Palestinian officials say the PA will reform itself to comply with U.S. demands by appointing new governors in the West Bank and Gaza, making changes to the personnel of the PA security forces, appointing new staff at the its foreign consulates and embassies and at ministries, improving the financial system, appointing new directors at public institutions, improving tax collection, opening the communications market, and improving government oversight to combat corruption. Axios reports that senior security officials from the PA, Saudi Arabia, Jordan, and Egypt met in Riyadh on the 1/18, discussing plans for Gaza after the war and ways to involve a revitalized PA in Gaza. According to the report, Saudi Arabia, Jordan, and Egypt called on PA general intelligence service director Majed Faraj to ensure that the PA makes serious reforms, including providing more power to a new prime minister. Saudi Arabia is also said to have briefed the other parties on its requirements for normalization with Israel, including practical and irrevocable steps by Israel toward the creation of a Palestinian state. The EU announces it will review its funding of UNRWA after Israeli allegations that members of UNRWA are connected to Hamas. Austria and Romania announce they are suspending funding for UNRWA, becoming the 11th and 12th countries to do so since 1/26. Pakistan calls the suspensions of UNRWA funding “unjustifiable.” 20 human rights organizations, including Oxfam and Save the Children, issue a statement expressing “concern and outrage” over the funding suspensions. Israel claims in an intelligence dossier seen by Reuters that 190 UNRWA employees are Hamas or Islamic Jihad militants, while 10% of all 13,000 UNRWA employees in Gaza have affiliation with 1 of the 2 groups. The Israeli military says its forces have encircled Khan Yunis and issued an evacuation order for parts of the city affecting 500,000 people. A Palestinian woman says Israeli forces set fire to the tent her and her family were sheltering in on 1/22 in al-Mawasi, killing her husband and daughter. The PA warns the international community that Israel is pressuring Palestinians to move to Rafah as part of its goal of displacing Palestinians from Gaza. Israel acknowledges that it is demolishing Palestinian homes in Gaza to widen the “buffer zone” between residential areas of Gaza and the Gaza fence. In response, U.S. secretary of state Antony Blinken says “[w]hen it comes to the permanent status of Gaza going forward, we have been clear, we remain clear about not encroaching on its territory.” France also says it opposes Israeli plans to reduce the size of Gaza. Israeli tourism minister Haim Katz announces a conference for the resettlement of Gaza on 1/28 called “Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria,” inviting members of the Israeli public. In a video, Katz says the “withdrawal [of the Israeli settlements in Gaza in 2005] created the Nazi monster.” In response to the killing of 21 Israeli soldiers on 1/22, National Security Minister Itamar Ben-Gvir says Israel “must continue to subdue, crush, and mow down the Nazi enemy in Gaza with all our might.” (AJ 1/23; AJ, HA, HA 1/24)

At the UN Security Council, UN secretary-general Antonio Guterres reiterates his calls for an immediate ceasefire and condemns Israeli’s collective punishment of Palestinians. PA foreign minister Riyad al-Maliki tells the council that Israel will continue killing Palestinian civilians if the council does not act. Elsewhere, Israeli settlers vandalized 60 olive trees and water pipes in Jalud. Israeli settlers also opened fire at Palestinian farmers near Qaryut. Israeli forces shot and injured 2 Palestinians, including a child, during raids in Aqabah and Silat al-Harithiya. Israeli forces also raided around 200 homes in Burqa, physically assaulting a woman and causing damage at several houses. Elsewhere, Israeli forces demolished an agricultural structure in Deir Balut and issued stop-work orders for a school near Yatta. 35 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Jericho. In East Jerusalem, Israeli authorities forced a Palestinian family to demolish part of their own home in Shu’fat. An Israeli-made video of hundreds of Palestinians, including children, stripped to their underwear while being detained in a stadium in Gaza circulated in the media. The footage circulated amid reports that Palestinians have been executed in Israeli detention throughout Gaza. Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. Israeli prime minister Benjamin Netanyahu wrote an op-ed in the Wall Street Journal, saying there are 3 “prerequisites for peace between Israel and its Palestinian neighbors in Gaza,” the destruction of Hamas, demilitarization of Gaza, including a “temporary security perimeter” around Gaza, and “deradicalization” of Gaza. MK and former Israeli ambassador to the UN Danny Danon said in an interview that Israel had received inquiries from countries in South America and Africa that are willing to take Palestinian refugees from Gaza in exchange for payment. Danon said “voluntary migration” is natural during and after wars, citing the situation in Syria. In response to Danon’s comments, Prime Minister Netanyahu said he encourages the displacement of Palestinians in Gaza but said Israel has not found countries that will take the displaced. Israel’s Channel 12 reported that Prime Minister Netanyahu had ordered Defense Minister Yoav Gallant and Mossad Director David Barnea not to meet each other unless Netanyahu is present, saying the ban was related to talks on the release of captives. (AJ, HA 12/25)

