In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 11 Palestinians are injured, including 2 seriously and 2 journalists. Later, Israeli settlers gather between Nablus and Ramallah to throw rocks at Palestinians’ cars. Also, IDF troops deploy heavily in the area, arresting 1 Palestinian at a mobile checkpoint and a relative of the deceased Palestinian on a raid in Burin village. The IDF conducts house searches and arrest raids in Hebron and nr. Salfit; patrols nr. Ramallah, Jericho, Qalqilya, and Jenin. Israeli settlers cut down a number of olive and almond trees outside Yatta nr. Hebron. PA security forces conduct house searches and raids in Nablus and nearby Balata r.c. In the Gaza Strip, IDF troops e. of Khan Yunis open fire on agricultural land nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Egypt’s Court of Urgent Matters designates Hamas’s armed wing, Izzeddin al-Qassam Brigades, as a terrorist organization. The court’s ruling cites the armed wing’s role in the 10/24 attack on Egyptian security forces in Sinai that was claimed by the group now known as the Sinai Province of the Islamic State. U.S. and Iranian officials meet for a 2d day of talks in Geneva, with the teams led by Dep. Secy. of State William Burns and Under Secy. of State Wendy Sherman, and Iran’s Dep. FM Abbas Araghchi, respectively. Separately, a report by the International Atomic Energy Agency (IAEA) leaked to the press says that Iran has failed to address concerns about suspected atomic bomb research. Tehran has reportedly only implemented 3 out of 5 agreed transparency steps. (AFP, AP, REU 9/5)

Israeli PM Netanyahu says that “the idea of taking unilateral steps is gaining ground” among Israel’s political class, particularly in light of the collapse of U.S.-led negotiations, in an exclusive interview published by Bloomberg View. Netanyahu’s office subsequently clarifies that this is not a reference to any intention to evacuate settlements. Economy Minister Naftali Bennett welcomes the remarks and urges the adoption of his plan, which would include the annexation of parts of the West Bank. Meanwhile, senior Palestine Liberation Organization (PLO) official Hanan Ashrawi condemns talk of unilateral steps as a way to bypass talks, while U.S. State Dept. spokesperson Marie Harf responds to Netanyahu’s remarks by emphasising that “no one should take any steps that undermine trust, including unilateral.” (Bloomberg, HA, YA 5/23)

China and Russia veto a UN Security Council (UNSC) res., drafted by France, referring the Syrian crisis to the International Criminal Court (ICC) for an investigation into possible war crimes. The 13 other mbrs. of the UNSC vote in favor. It is the 4th time that China and Russia have blocked Western-drafted resolutions on Syria since spring 2011. Meanwhile, the Organization for the Prohibition of Chemical Weapons (OPCW) says that the last 100 tons of Syria’s declared stockpile of precursors for poison gas and nerve agents are ready for transport, but Syrian authorities say it is too dangerous to move them for the time being. Gunmen kill Shadi al-Manaei, leader of Ansar Bayt al-Maqdis, along with 3 other mbrs. of the Egypt-based militant group, in a drive-by shooting in c. Sinai. Egyptian officials say that the attack is likely revenge for the group’s killing of local tribesmen as “collaborators.” (AP 5/22)

Lawmakers allied with Hizballah boycott a session of Lebanon’s parliament, blocking the body from electing a new pres. This is the 5th failed attempt in the past mo. Lebanon’s current pres., Michael Suleiman, is scheduled to leave office on 5/24, the last day of his 6-year term. (AP 5/22)

Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 4 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 3 villages nr. Hebron at night. Jewish settlers attack Burin village nr. Nablus, throwing stones at schoolchildren, and assaulting a Palestinian man. Israeli forces arrive and fire rubber-coated metal bullets at villagers, causing no injuries. Meanwhile, Jewish settlers destroy 700 newly planted olive tree saplings nr. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt. In the West Bank, IDF troops conduct house searches and arrest raids in 1 village each nr. Hebron, Jenin, Nablus, and Salfit at night; patrols in 1 village each nr. Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. In Egypt, a bomb explodes on a bus in Sinai, killing 2 South Korean tourists and the local driver, and wounding 12. Ansar Bayt al-Maqdis claims responsibility, and says that a suicide bomber executed the attack. (AP, REU 2/16; JTA 2/17; REU 2/18)

The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. The soldiers return fire, wounding 7 and arresting 3, while suffering no injuries. (AP, REU 2/16)

Hizballah’s leader, Shaykh Hasan Nasrallah, says that his group intends to stay and fight in Syria because Lebanon is threatened by Takfiri groups. He also urges Arab nations to help a process of Syrian national reconciliation. (DS 2/16)

In the West Bank, IDF troops seizes tents provided by the UN for families whose homes in the Jordan Valley were destroyed by Israel. The IDF conducts house searches and arrest raids in Bethlehem and 1 nearby village, 1 village nr. Qalqilya, 1 village nr. Ramallah, alFawar r.c. nr. Hebron, and in Tulkarm; patrols in 1 village nr. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the morning, and in 1 village and al-‘Arub r.c. nr. Hebron at night; patrols in Tulkarm and 1 village each nr. Jenin and Ramallah in the morning, in 1 village each nr. Hebron and Jenin in the afternoon, and in 2 villages each nr. Hebron and Jenin, and 1 village nr. Ramallah at night. In a televised interview, Hizballah leader Shaykh Hasan Nasrallah accuses Saudi Arabia of being behind the suicide bombing attacks that targeted the Iranian Embassy in Beirut on 11/19. He dismisses claims that differences between Saudi Arabia and Iran are sectarian, saying that they are based on Riyadh’s desire to be the dominant regional influence. (AP, DS, REU 12/3)

