On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. Bahrain’s Foreign Minister Khalid bin Ahmed Al Khalifa is depicted saying that “toxic” money from Iran has obstructed past efforts to resolve the Palestinian-Israeli conflict. Representatives of 60 countries, including Israel, convene in Warsaw for a U.S.- and Poland-sponsored conference on security in the Middle East. The conference was initially intended to focus solely on Iran, but has been broadened to focus on other security issues across the region, including the wars in Syria and Yemen, as well as the Palestinian-Israeli conflict. Before getting on a plane to Warsaw, Israeli prime minister Benjamin Netanyahu says, “I think that holding this conference, in which Israel, the U.S., various countries around the world and from the region sit down in one place and discuss one topic—which, in my opinion, is the most important for our national security—is a very important achievement.” Secretary of State Mike Pompeo and Vice President Mike Pence represent the U.S. (REU, YA 2/13)

Unidentified Gazans fly a number of incendiary devices strapped to balloons into southern Israel. They land in open areas and no damage is reported. Also along Gaza’s border, hundreds of Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge of Israel’s blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; at least 35 Palestinians are injured. Four more Palestinians are injured when IDF troops violently disperse a late-night protest along the border fence near al-Bureij refugee camp. Meanwhile, Israeli forces conduct a limited incursion to level land near Khan Yunis. In the West Bank, the Israeli authorities order approximately 50 Palestinian families to temporarily leave their homes near Tubas to clear the area for IDF training. Also near Tubas, Israeli settlers assault and injure a Palestinian shepherd. Settlers also chant racist slogans and march through central Hebron, causing minor damage when they throw stones at Palestinian homes. Meanwhile, IDF troops arrest 12 Palestinians during late-night raids in and around Ramallah, Hebron, Jenin, Tubas, and Salfit; and patrol near Nablus. The raid in Tubas sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. After reports of an Israeli strike in Syria on 2/11, Israeli prime minister Benjamin Netanyahu says that Israel is “constantly operating” against “Iran and its satellites” in Syria. “We do whatever is necessary.” His statements today are taken as a confirmation that Israel was responsible for the 2/11 strikes in Syria. In the West Bank, Israeli settlers uproot 473 olive trees from Palestinian groves near Hebron. IDF troops arrest 3 Palestinians during late-night raids near Qalqilya, Jenin, and Nablus; and patrol near Qalqilya and Salfit. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Dayr al-Balah and open fire on Palestinian farmlands near al-Maghazi refugee camp, causing no damage. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. Abbas also says that the Palestinians will not participate in any peace conference not based on past UN resolutions. (JP 2/5; MNA, WAFA 2/6)

One Palestinian is shot and killed and at least 9 others are injured during clashes with Israeli settlers and IDF troops in al-Mughayyir village near Ramallah (1 settler is lightly injured as well). The clashes reportedly stemmed from a dispute at a Palestinian olive grove outside the village. The nature of the dispute is unclear. Later in the day, there are conflicting reports about the perpetrator of the killing. All agree that the settlers used live ammunition. Some witnesses say that the IDF did too, despite the IDF’s claim to have only used “riot dispersal” methods. Elsewhere in the West Bank, IDF troops arrest 8 Palestinians during late-night raids near Ramallah and Bethlehem; and patrol near Jenin and Nablus. An Israeli settler attacks 2 Palestinians with an axe near Salfit, causing them both light injuries. Settlers chase Palestinian children from an olive grove near Hebron. In East Jerusalem, Israeli forces shoot and kill a West Bank Palestinian during a high-speed chase outside the Old City. The Israeli police later say that the man was suspected of driving a stolen vehicle. Separately, a Palestinian demolishes 2 rooms of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops fire tear gas at a group of Palestinian minors setting tires on fire and rolling them toward the border fence near al-Bureij refugee camp; 1 Palestinian is injured. Separately, IDF troops arrest a Palestinian attempting to cross the border fence armed with a knife and wire cutters. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Jabaliya refugee camp, causing no damage or injuries. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

