Israeli forces also shot and injured 1 Palestinian with a baton round during a raid in al-Arroub refugee camp. Elsewhere, Israeli forces fired tear gas near a school in Hebron, causing tear-gas related injuries to students. Israeli forces also demolished 1 agricultural structure and uprooted 15 olive trees near Dura and seized agricultural machinery in Khirbet Umm al-Jamal near Tubas. 24 Palestinians were arrested during late-night raids in Silwad, Beitin, Nablus, Bayt Ibia, Jaba‘, and Dahariya. Israel said it had arrested 1 Palestinian man on 11/29 who the Shin Bet suspect carried out the 2 bombing attacks in Jerusalem on 11/23, which killed 1 man. The Palestinian man is said to be a supporter of Islamic State and to have acted alone. (AJ 12/27)

The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Jibiya, injuring 1 and vandalizing nearby vehicles. Israeli forces shot and killed 2 Palestinians and injured 1 other, saying it had fired at 2 vehicles that looked suspicious near the Huwwara checkpoint. The 2 killed were members of the Palestinian civil defense. The PA condemned the killings. PA president Mahmoud Abbas issued a decree to form a supreme judicial council with himself as the head. The decree received criticism from rights organizations and Hamas, who said the move further erases the separation of the executive and judicial branches. The UN Middle East envoy Tor Wennesland told the UN security council that 2022 will likely be the deadliest for Palestinians in the West Bank, since the UN started tracking fatalities in 2005. Israeli deputy mayor of Jerusalem Aryeh King called on Jewish settlers to volunteer to “protect” East Jerusalem neighborhoods during ongoing Palestinian protests in East Jerusalem over Israel’s continued siege of ‘Anata and Shu‘fat. (HA 10/12)

14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. Palestinian schools in East Jerusalem observed a general strike in protest over Israeli attempts to censor Palestinian textbooks and introduce Israeli curriculum in the schools. According to the head of the parents committee union, between 90% and 95% of the some 280 Palestinian schools in East Jerusalem observed the strike. It was revealed that Israel had installed a remote-controlled gun at a checkpoint on Shuhada Street in Hebron, capable of shooting baton rounds, stun grenades, and tear gas. Israeli historians Benny Morris and Benjamin Z. Keder published an article “’Cast Thy Bread’: Israeli biological warfare during the 1948 War” in Middle Eastern Studies, saying that declassified materials in the Israeli archives have revealed that Israel used biological weapons against Palestinians and Arab armies during the Nakba. The codename used for the biological weapons campaign used by the Zionist leaders, including David Ben-Gurion was “Cast Thy Bread.” Zionist militias were given typhoid bacteria which they were to put in water wells. The PA called on the U.S. to pressure Israel into ending its deadly nightly raids and condemned the killing. Israeli forces also fired tear gas near a school in Burin, prompting an evacuation of the students. Elsewhere, Israeli forces delivered stop-work notices for 5 industrial structures in Qarawat Bani Hassan. The Israeli state attorney’s office closed an investigation into the killing of a 17-year-old Palestinian citizen of Israel by an Israeli police officer in May 2021 in Umm al-Fahm, saying it found no evidence of wrongdoing. The family of the Palestinian minor said the process relating to the long investigation had been abusive and that they believe the killing was unjustified. (HA 9/15)

