In the West Bank, armed Israeli settlers forced a Palestinian family to leave their home near Tuqu’, stealing furniture, solar panels, and water tanks. Israeli settlers also opened fire at homes in al-Lubban ash-Sharqiya, causing damage. Israeli forces shot, injured, and arrested a Palestinian in Beit Ur al-Tahta. Israeli forces also shot and injured 2 Palestinians during a raid in Fahma. Elsewhere, Israeli forces demolished a Palestinian home in Shuqba. 52 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Jordan said Israel had injured 7 of its staff members at the Jordanian field hospital. Israel also blew up Gaza’s parliament building and hit the last functioning flour mill in Gaza in Deir al-Balah with an airstrike. Israel also dropped leaflets telling residents of al-Qarara, Khuza’a, Bani Suheila, and Abasan in southern Gaza to evacuate immediately. 2 Israeli soldiers were killed. Rockets were fired from Gaza, injuring 2 in Ashkelon. In Lebanon, Israel attacked Odaisseh, Balat, Labouneh, Marwahin, Serda, and Naqoura; no injuries were reported. Hezbollah hit an Israeli post near the Lebanese village of Houla, causing damage. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 187 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. The first shipment of fuel entered Gaza via the Rafah crossing; it was restricted to use for UN vehicles only. UN vehicles ran out of fuel again on 11/16 due to the low quantity of fuel delivered. The UN said all 10 water wells in Rafah had stopped functioning due to a lack of fuel. Lebanon’s health ministry said 77 people have been killed and 251 injured in Israeli attacks since 10/7. Hamas said the U.S. was “wholly responsible” for the Israeli attack on al-Shifa Hospital because it parroted Israel’s “false claim that the resistance is using al-Shifa medical complex for military ends.” Jordan condemned Israel’s storming of the hospital. Turkish president Recep Tayyip Erdoğan called Israel a “terror state” and called on Israeli prime minister Benjamin Netanyahu to declare whether Israel has nuclear weapons or not. The Israeli military posted a video purporting to show that weapon caches were found in 1 part of al-Shifa Hospital. The video was later deleted from the military’s X account. Hamas official Bassem Naim called the Israeli claims “a farce.” (AJ, HA, NYT, REU 11/15; AJ 11/16)

Israeli national security minister Itamar Ben-Gvir said Israel was issuing an average of 1,700 weapons licenses. 236,000 gun license applications have been submitted since 10/7 and 18,000 have been approved so far. (AP, HA 11/15)

The Knesset Ethics Committee suspended MKs Aida Touma-Sliman and Iman Khatib-Yassin from party and committee meetings for 2 months and 1 month respectively, citing statements they made on Israel’s war on Gaza. (HA 11/15)

Israeli opposition leader Yair Lapid of Yesh Atid said Prime Minister Netanyahu should be voted out of office in a no confidence vote and another Likud member should be allowed to form a government. (AJ, HA 11/15; AJ, AJ, HA, NYT, REU 11/16)

Reuters reported that Iranian ayatollah Ali Khamenei told Hamas political leader Ismail Haniyeh earlier this month that Iran will not attack Israel on Hamas’ behalf, saying Hamas did not give Iran prior warning of its operation. Khamenei and Haniyeh reportedly met in Tehran around 11/4. (HA 11/15)

South African president Cyril Ramaphosa said South Africa, along with other countries, had filed a referral to the ICC for an investigation into war crimes potentially committed by Israel in Gaza. (AJ, AJ 11/16)

12 UN Security Council members voted for a resolution introduced by Malta calling for urgent, prolonged humanitarian ceasefires and unconditional release of the captives held by Hamas. The U.S., UK, and Russia abstained. A Russian amendment calling for a ceasefire was blocked by the U.S. PA UN envoy Riyad Mansour said the resolution fell short of condemning Israel for its attacks on Palestinian civilians, assaults on hospitals and schools, and the killing of UN staff, journalists, and doctors. U.S. president Joe Biden said at a press conference after a meeting with Chinese president Xi Jinping that it “would be a big mistake [for Israel] to reoccupy Gaza,” and that a “real” Palestinian state must be created to end the overall conflict. Biden also falsely claimed Israel was bringing incubators to al-Shifa Hospital, despite the hospital not needing incubators but rather fuel to power the incubators. Biden also said the Israel’s war on Gaza will not end until Hamas is defeated and claimed that Hamas has a headquarters under al-Shifa Hospital, despite Israel tacitly retracting that claim. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk met with senior U.S. officials in Israel, including Prime Minister Netanyahu. McGurk has been part of the U.S. effort to normalize ties between Israel and Saudi Arabia. (HA 11/15)

The U.S. said it shot down a drone in the Red Sea that was launched from Yemen. (AJ, HA 11/15)