Israel officially acknowledges for the 1st time that it is providing humanitarian aid along the border fence for victims of Syria’s civil war, an announcement made by DM Ya’alon during a visit to the occupied Golan Heights. (AP 12/3)

However, the Israeli army says that no rockets landed in Israeli territory. In the West Bank, the IDF patrols in 1 village nr. Hebron in the afternoon and 1 village nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in (3 injured with live ammunition) and Nabi Salih (1 injured with a rubber-coated metal bullet). In East Jerusalem, municipal officials and security forces distribute demolishing orders for dozens of apartments in Ras Khamis and Ras Shahada. The Gaza Strip’s sole power plant shuts its generators due to fuel shortage, meaning that Palestinians could experience 12 hours of daily blackouts. Fuel supplies have diminished following an Egyptian crackdown on smuggling tunnels, and the inability of the authorities in Gaza to pay for PA-delivered fuel with an imposed tax, according to chair of the Gaza Energy Authority, Fathy Asheik-Khalil. The plant produces up to 65 megawatts, while Israel supplies the Gaza Strip with a further 120 and Egypt with 27. (MNA, REU 11/1)

Unnamed Israeli officials cited by Israeli media express anger at the White House for confirming that it was the IAF which attacked a Syrian military base nr. Latakia. The Israeli govt. typically refrains from officially acknowledging responsibility for such attacks. However, M Gilad Erdan tells the media that Israel will not allow advanced weapons to be transferred to Hizballah. (REU, ToI 11/1)

Thousands of pro-Muslim Brotherhood supporters march in the streets in Cairo ahead of the anticipated trial of ousted pres. Morsi. In Alexandria, police break up clashes between pro- and anti-Brotherhood protesters. (AP 11/1)

In the Gaza Strip, the IDF kills 4 mbrs. of Izzeddin al-Qassam Brigades in 2 separate incidents. First, IDF troops working to close a tunnel on both sides of the border are targeted by an explosion, wounding 5 soldiers. Returning fire, they kill 1 Palestinian. Subsequently, the Israeli Air Force (IAF) bombs another tunnel, killing 3 Palestinians who were inside. In addition, IDF troops along the border nr. Jabaliya r.c. open fire on an open area, causing no damage or injuries. In the West Bank, Palestinian gunmen open fire on a settler vehicle close to Hawara checkpoint nr. Nablus, causing no injuries. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Nablus and Jenin at night; patrols in 2 villages each nr. Hebron and Jenin and 1 village nr. Ramallah in the afternoon. Jewish settlers vandalize around 300 olive trees nr. Qalqilya. Reports emerge that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh have handed in their resignation letters to PA Pres. Abbas, in response to what the 2 describe as Israel’s lack of commitment to the peace process. However, PLO official Wassel Abu Yousef denies that any such resignation had taken place. At a meeting of the PLO executive cmte, Abbas says that the Palestinian leadership will take steps in response to Israeli settlement construction, but without specifying exactly what. The IAF attacks a shipment of missiles located at a Syrian military base, a strike confirmed by an anonymous Obama administration official. The air strike targets missiles at a base nr. Latakia thought to be en route to Hizballah. Meanwhile, the OPCW announces that Syria has met a deadline in the internationally mandated disarmament program, with equipment and production facilities rendered inoperable. (AP, REU 10/31)

U.S. VP Joe Biden and other administration officials work to convince lawmakers to hold off from passing further sanctions targeting Iran, to let the current efforts to secure a negotiated solution have some breathing space. Comments by sens. emerging from the private briefing with Senate Democratic leaders and Republican and Democratic mbrs. of the Senate Banking Cmte. indicate that the Obama administration had done enough to convince many of the need to wait. Egyptian FM Nabil Fahmy says that the interim stage of the post-coup govt. should end by spring 2014, with parliamentary and presidential elections due to take place. There is also a new constitution to be voted on. Meanwhile, Egyptian authorities reopen the Rafah crossing for 4 hours, with 370 people going in and out. Thirty-five trucks of construction materials from Qatar also entered. (MNA, REU 9/28) 

Hizballah fighters clash with residents in Baalbek, with at least 3 killed and 6 wounded, with fighting beginning at a checkpoint manned by the group. Security forces are deployed to restore calm, and the next day, Hizballah hands over control of 2 checkpoints to the army. (AP 9/28, 9/29)

Qalqilya in the morning, in 1 village nr. Jericho and 3 villages and al-Fawar r.c. nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and 1 village nr. Qalqilya at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Mahmoud Abbas both address the gathering, with Abbas using his speech to refuse any solution involving “temporary borders.” (HA, JP, REU 5/26)

There are reports of rockets fired from s. Lebanon into n. Israel, yet this is subsequently denied by the IDF, whose soldiers also fail to find any impact site or evidence of a projectile landing in Israeli territory. Meanwhile, 2 rockets are fired into a Shi‘i district of Beirut, in an apparent response to Hizballah chief Hassan Nasrallah’s promise to keep fighting in Syria alongside Asad. Arab League chief Nabil al-‘Arabi urges Hizballah to withdraw from its role in Syria, saying that to continue would threaten Lebanon’s internal unity. (AP, HA, REU 5/26; ToI 5/27; JP 5/28)

After Syrian pres. Israel accuses Iran of staging 2 bombing attempts today against Israeli diplomatic targets in New Delhi, India, and Tbilisi, Georgia. In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad.
