to allegedly restock Israel’s Iron Dome missile defense system after Israel’s attack on Gaza in May. The $1 billion was removed from a stopgap government-funding bill on 9/21, prompting Democratic majority leader Steny Hoyer (D-MD) to present the funding as a stand-alone bill. The 9 representatives to vote against the bill were Rashida Tlaib (D-MI), André Carson (D-IN), Marie Newman (D-IL), Ayanna Pressley (D-MA), Jesús “Chuy” García (D-IL), Ilhan Omar (D-MN), Raúl Grijalva (D-AZ), Cori Bush (D-MO), And Thomas Massie (R-KY). Representatives Alexandria Ocasio-Cortez (D-NY) and Hank Johnson (D-GA) voted present. Representative Tlaib gave a speech before the vote calling Israel an apartheid state, drawing ire from several pro-Israel Democrats, including Ted Deutch (D-FL) who said that calling Israel an apartheid state was anti-Semitic. Later, Israel’s envoy to the UN Gilad Erdan said that the 9 representatives who voted against the bill were “either ignorant or antisemitic.” It is estimated that the deployment of the Iron Dome during May cost Israel a maximum of $120 million. Also in the house of representatives, representative Andy Levin (D-MI), supported by more than 24 Democrats, introduced the Two-State Solution Act, aimed at preserving the feasibility of a 2-state solution. Among its provisions, the bill aims at distinguishing between Israel and occupied Palestinian territory, defined as the West Bank, East Jerusalem, and Gaza. The authors of the bill want the U.S. to label products from occupied Palestine as such and not as Israeli products. It also aims at pushing the U.S. administration to reopen the PLO mission in D.C. and U.S. consulate to Palestinians in Jerusalem. Texas’s state comptroller Glenn Hegar said that Ben & Jerry’s had been added to the state’s list of companies that boycott Israel and that Texas will start to divest from the company. Israeli forces shot and killed 1 Palestinian man by the Lion’s Gate in the Old City, claiming that he had tried to stab an Israeli soldier; 1 Israeli soldier was lightly injured by a stray bullet fired by another Israeli soldier. Israeli forces let the man bleed to death without providing aid. Israeli forces also forcefully removed Palestinians during a sit-in protest at the Haram al-Sharif compound, arresting 3. In Gaza, 1 rocket was launched at Israel and was intercepted, after 2 of the Palestinian escapees were arrested. Israel subsequently conducted air strikes at 3 different locations in Khan Yunis and Dayr al-Balah; causing damage. In Israel, 2 of the 6 Palestinian prisoners who escaped Gilboa prison on 9/6, Mahmoud Aradeh and Yakub Kadari, were arrested near Nazareth. In an interview with Vice News, the Hamas leader in Gaza Yahya Sinwar said that Hamas was ready for an immediate and unconditional ceasefire hours after firing the 1st rocket during the escalation of violence last month and that Hamas had communicated this to the Egyptian, Qatari, and UN mediators every day of the assault on Gaza. Sinwar reiterated that the Hamas rockets fired at Israel on 5/10 were intended to be a message to Israel that Hamas will not allow Israel’s aggression at al-Aqsa Mosque and in Shaykh Jarrah, and about Israel’s violations of international law in the occupied Palestinian territories in general. Yair Lapid of Yesh Atid (There Is a Future) told Israeli president Reuven Rivlin that he had formed a government coalition 30 minutes before his mandate to do so ran out. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The other party leaders were Mansour Abbas of Ra’am (United Arab List), Gideon Sa’ar of Tikva Hadasha (New Hope), Avigdor Lieberman of Yisrael Beiteinu (Israel Our Home), Nitan Horowitz of Meretz (Vigor), Merav Michaeli of Labor, and current deputy and defense minister Benny Gantz of Kahol Lavan (Blue and White). The only factor binding these parties, which range from far-right to left, was the desire to unseat prime minister Benjamin Netanyahu. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. 250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. Pope Francis also called on the parties to stop the violence. Pakistan and Switzerland were also among the countries to criticize Israel’s aggression. PA president Mahmoud Abbas announced that the Palestinian elections scheduled for 5/22 were postponed, citing Israeli ambiguity regarding whether Palestinians in East Jerusalem would be allowed to partake in the elections. President Abbas said that “as soon as Israel agrees [to allow Palestinians in East Jerusalem to partake] we will hold elections within a week.” Besides the Jerusalem issue, there was speculation that Abbas and Fatah had an interest in postponing the elections as splintering within the Fatah party has made Hamas the likely winner of the elections. Several Palestinian political leaders criticized Abbas’s decision to postpone elections, demanding a new date set. In a letter to the Conservative Friends of Israel, UK prime minister Boris Johnson said that his government opposes the ICC investigation into war crimes committed in the occupied Palestinian territory, saying the ICC does not have jurisdiction over the territory and that the decision to investigate “gives the impression of being a prejudicial attack” on Israel. The PA said the letter to the Conservative Friends of Israel marked a “low point in UK-Palestine relations and undermines the UK’s credibility on the international stage.” Prime Minister Johnson later clarified during a session at the UK parliament that his government believes in the independence of the ICC. In the meeting, Argaman is reported to have told President Abbas to cancel the Palestinian elections because Hamas was running, which Abbas refused to do. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. Axios reported that Israeli prime minister Benjamin Netanyahu was seeking to consolidate his power over Israel’s Iran policy before the Joe Biden presidency. In a letter to Israeli defense minister Benny Gantz, foreign minister Gabi Ashkenazi, ambassador to the U.S. Ron Dermer, and the Mossad director and IDF chief of staff, Prime Minister Netanyahu said that, “the Israeli government position regarding the Iran nuclear deal will be finalized exclusively by the Prime Minister on the basis of analysis done by the national security council in the Prime Minister’s office.” Axios wrote that Netanyahu wants a more hawkish stance on President-Elect Biden’s wish to re-enter the Joint Comprehensive Plan of Action than the rest of the relevant cabinet members and officials. An Iraqi court issued an arrest warrant for U.S. president Donald Trump in connection with the assassination of Iranian general Qassim Soleimani and commander of the Iraqi Popular Mobilisation Committee Abu Mahdi al-Muhandis, who were killed in 1/3/2020 at the Baghdad airport by U.S. forces.
