In the West Bank, Israeli settlers razed 5 dunams (1.2 acres) of land and threw stones at Palestinians and Israeli activists in Khirbet al-Farisiyya. Israeli settlers also vandalized 15 vehicles in Umm Safa. Elsewhere, Israeli settlers wearing military uniforms raided Khirbet Zanuta, demolishing a residential structure, 2 agricultural structures, and part of an EU-funded school. Israeli forces shot and killed 5 Palestinians during raids in Qalqilya, Sa’ir, and Qalandia. Israeli forces also shot and injured 35 Palestinians, including 5 children, during raids in Bani Naim, Qalqilya, and Qalandia. Elsewhere, Israeli forces demolished 6 agricultural structures in al-Ubeidiya. 60 Palestinians were arrested during raids in and around Dheisheh refugee camp, Jericho, Ramallah, Silwad, Jalazone refugee camp, and Abu Dis. In East Jerusalem, Israeli forces raided Kafr ‘Aqab, injuring 10 with live ammunition, 1 with a baton round, 3 with beatings, and others with tear gas. In Gaza, Paltel said telecommunications were cut off in all of Gaza. At least 349 people were killed and 750 injured in Israeli attacks, including 108 in Beit Lahiya and 40 in Khan Yunis and others in Gaza City and Khan Yunis. Israeli forces ordered Palestinians in the Dayr al-Balah district to evacuate south as Israel continued to heavily bomb the Rafah and Khan Yunis districts. Israeli forces also demolished Gaza’s main courthouse with explosives. 5 Israeli soldiers were killed in combat. Hamas’ military spokesperson Abu Obeida said Hamas had destroyed 28 Israeli military vehicles in the past 24 hours. Rockets were fired at Israel; no injuries were reported. More than 15,899 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 41,316 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 251 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,313 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 85 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. Aid was only distributed in Rafah for the second day in a row. 25 wounded Palestinians and 583 foreign nationals were evacuated to Egypt. Israel announced that it had approved the Lower Aqueduct plan in East Jerusalem, the first major new settlement plan to be fully approved in East Jerusalem since 2012, according to Ir Amim. The final approval greenlit the construction of 1,792 housing units on 186 dunams (46 acres) of land, including on privately owned land belonging to Palestinians in Umm Tuba. PA president Mahmoud Abbas spoke with U.S. vice president Kamala Harris in a phone call, discussing the situation in Palestine and need for aid to enter Gaza. U.S. senator Bernie Sanders (D-VT) called the proposed U.S. military aid package to Israel “absolutely irresponsible,” labelling Israel’s attacks on Gaza immoral and in violation of international law during a speech at the Senate. (AJ, HA 12/5)

Haaretz said that several stories about Hamas militants’ actions during Operation Al-Aqsa flood were unfounded, including that 40 babies were killed, some of which were said to be beheaded, a story recounted by U.S. president Biden. Other stories recounted by Prime Minister Netanyahu, such as children being bound together and burned, also appeared to be false. Netanyahu’s wife Sara also relayed a false story in a letter to Biden’s wife Jill, saying one of the captives held by Hamas was pregnant and had given birth in captivity. Former State Department office of public and congressional affairs director Josh Paul, who resigned on 10/18 in protest over the Biden administration’s policy toward Israel’s attacks on Gaza, told CNN that Israel had raided the offices of Defense for Children International – Palestine (DCI – Palestine) in 2021 after the State Department had shared credible evidence of a Palestinian child being raped at al-Mascobiyya Interrogation Center in Jerusalem with Israel. DCI – Palestine’s office was raided on 7/29/2021 and the organization declared a terrorist organization on 10/22/2021 along with 5 other groups. Paul suggested a link between the sharing of the DCI – Palestine investigation and the Israeli terrorist designation. (X 12/4)

In the West Bank, Israeli forces punitively demolished the homes of 2 Palestinians in Rumana accused of killing 3 Israelis in Elad on 5/5, displacing 14 Palestinians. Israeli forces also demolished 5 residential structures and 4 agricultural structures in Arab al-Ka‘abneh. Elsewhere, Israeli forces razed 12 dunams (3 acres) of farmland planted with olive trees in Tarqumiyah. Israeli forces also issued notices that it will seize land near Sa‘ir to expand a settler road. 15 Palestinians were arrested during late-night raid in Ramallah, Silwad, Marda, Beit Furik, Jamma‘in, Ya‘bad, Bethlehem, Halhul, and Beit Kahel. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

