In the West Bank, Israeli settlers attacked a Palestinian family in their home in the Masafer Yatta area, causing bruises. Israeli settlers also opened fire at Palestinians harvesting olives in Kafr Ni’ma; no injuries were reported. Elsewhere, Israeli settlers opened fire at Palestinian homes in Hebron; no injuries were reported. Israeli settlers, reportedly disguised as soldiers, also attacked Palestinians west of Jericho with stones and clubs, causing injuries and damage. Israeli forces shot and killed a Palestinian during a funeral procession in Beit Umar, injured 1 other with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters at al-Jalamah checkpoint, killing 2 and injuring 2 others. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 3 with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring a minor with a baton round. Meanwhile, Israeli forces violently dispersed Palestinian protesters near Far’un, injuring 1 with live ammunition. Israeli forces also shot and injured 3 Palestinians near the separation wall west of Attil. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 2 with live ammunition. Israeli forces also demolished 2 agricultural structures in Mughayyir al-Abeed in the Masafer Yatta area. Additionally, Israeli forces fired tear gas near a hospital in Dura, causing tear-gas related injuries. A rocket, either launched from Gaza or an Iron Dome interceptor, hit Baqa ash-Sharqiya, killing 1 Palestinian and injuring 6 others. In East Jerusalem, Israeli forces shot and killed 2 Palestinians in Silwan after they allegedly fired fireworks at Israeli forces. Israeli forces also violently dispersed Palestinians in Isawiya and Ras al-Amud. Elsewhere, Israeli forces arrested 13 Palestinians on suspicion of incitement and supporting Hamas. In Gaza, Israeli naval forces fired shells at a port west of Gaza City and Khan Yunis, damaging the port and fishing boats. Israeli airstrikes also killed hundreds of Palestinians and caused damage, especially to the Rimal, al-Karama, and al-Furqan neighbourhoods and Jabaliya. Gaza economy minister Juad Abu Smallah was reportedly assassinated by Israel. It was reported that white phosphorus bombs were dropped on al-Karama. UNRWA said its headquarters in Gaza was hit by Israeli bombs. Hundreds of rockets were fired at Israel from Gaza. Near Gaza, Israel said it had killed 4 militants at a beach north of Gaza and 2 in Kibbutz Re’im. Militants were also reported to have attacked Mefalsim, causing casualties. In Lebanon, militants fired anti-tank missiles at an Israeli vehicle and Israeli forces attacked militants with a helicopter and artillery. Rockets were also fired toward Israel. Israel claimed to have regained full control of the area around Gaza, saying the bodies of approximately 1,500 Palestinian militants were found in the area. The Gaza Ministry of Health said 830 Palestinians had been killed in Israeli airstrikes and 4,250 wounded since 10/7 as of 5.30 p.m. 22 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 4 children; 332 have been injured. Israeli media reported that as of 9 p.m. more than 1,000 Israelis and foreign nationals had been killed and 2,806 injured since 10/7. The UN said 263,934 Palestinians have been displaced, with 175,486 people sheltering at UN facilities. All but 1 mobile communications tower was destroyed in Israeli strikes. More than 610,000 people in Gaza were disconnected from the water supply due to Israeli actions. The Gaza Power Plant was reported to run out of fuel by noon on 10/11, with electricity currently limited to 3-4 hours per day. The Gaza Ministry of Health called for the opening of a “safe corridor” to allow medical aid as hospitals are overwhelmed. 4 ambulances and 1 hospital in Beit Hanun were targeted by Israeli airstrikes, closing the hospital. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. Thousands of Jordanians protested in Amman against the Israeli attacks on Gaza, demanding the Israeli embassy be closed and that Jordan end its peace treaty with Israel. (REU 10/11)

PA president Mahmoud Abbas spoke with Norwegian prime minister Jonas Gahr Støre about the Israeli attack on Gaza. PA envoy to the UN Riyad Mansour wrote a letter to the UN Security Council calling Israeli actions, including intentional starvation of Gaza, “genocidal.” (REU, WAFA 10/10)

The Likud Party said the leaders of the parties in the Israeli government coalition have agreed that Prime Minister Benjamin Netanyahu can form an emergency unity government. Yisrael Beiteinu leader Avigdor Lieberman said on 10/8 that he will only join the unity government if the Israeli leadership commits to ending the policy of constraining Hamas and eliminates the organization. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. U.S. national security advisor Jake Sullivan said the U.S. was in talks with Egypt and Israel to create a humanitarian corridor for residents of Gaza. (HA, REU 10/10)

The U.S. State Department said Secretary of State Antony Blinken will arrive in Israel on 10/12 for meetings with Israeli leaders. Blinken will also travel to Jordan. UK foreign secretary James Cleverly is also scheduled to arrive in Israel on 10/11. (AJ, HA, REU 10/10; REU 10/11)

