Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. Israeli state-owned channel Kan 11 reported that the Israeli government will approve the transfer of $36 million earmarked for Palestinian communities in Israel to funding for married yeshiva students. U.S. president Joe Biden spoke with Israeli prime minister Benjamin Netanyahu in a phone call, inviting Netanyahu to meet him in the U.S. later in 2023. National Security Council spokesperson John Kirby said Biden “stressed the need to take measures to maintain the viability of a two-state solution.” It was reported that Netanyahu promised not to advance more settlement construction until the end of 2023, a promise Netanyahu’s office denied in Israeli media. The Israeli forces also shot at clearly marked Palestinian journalists, destroying their equipment, and used bulldozers to make streets in Jenin refugee camp impassable to vehicles. At night, 3,000 Palestinians fled Jenin refugee camp after Israeli loudspeakers were said to order them to leave them camp, an order the Israeli military denied. A boat carrying nearly 2 dozen active and retired intelligence officers from Italy and Israel’s Mossad capsized on Lake Maggiore in Italy, resulting in the death of 1 former Mossad agent, 2 Italian intelligence officers, and a Russian woman. It was reported that the remaining Israeli intelligence officers left the country on a military flight without returning their rental cars. It was also reported that at least 10 Mossad agents were on the boat when it capsized and that the gathering was a birthday celebration. Israeli forces also assaulted 1 Palestinian man at a checkpoint in Sa’ir. In Tel Aviv, tens of thousands of Israelis protested against the Israeli government for the 21st Saturday in a row. In the West Bank, Israeli settlers assaulted 2 Palestinian shepherds with pepper spray in al-Hama. 1 person rammed an Israeli soldier in Huwwara, lightly injuring the soldier. Israeli forces subsequently forced shops in Huwwara to close and set up flying checkpoints in the town. Israeli forces also razed 30 dunams of land planted with onions and eggplant and damaged water pipes in Nu’eima and a tract of land in ‘Asira al-Qibliya. Meanwhile, Israeli forces notified Palestinians in Tell, Jit, and Far’ata that Israel will seize 14.5 dunams (3.6 acres) to expand the Havat Gilad settlement outpost. In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, saying in a statement “[a]ll the threats from Hamas will not help them, we are in charge of Jerusalem and all of the land of Israel.” Ben-Gvir did not coordinate the tour with the Islamic Waqf. The Israeli cabinet held a meeting in the controversial “Western Wall Tunnels” built under the Muslim Quarter of the Old City of Jerusalem. Agreements were made at the meeting to allocate $16 million to the settler organization Western Wall Heritage Foundation and $8 million to the settler organization Elad Foundation. Ahead of the cabinet meeting, Finance Minister Bezalel Smotrich forced through the removal of a discussion of a 5-year plan to improve life in East Jerusalem. Haaretz reported that the members of the Negev Forum will meet in Morocco on 6/25 and that Israel and the U.S. are working to add “an African country with a Muslim majority” to the summit. Israel’s Channel 13 News reported that Morocco, Egypt, Bahrain, and the UAE had asked Israel and the U.S. to change the forum’s name to something not related to Israel. Al Monitor reported that Israeli foreign minister Eli Cohen believed that a breakthrough in Saudi-Israeli normalization can reached before the end of 2023. However, according to Israeli officials Saudi Arabia could demand a settlement freeze and commitments to Muslim control over the Haram al-Sharif compound. In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. An Egyptian and Qatari mediated ceasefire took effect in the late evening after 5 days of Israeli airstrikes on Gaza, dubbed Operation Shield and Arrow. 33 Palestinians were killed in Gaza, including 6 children and 4 women, and 190 were injured, including 64 children and 38 women. The UN said at least 12 of those killed were civilians. 2 people were killed by rockets fired from Gaza, including 1 Israeli woman and 1 Palestinian from Gaza working at a construction site; 9 were injured. 103 housing units in Gaza were completely destroyed and hundreds of others damaged, displacing 1,244 Palestinians. Airstrikes also damaged al-Aqsa Hospital in Dayr al-Balah, the Indonesian hospital, 2 health-care clinics, and 6 UNRWA and 20 PA schools. According to Islamic Jihad the ceasefire agreement included Israel stopping its assassination campaign. Israeli officials claimed that Hamas had not been an active participant in the alleged firing of more than 1,000 rockets at Israel, 865 of which were said to have crossed into Israel from Gaza. The Israeli Border Control Administration denied entry to a Palestinian German teenager at Ben Gurion International Airport. She said she was verbally abused and threatened with violence before she was returned on a plane to Germany after being detained for 32 hours. The Qatari Foreign Ministry condemned the Israeli attacks on Gaza and Lebanon, saying Israel caused the escalation with its attacks on the Haram al-Sharif compound. Khalil Awawdeh, who in 2022 suspended a 172-day hunger strike after Israel promised to end his administrative detention on 10/2/2022, was sentenced to 16-months in prison for using a smuggled mobile phone while on hunger strike. Israel never released Awawdeh from administrative detention despite its promise to do so. (WAFA 3/29)

