Obama and Netanyahu hold a difficult but “productive” meeting at the White House to discuss the peace process, particularly their views on the 1967 borders as the basis of Israeli-Palestinian peace talks. Gaza border shoot, wound an unarmed Palestinian who strays nr. the border fence e. of Abasan. In the West Bank, the IDF enters Tulkarm in the morning, patrolling streets and photographing the Palestinian Technical College; conducts late-night arrest raids, house searches nr. Tulkarm. In East Jerusalem, Israeli authorities demolish a Palestinian car wash, auto repair shop, and 2 other portable structures in Bayt Hanina. (OCHA reports that another 7 Palestinian structures were demolished in Issawiyya and al-Tur between 10/27 and 11/2.) Meanwhile, at a dedication ceremony in Dahiyat al-Barid (in East Jerusalem but on the Palestinian side of the separation wall), PA PM Fayyad announces that the PA has renovated 15 schools in East Jerusalem in defiance of Israel’s ban on PA activity in East Jerusalem, saying “we are translating steadfastness into facts on the ground.” Fayyad had planned to attend the inauguration of the new schools in Shaykh Jarrah and Shu‘fat as well, but decided not to after Netanyahu pointedly renewed (11/1) his ban on allowing Palestinian leaders to carry out official business in the city and ordered security services to halt the visit if Fayyad proceeded. The Court of First Instance in Gaza sentences a Palestinian man to death by hanging for kidnapping and killing a 9-yr.-old girl in 2004. IDF troops on the s. Gaza border fatally shoot 2 armed Palestinian teenagers who infiltrate the border fence nr. Abasan; the IDF claims they are mbrs. of Hamas’s armed-wing, the Izzeddin al-Qassam Brigades (IQB). The IDF sends troops 800 m into Abasan to raze a Palestinian house under construction, a poultry farm, and 2 dunams (d.; 4 d. = 1 acre) of agricultural land planted with olive and palm trees to clear lines of site. Later, IDF troops and armed Palestinians exchange fire across the Gaza border, leaving 1 IDF soldier wounded. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in and Ni‘lin nr. Ramallah, Dayr Nizam/al-Nabi Salih in the north central West Bank, and Bayt Jala and al-Ma‘sara nr. Bethlehem. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation, injuring 5 Palestinians, and arresting 11 Israelis and internationals (including an Israeli journalist). In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). In the West Bank, the IDF conducts early morning arrest raids, house searches nr. Bethlehem; makes a late-night incursion into Bayt Umar, raiding the homes of Palestinians involved in organizing local separation wall protests, firing stun grenades and tear gas in homes, breaking widows, arresting 5 Palestinians (4 are released on 4/25); conducts other late-night arrest raids, house searches nr. Jenin, Ramallah. Jewish settlers fr. the Gush Etzion settlement blocks n. of Hebron pump settlement wastewater into nearby Palestinian land in Bayt Umar, flooding 70 d. of grape vines and washing away 300 m of stone fences; the PA Agriculture Min. believes the land will need to be treated for 2 yrs. before it can be used to grow crops for human consumption. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas, skunk (a foul-smelling liquid) at Palestinians and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation); fires rubber-coated steel bullets, sound bombs, tear gas and violently beats a number of Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in al-Ma‘sara (injuring 2, including 1 teenager); fires rubber-coated bullets, sound bombs, tear gas at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (10s suffer fr. tear gas inhalation); implements additional security restrictions on the movements of Palestinians in the old city of Hebron, which prevents a number of them fr. entering the al-Ibrahimi Mosque/ Tomb of the Patriarchs for Friday prayers; conducts late-night raids, house searches in Surif village nr. Israeli naval vessels intercept a Palestinian fishing boat off the Rafah coast, arresting 4 Palestinians (including 2 teenagers). Late at night, the IDF enters Abasan in s. Gaza, arresting 1 Palestinian man. In the West Bank, the IDF makes a rare daytime incursion into Araba village nr. Jenin, searching several homes but making no arrests; conducts late-night arrest raids, house searches in and around Jenin town and r.c., in ‘Askar r.c. and Balata r.c., and nr. Hebron and Salfit. Palestinian sources report that in the previous wk., the IDF has leveled large tracts of land s. of Qalqilya (including uprooting 400 olive trees) in preparation for separation wall construction. The IDF informs residents of the Palestinian village of Azun Atma, nr. the separation wall s. of Qalqilya, that they must obtain special permits fr. the Civil Admin. to be able to travel in the area; informs residents of 4 villages s. of Tulkarm that as of 4/1, the IDF will close the sole gate in the separation wall that gives them access to village farmlands located between the wall and the Green Line. Israel announces it will lift restrictions on the import of foodstuffs to Gaza, “provided that the source of the shipments is approved by the Israeli authority” (not further clarified). IDF troops enter s. Gaza nr. Abasan to bulldoze land along the border fence. Israeli warplanes repeatedly break the sound barrier over Gaza City. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, damaging several and forcing them to return to shore, but causing no injuries. In the West Bank, IDF troops demand that a Palestinian move his car, parked nr. the Beit Shalom outpost site evacuated last quarter; when the man refuses, troops scuffle with him, prompting Palestinians nearby to come to his aid; the situation escalates, with IDF troops beating 6 Palestinians and storming and damaging a nearby Palestinian grocery. The IDF also conducts late-night arrest raids, house searches nr. Hebron. The Israeli High Court approves the confiscation of 30 d. of land in Shu‘fat r.c. northeast of Jerusalem for construction expansion of an existing IDF checkpoint and extension of the separation wall to create a new permanent crossing point into Jerusalem; 30 Palestinian shops are expected to be demolished and at least 45,000 Palestinians are expected to lose direct access to Jerusalem. The local council of Har Adar settlement in East Jerusalem issues instructions that Palestinian “laborers are strictly forbidden to move around the community on foot, between the construction sites,” and must be accompanied at all times by their employer or the employer’s representative, stating “this instruction is meant to protect the community’s residents”; the IDF says it will enforce the order, which the Association for Civil Rights in Israel denounces as “a racist instruction based on a general fear of Arabs.” Alleging corruption by Fatah-affiliated employees, Hamas authorities in Gaza take control of the PA Referrals Abroad Dept. which assesses medical cases for specialized treatment in hospitals in the West Bank, Egypt, and Jordan. In response, the PA Health Min. in Ramallah and the Egyptian government say they will no longer finance the transportation or treatment of medical patients referred by the office and Israel says it will not grant travel permits for referrals to exit Gaza. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. The IDF makes an air strike on a car in central Gaza, assassinating Islamic Jihad’s central Gaza cmdr. Muhammad Abu Murshud, wounding 2 Islamic Jihad mbrs. and 3 bystanders; makes an air strike on a car nr. al-Bureij r.c., assassinating local Islamic Jihad cmdr. Muhammad Ahmad Abu Hassanian, a relative traveling with him, and wounding 6 bystanders (including 2 children). The IDF sends troops and bulldozers into Abasan under cover of artillery fire, clashing with local gunmen, killing 1 Hamas and 2 Islamic Jihad mbrs., wounding 4 bystanders, demolishing 1 Palestinian home, heavily damaging a 2d home, bulldozing several greenhouses, an irrigation network, 20 beehives, and 160 d. of agricultural land. In the West Bank, the IDF sends undercover units in cars with Palestinian license plates into Beitunia nr. Ramallah (where they assassinate PA presidential guard mbr. Mu‘tassim al-Sharif, whom the IDF says is a wanted AMB mbr.), into Jenin r.c. (to arrest a wanted Islamic Jihad mbr.); conducts arrest raids, house searches in and around Tulkarm town and r.c. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus (searching a mosque), nr. Jenin; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 4). The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. The IDF makes an air strike on a car in Rafah carrying Islamic Jihad’s al-Quds Brigade leader ‘Awad ‘Abd al-Fattah alQiq, missing the car, hitting a store, wounding 3 bystanders in an apparent assassination attempt. Armed Palestinians fire 5 mortars, machine guns at an IDF undercover unit attempting to infiltrate the Gaza border e. of al-Maghazi r.c., forcing the unit to retreat into Israel. In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c. (where armed Palestinians detonate an explosive device