U.S. homeland security advisor Liz Sherwood-Randall said the U.S. is working on different options to ensure that all U.S. citizens can leave Israel by air, sea, and land. There are currently no direct flights from Israel to the U.S. Many other countries, including France, Germany, and Canada, said they are planning on offering their citizens flights out of Israel. President Erdoğan spoke with Russian president Vladimir Putin about measures to halt the Hamas-Israel conflict and deliver humanitarian aid. Erdoğan also said he is having talks with regional leaders to negotiate a halt to the war. Berlin police banned pro-Palestinian demonstrations planned for 10/11, saying expressions of solidarity with Palestine pose a threat to public order. Australian police said a planned pro-Palestinian protest scheduled for 10/15 will be an unauthorized activity. (HA 10/10; REU 10/11)

UK home secretary Suella Braverman sent a letter to English and Welsh police, saying that waiving Palestinian flags may in some instances be illegal in cases where it is “intended to glorify acts of terrorism.” (AJ 10/10)

EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. Borell further said that the “overwhelming majority” of EU states are against cutting aid to Palestinians, as suggested by some EU officials. (AJ, HA, REU 10/10)

The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. Turk also said Israeli airstrikes had struck residential and UN buildings as well as UN schools. (AJ, REU 10/10)

The UN Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and Israel said that there was clear evidence that war crimes had been committed in Israel and Gaza. (AJ, UN, WAFA 10/10)

Israeli forces also demolished 1 commercial structure near Ya‘bad and assaulted the owner who tried to prevent the demolition. A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. Turkish media reported that 7 people in Turkey had been arrested by Turkish police in coordination with the National Intelligence Organization for spying on Palestinians in the country on behalf of the Mossad. (HA, MEE 12/14)

In Lebanon, 1 Irish UN Interim Force in Lebanon (UNIFIL) soldier was killed and another injured during a routine patrol in al-Aqbieh in southern Lebanon. It was reported that UNIFIL vehicles had hit a resident of the town before the convoy was hit by small arms fire. Hezbollah said it was not involved in the incident. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies. The European Parliament passed a resolution calling for an international conference to facilitate a 2-state solution to the Israeli occupation. The PA expressed dissatisfaction with the resolution not calling for the recognition of the State of Palestine, labeling of settlement products, and accountability for Israeli crimes against Palestinians. Israeli forces shot and injured 1 Palestinian protester with live ammunition in al-Bireh. Israeli forces also shot and injured 1 Palestinian protester with a baton round in Tuqu‘; others sustained tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 7 with baton rounds. Israeli forces also delivered a demolition notice against 1 house in Dura. In Gaza, 1 Palestinian man succumbed to injuries sustained during Israel Operation Breaking Dawn. The Nachala settlement organization set up 5 settlement outposts in the West Bank, which were all evacuated by Israeli forces. 1 near the Barkan settlement was rebuilt overnight into 7/21. 11 settlers were detained but released the same day and 3 were lightly injured in altercations with Israeli forces. PA president Mahmoud Abbas met with French president Emmanuel Macron in Paris. In remarks referring to settler violence, President Macron called the situation in the Palestinian territories worrying and called for the resumption of peace talks. Democratic congressperson Donna Edwards (D-MD), representing Maryland’s 4th congressional district, lost her primary election against Glenn Ivey after AIPAC’s super PAC United Democracy Project spent $6 million in support of Ivey. Edwards was targeted by AIPAC due to her criticism of Israel. According to Haaretz, the United Democracy Project has spent around $21 million in the current election cycle to defeat primary candidates critical of Israel. In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in Kafr Qaddum, causing damage. Israeli forces raided the homes of 4 of the Palestinians accused of participating in the killing of an Israeli settler on 12/16 and took measurements for punitive demolitions in Silat al-Harithiya; the forces also violently dispersed Palestinians protesting the raids, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinians protesting an Israeli incursion near Ramallah, inuring 1 with live ammunition and 1 minor with a rubber-coated bullet. Elsewhere, Israeli forces raided al-Lubban Ash-Sharqiya, assaulting the mayor of the village and several students. 13 Palestinians were arrested during house raids in Birzeit, Dura, al-Bireh, Kafl Haris, Abu Dis, Qatanna, Beit Umar, and Dahariya. In East Jerusalem, Israeli authorities handed eviction orders to 2 families living on a plot of land in Sheikh Jarrah that Israel wants to construct a school on. 1 Palestinian prisoner in the Israeli Nafha prison allegedly stabbed 1 Israeli prison guard, lightly wounding the guard. Representatives for Palestinian prisoners held by Israel on administrative detention said the prisoners have decided to boycott sessions in Israeli military courts and in the supreme court from 1/1/2022 because of Israel’s arbitrary use of administrative detention on Palestinians. (HA 12/20)

PA prime minister Mohammed Shtayyeh said during the weekly cabinet meeting that the PA has sent a letter to the UN urging it to intervene against Israeli settler violence. (WAFA 12/20)

Palestinian member of the Knesset for United Arab List and chairperson of Knesset’s interior committee Walid Taha said he had canceled all official meetings for the week in protest over Israel’s interior minister Ayelet Shaked’s opposition to a bill that would provide electricity to Palestinian homes built in Israel without a permit. Israel’s ambassador to the UN Gilad Erdan wrote a letter to UN secretary-general António Guterres demanding that he acts to prevent UN funding from going to Palestinian rights organizations deemed terrorist organizations by Israel. The UN OCHA agency had mentioned its partnership with Health Work Committees in its plan for 2022, a Palestinian organization deemed illegal by Israel. (HA 12/20)

