In the West Bank, Israeli settlers vandalize a Palestinian home in Sinjil with graffiti and stones. Israeli settlers also assault Palestinian shepherds in al-Minya. Elsewhere, Israeli settlers destroy water pipes in Susiya. Israeli forces shoot and injure 4 Palestinians, uproot streets, and bomb a home in Jenin refugee camp. Israeli forces also raid Tuqu’, causing tear-gas related injuries. Elsewhere, Israeli forces raze land in Husan for the second day in a row. Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces demolish an 8-story residential building under construction in Bayt Hanina. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Dayr a-Balah, killing at least 103 people. 18 people are evacuated from the Nasser Hospital, 118 patients are still inside the hospital. An Israelis soldier is killed in combat. In Lebanon, Hezbollah launches 6 rockets at Shebaa Farms. Israeli forces attack Blida, Kafr Kila, and Ayta  ash Shab. In the Red Sea, Houthi forces launch a suicide drone at a U.S.-owned ship, causing damage. More than 29,195 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,170 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,522 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 19 trucks carrying aid enter Gaza. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. Israeli finance minister Bezalel Smotrich says freeing the Israeli captives is not the most important goal for Israel. (AJ, HA, HA, HA 2/20)

UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. UK crown prince William says in a statement after visiting the UK Red Cross headquarters that “[s]ometimes, it is only when faced with the sheer scale of human suffering that the importance of permanent peace is brought home,” adding that “too many have been killed” in Gaza. In the West Bank, Israeli settlers with military escort toured Sabastiyya, closing off parts of the town to Palestinians. Israeli settlers also vandalized Palestinian-owned homes and vehicles in Qusra. Israeli forces shot and killed 1 Palestinian, alleging that she attempted to ram Israeli soldiers with a car and brandished a knife near Hizma; it was reported that the Israeli soldiers left her to bleed out. Israeli forces also shot and critically injured 1 Palestinian teen during a protest against the Evyatar settlement outpost in Beita. Elsewhere, Israeli forces sealed off entrances to ‘Azun. Israeli forces also delivered demolition notices for 6 buildings under construction near Ya‘bad and ordered a Palestinian amputee to remove his vending stall on a road north of Jericho. 22 Palestinians were arrested during late-night raids in and around Beita, Tulkarm refugee camp, ‘Ayn Yabrud, Burqa, Sa‘ir, and Hebron. In East Jerusalem, 1 Israeli settler sprayed paint in the face of prominent Palestinian activist Muna El-Kurd in Shaykh Jarrah; El Kurd was subsequently detained as was the Israeli settler, who occupied part of the El-Kurd family home. In Gaza, Israeli forces fired missiles at Khan Yunis and Gaza City, causing damage; no injuries were reported. Israeli forces also made incursions and leveled land east of Rafah. Euro-Mediterranean Human Rights Monitor submitted a complaint to the Universal Postal Union condemning Israel’s decision to ban all mail to and from Gaza as part of tightening Israel’s blockade after “Operation Guardian of the Walls.” No mail has entered or left Gaza since 5/8. Hamas political leader Ismail Haniyeh arrived in Morocco for a 4-day visit, where he is scheduled to meet with leaders of the 3 biggest political parties. A reception for Haniyeh was given by Moroccan prime minister Saad Dine El Othmani. (HA, REU 6/17)

From the senate floor, U.S. senator Bob Menendez criticized senate republicans for fast-tracking legislation that would block all U.S. aid to Gaza, saying the republicans are using Israel as a pawn for their own “partisan political purposes.” Senator Menendez said the republican-proposed legislation “is written so broadly, that, for example, before delivering clean water or water infrastructure, the president would effectively have to certify that anyone related to Hamas would never drink that water or drink from a water fountain that carried that water. The Zionist anti-occupation organization Americans for Peace Now announced it had changed its position on U.S. military aid to Israel, saying it supports conditioning the aid. President and CEO Hadar Susskind wrote in Time Magazine that the events in Gaza, East Jerusalem, and Israel in May made it clear that “military aid without conditions neither serves U.S. policy interests—nor, I would argue, does it serve Israel.” (HA 6/16)

