Israeli forces violently disperse them in and around Hebron, al-Bireh, Bethlehem, Kafr Qaddum near Qalqilya, ‘Izzariya (East Jerusalem), 2 areas near Nablus (Beita and Huwwara checkpoint), and in various locations along Gaza’s border. At least 57 Palestinians are injured (5 seriously), and at least 8 are arrested. Meanwhile, IDF troops patrol near Hebron, Qalqilya, and Salfit. Unidentified parties fire 3 rockets from Gaza toward Israel. Israel’s Iron Dome missile defense system intercepts 2; the 3d hits a building, causing light damage and no injuries. Israeli forces conduct strikes on 2 sites in northern Gaza, causing some damage. Israel’s DM Lieberman says that Iran supplied the projectiles fired at Israel today. In an interview with the Jerusalem Post, U.S. ambassador to Israel David Friedman says that the Trump administration is “disappointed with some of the rhetoric” coming from the Palestinians in response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. He calls it “ugly, needlessly provocative, and anti-Semitic.” (JP, TOI 12/29)

In the West Bank, Palestinian farmers discover that Israeli settlers have stolen the pickings from at least 450 of their olive trees in orchards east of Qalqilya. Israeli forces bulldoze 200 m of walls around a Palestinian’s agricultural land near Nablus, and patrol near Hebron. Late at night, IDF troops raid 8 branch offices of 3 Palestinian media companies— PalMedia, Ram Sat, and Trans Media—in Nablus, Bethlehem, Ramallah, and Hebron. They confiscate what they claim are inciting materials and arrest at least 2 Palestinians. In East Jerusalem, Israeli forces demolish 2 homes in Silwan, displacing 9 Palestinians. Israeli PM Netanyahu’s office announces that the security cabinet has decided to set a series of conditions concerning the 10/12 Palestinian national reconciliation agreement for the Palestinians to meet before the Israeli government would consent to any “political” talks with a new Palestinian consensus government. They include Hamas recognizing Israel, ceasing all so-called terrorist activity, disarming fighters, dismantling its military infrastructure and bureaucracy in the West Bank, severing ties with Iran, returning to Israel the remains of the 2 IDF soldiers and the Israeli civilians allegedly being held in Gaza, and relinquishing security control of Gaza to the PA. A senior Israeli official says that the cabinet also authorized PM Netanyahu to impose punitive sanctions on the PA, including deductions from the monthly transfers of tax revenues Israel collects on the Palestinians’ behalf. Shortly after the statement is released, PA pres. Abbas’s spokesperson says that the Israeli government will not be allowed to stand in the way of Palestinian reconciliation. (HA, YA 10/17)

The Higher Planning Commission of Israel’s Civil Administration advances plans for 1,292 new housing units in West Bank settlements, including the approval of 296 homes for sale in Beit El (PM Netanyahu has promised to make these homes available to the residents of the illegal Ulpana outpost, which was evacuated in 2012). The committee is expected to advance more plans on 10/18. (TOI 19/17)

The Gaza-based Ministry of Health announces that a Hamas fighter died this morning during a “training accident” in southern Gaza. (MNA, TOI 9/19)

The Israeli authorities shut down the border crossings into the West Bank and Gaza at midnight ahead of Rosh Hashanah, the Jewish new year (they are set to reopen at midnight on 9/23, “depending on a situational assessment,” according to the IDF). Israeli forces level 2 dunams (approximately 0.5 acres) of Palestinian land near Tulkarm, destroying about 50 fig and lemon trees. They also arrest 13 Palestinians and issue 2 arrest summons during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem, and patrol near Jenin and Hebron throughout the day. Addressing the UNGA in New York, U.S. pres. Trump threatens North Korea and criticizes the 7/14/2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). He does not mention the Palestinians or the peace process. Later, Israeli PM Netanyahu takes the podium and echoes Trump’s comments on Iran, criticizing the “sunset” clause in the JCPOA, and calling on the international community to stop Iran from obtaining nuclear weapons. In his speech to the UNGA, Egyptian pres. al-Sisi calls on the people of Israel to “stand behind your political leadership and support [the peace process]” and on the Palestinian people to “unite behind” the common goal of peace. IDF troops shoot down an allegedly Iranianmade, Hezbollah-operated drone as it flies into the demilitarized zone in the Golan Heights. The drone falls inside Syrian-controlled territory. (HA, TOI, YA 9/19)

