Israeli forces also shut the main entrance to Beit Umar for the 2d day in a row. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces injured 1 Palestinian with a baton round and 15 with tear gas during a raid in Silwan. 1 Palestinian family demolished their own home near the Lion’s Gate in the Old City, displacing 8. In Gaza, Israeli forces opened fire at Palestinian famers east of Rafah; no injuries were reported. In an interview with Haaretz, Israeli prime minister Yair Lapid blamed the PA for not creating a situation that allows for a 2-state solution, saying, “I accept that there is external difficulty, and the external difficulty we create. But when Israel was established, we already had a public health system, trains and a positive collective effort. You see very little such effort in the PA.” (HA 9/25)

In the West Bank, Israeli forces demolished 1 residential structure and 1 agricultural structure, razed agricultural land, and seized 1 water tank and agricultural equipment in az-Za‘ayyem. Israeli forces also delivered 1 demolition notice and ordered the removal of electric wiring in al-Twana in the Masafer Yatta area. Elsewhere, Israeli forces issued 2 stop-work notices for houses in Shaab al-Battam in the Masafer Yatta area. Israeli forces also uprooted 20 olive trees and demolished a water well in Taqqua. 12 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Hebron, Biddu, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli authorities demolished the home of 1 Palestinian family in Silwan, displacing 8; 2 were arrested while attempting to prevent the demolition. In the West Bank, Israeli settlers tried to steal sheep in Qarawat Bani Hassan before being chased away by Palestinians. Israeli forces delivered stop-work notices for 1 house, 1 water well, and 1 outhouse in al-Twana. 6 Palestinians, including 2 11-year-old boys, were arrested during late-night raids in Hebron, Husan, and al-Zawiya. In East Jerusalem, 1 Palestinian minor was arrested during a late-night raid in Silwan. Israel advanced 1,355 Israeli settlement units in the West Bank by inviting bids for construction, the last step before they are constructed. It was the 1st time that Israel promoted new settlement units since U.S. president Joe Biden took office in 1/2021. Of the 1,355 units, 729 are for the Ariel settlement, 324 are for the Beit El settlement, 102 are for the Elkana settlement, and some are for the Geva Binyamin, Immanuel, Karnei Shomron, and Betar Illit settlements. The Israeli construction and housing ministry said it is working toward doubling the settler population in the Jordan Valley by 2026. The UN envoy to the Middle East Tor Wennesland said that the UN is “deeply concerned” about the settlement expansion. The U.S. state department spokesperson Ned Price said, after being asked, that the U.S. is “concerned” and asked both Israel and the PA not to take steps to undermine a 2-state solution. Israel’s Knesset passed a bill to connect homes built without a permit before 2018 to the electricity grid inside of Israel. The bill, pushed by the United Arab List, will provide electricity to many Palestinian Israelis living in the Negev desert. (HA 10/24)

Israeli Labor leader Merav Michaeli and Meretz leader Nitzan Horowitz, both part of the Israeli government coalition, demanded in a cabinet meeting that prime minister Naftali Bennett put a hold on the 10/22 labeling of 6 Palestinian rights organizations as terrorist organizations and further settlement expansion. The leaders of all government coalition parties are scheduled to meet on 10/29 to discuss their disagreements on several issues. (TOI 10/24; HA 10/25; ALM 10/26)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Nablus, east of Bethlehem, and near Ya‘bad, damaging several cars and causing at least 3 injuries. 1 of the Israeli settlers was killed when Israeli forces chased after them and the car flipped over; 4 other settlers suffered injuries and were released without charges. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. Elsewhere, Israeli settlers assaulted 1 Palestinian man near Nablus, causing him to need treatment at a hospital. Israeli forces shot and injured 5 Palestinians using live ammunition during raids in Nablus. Israeli forces also demolished 2 Palestinian-owned houses, 1 water well, and 1 agricultural structure in al-Samou, displacing 20 Palestinians, and delivered 1 stop-work order for a water well in Dhariyya. 6 Palestinians were arrested during raids in and around Jenin refugee camp, Jenin, Nablus, al-Mughayyir, and Dahaysha refugee camp. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor, who had opened fire on Israeli forces near the Haram al-Sharif compound; he was killed as he was fleeing the scene and 1 Israeli soldier was injured as he fell during the pursuit. Israeli forces also raided 3 Palestinian-owned stores in Bayt Hanina, seizing tobacco products with PA labels. 1 Palestinian family started demolishing their own home in Silwan to avoid an Israeli-imposed demolition fee of 70,000 NIS ($22,000). 3 Palestinians were arrested during raids in Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces opened fire on agricultural lands on 3 separate occasions east of Bayt Hanun and al-Bureij; no injuries were reported. Israeli forces also made incursions and levelled 48 acres of farmland planted with peas and potatoes belonging to 7 Palestinian families. In Israel, Palestinian citizens of Israel protested Israeli police inaction in addressing violence in their communities. More than 100 Palestinian citizens of Israel have been killed in communal violence and Israeli police are largely inactive in solving the issue. Special advisor to U.S. president Donald Trump Jared Kushner met with Israeli prime minister Benjamin Netanyahu ahead of a joint trip by Israeli and U.S. officials to Morocco on 12/22 as part of the 2 countries’ normalization deal. (HA 12/21)