nr. an IDF jeep, wounding a soldier), Nablus; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 3. In Jabaliya r.c., 7,000 Islamic Jihad supporters hold a peaceful rally to mark Jerusalem Day. In Dayr al-Balah, 300 PRC supporters hold a peaceful rally to mark the 2d anniversary of the IDF assassination of PRC leader Jamal Abu Samhadana. Suspected Fatah mbrs. detonate a bomb outside the home of a local Hamas leader in Khan Yunis, causing no injuries. In Gaza City, unidentified assailants detonate an explosive device outside the home of a local AMB leader, causing damage but no injuries. An unidentified Palestinian throws a bomb at the house of a Hamas activist in Abasan, causing no serious damage or injuries; flees to a nearby IDF border post, where he surrenders to the IDF. IDF troops on the Gaza border fire on, send a drone to fire missiles at a group of armed Palestinians attempting to cross into Israel e. of Jabaliya, killing 1 armed Palestinian, wounding 4. For the 3d day, the IDF sends bulldozers and tanks into Gaza nr. Bayt Hanun to level land; this time, Palestinian gunmen fire an RPG at a tank, sparking an exchange of gunfire, causing no reported injuries. In the West Bank, the IDF sends troops into Jenin town and r.c. late in the evening, exchanging fire with Palestinian gunmen who confront the troops, wounding local AMB leader Zacharia Zubeidi; conducts arrest raids, house searches in alBireh, Nablus, Qalqilya; fires rubber-coated steel bullets on stone-throwing Palestinians nr. the Qalandia checkpoint, injuring 2; fires rubber-coated steel bullets at 10s of Palestinians and Israeli and international peace activists protest the separation wall nr. Bil‘in, injuring 14; similarly fires rubber-coated steel bullets on Palestinians, international peace activists protesting the construction of the separation wall nr. Um Salamuna nr. For a 2d day, Jewish settlers occupying a Palestinian building nr. Soon after the 6:00 A.M. Palestinian ceasefire deadline, the IDF withdraws all troops fr. Gaza, ending n. Gaza operations that began on 11/21 that killed 22 Palestinians (including at least 6 civilians), wounded at least 67 (including 28 children), destroyed 10 houses and 10 businesses, razed 80 d. of agricultural land. (After the pullout, the UN reports extensive damage—estimated at $6.4 m.—to Dahaniyya airport buildings by the IDF stationed there, noting that damage could not have been caused by crossfire with Palestinians.) Btwn. 6:00 and 10:15 A.M. local time, Palestinians fire 9 rockets fr. Gaza into Israel, damaging a house but causing no injuries; Israel does not retaliate and the truce seems to hold. Two Palestinians are killed when a tunnel they are digging under the Rafah border collapses. In the West Bank, IDF troops patrol in ‘Azun nr. Qalqilya, fire on stone-throwing Palestinian youths who confront them, wounding 1; conduct arrest raids, house searches in and around Nablus, in Qabatya (fatally shooting 2 Palestinian bystanders) and Qalqilya, nr. Bethlehem and Hebron; issues a military order confiscating 565 d. of land belonging to al-Nabi Samwil, Bayt Surik, Bayt Iqsa villages n. of Jerusalem for construction of the separation wall. The Israeli High Court rejects a petition to reroute a section of the separation wallthat would envelope Bayt Hanina, Bir Naballah, al-Jadira, al-Jib, and Qalandia villages, cutting them off fr. the rest of the West Bank. In Gaza, IDF troops in Dahaniyya airport fire tank shells at al-Shuka village, killing a 14-yr.-old Palestinian boy, wounding another Palestinian who strays near the border fence; sends troops, drones into Abasan nr. Khan Yunis, conducting arrest raids, demolishing 2 Palestinian homes, damaging a 3d house, bulldozing 79 d. of agricultural land and a water network, wounding 1 Palestinian. In the West Bank, the IDF patrols in Tamun; conducts arrest raids, house searches in and around Nablus, in Tulkarm town and r.c., nr. Hebron and Jenin. A 9-yr.-old Palestinian boy is injured in Balata r.c. when he accidentally detonates unexploded IDF ordnance. A Jewish settler driving nr. Qalqilya deliberately hits and injures a 10-yr.-old Palestinian girl walking home fr. school; the IDF arrests the driver. The High Court of Israel rejects 7 Palestinian petitions regarding the route of the separation wall northwest of East Jerusalem, accepting the existing plan, stating that “the purpose of the construction of the wall is to protect the lives of Israeli citizens from terrorist attacks, so its expected benefit is great” and that Palestinian needs had been adequately addressed.
