In the West Bank, Israeli settlers assaulted Palestinians with pepper-spray near Huwwara. Israeli forces violently dispersed Palestinian protesters in Salem during an arrest raid, causing tear-gas related injuries; 1 Palestinian was arrested. Israeli forces also demolished 1 commercial structure near Ya‘bad and assaulted the owner who tried to prevent the demolition. Elsewhere, Israeli forces demolished 1 agricultural structure in Ein al-Balad. 22 Palestinians were arrested during late-night raids in al-Mughayyir, Biddu, Hebron, Dura, Sa‘ir, Zawata, Nablus, Rujeib, Beita, Tulkarm, Nur Shams refugee camp, Qalqilya, Kafr Ra’i, and Tura. A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. Turkish media reported that 7 people in Turkey had been arrested by Turkish police in coordination with the National Intelligence Organization for spying on Palestinians in the country on behalf of the Mossad. (HA, MEE 12/14)

In Lebanon, 1 Irish UN Interim Force in Lebanon (UNIFIL) soldier was killed and another injured during a routine patrol in al-Aqbieh in southern Lebanon. It was reported that UNIFIL vehicles had hit a resident of the town before the convoy was hit by small arms fire. Hezbollah said it was not involved in the incident. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies. The resolution passed with 159 votes in favor, 8 against, and 10 abstentions. (UN 12/14; MEMO, WAFA 12/15)

The European Parliament passed a resolution calling for an international conference to facilitate a 2-state solution to the Israeli occupation. The PA expressed dissatisfaction with the resolution not calling for the recognition of the State of Palestine, labeling of settlement products, and accountability for Israeli crimes against Palestinians. Norway donated $15 million through the World Bank Trust Fund to the Palestinian Umbrella for Resilience Support to the Economy in support of PA transparency, inclusivity, and the economy. (WAFA 12/14)

In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. Israeli forces also shot and injured 7 Palestinians with baton rounds during a raid in Jifna; others suffered tear-gas related injuries. 8 Palestinians were arrested during late-night raids in Silwad, Ras Karkar, Beit Fajjar, and al-‘Ain refugee camp. In East Jerusalem, dozens of Israeli settlers toured the Haram al-Sharif compound. Israeli forces assaulted and detained 4 Palestinians in the Old City. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. The 6 Palestinians who escaped Gilboa prison on 9/6/2021 were sentenced to 5 years in prison for their escape and each fined $1,487. 5 other Palestinian prisoners were sentenced to 4 years for assisting in their escape. (AJ, AP, HA, MEMO, WAFA 5/22)

Hamas imposed a 16.5% tax on 24 products from the West Bank, including bottled water and soft drinks. PA economy minister Khaled al-Osaily called the new taxes “illegal and not permissible within the same nation.” (ALM 6/1)

Hamas and the PA warned Israel, in separate statements, against carrying out the right-wing flag march through East Jerusalem on 5/29. (HA, MEMO 5/22)

Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. Chairperson of the EU parliament’s relations with Palestine Manu Pineda was forced to cancel a trip to the occupied Palestinian territories with a group of other EU parliamentarians after Israel refused to allow him entry to Israel and his delegation access to Gaza. President of the EU parliament Roberta Metsola said on Twitter that she regretted the decision but that she would continue her visit to Israel. In East Jerusalem, Israeli forces assault and arrest 1 Palestinian at an entrance to Haram al-Sharif while 30 right-wing Jewish activists tour the sanctuary. Another Palestinian is arrested in the Old City. Off Gaza’s s. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops conduct house searches and raids in Hebron and nr. Salfit, arresting 4 Palestinians and damaging some furniture. Similarly they patrol nr. The UNGA approves a res., 119–8, with 45 abstentions, to allow non-mbr. observer states— Palestine and the Vatican—to raise their flags outside the UN’s headquarters and offices (an official flag-raising ceremony will take place on 9/30). (MNA, NYT 9/10; HA, MNA 9/11)

The European Parliament passes a symbolic motion, 525–70, with 31 abstaining, that supports the labeling of products imported from Israel’s settlements. (HA, JP, TOI, YA 9/10)