24 House Democrats urged President Biden to end “grave violations of children’s rights” by calling for an immediate ceasefire. Senator Chris Van Hollen (D-MD) called the Israeli refusal to allow fuel to be delivered to water desalination plants and generators at hospitals “inhumane.” Capitol police violently dispersed protesters blocking the entrance to the Democratic Party’s headquarters and calling for a ceasefire (AJ, HA 11/15; AJ 11/16)

In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. Several members of the Labour Party resigned from their positions on the opposition frontbench after the vote. (AJ, REU 11/15; AJ, AJ, NYT 11/16)

A motion to expel the Israel ambassador and impose sanctions on Israel failed in the Irish parliament. The motion, which was denied in an 85-55 vote, was proposed by the Social Democrats party. (IN 11/15; HA 11/16)

Spanish prime minister Pedro Sanchez said Israel must end its “indiscriminate killing of Palestinians,” demanding a ceasefire, and said his government will work toward Spain and other European countries recognizing the state of Palestine. (AJ 11/15) 

In the West Bank, Israeli settlers assaulted Palestinians herding sheep in al-Juwaya in the Masafer Yatta area. Israeli settlers also attacked Palestinian homes in Hebron, causing damage and injuring 1 Palestinian. Elsewhere, Israeli settlers set up settlement outposts in al-Buwairah. Israeli forces shot and injured 2 Palestinians with live ammunition during a protest against a late-night raid in al-Bireh. 14 Palestinians were arrested during late-night raids in Birzeit, al-Bireh, al-Mughayyir, Ramallah al-Tahta, Deir Abu Mash’al, Huwwara, and al-Yamun. Norway joined Belgium, Denmark, France, Germany, Ireland, Italy, Holland, Spain, and Sweden in saying it had dismissed Israeli claims that 6 Palestinian rights organizations are terrorist organizations, citing insufficient evidence. Norway’s foreign minister Anniken Huitfeldt said she had raised concerns about the lack of evidence during her visit to Israel in March. Norway directly or indirectly funds Al-Haq, the Union of Agricultural Work Committees, and Defense for Children International – Palestine. (HA 7/21)

In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Salfit. Israeli forces demolished 1 greenhouse in Jayyus and 1 house in Idhna. Israeli forces also delivered stop-work notices for 8 apartments and an animal barn in Qaryut. Elsewhere, Israeli forces violently dispersed Palestinians protesting in al-Bireh against assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8, injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also violently dispersed Palestinians protesting a settler tour in Jericho, injuring 2 with live ammunition and others with tear gas. In Gaza, Palestinians marched in protest over the assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8; the protesters condemned the killings and criticized the PA for its security cooperation with Israel. Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. 2 Palestinians crossed the Gaza fence and set 1 empty Israeli military vehicle on fire before returning to Gaza; no injuries were reported. In the Naqab desert, Israeli right-wing activists set up 20 mobile structures erecting a new settlement, calling it Ma’aleh Paula near the Bedouin village Beit Kama. Israeli police raided the new settlement, dismantling the structures and briefly detained 15 of the Israelis who refused to leave. The right-wing activists were joined by Itamar Ben-Gvir, Simcha Rothman, and Orit Strock of the Religious Zionism party, and Shlomo Karhi of Likud. Israeli authorities also demolished 3 apartments under construction in Nazareth, leading to a confrontation with local residents; no injuries were reported. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. The Central Council also voted to suspend security cooperation with Israel. For the decision to be enacted, it will need to be approved by the PLO Executive Committee. The World Bank released a report on the Palestinian economy, saying that it is held back by lack of access to a digital economy, partly due to Israeli restrictions on high-speed internet. Israel allows the West Bank to have 3G internet speeds and only 2G in Gaza. In Israel, the internet speed is 4G and moving toward 5G. (ALM, HA 2/10)

In the West Bank, Israeli settlers from the Yitzhar settlement threw stones at 1 house and 2 vehicles in Burin, breaking the windshields of the cars. 1 Israeli settler also rammed 1 Palestinian child with his car near the Kiryat Arba settlement. Israeli forces raided Aqabat Jaber refugee camp, leading to a confrontation with Palestinians; tear-gas related injuries were reported. 4 Palestinians were arrested during late-night raids in Fahma, Jaba‘, and Tubas. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Jabalia refugee camp, killing 1 Palestinian and injuring 5 others with live ammunition; Israeli forces claimed Palestinians threw explosives at them. Israeli forces also shot and injured 1 Palestinian with live ammunition east of Abasan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya, injuring 1 with live ammunition. In Syria, Israel conducted air strikes near Damascus, causing damage. Syrian state TV said the country’s missile defense system had intercepted most of the Israeli missiles. During the attack, 1 surface-to-surface missile was fired at Israel but landed in the sea. (AJ, HA, JP, TOI 9/3)

Israel released 1 pregnant Palestinian woman from prison after international and Palestinian pressure. The woman was released to house arrest and on $12,000 bail. She is accused by Israel of an attempted stabbing in March outside of an Israeli settlement in the West Bank. (WAFA 9/1; HA, MEMO, TOI, WAFA 9/2; HA, MEE 9/3; AJ 9/5)