The Israeli public broadcaster KAN reported that the UK had started listing “Occupied Palestinian Territories” instead of Jerusalem on 1 of its journalist’s passports. It was unclear if the change was a result of a new UK policy. (HA 6/16)

ICC chief prosecutor Fatou Bensouda’s 9-year term ended and UK lawyer Karim Khan took over the job as top ICC prosecutor overseeing probes into war crimes potentially committed in the Palestinian occupied territory, Afghanistan, Myanmar, and the Philippines. Khan previously led a UN special investigative team looking at crimes committed by the Islamic State in Iraq. (HA 6/15)

Along Gaza’s border, IDF troops shoot and injure a Palestinian minor approaching the border fence near Khan Yunis. They also open fire on Palestinian farmers and shepherds near Dayr al-Balah and al-Bureij refugee camp, causing no reported injuries. In the West Bank, Israeli settlers assault and lightly injure a number of Palestinian farmers working near Hebron. Israeli forces demolish a number of structures on Palestinian farmland near Bethlehem and seize a tractor from a farm near Tubas. IDF troops arrest 7 Palestinians during late-night raids near Tulkarm, Ramallah, Nablus, and Jenin; and patrol near Qalqilya, Hebron, and Ramallah. An unexploded piece of Israeli ordnance detonates in the northern Jordan Valley, killing 4 Palestinian-owned cows. In East Jerusalem, Israeli MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Separately, Israeli forces arrest 3 Palestinians during a raid in Hizma. Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Earlier this month, PA foreign minister Riyad al-Maliki said he intended to file the paperwork for another full membership bid before the end of 1/2019. (AP, TOI 1/29)

Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. A PA spokesperson calls the move “unacceptable.” “We call on the countries sponsoring this agreement to take a clear stance from this grave Israeli position and to immediately act to pressure the Israeli government to continue implementation of the agreement as agreed and not to treat Israel as a state above the law.” (HA, JP, TOI, WAFA, WAFA 1/28; MNA, TOI 1/29; FMEP 2/1)

Along Gaza’s border fence, IDF troops open fire on Palestinians reportedly preparing to fly incendiary kites into Israel near Rafah and later near Khan Yunis, causing no damage or injuries. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and stone-throwing Palestinians in the area; 17 Palestinians are injured and 3 are arrested. IDF troops also arrest 2 Palestinians during raids near Nablus and Hebron, and patrol near Qalqilya, Tulkarm, and Hebron. Separately, a Palestinian driver reportedly fires shots toward the Israeli settlement Migdal Oz near Bethlehem, causing no damage or injuries. The IDF then seals the entrance to nearby Bayt Fajjar village in order to search for the assailant. Breaking the cease-fire brokered by Egypt on 5/30, unidentified Gazans launch a number of rockets and other projectiles into Israel late at night. Three are intercepted by Israel’s Iron Dome missile defense system; the others cause no major damage or injuries. The barrage is reportedly a response to the Israeli killing of a Gazan paramedic on 6/1. The IAF then conducts retaliatory air strikes on 15 Hamas weapons-production, storage, and other sites across Gaza, causing major damage. Earlier in the day, IDF troops open fire on a small group of Palestinian minors approaching the border fence near Khan Yunis; 1 Palestinian is injured. The IDF alleges that the group was attempting to sabotage Israeli security infrastructure. Meanwhile, unidentified Gazans fly incendiary kites across the border fence into Israel, sparking a number of fires in a nature reserve in southern Israel. In the West Bank, IDF troops shoot and kill a Palestinian after he allegedly attempts to run them over with a bulldozer in southern Hebron. The IDF says that the soldiers asked him to stop when he was 10 meters away, but he refused. Witnesses say that the soldiers killed him deliberately. Later, IDF troops arrest a Palestinian who filmed the shooting. They also violently disperse Palestinians protesting the Israeli occupation in Kafr Qaddum near Qalqilya (1 Palestinian is injured); arrest 3 Palestinians during late-night raids near Bethlehem and Hebron; and patrol in and around Tulkarm and Hebron. Israeli settlers assault a Palestinian farmer working outside Surayf village near Nablus, causing moderate injuries and sparking clashes between their IDF escort and Palestinian residents; 2 Palestinians are injured. Israeli forces deliver stop-work orders to a Palestinian school under construction near Jenin. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Hizma. Israeli forces shoot and kill a Palestinian in the Old City of East Jerusalem after he stabs and kills an Israeli civilian. IDF troops then raid the alleged attacker’s home in the Nablus-area village of Aqraba, interrogate his relatives, and take measurements ahead of a possible punitive demolition. Separately, Israeli forces arrest 5 Palestinians during latenight raids in Issawiyya and Hizma. Israeli settlers vandalize Palestinian vehicles and spray price-tag graffiti on nearby walls in Hizma as well. In the West Bank, IDF troops arrest 7 Palestinians during late-night raids near Ramallah, Bethlehem, and Jenin; and patrol near Salfit and Tulkarm. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya on 2 separate occasions, causing no damage or injuries. Israeli PM Netanyahu announces that the IDF demolished 2 underground tunnels in Gaza overnight. One of the tunnels was old and being refurbished; the other had not yet entered Israel. “Our policy is to act with determination against every attempt to harm us, and to systematically destroy the terror tunnel infrastructure, and so shall we continue,” he says, adding that “it is time for the international community to recognize that the financial aid going to Gaza is buried underground.” Hamas responds by dismissing 1 of the tunnels as “old” and “unused.” (HA, JP, TOI 3/18)

