A Turkish official says that Turkey has blocked NATO from inviting Israel to participate in a NATO summit planned for Chicago in 5/2012 as part of a NATO outreach program to boost ties with nonmember states. NATO officials deny that the issue was ever discussed. Israel does not comment. (WP 4/24)

Abbas says that Israel has offered nothing new in talks in Jordan, but that 2 more mtgs. are planned in hopes that the sides can agree on baselines for resuming negotiations before the Quartet’s 1/26/12 target date. (NYT 1/13)

Israel’s High Court upholds (6-5) a controversial law that bans most Palestinians who marry Israeli citizens fr. obtaining citizenship on the ground this would pose a security threat. IDF troops on the c. Gaza border fire 2 artillery shells at a group of armed Palestinians nr. the border e. of al-Bureij r.c., moderately wounding 2. In the West Bank, the IDF patrols in 4 villages nr. Ramallah and 2 nr. Tulkarm (synchronized) in the morning; in 2 villages nr. Jenin (firing tear gas and percussion grenades at stone-throwing youths in 1 instance), 2 nr. Jericho, and 1 nr. Salfit in the afternoon; and in Birzeit late at night. Jordan announces that Israel and the Palestinians have agreed to send their chief negotiators to Jordan on 1/3 to meet with Quartet officials. Though the parties stress that the meeting will not be a formal negotiating session, it will mark the 1st time the negotiators have met since 9/2010. The Quartet hopes that Palestinian chief negotiator Saeb Erakat and Netanyahu’s personal emissary Yitzhak Molcho will present their positions on security and borders and agree on the agenda for future direct talks, technically relaunching negotiations by the Quartet’s selfimposed 1/26/12 deadline (see QU in JPS 162 for background). Erakat says the Palestinian demand for a settlement freeze still stands and that the Palestinians have agreed to attend out of respect for Jordan. (HA 1/1; NYT, WP, WT 1/2)

The IDF conducts morning patrols in 2 villages nr. Ramallah and 2 nr. Tulkarm, and late-night patrols in Birzeit nr. Ramallah. The weekly demonstrations by Palestinians and international activists in Bil‘in for a 3d week express solidarity with Palestinian prisoners in Israeli jails, calling specifically for the release of Fatah’s Barghouti and the PFLP’s Sa‘adat. In Ni‘lin, Palestinians and international activists rally in support of the Palestinian statehood bid at the UN. Demonstrations in Kafr Qaddum protest Israeli land seizures. In all 3 cases, IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, but no significant injuries are reported; 1 Palestinian is arrested in Bil‘in. Jewish settlers fr. Esh Kodesh (armed with stones, sharp tools, sticks, and a machine gun) attack and drive off Palestinian farmers and international activists harvesting olives nearby, seriously beating 2 Palestinians (no shots are fired); the IDF intervenes, forcing everyone to leave the area. Jewish settlers escorted by IDF troops expel Palestinians harvesting olives nr. Israel welcomes the 9/23 Quartet initiative to restart talks “without preconditions.” It calls the Palestinian demands (see 9/29) for agreed baselines proof that the Palestinians are not serious about peace, whereas “while Israel has some concerns, it will raise them at the appropriate time.” (NYT, WP 10/3)

Palestinians in Bil‘in hold what they say is their last weekly demonstration against the separation wall, noting that the IDF is set to implement (on 6/26) Israel’s High Court decision to remove part of the separation wall that cuts off the village fr. two-thirds of its agricultural land. Palestinians (sometimes accompanied by Israeli and international activists) also hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Ni‘lin and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries. Meanwhile, the IDF sends undercover units into Silwan to break up a protest tent in the Bustan quarter, arresting 1 Palestinian; patrols in 3 villages nr. Qalqilya (randomly stopping and questioning residents in 1 instance) and 1 nr. Ramallah in the morning; patrols in Birzeit late at night; and makes a late-night raid on a home nr. Salfit, summoning 1 resident for questioning but making no arrests. Jewish settlers fr. Susia nr. Hebron severely beat 4 Palestinian farmers and damage 1 Palestinian vehicle nr. the settlement; the IDF escorts the Palestinians to safety but declares the area a closed military zone. Jewish settlers attempt to seize a plot of Palestinian agricultural land nr. U.S. pres. Barack Obama gives a major speech on the Middle East meant to reassess U.S. priorities in the region, particularly in light of the recent prodemocracy uprisings (the “Arab Spring”). He speaks extensively about the peace process at the close of the address (including denouncing the Palestinian statehood initiative, urging against Hamas participation in a national unity government, and endorsing the 1967 lines with agreed land swaps as the basis of border negotiations) but does not offer a new U.S. peace initiative. Israel’s Jerusalem planning commission approves construction of 1,600 new settlement housing units in East Jerusalem (Har Homa/Jabal Abu Ghunaym and Pisgat Ze’ev). In the West Bank, the IDF patrols in Birzeit and 2 nearby villages and in Tulkarm and 1 nearby village. Jewish settlers block Palestinian traffic on the Tulkarm-Nablus road nr. Bayt Lid, marking the 2d anniversary of the shooting death of a settler there. Jewish settlers guarded by the IDF hold religious services at the fmr. In the West Bank, the IDF arrests more than 40 Palestinians in the village of Awarta and subjects them to DNA testing and fingerprinting in connection with the 3/11 Itamar murders. The IDF also makes a predawn incursion into Jericho, patrolling streets and photographing PA Presidential Guard and PASF training sites and buildings; patrols in al-Bireh, Birzeit, Tulkarm, Nur al-Shams r.c. and 2 nearby village, and 4 villages nr. Hamas authorities violently disperse a demonstration by students at al-Quds Open University calling for national reconciliation, killing 1 Palestinian student. In Syria, where there have been a handful of small antigovernment actions since 2/16, 200 protesters (students, activists, families of prisoners) gather outside the Interior Min. to demand the release of political prisoners. Security forces storm the gathering, arresting 36, including a 10-yr.-old boy. Meanwhile, Syrian activists have organized a Facebook fan page online (with more than 47,000 fans) called “The Syrian Revolution 2011,” calling for massive protests after Friday prayers on 3/18. In Bahrain, govt. soldiers firing tear gas and rubber bullets and backed by tanks and helicopters clear Manama’s Pearl Square of protesters and remove a tent city that has been in place for weeks; 3 protesters and 2 security officers are killed. (NYT, WP, WT 3/17)