U.S. president Joe Biden thanked Egypt for mediating the ceasefire that went into effect on 8/7 between Israel and Islamic Jihad. (HA 8/7)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. In the West Bank, Israel forces raided Salim, injuring Palestinians with tear gas and arresting 1. 9 Palestinians were arrested during late-night raids in Sa‘ir, Bethlehem, Balata refugee camp, Kafr Qalil, and Qibya. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to make way for 1,538 Israeli settlers touring the compound. 3 settlers were detained by Israeli police for loudly praying at the compound. 100s of Israeli far-right protesters marched in the Old City, chanting anti-Palestinian and anti-Muslim slogans. Israeli foreign minister Yair Lapid called the march “a provocation that causes us damage.” 4 Palestinians were arrested in the Old City, including 3 minors. Israel announced that it is closing all crossings from the West Bank and Gaza to East Jerusalem and Israel from 5 P.M. on 4/21 until an unspecified time on 4/23 for the Jewish holiday of Passover. Exceptions will be made for Palestinians from the West Bank with permits to pray at the Haram al-Sharif compound for the Friday prayers on 4/22 and for humanitarian and medical crossings. (HA 4/21)

Hamas convened with leaders of militant groups in Gaza at Hamas leader in Gaza Yahya Sinwar’s office. Hamas sources said that Sinwar urged the militant leaders to coordinate after a militant faction fired a rocket at Israel on 4/18. (HA 4/19)

Israeli forces shot and killed 1 Palestinian, alleging that she attempted to ram Israeli soldiers with a car and brandished a knife near Hizma; it was reported that the Israeli soldiers left her to bleed out. Israeli forces also shot and critically injured 1 Palestinian teen during a protest against the Evyatar settlement outpost in Beita. Elsewhere, Israeli forces sealed off entrances to ‘Azun. Israeli forces also delivered demolition notices for 6 buildings under construction near Ya‘bad and ordered a Palestinian amputee to remove his vending stall on a road north of Jericho. 22 Palestinians were arrested during late-night raids in and around Beita, Tulkarm refugee camp, ‘Ayn Yabrud, Burqa, Sa‘ir, and Hebron. Euro-Mediterranean Human Rights Monitor submitted a complaint to the Universal Postal Union condemning Israel’s decision to ban all mail to and from Gaza as part of tightening Israel’s blockade after “Operation Guardian of the Walls.” No mail has entered or left Gaza since 5/8. From the senate floor, U.S. senator Bob Menendez criticized senate republicans for fast-tracking legislation that would block all U.S. aid to Gaza, saying the republicans are using Israel as a pawn for their own “partisan political purposes.” Senator Menendez said the republican-proposed legislation “is written so broadly, that, for example, before delivering clean water or water infrastructure, the president would effectively have to certify that anyone related to Hamas would never drink that water or drink from a water fountain that carried that water. The Zionist anti-occupation organization Americans for Peace Now announced it had changed its position on U.S. military aid to Israel, saying it supports conditioning the aid. President and CEO Hadar Susskind wrote in Time Magazine that the events in Gaza, East Jerusalem, and Israel in May made it clear that “military aid without conditions neither serves U.S. policy interests—nor, I would argue, does it serve Israel.” (HA 6/16)

The Israeli public broadcaster KAN reported that the UK had started listing “Occupied Palestinian Territories” instead of Jerusalem on 1 of its journalist’s passports. It was unclear if the change was a result of a new UK policy. (HA 6/16)

ICC chief prosecutor Fatou Bensouda’s 9-year term ended and UK lawyer Karim Khan took over the job as top ICC prosecutor overseeing probes into war crimes potentially committed in the Palestinian occupied territory, Afghanistan, Myanmar, and the Philippines. Khan previously led a UN special investigative team looking at crimes committed by the Islamic State in Iraq. (HA 6/15)