As part of the normalization deal between Israel and Sudan, President Trump signed a bill giving immunity to the state of Sudan for future U.S. lawsuits by victims of the 1998 U.S. embassy bombings in East Africa. The bill also provides Sudan close to $1 billion in aid and loans. (AJ, AX 12/22)

In the West Bank, Israeli settlers assaulted 2 Palestinians west of Salfit. Israeli forces delivered stop-work orders for 1 shack, 1 room, 1 house, 1 residential tent, 1 tin residential structure, and 1 water well in al-Twana. 10 Palestinians were arrested during late-night raids in and around Nahalin, Aida refugee camp, Hebron, ‘Araba, and Bayt Duqqu. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Gaza City; no injuries were reported. A Palestinian family of 18 lost an appeal in an Israeli court to prevent their eviction. The court told them they have until 8/16 to leave their house in Silwan and pay the KKL-Jewish National Fund $5,800. The 1st application for the eviction of the family was filed in 1991 and asserted that the father of the family had abandoned the property. The court found that the family had failed to prove ownership of the building. (HA 7/1)

The secretary of state of the Vatican summoned the ambassadors of the U.S. and Israel to express the Holy See’s concern over Israel’s intentions to annex parts of the West Bank. (REU 7/1)

In the West Bank, Israeli settlers attacked 1 Palestinian near Khan al-Ahmar, who was taken to a hospital in Jericho. Israeli forces began expanding a settler-only road built on Palestinian-owned land connecting 2 Israeli settlements near Nahalin. Israeli forces also delivered stop-work orders for 2 houses near Yatta and 1 water well and 1 agricultural structure near Salfit. Elsewhere, Israeli forces delivered an eviction order to 1 Palestinian living on 6 dunams (1.5 acres) of land in al-Khadir, near an Israeli settlement. 5 Palestinians were arrested during raids in and around Ramallah, Bayt Umar, and Yatta. In East Jerusalem, 1 Palestinian family started demolishing their own home in Silwan to avoid exorbitant Israeli demolition fees. 17 Palestinians were arrested, including 9 during late-night raids in Issawiyya and 8 at Bab al-Rahma in the Old City. In the West Bank, Israeli settlers vandalized Palestinian-owned property in al-Sawiya, slashing tires on 12 cars and writing racist graffiti on houses. Israeli forces delivered demolition orders for 1 park, 1 unpaved road, retaining walls, 1 playground, and 1 storage space in Haris; for several residential structures, 1 barn, and 1 water well south of Hebron; demolished and seized residential shacks and tents south of Hebron; and demolished and seized 1 greenhouse in Sawahara al-Sharqiyya. Thousands of Palestinians protested in Ramallah against Israel’s planned annexation of parts of the West Bank. 7 Palestinians were arrested during raids in and around al-‘Izzariya, al-Khadir, Bayt Fajjar, and Qabatiya. In East Jerusalem, 21 Palestinians were arrested during late-night raids in al-Tur, Wadi al-Juz, Silwan, Issawiyya, and the Old City; during a raid in al-Tur, Israeli forces seized 1 vehicle. PLO secretary general Saeb Erakat, in an op-ed in Haaretz, called on the international community to begin imposing sanctions on Israel to force Israel to back away from annexing parts of the West Bank. (HA 6/8)

In an interview with the New York Times, Hussein al-Sheikh, head of the PA’s general authority of civil affairs, said that if Israel moves ahead with annexing parts of the West Bank the financial repercussions for the PA would mean it would have to cut its $105 million a month in payments for salaries and medical expenses in Gaza. Al-Sheikh also said that the PA forces no longer would extradite Israelis arrested in PA controlled areas and that these would be tried in PA courts. (NYT 6/8)

An Israeli border police officer was convicted of assault and reckless use of a weapon after a court found that she had shot a Palestinian man using a rubber-coated bullet in the back “for fun.” (HA 6/8)

