Israeli settlers vandalized some 50 olive trees in Husan. Israeli forces shot and killed 1 Palestinian man near al-Bireh, claiming that he had a knife in his hand. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 3 with live ammunition, 1 with a baton round, and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Lubban al-Gharbi, injuring 1 with concussion grenade shrapnel and others with tear gas. Israeli forces violently dispersed Palestinian protesters in Bazariya, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Burin, injuring 2 with baton rounds and 7 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Dayr Sharaf, injuring 1 with a baton round and 23 with tear gas. While speaking at Elon Moreh during an event celebrating the Israeli occupation of East Jerusalem, the commander of the Samaria brigade Roi Zweig said that “the [Israeli] army and the settlement enterprise are one and the same.” (HA 5/30; MDW 6/3)

The Israeli government told the high court of justice that it is enforcing a ban on Israeli settlers accessing the Homesh settlement outpost. Haaretz reporting said that the Israeli military is not enforcing the ban and allows Israeli settlers to access the outpost regularly. (HA 6/2)

The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. In Gaza, Israeli forces opened fire east of Khuza‘a and Maghazi, damaging a vehicle; no injuries were reported. In the West Bank, Israeli MK Itamar Ben-Gvir drew a gun at Palestinians, claiming they were throwing stones at settler vehicles near al-Arroub refugee camp; no injuries or damage were reported. Later in the day, Israeli forces violently dispersed Palestinians protesting Ben-Gvir’s actions, injuring 1 with live ammunition. Israeli settlers also stole around 200 olive trees and saplings in Kafr ad-Dik and vandalized an agricultural structure. Israeli forces shot and killed 1 Palestinian minor in Abu Dis, claiming he had thrown a Molotov cocktail at Israeli soldiers while they were raiding the village. 7 Palestinians were arrested during late-night raids in Hebron, Aida refugee camp, and Nablus. Israel’s interior minister Ayelet Shaked said at the Knesset that too many Ukrainian refugees that are not Jewish have entered Israel since Russia’s invasion of Ukraine on 2/24. In the West Bank, Israeli settlers uprooted some 80 olive trees in al-Mughayyir. 1 Palestinian man hit 1 Israeli soldier with his car at the Qalandia checkpoint, injuring the soldier. According to Israeli authorities, the man intentionally rammed the soldier. Both were admitted to hospitals. Israeli forces shot and killed 1 Palestinian minor and injured 1 other, claiming the 2 were throwing Molotov cocktails at cars driving near Bayt Jala. Israeli forces also delivered notifications to Palestinians in Yasuf that Israel will seize 40 dunams (9.9 acres) of land from residents to expand the Taffouh settlement. Elsewhere, Israeli forces seized and demolished structures used for agricultural and residential purposes in the Bedouin community of Qabbon. 17 Palestinians were arrested during late-night raids in Beit Kahel, Beit ‘Anin, Biddu, Beit Sahour, and al-Arroub refugee camp. In Lebanon, 6 protesters were killed and dozens injured in clashes during a demonstration against the judge presiding over the probe into the blast that killed more than 200 people on 8/7/2020. The demonstration was supported by Hezbollah; Amal movement supporters clashed with the Christian Lebanese Forces after being shot at during the protest. The Christian Lebanese Forces said Hezbollah had incited the violence. Videos showed heavily armed people in civilian clothes firing weapons and 1 man in civilian clothes firing an RPG. The U.S. subsequently offered the Lebanese army $67 million in military aid. Israel’s defense minister Benny Gantz called on the Israeli military to “systematically, aggressively and uncompromisingly” act against settlers who are violent toward Palestinians or Israeli forces, as an uptick in Israeli settler violence had been recorded. (AP 10/15; AJ 10/17)

The U.S. Biden administration formally rejoined the UN Human Rights Council after the Trump administration left the council in 2018, citing anti-Israel bias. U.S. state department spokesperson Ned Price said that the U.S. would “vigorously oppose the council’s disproportionate attention on Israel.” (NYT 10/14; WAFA 10/16)

In the West Bank, Israeli settlers assaulted Palestinians outside of al-Ibrahimi Mosque. Israeli forces violently dispersed Palestinians protesting the closure of the eastern entrance to al-Mughayyir, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Twana, injuring several by hitting them with rifle butts and tear gas, and 1 was injured by a sound bomb to his head; Israel later opened an investigation into the incident as 6 Israeli activists and 2 Palestinians were said to have been physically attacked by the Israeli forces. Elsewhere, Israeli forces violently dispersed a protest in Beita, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 2 with rubber-coated bullets and others suffered tear-gas related injuries. 4 Palestinians were arrested including 1 at his work in Beit Umar, and 3 at checkpoints in Hebron and Bethlehem. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli military vehicles in Silwan before being bombarded with tear gas and rubber-coated bullets. A similar scenario unfolded in al-Ram and 1 Palestinian was injured by a rubber-coated bullet. Israeli forces also violently dispersed a protest in Sheikh Jarrah, assaulting Palestinians and confiscating Palestinian flags. 1 was arrested during a house raid in the Old City. The U.S. marked the 1-year anniversary of the normalization deals between Israel and the UAE, Bahrain, and Morocco in a video event. U.S. secretary of state Antony Blinken said that the Biden administration will continue to build on the normalization deals. Israel’s foreign minister Yair Lapid called on the Arab countries to help promote his plan for stabilizing Gaza through investment, while Israel continues its blockade of Gaza. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. Israeli officials told Haaretz that, despite normalizing relations with the UAE, Israel is still opposed to the U.S. selling advanced weapons such as F-35 fighter jets to the UAE. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. In an interview with Sky News Arabia, Prime Minister Netanyahu said that both Israel and the UAE are “advanced democracies.” (AJ, HA, HA 8/18)

U.S. senior advisor to president Donald Trump, Jared Kushner, said that the U.S. will not permit Israel to annex parts of the West Bank “for some time” and said that “Israel has agreed with us that they will not move forward [on annexation] without our consent.” (AJ, HA 8/17)