In the West Bank, Israeli settlers set up 4 caravans on Palestinian-owned land in Khirbet Zanuta. Israeli forces violently dispersed a protest in Kafr Qaddum, injuring 1 child with a rubber-coated bullet while others suffered tear-gas related injuries. Israeli forces also prevented Palestinian farmers from working their lands in Husan. 5 Palestinians were arrested, including 4 during house raids in Burin, Sa‘ir, and Tulkarm refugee camp, and 1 was arrested at a checkpoint near Dura. In East Jerusalem, Israeli forces violently dispersed a sit-in protest in Shaykh Jarrah, and violently arrested the Al Jazeera journalist Givara Budeiri while she was covering the event, breaking her arm; she was released after several hours of interrogation on the condition that she does not return to Shaykh Jarrah for 15 days. Israel’s defense minister Benny Gantz said that a right-wing march planned for 6/10 in Jerusalem should not be held in a way that would reignite tensions in the city. The Hamas leader in Gaza Yahya Sinwar called on Palestinians in Jerusalem to protect al-Aqsa Mosque against settler incursions during the planned march. In the West Bank, Israeli settlers with military escort toured Kafr Haris, closing off parts of the town to Palestinians. Israeli forces closed off parts of Sabastiyya in anticipation of a settler tour. 12 Palestinians were arrested, including 11 during late-night raids in and around Salem, Aida refugee camp, Sa‘ir, Yatta, and Ramallah, and 1 was arrested on the street in Hebron; a video of the arrest shows Israeli forces beating him with their rifles and kneeling on his neck. In East Jerusalem, 1 Israeli settler rammed her car into 1 Palestinian near the Dung Gate in East Jerusalem; the Palestinian was hospitalized for his injuries. Israeli forces arrested 1 Palestinian minor for painting Palestinian flags on Palestinians near Shaykh Jarrah. 1 other Palestinian was arrested in the vicinity of the Haram al-Sharif compound. In Gaza, 1 Palestinian woman succumbed to her injuries from an Israeli air strike in Gaza City on 5/16 and 1 Palestinian man also succumbed to injuries sustained during the Israeli attacks in Gaza City on 5/15, raising the comprehensive death toll since 5/10 from 263 to 265, including 67 children and 3 pregnant women. Israel said it had finished its campaign to arrest people suspected of participating in violence inside of Israel during the assault on Gaza, dubbed Operation Law and Order. 2,142 people were arrested, 91% of whom were Palestinian Israeli. 285 were indicted for a crime. Israel has been criticized for targeting a disproportionate number of Palestinian Israelis. (HA 6/4)

Yesha council chairperson David Elhayani said that Naftali Bennett of Yamina (Rightwards) and Gideon Sa’ar of Tikva Hadasha (New Hope) had promised him that the new government will not freeze settlement expansion in the West Bank. (TOI 6/4)

Israeli defense minister Benny Gantz met with U.S. secretary of state Antony Blinken, U.S. secretary of defense Lloyd Austin, and national security advisor Jake Sullivan to discuss restocking the Iron Dome missile defense system, and ways forward for Israel to allow aid to enter Gaza. Haaretz reported that declassified Israeli documents prove, contrary to Israeli claims, that Israel had plans to conquer the territories it occupied after the 1967 War. According to the documents, the Israeli plans were drawn up starting in 1961. (HA 6/3)

In the West Bank, Israeli settlers opened fire at 2 Palestinian children near Yatta; no injuries were reported. 5 Palestinians were arrested during late-night raids in and around Dura, Bayt Ula, Sa‘ir, and Dheisheh refugee camp; during the raid in Dheisheh refugee camp, Israeli forces shot and injured 3 Palestinians with live ammunition. PA health minister Mai al-Kaila said that the PA will receive a donation of 100,000 doses of Sinopharm COVID-19 vaccine from China. Health Minister al-Kaila also said she had urged COVAX to stand by its initial promise of providing vaccines for Palestinians. According to al-Kaila, COVAX had originally promised vaccines to arrive in mid-February but now they are scheduled for May, and the number of vaccines earmarked for the PA is reduced to 168,000 down from 240,000. A shipment of 40,000 Sputnik V vaccine doses arrived in Gaza donated by the UAE. Israeli prime minister Benjamin Netanyahu reportedly canceled a trip to the UAE, where he was to meet with UAE crown prince Mohammed bin Zayed, because his wife Sara Netanyahu was hospitalized with appendicitis. Other reports suggested that Prime Minister Netanyahu’s trip was canceled due to a political conflict with Jordan over the cancelation of the Jordanian crown prince Hussein bin Abdullah’s visit to the Haram al-Sharif compound on 3/10, which was canceled because Israel and Jordan could not agree on security arrangement. In turn, Jordan is said not to have allowed Netanyahu to use Jordanian air space to get to the UAE. It was later reported that Netanyahu had ordered Israeli air space closed to Jordan in retaliation, but that the Israeli transportation ministry had stalled the order, which was eventually canceled. Prime minister of the Czech Republic Andrej Babiš and prime minister of Hungary Viktor Orbán visited Israel to discuss cooperation in vaccine research and development with Prime Minister Netanyahu. During the trip, Prime Minister Babiš also opened a diplomatic office in Jerusalem. The Czech Republic received a donation of COVID-19 vaccines from Israel earlier this month. A Los Angeles judge ruled to deny pro-Israeli lawyer David Abrams’s request to publicize the list of 64 presenters at a 2018 conference sponsored by Students for Justice in Palestine at the University of California – Los Angeles (UCLA). Abrams, who works for the Zionist Advocacy Center, claimed he was looking for information related to “anti-Israel terrorists” but was ultimately not allowed to dox the pro-Palestinian activists. Meanwhile, Israeli border police shoot and injure 2 Palestinians at the Za’atra checkpoint near Nablus, allegedly after they attempt to stab soldiers stationed in the area. On his 2d and final day in Israel, U.S. VP Pence visits Yad Vashem, the Western Wall, and meets with Israeli pres. Reuven Rivlin.
