In the West Bank, Israeli settlers shoot and injure a Palestinian man during a raid in Mukhmas. Israeli forces shoot and kill a 13-year-old Palestinian boy and injure 2 others during a raid in Qabatiya. Israeli forces also shoot and injure 2 Palestinians during a raid in Tubas. In East Jerusalem, Israeli forces arrest 23 Palestinians in the Old City near the Haram al-Sharif compound. In Gaza, Israeli forces bomb Khan Yunis, Nuseirat refugee camp, Maghazi, and Dayr al-Balah, killing at least 82 people. Israeli forces also open fire at Palestinians waiting to receive aid at the Kuwait Roundabout in Gaza City, killing at least 17. Meanwhile, Israeli forces continue to raid and besiege al-Shifa Hospital. In Sakhnin, Deir Hanna, and Kafr Kanna, thousands of Palestinian citizens of Israel mark Land Day under the slogan “Stop the war on Gaza.” In Tel Aviv, Israeli police violently disperse Israeli anti-government protesters. In Lebanon, a UNIFIL peacekeeping foot patrol is bombed, wounding 4 UN personnel from Chile, Norway, Australia, and Lebanon; Israel denies responsibility. Israeli forces bomb Naqoura, Taybeh, Hanin, Tayr Harfa, Yarin, and Dhayra. Hezbollah forces attack an Israeli military base in Ya’ara with a drone and fire missiles at Kafrchouba, Khirbet Maar, and Raheb. In Jordan, police violently disperse protesters outside of the Israeli embassy for the seventh day in a row. In Yemen, U.S. forces bomb 2 aerial surveillance systems. More than 32,705 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,190 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 253 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 78 trucks carrying aid enter Gaza. The Gaza Media Office reports that Israeli forces have killed more than 400 people and destroyed and damaged more than 1,050 homes in and around al-Shifa Hospital during the 13-day siege of the hospital. (AJ 3/30)

The Alliance of Palestinian Forces, which includes Hamas and Islamic Jihad, releases a statement opposing a reported Israeli plan to establish an Arab military force in Gaza. (AJ 3/30; HA 4/1)

Islamic Jihad secretary-general Ziad al-Nakhalah meets with Iranian foreign minister Hossein Amir-Abdollahian in Tehran, telling reporters that he promises that “we will be the victors in the war.” (AP 3/30)

Jordanian foreign minister Ayman Safadi, Egyptian foreign minister Sameh Shoukry, and French foreign minister Stephane Sejourne call for an “immediate and permanent ceasefire” after a meeting in Cairo. The Arab Parliament of the Arab League issues a statement marking Land Day, saying Israel is waging “a war of genocide and forced displacement.” (AJ 3/30)

A video circulating online shows U.S. representative Tim Walberg (R-MI) saying that no aid should be provided to Palestinians and that Gaza “should be like Nagasaki and Hiroshima” referring to the U.S. nuclear bombings of the 2 Japanese cities during World War II. (AJ, NYT 3/31)

IDF troops shoot and kill a Palestinian in central Hebron after he stabs and lightly injures an Israeli soldier. Elsewhere in the West Bank, IDF troops arrest a Palestinian at a checkpoint near Nablus when he is found to be in possession of a knife. They conduct overnight raids in Tulkarm, sparking clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 6 Palestinians on further raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Nablus and Hebron. Israeli forces raze 14 dunams (approximately 3.4 acres) of Palestinian land outside Hebron, uprooting approximately 320 olive and almond trees and demolishing 3 water wells. They uproot an additional 60 olive and orange saplings from Palestinian land near Jericho. Israeli settlers puncture the tires of 7 Palestinian-owned vehicles and leave racist graffiti on nearby walls in Marda village near Salfit overnight. Along Gaza’s border overnight, IDF troops violently disperse dozens of Palestinians setting fire to tires, lighting fireworks, and otherwise continuing the Great March of Return near al-Bureij refugee camp; 4 Palestinians are injured. Meanwhile, hundreds of Palestinians gathering near Jabaliya refugee camp to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops stationed along the border fence and Israeli naval forces disperse the demonstrations; 46 Palestinians are injured (4 seriously). Israeli firefighters put out 3 fires in open areas near Ashqelon that were reportedly sparked by incendiary kites and balloons flown from Gaza. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no damage or injuries (2 fishermen are arrested). A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