Jewish Currents reported that progressive Democratic representative Jamaal Bowman (D-NY) and senator Bernie Sanders (D-VT) circulated a letter, addressed to the Biden administration, urging it to “undertake a shift in U.S. policy in recognition of the worsening violence, further annexation of land, and denial of Palestinian rights. Only by protecting democracy, human rights, and self-determination for all Palestinians and Israelis can we achieve a lasting peace.” Democrats further called for U.S. aid not to support Israeli settlements or violate the Arms Export Control Act. Israelis protested against the Israeli government’s plans to overhaul the judicial system. The protests escalated after Israeli defense minister Yoav Gallant was fired by Prime Minister Benjamin Netanyahu on 3/26 following Gallant’s calls for a freeze on the legislation. The Israel airports trade union closed down Ben-Gurion International Airport for all incoming and outgoing flights. Later other unions followed, closing down several embassies around the world. Israeli president Isaac Herzog also issued a statement directed at Netanyahu calling on him to freeze his pursuit for control over the judicial branch of government. Later in the day Netanyahu survived 2 no-confidence votes in the Knesset, 59-53 and 60-51. In the evening Netanyahu announced a pause to his government’s plans “to give a real opportunity for real dialogue.” To appease National Security Minister Itamar Ben-Gvir, who had threatened to resign if the legislation was paused, Netanyahu promised him that he will establish a national guard under Ben-Gvir’s command. The New York Times reported that U.S. officials had intensely pressured the Netanyahu government to pause the legislation. The White House banned U.S. federal agencies from using commercially available spyware that poses national security and human rights risks. The executive order follows a report that more than 50 U.S. government employees in 10 countries have been targeted by spyware. Haaretz reported that the Israeli military had conducted a psychological warfare operation against Israelis during the 2021 Operation Guardian of the Wall to garner support among the Israeli public for the Israeli military’s attacks on Gaza. The military used the social media platforms Twitter, Facebook, Instagram, and TikTok to upload propaganda from fake profiles. The campaign was launched 2 days into Israel assault on Gaza, as Israeli military personnel feared they were losing public support. (AP, HA 3/22) 

The Jordanian parliament voted to recommend expelling the Israeli ambassador to the country in protest over Israeli finance minister Bezalel Smotrich’s comments on 3/19 in Paris that the Palestinian people do not exist while standing in front of a map depicting Greater Israel, including all of Palestinian and Jordan. In the West Bank, Israeli settlers damaged Palestinian property in the old vegetable market in the old city of Hebron, which has been closed to Palestinians by Israel since 2000. The Knesset repealed part of the 2005 Disengagement Law, allowing Israelis to enter the Homesh, Sa-Nur, Ganim, and Kadim settlements that were evacuated in 2005 and potentially buy or be allocated land to repopulate the settlements. U.S. State Department deputy spokesperson Vedant Patel called the law inconsistent with Israeli commitments made in Sharm El Sheikh on 3/19 and stated that the bill contradicts commitments made by Ariel Sharon to George Bush when the law first passed. VICE released their own investigation into the death of Walid al-Sharif, who was shot on 4/22/2022 at the Haram al-Sharif compound, concluding that he died of a baton round to the head fired by Israeli forces. Israeli authorities had maintained that the 23-year-old had died because he fell while running from Israeli forces. Sharif fell into a coma after being hit by the baton round and died on 5/14/2022. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man at the Dorot Illit settlement farm near Qalqilya. Israel claimed the Palestinian man was armed with knives and explosives. Israeli forces shot and killed 1 Palestinian minor during a raid in Qalqilya. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with live ammunition and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 10 with tear gas. Israeli forces also took measurements in Ni’lin for a punitive demolition of the family home of the Palestinian man who shot and injured 3 Israelis in Tel Aviv on 3/9. The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. The investigation used 3D modeling to show that the shots were fired despite the soldiers having a clear view of the civilians. (WP 3/10; HA, WAFA 3/11)

Iran and Saudi Arabia agreed to reopen embassies in each other’s countries within 2 months after meetings brokered by China in Beijing. It was reported that China will host a Gulf Cooperation Council summit where Iran will be participating.