Israeli NSO Group’s Pegasus spyware was found on a Tunisian national’s phone. The man is part of a UN-mandated investigation into crimes committed in relation to the Saudi-led war in Yemen. (HA 12/20)

In the West Bank, Israeli forces shot and killed 1 Palestinian minor after he allegedly rammed a car into the Jabara checkpoint near Tulkarm; 1 Israeli soldier was moderately injured. Israeli forces temporarily evicted Palestinian families from their homes in Ibziq for 10 days, saying the Israeli military will carry out drills in the area. Elsewhere, Israeli forces demolished 1 Palestinian-owned house east of Yatta, displacing 5, and started installing a concrete structure near the entrance of Fawwar refugee camp. 5 Palestinians were arrested during late-night raids in Silwad, Burqa, and Dura. The Israeli-run Jerusalem municipality announced that construction of an Israeli settlement in the Qalandia (Atarot) airport area was postponed on environmental grounds. The decision follows pressure from U.S. officials for Israel to drop the plans, which would create 9,000 new settlement units in East Jerusalem. The environmental survey is expected to take 1 year to complete. Regional cooperation minister Issawi Frej spoke at the committee meeting discussing the plan, arguing for reestablishing the airport for joint Israeli and Palestinian usage, but his suggestion was rejected. The PA said it would cut wages by 25% as it continues to financially struggle. The PA blamed the wage cuts on Israel’s continued deduction of PA tax revenue, which Israel says amounts to what the PA pays in stipends to Palestinian prisoners and their families. (HA, REU 12/6)

PA president Mahmoud Abbas met with Algerian president Abdelmadjid Tebboune in Algiers. President Tebboune announced that Algeria will grant the PA $100 million in financial aid and that Algeria will host a meeting between Palestinian factions. (WAFA 12/5; HA, MEMO, WAFA 12/6)

Israel formally joined the EU research and development program 2021-2027 Horizon Europe, which has a $108 billion budget. Israel will not be allowed to use EU-granted funds in the West Bank, East Jerusalem, and the Golan Heights. (ALM 12/8)

1 Palestinian prisoner held on administrative detention ended his 113-day-long hunger strike after Israel agreed not to extend his detention beyond February. (AP, MEE, REU 11/11; WAFA 11/13)

The lawyer of 1 Palestinian prisoner complained that his client was convicted of a crime that he allegedly committed outside of prison while being in Israeli custody. The man is convicted of throwing rocks at Israeli forces in June of 2019 in Jalazun refugee camp. He was in prison at that time. (HA 11/11)

The PA foreign ministry said that NSO Group’s Pegasus spyware was detected on phones belonging to 3 Palestinian officials working on preparing material for the ICC in the case against Israel. The foreign ministry did not name the organization that had detected the spyware, but said it was a professional Palestinian institution. Israel’s public security minister Omer Bar-Lev ordered a ban on a cultural festival put on by the Catholic Church, claiming it was connected to the PA. The organizer Bernard Thibaud said he was shocked by the Israeli behavior and would speak to the French foreign ministry to complain and possibly take Israel to court. The U.S. state department said it was “deeply concerned about the Israeli government’s plan to advance thousands of settlement units, many of them deep in the West Bank. In addition, we are concerned about the publication of tenders on Sunday [10/24] for 1,300 settlement units in a number of West Bank settlements.” Haaretz reported that U.S. officials secretly had conveyed to Israel that the main concern for the U.S. is construction deep within the West Bank. When asked about the state department’s harsher tone toward Israel, state department spokesperson Ned Price said, “our public messaging on this is consistent with what we are seeing transpire so far. It only stands to reason that our public messaging may shift over time.” It was later reported by Axios that secretary of state Antony Blinken had a “tense” phone call with Israeli defense minister Benny Gantz over the issue of settlements. According to an Israeli official, the Israeli understanding was that the U.S. gave Israel a “yellow card,” a soccer reference for a warning. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. The Unified Palestinian Leadership for Popular Resistance, an umbrella organization formed on 9/3 after a meeting between the major Palestinian factions in Gaza and the West Bank, including Fatah and Hamas, declared 9/18 a day of mourning over the normalization agreements between the UAE, Bahrain, and Israel. Ahead of the signing ceremony on 9/15 formalizing the UAE and Bahrain’s normalization with Israel, PA prime minister Mohmmad Shtayyeh condemned the deal, calling it “a dark day in the history of the Arab nation and of the Arab League,” and further stated that, “[t]omorrow the Arab peace initiative dies, as will the Arab consensus.” He also said that his government has recommended to PA president Mahmoud Abbas that the PA reevaluate its relations with the Arab League. Israeli prime minister Benjamin Netanyahu landed in Washington D.C. ahead of the signing ceremony for the normalization deals with Bahrain and the UAE on 9/15.