Jordan’s Foreign Minister Ayman Safadi says that Jordan has no plans to negotiate with Israel over the 2 pieces of land that were leased to Israel for 25 years in the context of the 1994 Jordan-Israel peace treaty (Jordan’s King Abdullah announced plans not to renew those leases on 10/21). “We are a country with international standing,” he says. “We acted by the letter of the law and we have the tools to protect our interests.” (HA, TOI 10/22)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. Israeli PM Rabin, Jordan's King Hussein sign "Washington Declaration" ending state of belligerency at White House ceremony with U.S. Pres. Clinton as witness.  Declaration says sides "recognize their right and obligation to live in peace with each other."  Agreement mandates direct telephone connections, linking of electrical grids, and immediate opening of 2 border crossings.  Declaration also recognizes Hussein's "historic role" in safeguarding Muslim holy places in Jerusalem. Clinton calls Syrian Pres. al-Asad after ceremony, saying opportunity exists for progress in Israel-Syria talks.  Later, Rabin and Hussein attend state dinner in their honor. Occupied Palestine/Israel: King Hussein has frozen all West Bank funds in Jordanian banks and has suspended all aid to public institutions in the territories, according to a report in 'Al Hamishmar [JP 4/18]. Inspectors of income tax and VAT departments, assisted by a strong force of police, raid Palestinian villages of Kafr Qasim, Jaljuliyyah, and Kafr Bara to collect debts; they impound TV sets, furniture, and 2 motor vehicles [JP 4/21].

Arab World: Radio Monte Carlo broadcasts that Yasir Arafat has notified Jordan that Amman-based Fateh military officer Abu Za'im has been relieved of his duties and that Jordan should suspend all contact with him [JP 4/18].

Other Countries: A U.S. federal judge rules that PLO Permanent Observer to the UN Zuhdi Tarzi may travel from New York to Cambridge, Mass. for a debate with Harvard law professor Alan Dershowitz, despite State Department travel ban [PI 4/20]. UN Security Council votes to extend UNIFIL mandate in S. Lebanon an additional 3 months; Soviet Union concurs in vote for first time since UNIFIL's creation, states it will begin contributions to UNIFIL budget [NYT 4/19; WP 4/20].

Military Action:

Phalange and Druze militia exchange artillery and rocket fire during night and morning in Shweifat, Baabda, Aley and Bhamdoun; lDF sets up checkpoints on Beirut-Damascus highway to divert traffic from areas of fighting.

Israel/ Occupied Territories: Chief of Staff Eitan tells Knesset Foreign Affairs and Defense Committee that 117 IDF were killed in western Lebanon, 8 in Beirut, that Begin denied Eitan's request during war for 2 more hours to cross Beirut-Damascus highway and destroy Syrian T-72 tank group, that critics such as Yossi Sarid and Shulamit Aloni harmed the war effort by talking about number of Palestinian homeless and refugees; Shamir and Kimche meet for 2'h4 hours with Habib and Draper; Sharon arrives in Zaire; 1DF spokeswoman confirms 10 Israeli Druze soldiers were jailed for defying orders in South Lebanon; Knesset votes 46-44 not to censure Kiryat Arba Council for destroying 4 of Hebron municipality's electricity pylons; Elias Freij and Rashad Shawa say they are willing to be members of a Palestinian-Jordanian delegation in peace talks with Israel.

Palestinians/ Lebanese: After 3 days of meetings in Damascus, PLO Executive Committee does not give Arafat support for alliance with Jordan; Lebanese Government insists end to state of war must be linked to complete Israeli withdrawal; Foreign Minister Elie Salem says another month or 2 of intensive discussion necessary to clear differences with Israel, he is confident Syrian and Palestinian forces will leave when Israelis leave, Lebanon is prepared to guarantee it will never again be base of operations against Israel, calls for multinational force and UNIFIL to double in size; Prime Minister Wazzan asks Justice Minister Roger Shikhani to investigate missing persons and to speed up interrogation of hundreds of detainees.

US and Other Countries: State Department says that Carter and Ford rightly focus on settlements as obstacle, but they are not the major obstacle to peace, and refuse to call settlements illegal; Weinberger and French Defense Minister Charles Hernu hold talks in Washington, Hernu says France will increase its contingent in Lebanon and take on more responsibility after the withdrawal of Syrian, Israeli and Palestinian forces, providing US and Italy do the same.

UN: Security Council votes to extend mandate of 5,800 UNIFIL troops for another 6 months; Israeli Ambassador Yehuda Blum says UNIFL has outlived its usefulness; US delegate says UNIFIL is a positive element in the negotiations.

Military Action:

Syrians engage Israelis on southern edges of Beirut, along Beirut-Damascus highway; major Syrian-Israeli tank battle shaping up in Chouf region, stronghold of PLO ally and Lebanese National Movement (LNM) leader Walid Jumblatt (temporarily out of country).

Fierce resistance from PLO units continues in Tyre and Sidon; a few PLO-fired rockets fall on northern Galilee, from enclave controlled by Syria; PLO and Lebanon accept UN call for a cease-fire.