Hamas said it rejected the framework agreement between the U.S. and the UNRWA signed on 7/15, calling it “dangerous and humiliating.” Hamas said that the framework threatens the refugee issue and is an obstacle to UNRWA employees. (MEMO 9/3; ALM 9/23)

PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. An unnamed PA source said, according to Haaretz, that the Biden administration has conveyed to the PA that it will not exert pressure on the Israeli government to engage diplomatically with the PA while Israel is in budget negotiations. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. The JNF has set aside $31 million for the settler project. (HA 9/2)

In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. In East Jerusalem, Israeli forces shot and injured 19 Palestinians using live ammunition, rubber-coated bullets, and sound bomb canisters during protests in and around Shaykh Jarrah, Bayt Hanina, Silwan, and the Old City. 7 Palestinians were arrested during raids in al-Tur, Silwan, and Sur Bahir. In Gaza, 22 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 114 to 136, including 33 children and 2 pregnant women. Israel also said it had assassinated 3 Hamas operatives, Shadi Abed Al-Hadi, Osama Shehadeh, and Zakaria Zarendah. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. In the West Bank, 1 Israeli settler shot 1 Palestinian man near Ras Karkar; according to Israeli authorities, the Palestinian man was unarmed and was shot at a settlement outpost near Ras Karkar; Israeli forces subsequently raided the deceased Palestinian’s house. Israeli settlers also raided Luban al-Sharqiyya, leading to confrontations between Palestinians and the settlers’ military escort; tear-gas related injuries were reported. Israeli forces violently dispersed Palestinian protesters in Kafr Malik, injuring 1 with live ammunition. Israeli forces also violently dispersed a protest in Bayt Dajan, causing tear-gas related injuries. The ICC ruled that it has territorial jurisdiction to persecute alleged war crimes committed in the occupied Palestinian territories, as it found Palestine to be “a State Party to the [Rome] Statute.” The ICC defined the occupied Palestinian territories as the West Bank, including East Jerusalem, and Gaza. Israel has argued that the ICC does not have jurisdiction to prosecute matters pertaining to Israel and Palestine because Israel is not party to the Rome Statute and because Palestine is not a state. The latter 2 of the 3 ICC judges ultimately disagreed with erasing the final hurdle to start a formal investigation, 6 years after the ICC chief prosecutor Fatou Bensouda started her preliminary investigation into alleged war crimes made by Israel and Hamas. Israeli prime minister Benjamin Netanyahu called the ruling “pure anti-Semitism” and said, “[w]e will fight this perversion of justice with all our might.” The PA prime minister Mohammed Shtayyeh praised the decision. The U.S. State Department’s spokesperson said the U.S. has “serious concern about the ICC’s attempts to exercise its jurisdiction over Israeli personnel. We have always taken the position that the court’s jurisdiction should be reserved for countries that consent to it or that are referred by the UN Security Council.” Haaretz reported that Israel has started briefing military personnel on potential implications for them if the proceedings move to a trial. News hits the media that the new U.S. amb. to Israel Dan Shapiro recently told a meeting of the Israeli Bar Association that the U.S. is ready and willing to use military force against Iran if diplomacy and sanctions fail, stating that the military option is ‘‘not just available, but it’s ready. The necessary planning has been done.’’ A tape of Shapiro’s address was leaked to the AP, with an anonymous Israeli official stating: ‘‘Quite clearly he didn’t mean this to be public. ... At a private fundraising event in Florida that is secretly taped and leaked to the media on 9/18/12, Republican presidential frontrunner Mitt Romney states that ‘‘the Palestinians have no interest whatsoever in establishing peace’’ and are ‘‘committed to the destruction and elimination of Israel.’’ He also opposes creation of an independent Palestinian state, assuming that it would become a client state of Iran. In terms of a U.S. mediating role in the peace process, he states: ‘‘The idea of pushing on the Israelis—to give something up, to get the Palestinians to act, is the worst idea in the world.’’ In response to the leak, which was seen (e.g., NYT 9/19)

Israeli DM Ehud Barak meets with U.S. secy. of defense Leon Panetta in Washington to request an additional $680 m./yr. in aid over 3 yrs. to help purchase 3–4 new Iron Dome antimissile batteries and another $168 m. for 3 other missile programs jointly developed with the U.S. (This is on top of an increase of $99.9 m. in funding for FY 2013 already requested by the Obama admin.) With the appeal coinciding with Israel cutting its defense budget by 5% per year for 2013 and 2014, critics complain (e.g., WP 5/17) that the U.S. is effectively helping balance Israel’s budget before balancing its own. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. Lebanon (killing 9 Lebanese civilians), targets in Baalbek; targets trucks in what is seen as a new campaign aimed at preventing Hizballah from relocating rockets, though most trucks hit are civilian ones bearing essential goods to Lebanese towns, including destroying a convoy in the Biqa‘ Valley carrying medical supplies fr. the UAE; continuing to destroy roads and bridges.