In Paris, PA FM al-Maliki and French FM Fabius sign 5 agreements on politics, finance, and French-funded development projects in the occupied Palestinian territories (oPt). They also discuss updates on the French initiative to restart Israeli-Palestinian peace negotiations, including a possible UNSC res. (MNA, WAFA 9/10)

Overnight, the IDF sends bulldozers into Khuza to level 45 d. of agricultural land and a poultry farm; sends undercover units into Gaza City, where they fire on a group of Palestinian resistance mbrs. in what may be an assassination attempt, wounding several, then fatally shooting a Palestinian bystander who comes to their aid. During the day, the IDF levels land along the border fence inside Gaza nr. Rafah. In the West Bank, the IDF conducts house searches nr. Hebron. Some 300 Palestinian, Israeli, and international peace activists take part in the weekly nonviolent protest in Bil‘in against the separation wall; many demonstrators were participants at a wk.-long conference held in Bil‘in on Palestinian nonviolent resistance that ended today; several, including European Parliament VP Luisa Morgantini, Irish Nobel laureate Mairead Corrigan, and Italian judge Julio Toscano are among those injured when the IDF fires tear gas, rubber-coated steel bullets to disperse the crowd, lightly injuring 13. The IDF also fires tear gas, percussion grenades at a similar protest al-Ma‘sara (no injuries reported). Jewish settlers fr. Hashmonim fire live ammunition at Palestinians demonstrating against the separation wall in Ni‘lin, causing no reported injuries. In Gaza City, Hamas-affiliated police attempt to arrest suspected drug dealers, sparking an exchange of gunfire that leaves 4 Palestinains dead (3 suspects, 1 policeman), 10 policemen wounded. Occupied Palestine/Israel: ABC News accuses Shin Bet of impersonating ABC News crew in order to arrest a suspected firebomber [WP 7/7]. Herut chooses its list for the fall Knesset elections; Shamir is first, followed by David Levy, Ariel Sharon, Moshe Arens [NYT 7/7]. All schools on the W. Bank are ordered to remain closed until 7/11. The European parliament postpones decision on a trade agreement between Israel and the European Economic Community [FJ 7/10].

Other Countries: In Pakistan 5 Palestinians are sentenced to death for 1986 hijacking of Pan American 747 resulting in death of 21 people; 200 were wounded [NYT 7/7].

Military

Occupied Palestine/Israel: Soldiers assist tax collectors in setting up check points to see if drivers, pedestrians have paid taxes; 250 Palestinians are arrested, 150 cars are seized [FJ 7/10].

Occupied Palestine/Israel: Karp report criticizing Israeli law enforcement practices toward Arabs in West Bank made public; report reveals Jewish settlers who kill West Bank Palestinians enjoy high degree of immunity from police investigation. Israeli gov't. announces no intention of intervening to salvage Gemayel presidency in Beirut, in spite of reported pleas from Phalange emissaries. Interior Ministry official attacks Jerusalem Mayor Kollek for accusing political motives behind gov't. refusal to approve 5 replacement generators for Arab-owned Jerusalem Electric Co. Spokesman for Council of Jewish Settlements ("Judea & Samaria") reveals IDF commander Aluf Ori Orr instructed settlers not to cooperate with civilian police after attacks on Arabs. Occupied Palestine/lsrael: High Court delays order to demolish 2 al-Thowri homes belonging to families of persons suspected of indirect involvement in killing of Israeli settler in Hebron. 3 Dura teenagers sentenced by Ramallah military court to 15-30 years for membership in "illegal organizations." 2 Gaza Red Crescent Society officials, Dr. Haidar Abd al-Shafi & Abd al-Karim Tululi, tried for possession of banned books. Town arrest of Hamdi Faraj, executive member of Arab Journalists Assoc., renewed for 6 months. Israel Central Bureau of Statistics announces inflation to reach 190% by end 1983 (compared with 130% in 1982).

Other Countries: Israel's 1985 American aid request presented simultaneously in Washington and Jerusalem; no final sum, but declares need for $3.3 billion to fill foreign currency gap. Reagan appoints Orthodox Jew, Marshall Jordan Berger to post as White House liaison to US Jewish community. UNRWA disavows any connection with Israeli gov't.'s proposed refugee resettlement scheme.