The family of a Palestinian engineer fr. Gaza, Dirar Abu Sisi, who disappeared on 2/19/2011 in the Ukraine claim that Mossad agents kidnapped him and brought him back to Israel where he is being detained. Israel confirms only that Abu Sisi has been jailed in Ashkelon since 2/19. In the West Bank, the IDF patrols in al-Bireh, Birzeit, and Jericho, and in 4 villages nr. Qalqilya and Ramallah; raids and searches a construction company nr. Qalqilya, arresting 2 teenagers for stone throwing. (NYT 3/11; WP 3/12; PCHR 3/17; OCHA 3/18)

As the quarter opens, Israel maintains a tight siege of Gaza aimed at unseating the governing Hamas authority, in control since 6/2007. The Israel Defense Forces (IDF) enforces a 300-m deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya and Rafah coasts, and 3 naut. mi. elsewhere—restrictions that place 17% of Gaza’s total landmass, including 35% of its viable agricultural areas, and 85% of the maritime areas allocated to the Palestinians under the Oslo accords off limits to Palestinians. In the West Bank, governed by the Fatah-led Palestinian Authority (PA), IDF operations and restrictions on movement and access continue but are relatively low. Regionwide antigovernment protests, which toppled the Egyptian and Tunisian regimes last quarter, continue (see Quarterly Update in this issue and in JPS 159). In Bahrain, demonstrators for the 1st time shift fr. calling for a transition to a constitutional monarchy to calling for the ouster of the monarchy altogether. Syria sees its 1st hint of unrest when more than 500 protesters in Damascus spontaneously rally to the defense of a motorist being beaten by a police officer and refuse to disperse, chanting “The Syrian people will not tolerate humiliation” for more than 3 hrs. until Interior M Saed Samour personally goes to the scene to pledge to punish the policeman. Major clashes between govt. forces and protesters seeking regime change are reported in eastern Libya, while modest demonstrations in Yemen call for the president to step down. (NYT, WP, WT 2/17)

IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 10s suffering tear gas inhalation and 3 Palestinians injured, arresting 2 international activists (released hrs. later after questioning). In Gaza, the IDF sends bulldozers into the Qarni industrial zone to erect sand berms; Palestinians fire anti-tank missiles at the troops, who respond with heavy machine gun fire; no injuries are reported. The IDF also sends troops into al-Qarara nr. Khan Yunis, where they exchange fire with local Palestinians, causing no reported injuries. The IDF, armed Palestinians trade machine gun and mortar fire across the border e. of al-Maghazi, causing no damage or injuries. In the West Bank, the IDF ambushes, arrests 3 Palestinians driving in Birzeit nr. Ramallah (their political affiliation is not reported); conducts arrest raids, house searches nr. As Operation Starting All Over Again continues, IDF warplanes launch 12 more air strikes on Gaza, cutting electricity to 1,000s of Palestinian homes, causing serious damage but no injuries; continue conducting sonic booms over the Strip roughly every 20 mins. almost around the clock. The IDF also drops leaflets on Gaza warning of more air strikes until there is a “total cessation of terror attacks”; responds to Palestinians firing a rocket at Sederot (no damage or injuries) with artillery fire on the launch site in n. Gaza, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches and fires on residential areas in and around Balata r.c., Nablus; Palestinians set fire to 1 IDF vehicle in Nablus during the operation. The IDF also fires on stonethrowing Palestinians in Dura, wounding 8. Jewish settlers fr. Kiryat Arba rampage through Palestinian areas of Hebron, damaging 10s of houses, seriously injuring 1 Palestinian. Jewish settlers fr. Carmiel, rampage through Yatta village, damaging 10s of Palestinian homes and 1 car. In Ramallah, PA police break up a protest in front of the PA headquarters by Birzeit University students demanding the release of jailed student leader of the Islamic movement at Birzeit, Ala’ Barahma; several students are injured.