The Islamic Jihad Movement in Palestine (PIJ) announces that 1 of its fighters died “accidentally” during a mission in Gaza today. No further details are made available. (MNA 8/29)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids in and around Jenin and Bethlehem, and patrol near Hebron. For a 2d day in a row, the Egyptian authorities partially open the Rafah border crossing. They allow 882 humanitarian cases, including students and infirm individuals, to exit Gaza, while 166 Palestinians return to Gaza from Egypt. (MNA 8/29; OCHA 9/14)

Hamas’s leader in Gaza Yahya Sinwar announces that the group has restored relations with Iran. “The relationship today is developing and returning to what it was in the old days,” Sinwar says, referring to the 2011 breakdown in relations over Hamas’s refusal to support Syrian pres. Late at night in Gaza, an armed group fires a rocket into s. Israel nr. Ashqelon, causing no damage. The IAF then launches air strikes on 2 “terrorist infrastructure” targets in c. and n. Gaza, according to the IDF; 1 Palestinian woman is lightly injured. Earlier in the day, Dutch FM Bert Koenders visits Gaza to inaugurate a new Dutch scanning machine donated to Israel for use at the Kerem Shalom border crossing. He says the scanner will allow for an increase in the amount of materials that can be shipped into Gaza for reconstruction purposes. Koenders also tours several UNRWA sites throughout Gaza. In the West Bank, IDF troops arrest a Palestinian woman after she stabs and lightly injures an Israeli soldier in n. Ramallah. Later, they raid her home nr. Ramallah. The IDF patrols in 2 villages nr. Hebron and 1 nr. Ramallah during the day. Along the Syria-Israel border, IDF troops raid the al-Shahar r.c., which houses internally displaced Syrians in the UN-administered buffer zone. They evacuate the camp and demolish several tents. Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. Meanwhile, EU amb. to Israel FaaborgAndersen says there is a growing frustration within the EU about the lack of progress between Israel and the Palestinians. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. In the Gaza Strip, a mbr. of Hamas’s armed wing, IQB, dies of injuries sustained in Gaza City on 7/29/2014, during OPE. Also, a 3-story building in Dayr al-Balah collapses after being damaged during OPE last year. Meanwhile, Egyptian security forces shoot and injure a Palestinian exiting a tunnel on the Egyptian side of the border nr. Rafah. In the West Bank, Israeli forces demolish a synagogue in a settlement outpost nr. Hebron early in the morning. The IDF conducts house searches and raids in Nablus, a nearby village, and Balata r.c., arresting 31 Palestinians, most affiliated with Hamas. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. Palestinian cars have been banned from Jerusalem since the onset of the 2d intifada in 2000. (JP, MNA 4/14; HA 4/15)

In Syria, Palestinian residents of Yarmouk r.c. report that ISIS has begun retreating from previously held positions in the camp. Meanwhile, UNRWA sets up a distribution mission in a village nr. the camp to provide humanitarian assistance to refugees fleeing Yarmouk. (AFP, WAFA 4/14)

The U.S. Senate Foreign Relations Comm. unanimously approves, 19–0, an amended version of the Iran Nuclear Agreement Review Act, which would give Congress an opportunity to approve or disapprove of any agreement made between the P5+1 and Iran and increase congressional oversight on verification of the deal. In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. The transfers amount to over $100 m. per mo. and comprise 60–70% of the PA’s revenues. Senior PA official Nabil Shaath meets with 22 European Union (EU) reps. and ambs., calling on the EU to play a bigger role in future negotiations with Israel and warning that the PA’s financial and political problems could lead to violence. Senior EU officials say that the U.S. has begun limiting information passed to Israel regarding the details of the negotiations between Iran and the P5+1 (China, France, Russia, the UK, U.S., and Germany) because Israeli politicians have been presenting a distorted view of the talks. In the West Bank, IDF troops arrest 5 Palestinians at a checkpoint nr. Jenin; assault a Palestinian university student nearby, causing moderate injuries. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary. On the sidelines of the security conference in Munich, U.S. Secy. of State Kerry meets with reps. of the 3 other mbrs. of the Middle East Quartet. In a statement, they call for a resumption of peace negotiations and for all parties to avoid actions that may “prejudice final status issues.” (REU, TOI, YA 2/8)

In the West Bank, after Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis, Israeli forces return to the area and deliver a 24-hour eviction notice. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank.