In the West Bank, IDF troops arrest a Palestinian minor allegedly after she attempts to stab 1 of them at a checkpoint near Bethlehem. They also arrest 4 Palestinians during late-night raids near Qalqilya and Nablus, and patrol near Hebron and Tulkarm. The IDF cordons off a section of central Hebron, making space for hundreds of Israeli settlers to celebrate Purim. Along Gaza’s southern border, an errant Egyptian mortar hits an abandoned Palestinian home in Rafah, injuring 1 passerby. Israeli forces conduct a limited incursion into Gaza to level land near Khan Yunis. The IDF announces that Israeli soldiers recently defused an IED placed along the border intended to attack Israeli border patrols. The IED is reportedly similar to the one that detonated and injured several soldiers on 2/17. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Israeli forces stage a multi-stage “controlled detonation” of an underground tunnel leading from the Khan Yunis area of Gaza into Israel, killing 12 Hamas and PIJ fighters, and injuring at least 18 more. An IDF spokesperson says that the detonation was a preemptive move because the tunnel did not yet pose a threat to Israel, claims that the Palestinians were only killed because they rushed into the tunnel after the detonation and suffered smoke inhalation, and calls the tunnel a “gross violation of Israeli sovereignty.” A PIJ spokesperson says the group is “weighing its options” in response to the attack (PIJ reportedly built the tunnel). In the West Bank, IDF troops arrest 2 Palestinians during early morning raids in Jenin refugee camp, sparking clashes with stone-throwing residents. Amid the clashes, Israeli soldiers shoot and injure a Palestinian garbage truck driver. IDF troops also arrest 11 Palestinians during late-night raids near Ramallah, Nablus, Hebron, Qalqilya, and Jenin, and patrol in and around Hebron, Salfit, and Tulkarm. Israeli settlers open fire on Palestinian farmers harvesting olives south of Hebron, causing no damage or injuries. In East Jerusalem, undercover Israeli forces open fire on 2 Palestinians at the entrance to Qalandia refugee camp, injuring 1 before arresting both. Three Palestinians are injured in the ensuing clashes. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, Shu‘fat, and Hizma, and violently disperse a sit-in and dismantle a protest tent Palestinians set up in al-Bustan in 2009. In the Gaza Strip, an unknown armed group launches a single rocket into Israel, causing minor damage nr. Sderot. In response, IDF tanks fire 3 shells at a vacant Hamas military site nr. Bayt Hanun. Separately, IDF troops stationed e. of Khan Yunis open fire on agricultural lands nr. the border fence. In the West Bank, IDF troops on a raid in a village nr. Qalqilya clash with several stone-throwing Palestinian youth, causing no serious injuries. The IDF conducts house searches and raids in a village nr. Jenin, delivering summons to 1 Palestinian; patrols in 3 villages nr. Hebron and 1 nr. Tulkarm. In East Jerusalem, Israeli police assault 2 Palestinians in the Old City who are walking to pray in Haram al-Sharif and arrest 5 others in the area. Meanwhile, light clashes break out in the sanctuary when a number of right-wing Jewish activists tour the area. Israeli forces conduct raids and patrols in the Old City, Hizma, Silwan, and Shaykh Jarrah, arresting 7 Palestinians and disrupting demonstrations in solidarity with Palestinian prisoners. They also assault a Palestinian youth in al-Tur. Meanwhile, an Israeli settler assaults a Palestinian youth in the Old City, causing minor injuries. Israeli authorities deny South African education minister Blade Nzimande an entry visa for his planned 6-day visit to Palestinian universities. Nzimande says that the denial comes in response to recent positions taken by the South African govt. (MNA 4/23; HA 4/24)