After Israeli prime minister Benjamin Netanyahu again called on Iran to withdraw its forces from Syria on 1/15, the head of Iran’s Revolutionary Guards Corps, Major General Mohammad Ali Jafari, says that Iran has no intention of doing so. “The Islamic Republic of Iran will keep its military advisors, revolutionary forces and its weapons in Syria,” he says. “You should be afraid of the day that our precision-guided missiles roar and fall on your head.” (HA JP, REU, YA 1/16)

In the West Bank, Israeli forces demolish a Palestinian greenhouse and another agricultural structure in Bayt Iksa near Jerusalem. IDF troops arrest a Palestinian who opens fire on an IDF post outside the nearby Ma’ale Adumim settlement; arrest 2 Palestinians during raids near Bethlehem and Hebron; and patrol near Bethlehem, Hebron, and Qalqilya. Israeli settlers cut down approximately 1,000 tree saplings from a Palestinian nature reserve outside Burqa village near Nablus. Settlers also uproot a number of olive trees in the courtyard of al-Ibrahimi Mosque in Hebron. Separately, unidentified assailants open fire on a Palestinian police station in al-Ram near Jerusalem, sparking a firefight between PA police and the armed assailants; 1 Palestinian is killed (it’s unclear if he was a bystander or one of the assailants). The IDF announces the conclusion of Operation Northern Shield, the operation formally launched on 12/4 to discover and demolish cross-border tunnels allegedly built by Hezbollah from southern Lebanon to northern Israel. An IDF spokesperson also announces the 1/12 discovery of a 6th major tunnel and says preparations are underway to demolish it. He says that this is the largest and most important tunnel discovered during the operation. Meanwhile, Lebanon’s Ambassador to the UN Amal Mudallali files a formal complaint with the UN Security Council over Israel’s construction of a concrete wall along the Israel-Lebanon border. Mudallali contends that the wall is a violation of UNSC Resolution 1701, which ended the 2006 Israel-Lebanon war. (HA, HA, JP, TOI, YA 1/13)

At the weekly meeting of Israel’s cabinet, Israeli prime minister Benjamin Netanyahu confirms that Israel was responsible for the air strikes in Syria on 1/11. “The wave of recent attacks proves that we are determined more than ever to act against Iran in Syria,” he says, marking a rare instance of the Israeli government taking credit for an individual strike in Syria. After a night of air strikes in Gaza, unidentified Gazans fire 5 rockets at southern Israel. Four are intercepted by the Iron Dome missile defense system; the 5th lands in an open area, causing no damage or injuries. The Israeli Air Force then conduct air strikes on sites near Jabaliya refugee camp and Khan Yunis, causing damage. In the West Bank, an IDF driver rams 2 Palestinians during a patrol near Qalqilya, causing moderate injuries to both. An IDF spokesperson claims that Islamic Jihad in Palestine (PIJ) was responsible for the rocket fire on 10/26 “with clear guidance from Iran and the Revolutionary Guards’ Quds Force in Syria.” A PIJ spokesperson then says that the group has reached a new agreement to end the violence in Gaza, thanks to Egyptian mediation. “After contacts between the Islamic Jihad leadership and the brothers in Egypt, it was agreed that a comprehensive cease-fire will begin immediately,” he says. A day after Israeli prime minister Netanyahu visited Oman, Omani foreign minister Yusuf bin Alawi bin Abdullah says that the Omani government is “very optimistic” about the Trump administration’s Palestinian-Israeli peace efforts. “We are not mediators in Israel-Palestine, but we offer facilitation and ideas to help 2 parties to come together,” he adds. “We are not saying that the road is now easy and paved with flowers, but our priority is to put an end to the conflict and move to a new world.” (AFP, HA, REU, TOI, YA 10/27)

