At PISMC mtg. in Jerusalem, PA demands Israel withdraw immediately fr. Abu-Dis, Sawahirah villages nr. Jerusalem, both part of Bethlehem municipality under Oslo II. Israel says there was a mistake on the Oslo II maps, incorrectly placing the 2 villages in the withdrawal zone; it expects the PA to agree to the corrected maps that exclude them fr. the municipality. Samiha Khalil, fmr. gen. secy. of the General Union of Palestinian Women and head of a respected West Bank charity, announces she will run against Arafat for the presidency as an independent in 1/20 elections. A PNC mbr., she says she will vote against amending the PLO covenant. (WT 12/28; CSM 1/4; WP 1/19)

PA, Hamas closed 4 days of their 1st formal, high-level reconciliation talks in Cairo, agree talks were positive but fail to reach accord. Hamas refuses to sign pledge to participate in Palestinian elections, cease attacks on Israeli targets, but agrees not to call for election boycott. Occupied Palestine/Israel: Israeli military arrests 13 settlers in connection with rampage through Dahayshah camp 6/6 [WP 6/9]. Reports indicate Israeli government has told 4 Israelis to ignore U.S. subpoenas and cancel any travel to U.S. [BG 6/9]. Landowners from Bethlehem-area villages of Sawahirah and 'Ubaydiyyah, who are facing confiscationf land Israeli authorities claim to have bought, are granted 1 month to file objections [FJ 6/14]. Palestinian prisoners atJunayd and Jenin prisons hold 1-day strike to protest failure of prison administration to improve conditions [FJ 6/14]. Occupied Palestine/Israel: Israeli troops use force, tear gas to disperse women's demonstration in Ramallah, impose curfew on town and al-Birah. There are reports of protests in Jalazun, Am'ari, Balatah, and Dahayshah refugee camps [FJ 4/12]. Students hold hunger strike at Bethlehem U. in solidarity with Palestinian prisoners [FJ 4/12]. Hebron's Polytechnic Institute is closed for 8 days after army finds "inciting material" at the school [FJ 4/12]. Heaviest shelling in past two weeks engulfs Baddawi and Tripoli as PLO loyalists launch counterattack, artillery battles begin at 0300 hours and continue throughout day.

IDF patrol ambushed in Aley with exchange of grenades and gunfire, PLO claims credit; Druze-Phalange fighting continues for fifth day in Central Lebanon, rockets, mortars and artillery used; Druze leaders confer with Gemayel urging end to clashes; Palestinian refugee camps tense after reports of kidnappings of residents by armed men last night (Lebanese Army sources say Phalange intelligence supplying Army with names of Palestinian and LNM militia and helping in arms searches).

Casualties:

3 Druze women-killed in crossfire; water and electricity restored, streets cleaned in Beirut (official estimate of $12 billion for rehabilitation; AID to supply $110 m., EEC $100 m.); US AID head says tents for Palestinian refugees coming soon; 2 IDF wounded, one in Central Lebanon, one east of Beirut.

Israel/ Occupied Territories: Bethlehem Mayor Freij declares support for Reagan plan and for important Jordanian role in peace plan, Mayor Shakaa rejects plan as not recognizing Palestinian rights; pro-Jordanian forces' activities on West Bank include grants to crafts and unions, Friday sermons in mosques, increased travel to Jordan by West Bank personalities; Israeli Civil Administration delays imposing military control over West Bank universities; Cabinet, in 4-hour meeting, demands Lebanon sign security accord (as well as prior pullout by PLO, release of IDF soldiers captured by Syria and PLO precondition for pullback).