At an Israeli Independence Day event in Washington, U.S. VP Joseph R. Biden announces that 2 of the 14 F-35 fighter jets that the Defense Dept. sold to Israel in mid-2/2015 (announced 2/22) will be delivered in 2016. The rest of the jets will be delivered by 2021. (HA, REU 4/24)

In the West Bank, IDF troops shoot and kill a Palestinian at a checkpoint s. of Nablus. According to the Israeli military, the man 1st opened fire on soldiers, wounding 1, but his family denies the claim. IDF troops demolish a car wash in Hizma village nr. Jerusalem, and barns in Silwan, East Jerusalem. They also demolish a small house nr. Bethlehem. The IDF conducts house searches and arrest raids in Jenin and in 2 villages nr. Tulkarm. PA Pres. Abbas swears in the new national unity govt. in Ramallah, after final disagreements between Fatah and Hamas are resolved. The 18 ministers, including a secy. with ministerial rank but no portfolio, take an oath of office in a televised ceremony, though 4 are participating via teleconference from the Gaza Strip because Israel denied their entry into the West Bank. Abbas announces that the govt.’s principal task is to organize elections within 6 mos., and that preparations will begin immediately. Following a meeting of Israel’s security cabinet, which was called to coordinate a response, Netanyahu’s office issues a statement that says Israel will work against the inclusion of Hamas candidates in the planned Palestinian elections, while refusing to negotiate with the Palestinians as long as a Hamas-backed unity govt. is in power. U.S. State Dept. spokesperson Psaki announces that the Obama administration intends to work with the new PA unity govt. She cites a phone call between U.S. Secy. of State Kerry and Abbas over the weekend, in which Abbas assured Kerry that the new govt. would be committed to the principles of nonviolence, recognition of the state of Israel, and acceptance of previous agreements. A mortar shell fired from Syria lands in the occupied Golan Heights, causing no injuries. In response, IDF troops fire an antitank missile back into Syrian territory. No damage or casualties are reported. (AP, HA, MNA 6/2)

The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. During the day, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. A Hamas suicide bomber detonates a powerful device on a bus in Haifa, killing 14 Israelis, 1 Filipino, and injuring more than 40. Arafat condemns the attack, outlaws "any movement, organization, or gathering" that does not abide by his cease-fire order, orders confiscation of illegal weapons, reiterates plans for a crackdown, saying that around 90 Palestinians have already been arrested. Israel dismisses the arrests as "a stunt," seals PA areas, bans all Palestinian vehicular traffic, shells residential areas of Jinin. In one of several similar incidents in the Bethlehem area, 20 PSF officers attempting to arrest journalist Issa Zawahara, who has ties to Islamic Jihad, are chased off by an angry crowd of Palestinians. Arafat later meets with PA security heads, convenes the Palestinian Council (PC) to discuss the recent attacks. An Israeli security guard outside an East Jerusalem bank fatally shoots a Palestinian, apparently fearing that he was about to stage an attack. The IDF fatally shoots 4 Palestinians nr. a Jinin checkpoint, 1 Palestinian in Tulkarm; fires a tank shell at a Palestinian in Qabatiyya, killing him. The IDF also directs shells/heavy machine gun fire at residential areas of Aida, Jinin, Khan Yunis, Salim; conducts arrest raids in Abu Dis, Azariyya, Burqa. In Gaza, some 1,000 Hamas supporters rally in support of continued attacks on Israeli targets.