In the West Bank, Israeli forces injured 2 Palestinians using rubber-coated bullets during clashes in Bayt Umar; 1 was hospitalized for his injures. Israeli forces demolished a water well in al-Zawiya and delivered demolition orders for 4 residential structures near Jenin. In East Jerusalem, the Jerusalem Magistrate’s Court ruled to evict 26 Palestinians from their family home in Silwan. It was the 2d ruling this week in which Palestinians were ordered evicted based on claims that their homes were built on land that was owned by Jews prior to 1948. In Gaza, for the 2d day in a row, Israeli forces struck targets in Gaza, causing damage, after alleging that incendiary balloons were launched at Israel. 2 days before U.S. president Donald Trump was to unveil the U.S. peace plan, Israeli defense minister Naftali Bennet said, doing a speech at West Bank settlement, that “In no case, under no condition, will we allow for the establishment of a Palestinian state or recognition of such a state and we will not relinquish a single centimeter of the land of Israel to Arabs.” (HA 1/26)

In Iraq, 5 rockets were fired at the U.S. embassy compound in Baghdad. 1 hit a restaurant inside the compound, injuring 1. (HA 1/27)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian house, water well, and barn under construction in Yatta village near Hebron. IDF troops assault and lightly injure a Palestinian at a checkpoint north of Ramallah. They ultimately let him pass through when they fail to find weapons in his vehicle. IDF troops also arrest 23 Palestinians and issue 5 arrest summons during late night-raids near Hebron, Ramallah, Nablus, Jenin, and Bethlehem; and patrol near Jenin, Hebron, and Ramallah. In East Jerusalem, Muslim worshippers block an Israeli police officer wearing a yarmulke from entering the Dome of the Rock at Haram al-Sharif. The worshippers then barricade themselves inside the building, sparking a minor confrontation; 1 Islamic Waqf official lightly injured and 4 Waqf guards are arrested. Later in the day, Israeli forces temporarily block Muslim worshippers from entering the sanctuary. Meanwhile, Israeli forces arrest 2 Palestinians during raids in Silwan. Outgoing IDF chief of staff Gadi Eisenkot tells Israel’s Army Radio that he “can say with confidence that we found all Hezbollah tunnels infiltrating into Israel.” Eisenkot’s comments come one day after the IDF announced the end of Operation Northern Shield and 2 days after the discovery of a 6th Hezbollah tunnel in the context of that operation. In East Jerusalem, Israeli forces demolish 3 agricultural structures in Silwan and Jabal Mukabir and the foundation of a mosque in Sur al-Bahir overnight. In the West Bank, Israeli forces demolish a residential structure and a community center in Umm al-Khayr village and a water well nr. Hebron, as well as a residential structure outside Bayt Jala nr. Bethlehem. IDF troops conduct a raid in Nablus late at night, sparking clashes and a brief firefight between their PASF escort and armed Palestinians; 1 Palestinian is killed and 3 PASF troops are injured. The IDF arrests 2 Palestinians and confiscates a number of appliances during further raids in Ramallah and nr. Hebron; and patrol during the day nr. Hebron. Meanwhile, the Israeli authorities announce that they have approved a master plan for future development of Tinnik village nr. Jenin. Israel, which rarely permits Palestinian building in Area C, has been authorizing new projects in the context of DM Lieberman’s “carrot-and-stick” policy. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage. They arrest 2 fishermen and confiscate their boat. IDF troops shoot and kill a Palestinian close to the Bayt ‘Aynun junction nr. Hebron after he allegedly attempts to stab one of them, and the Palestinian Red Crescent reports that Israeli forces prevented medics from treating the man. The incident sparks brief clashes between the IDF and stone-throwers; there are no injuries. Separately, IDF troops shoot and kill a 2d Palestinian at a checkpoint nr. Nablus after he stabs and lightly injures an Israeli officer. Meanwhile, Israeli forces demolish 4 greenhouses and a water well in the Jordan Valley, a home under construction in a village nr. Hebron, and 2 livestock structures outside al-‘Arub r.c. nr. Hebron. The IDF conducts house searches and raids in 1 village each nr. Salfit and Bethlehem, arresting 1 Palestinian and issuing an arrest summons to 1; patrols in Jenin and 1 village each nr. Tulkarm, Qalqilya, and Salfit, as well as 5 nr. Hebron. The Jerusalem Municipality announces that it has approved tenders to build 142 new residences in the Har Homa settlement in East Jerusalem. Also, the Interior Ministry’s District Planning and Building Comm. approves a plan to construct over 2,200 new residences for Palestinians in Jabal Mukabir, East Jerusalem, and to retroactively approve hundreds that have already been built in the neighborhood. The PA Ministry of Civil Affairs announces that it will be providing 1 year of financial support to the approximately 15,000 Palestinian families in Gaza whose homes were destroyed during OPE. At the close of 2 days of talks in Cairo, Fatah’s Abbas and Hamas’s Mishal agree that they will both sit on the comm. that will prepare for the next elections of the PLO’s parliament-in-exile, the Palestinian National Council (PNC), marking a major step toward Hamas joining the PLO. They also agree to form an interim unity government by the end of 1/2012 and to bring elected Hamas-affiliated legislators back into the PA’s parliament, the Palestinian Council (PC), in 2/2012.