The Israeli military said 1,593 Israeli soldiers have been wounded since 10/7, including 255 who were in serious condition and 446 who were moderately injured. Of these, 559 were said to have been injured in Gaza. 425 soldiers have been killed since 10/7, including 97 since the ground invasion began. Haaretz said a comparison of numbers between hospital reports and the military reporting showed a significant gap, indicating that the military was underreporting the number of injuries. (HA 12/10)

The Israeli socioeconomic cabinet voted unanimously against lifting the ban on entry for Palestinian workers from the West Bank into Israel. The security cabinet later postponed voting on the recommendation after it became clear that most ministers would vote against allowing Palestinian workers to enter Israel again. Israel is having a labor shortage after expelling all Palestinian workers from Gaza and the West Bank and is expecting thousands of workers from India and Nepal to arrive within 2 weeks. PA prime minister Mohammed Shtayyeh told the Doha Forum that the PA’s “main concern is not the day after. It is today. We want the stop of atrocities and genocide that is happening today,” and called for sanctions on Israel. Jordanian foreign minister Ayman Safadi said Israel is trying to “empty Gaza of Palestinians” calling its campaign “genocide.” UN secretary-general Antonio Guterres said the UN Security Council was paralyzed due to geopolitical divisions and said he would not give up on a ceasefire. Shtayyeh also met with Algerian foreign minister Ahmed Attaf and Qatari prime minister Mohammed bin Abdulrahman Al Thani on the sidelines of the Doha Forum. Israeli prime minister Benjamin Netanyahu spoke with Russian president Vladimir Putin. In an Israeli readout of the conversation, Netanyahu was said to have expressed displeasure with the Russian stance against Israel at the UN. The Russian readout said the main focus of the conversation was the “catastrophic humanitarian situation in the Gaza Strip.” Later during a cabinet meeting, Netanyahu thanked the U.S. for providing “important ammunition” for Israel to continue attacking Gaza and for the U.S. veto at the UN Security Council on 12/8. Egypt and Mauritania invoked UN Resolution 377, prompting UN General Assembly president Dennis Francis to convene a special session of the General Assembly on 12/13. Resolution 377, adopted in 1950, allows the General Assembly to act if the UN Security Council fails to “exercise its primary responsibility for the maintenance of international peace and security.” (AJ 12/10; AP, REU 12/11)

A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. UNRWA commissioner-general Philippe Lazzarini said the constant Israeli bombings have made UNRWA’s ability to operate extremely limited. After the vote, Mansour called the U.S. vote a disaster. Hamas called the veto “unethical and inhumane.” Israeli UN ambassador Gilad Erdan thanked the U.S. for “standing firmly by our side.” Human Rights Watch UN director Louis Charbonneau said that the U.S. risks being complicit in Israeli war crimes by continuing to provide weapons and diplomatic cover. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. Meanwhile, Reuters reports that Iran is making progress in building a research reactor capable of potential weapon material, and Israeli media describe the Netanyahu government as urging the EU to impose further sanctions on Iran in light of the economic damage achieved by sanctions to date. Israel approves a proposal to allow 5,000 additional entry permits for Palestinian construction and agricultural workers, bringing the total number of work permits issued by Israel to West Bank Palestinians to over 45,000.
