In the West Bank, Israeli forces fired a tear gas canister into a hospital in Hebron, causing tear-gas related injuries among patients and staff. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 1 with live ammunition and 10 with baton rounds. Elsewhere, Israeli forces shot and injured 1 Palestinian near Silat ad-Dhahr. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah; no injuries were reported. PA president Mahmoud Abbas addressed the UNGA, saying that Israel is not a partner in peace and that the country is working to undermine the 2-state solution. President Abbas called on the international community to deal with Israel as an occupying state. Abbas also lambasted Israel’s impunity in continuing its settlement enterprise, in not dealing with settler attacks, and in killing Palestinians, mentioning Shireen Abu Akleh, saying that since Israel is not abiding by the Oslo Accords, that the PA will not either and will instead seek justice at international courts. Furthermore, Abbas said that Israel is establishing apartheid, asking the audience why it is not holding Israel accountable for its crimes and to implement UN resolutions on Palestine. Lastly, Abbas said the PA will seek full membership at the UN and called on UK, the U.S., and Israel to recognize their responsibility in the Nakba. Australia announced that it will double its contribution to UNRWA for 2022, from $6.5 million to $13 million. (WAFA 9/23)

In the West Bank, 1 Israeli soldier was lightly injured with a shot to his hand during a late-night raid in Bruqin. Israeli forces shot and injured 1 Palestinian during a raid in Aida refugee camp. Israeli forces also razed 4 dunams (1 acre) of land planted with olive trees in as-Samu. 18 Palestinians were arrested during late-night raids in Hebron, Jenin, Silwad, and Nablus. In Tel Aviv, Israeli employees of Israel Railways denied an Israeli woman entry to the train platform because she was wearing a t-shirt from the organization Looking the Occupation in the Eye. PA president Mahmoud Abbas declared a 30-day state of emergency to combat the Covid-19 pandemic as cases started to rise. (WAFA 8/25)

The Israeli state prosecutor closed an investigation into the killing of 1 Palestinian man who was stabbed to death by an Israeli settler on 6/21 at a settlement outpost outside of the Ariel settlement, claiming that the settler could have acted in self-defense. (HA 8/25; AJ, MEMO 8/26)

Israel indicted Islamic Jihad leader in the West Bank Bassam al-Saadi on charges of membership, support, and activity in a terrorist organization. (HA, REU, WAFA 8/25)

In Syria, Syrian state media and Russian forces reported that the Syrian air defense had intercepted 2 of 4 Israeli-fired cruise missiles and 7 of 16 guided aerial bombs in Syria. UNRWA commissioner-general Philippe Lazzarini told the UN security council that the UNRWA is facing an existential threat given its chronic underfunding and coordinated attacks to delegitimize the agency. (MEE 8/26)

In the West Bank, unidentified militants shot and injured former Hamas deputy prime minister and professor at An-Najah University Nasser al-Shaer in Kafr Qalil; PA president Mahmoud Abbas condemned the assassination attempt and ordered an investigation into the incident. Hamas blamed Fatah incitement against Hamas on the attempt. Israeli settlers uprooted 70 olive saplings in al-Masara. Israeli settlers also vandalized 30 olive trees in Turmus ‘Ayya. Israeli forces violently dispersed Palestinians and international activists protesting in al-Twana against ethnic cleansing in the Masafer Yatta area. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. Elsewhere, Israeli forces shot and injured 1 Palestinian worker entering Israel at the Tarqumiyah checkpoint. 4 Palestinians were arrested, including 1 during a late-night raid in Hebron, 2 at the separation wall near Jenin, and 1 at the Allenby Bridge crossing. The Nachala settlement organization set up 5 settlement outposts in the West Bank, which were all evacuated by Israeli forces. 1 near the Barkan settlement was rebuilt overnight into 7/21. 11 settlers were detained but released the same day and 3 were lightly injured in altercations with Israeli forces. PA president Mahmoud Abbas met with French president Emmanuel Macron in Paris. In remarks referring to settler violence, President Macron called the situation in the Palestinian territories worrying and called for the resumption of peace talks. Democratic congressperson Donna Edwards (D-MD), representing Maryland’s 4th congressional district, lost her primary election against Glenn Ivey after AIPAC’s super PAC United Democracy Project spent $6 million in support of Ivey. Edwards was targeted by AIPAC due to her criticism of Israel. According to Haaretz, the United Democracy Project has spent around $21 million in the current election cycle to defeat primary candidates critical of Israel. In the West Bank, unknown assailants opened fire at a car carrying 4 settlers to Joseph’s Tomb, causing the driver to lose control of the vehicle, lightly injuring the 4 settlers. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. Saudi Arabia’s foreign minister Adel al-Jubeir told CNN in an interview that his country remains committed to the Arab Peace Initiative, saying “we need to have a process, and this process needs to include the implementation of the Arab Peace Initiative. As president Biden left the West Bank for Saudi Arabia, the UAE said it is opposed to a confrontational approach to Iran, seeking to send an ambassador to Iran to mend ties. (HA 7/15)

In the West Bank, Israeli forces demolished 1 Palestinian-owned home near al-Ramadin. 8 Palestinians were arrested during late-night raids in Araqah, Beit Umar, Jaba‘, and Burqin. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. The PA called the eviction a war crime, calling on the U.S. to protect Palestinians in East Jerusalem, and the EU condemned the displacement of the family. The U.S. ambassador to the UN Linda Thomas-Greenfield said at a UN security council meeting that Israel must refrain from “demolitions, and evictions—like what we saw in Sheikh Jarrah.” At the meeting, PA foreign minister Riyad al-Maliki also called on the international community to end Israeli impunity. A representative for the Salhiya family said the family is referring the case to the ICC. 1 Palestinian family demolished their own home in Wadi al-Juz, displacing 8. In Jerusalem, Israeli police violently dispersed activists in front of Mayor Moshe Leon’s home protesting forced displacement of Palestinians in Sheikh Jarrah; 5 were arrested. Hamas officials concluded a visit to Algeria, presenting the group’s vision for national unity and reconciliation with Fatah. The delegation arrived in Algeria on 1/17. The Citizenship Law bill, created to prevent family unifications between Palestinians and Israeli citizens, was sent back to the Israeli cabinet after the Meretz party filed an objection to the legislation in the Knesset.