The World Bank announces that it has increased its annual allotment of aid to the Palestinians from $55 million to $90 million this year. The organization’s new strategy, adopted in 12/2017, has a “very strong focus on job creation and private sector development,” according to a World Bank spokesperson. (WAFA 10/27)

Breaking with Israeli policy not to take responsibility for any strikes in Syria, Israeli officials acknowledge the extensive attacks on Iranian infrastructure on 5/9. “If Iran hits us with rain—we will hit them with a deluge,” says Israeli DM Lieberman. Approximately 20 Grad and Fajr-5 rockets are fired from Syria toward northern Israel. Four of them are intercepted by Israel’s Iron Dome missile defense system, and the rest explode over Syrian territory, causing no major damage or injury. The IDF accuses Iran of being behind the attack and retaliates, bombing dozens of alleged Iranian weapons storage, logistics, and intelligence sites in Syria; 27 people are killed, including 19 Iranians, according to the Syrian Observatory for Human Rights. U.S. president Trump and Israeli PM Netanyahu meet at the White House and discuss Iran, Jerusalem, and the Palestinians. At a joint press conference, Trump says that he might visit Israel for the inauguration of the new U.S. embassy in Jerusalem in 5/2018. Netanyahu downplays Palestinians’ concerns to focus on Iran. “Iran, Iran, and Iran was the main topic of the meeting,” he says. “I told him what I thought: that the nuclear agreement with Iran must be either totally fixed or totally canceled, and there were detailed discussions on this issue.” (HA, JP, MEMO, NYT, YA 3/5; TOI 3/12)

In the West Bank, Palestinian farmers discover that Israeli settlers have stolen the pickings from at least 450 of their olive trees in orchards east of Qalqilya. Late at night, IDF troops raid 8 branch offices of 3 Palestinian media companies— PalMedia, Ram Sat, and Trans Media—in Nablus, Bethlehem, Ramallah, and Hebron. Israeli PM Netanyahu’s office announces that the security cabinet has decided to set a series of conditions concerning the 10/12 Palestinian national reconciliation agreement for the Palestinians to meet before the Israeli government would consent to any “political” talks with a new Palestinian consensus government. They include Hamas recognizing Israel, ceasing all so-called terrorist activity, disarming fighters, dismantling its military infrastructure and bureaucracy in the West Bank, severing ties with Iran, returning to Israel the remains of the 2 IDF soldiers and the Israeli civilians allegedly being held in Gaza, and relinquishing security control of Gaza to the PA. A senior Israeli official says that the cabinet also authorized PM Netanyahu to impose punitive sanctions on the PA, including deductions from the monthly transfers of tax revenues Israel collects on the Palestinians’ behalf. Shortly after the statement is released, PA pres. Abbas’s spokesperson says that the Israeli government will not be allowed to stand in the way of Palestinian reconciliation. (HA, YA 10/17)

The Higher Planning Commission of Israel’s Civil Administration advances plans for 1,292 new housing units in West Bank settlements, including the approval of 296 homes for sale in Beit El (PM Netanyahu has promised to make these homes available to the residents of the illegal Ulpana outpost, which was evacuated in 2012). The committee is expected to advance more plans on 10/18. (TOI 19/17)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. A senior Israeli official says that the Israeli govt. has changed its position on cooperating with the ICC’s preliminary examination on alleged war crimes committed in the oPt. In East Jerusalem, Israeli settlers assault 3 Palestinians in the Old City, injuring 1; assault a Palestinian youth nearby. Israeli forces continue punitive measures against the families of the 2 Palestinian men who attacked a synagogue in West Jerusalem on 11/18/2014. Forces dismantle and confiscate a residential tent in Jabal Mukabir that 1 of the families has been living in since their home was sealed on 7/1; raid the Jabal Mukabir home of the other attacker’s family overnight. EU foreign policy chief Mogherini says that Iran and the P5+1 will continue negotiating for the next few days, hours ahead of today’s extended deadline for a final agreement.