U.S. senator Patrick Leahy (D-VT) said in a statement that the Leahy Law, prohibiting military aid to countries that violate human rights, should apply to Israel if Shireen Abu Akleh was killed intentionally. In the statement, he questioned Israel’s probe, which found that Abu Akleh was not killed intentionally, saying, “[i]f, as the Israeli authorities appear to be saying, the soldier missed who he was aiming at and hit Ms. Abu Akleh by mistake, who was he aiming at? What evidence is there, if any, that anyone in the immediate vicinity of where Ms. Abu Akleh was shot was firing at the [Israeli] soldier who killed her?” Senator Leahy’s statement comes 1 day after the senate foreign relations committee demanded a report from the state department regarding the killing of Abu Akleh. Chilean president Gabriel Boric postponed the acceptance of the Israeli ambassador’s credentials due to Israel’s killing of a 17-year-old Palestinian in the West Bank (see above). The U.S. state department’s annual fiscal transparency report said that the PA has failed to provide complete data on its budget within the required period. The report noted that the budget was not approved by the Palestinian legislator and information about debt was incomplete. The State Department report called on the PA to publish its executive budget. U.S. Assistant Secretary of State for Near Eastern Affairs Barbara Leaf has in recent weeks met with Israeli and PA officials, calling on both parties to ensure that the PA is strengthened as both the U.S. and Israel have expressed concerns that the PA does not have the power to exert control over parts of Area A. The PA has said that the security instability in the West Bank is caused by Israeli raids and that calm would ensue if Israel stopped these raids. Haaretz also reported that Israeli officials have asked Qatar to pressure PA president Mahmoud Abbas to address issues in Jenin and Nablus. U.S. ambassador to Israel Tom Nides, at a counterterrorism summit in Israel, called the Israeli attacks on Gaza on 8/5-8/7 dubbed “Operation Breaking Dawn” “relatively calm” despite 49 Palestinians being killed during the assault. In the West Bank, 1 Palestinian succumbed to injuries sustained by Israeli forces during a raid in Nablus on 8/9. PA president Mahmoud Abbas met with Türkiye president Recep Tayyip Erdoğan in Ankara. President Erdoğan said that the PA and other Palestinian factions had welcomed Türkiye’s normalization with Israel, saying “that these steps will contribute to the solution of the Palestinian issue and the improvement of the situation for the Palestinian people.” President Abbas did not mention the normalization in his comments but thanked Türkiye for its support of the Palestinian people. 1 day after reporting that the U.S. and Iran were getting closer to reaching an agreement on reentering the Iran Nuclear Deal, the U.S. conducted air strikes in Syria on targets said to be affiliated with the Iranian-backed groups. In the West Bank, unidentified militants shot and injured former Hamas deputy prime minister and professor at An-Najah University Nasser al-Shaer in Kafr Qalil; PA president Mahmoud Abbas condemned the assassination attempt and ordered an investigation into the incident. Hamas blamed Fatah incitement against Hamas on the attempt. Israeli settlers uprooted 70 olive saplings in al-Masara. Israeli settlers also vandalized 30 olive trees in Turmus ‘Ayya. Israeli forces violently dispersed Palestinians and international activists protesting in al-Twana against ethnic cleansing in the Masafer Yatta area. PA president Mahmoud Abbas and political chief of Hamas Ismail Haniyeh met in Algiers at a meeting hosted by Algerian president Abdelmadjid Tebboune. The 2 leaders were in Algeria for the celebration of the 60th anniversary of Algeria’s independence. Aside from a picture of the 2 shaking hands, there was no information about what was discussed during the meeting, which was the 1st between the 2 since 2016 during reconciliation efforts in Doha. Ben & Jerry’s sued its parent company Unilever to block the sale of Ben & Jerry’s business interests in Israel to the Israeli company American Quality Products. In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack. The Jordanian foreign ministry said “Israel’s measures to change the status quo on the Haram al-Sharif compound are a dangerous escalation. Israel bears full responsibility for the consequences of the current escalation that is thwarting efforts invested to bring about calm,” in response to the many Palestinian injuries at the compound in the past days. The spokesperson for King Abdullah II also called on the international community to pressure Israel to stop its escalation at the holy site. The Israeli military said it had sent its findings relating to the death of an 80-year-old Palestinian American man who died while being detained by Israeli forces on 1/12 to the U.S. A statement said that the military’s investigation had found wrongdoing, moral failure, and failure of judgement in relation to the death. The commander of the Netzeh Israel unit was rebuked, and 2 company and platoon commanders were dismissed, but no one was held directly responsible for the killing of the Palestinian man. Lebanon said it had arrested 35 people claiming to be Israeli spies working to infiltrate Palestinian organizations in Lebanon, Hezbollah, and the Lebanese intelligence agency. 15 had since been released, as Lebanon found that they were not spies working for Israel, and Lebanese intelligence confirmed that at least 12 were connected to Israel. 1 million doses of Russian-made Sputnik COVID-19 vaccines entered Gaza through the Rafah crossing. The 1 million doses of the Sputnik vaccine were donated by the UAE. The autopsy performed after the death of an 80-year-old Palestinian American man in Jiljilyya on 1/12 found that the man died of a heart attack caused by “external violence.” The man had been detained by Israeli forces who gagged, blindfolded, and cuffed him. Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November. In the West Bank, Israeli forces demolished 1 Palestinian-owned home near al-Ramadin. 8 Palestinians were arrested during late-night raids in Araqah, Beit Umar, Jaba‘, and Burqin. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. The PA called the eviction a war crime, calling on the U.S. to protect Palestinians in East Jerusalem, and the EU condemned the displacement of the family. The U.S. ambassador to the UN Linda Thomas-Greenfield said at a UN security council meeting that Israel must refrain from “demolitions, and evictions—like what we saw in Sheikh Jarrah.” At the meeting, PA foreign minister Riyad al-Maliki also called on the international community to end Israeli impunity.
