The Palestine Chronology

A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). The IDF then raids a village nearby, arresting the Palestinian attacker’s 4 brothers and sparking clashes with stone-throwers; there are no serious injuries. (HA, JP, MNA, WAFA 11/22; PCHR 11/26)

Elsewhere in the oPt, IDF troops violently clash with Palestinians protesting w. of Qalqilya and outside a settlement nr. Ramallah; 3 Palestinians are injured. After reports of stone-throwing, Israeli forces impose an evening curfew and briefly close the main checkpoint in Huwwara, where a Palestinian girl was killed earlier in the day (see above). The IDF also conducts raids and house searches in 1 village nr. Nablus, as well as 4 villages and al-‘Arub r.c. nr. Hebron, confiscating personal property, arresting 11 Palestinians, and issuing arrest summons to 2; patrols in 5 villages and al-Fawar r.c. nr. Hebron and nr. Ramallah and Jericho. Israeli settlers throw stones at Palestinian property in 2 areas nr. Nablus, causing clashes between Palestinians and Israeli forces after settlers throw stones at a Palestinian secondary school. In East Jerusalem, Israeli forces conduct late-night raids in Ras al-Amud and Shu‘fat, arresting 6 Palestinians. In 2 separate incidents off Gaza’s coast nr. In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli forces also conduct house searches and late-night raids in and around Nablus, Jenin, and 1 village nr. Ramallah, arresting 18 Palestinians and confiscating some of their property. A Palestinian throws a Molotov cocktail at a bus of Israeli settlers nr. Nablus, then the IDF imposes a curfew on a nearby village. In East Jerusalem, Israeli security guards shoot and injure a Palestinian man at a Light Rail station nr. the French Hill settlement, after reportedly mistaking his belt buckle for a knife. Israel’s High Court of Justice approves COGAT’s request to demolish a number of tents and homes in a Palestinian village nr. Hebron. Approximately 450 Palestinians will be displaced. (MNA 5/4; JP 5/5)

Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. Mortar rounds fired from inside Syria hit a UN Disengagement Observer Force base in the Israeli-occupied Golan Heights, injuring 2 international peacekeepers. The IDF says that the fire was not deliberately aimed across the Israeli border. (AFP, REU, TOI 5/4)

In the Gaza Strip, Egyptian troops open fire on Palestinian youth along the border e. of Rafah, killing 1 and arresting 3. In 2 separate incidents, Israeli soldiers stationed along the border fence (e. of Khan Yunis r.c. and e. of Jabaliya r.c.) open fire on stone-throwing Palestinians, moderately injuring 2. In the West Bank, Israeli settlers from the Adi Ad outpost throw stones outside Turmus ‘Ayya at 2 vehicles from the U.S. Consulate General in Jerusalem, causing light damage. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), where they arrest 1 Palestinian. In the evening, Israeli troops clash with stone-throwing Palestinians in a village nr. Ramallah, then impose a curfew on the village and arrest 1 resident. IDF troops in observation towers on the Gaza border e. of Jabaliya fire on Palestinian farmers working land 400 m fr. the border (outside Israel’s no-go zone), forcing them to leave. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. Late in the evening, IDF troops on the n. Gaza border fire at Palestinian homes in Bayt Hanun for 40 mins., causing no injuries. In the West Bank, the IDF opens fire on a Palestinian vehicle driving nr. Husan village w. of Bethlehem, wounding 3 Palestinians (ages 17–21), claiming they fired on an IDF patrol; fires tear gas, stun grenades at Palestinians attempting to reach their agricultural land inside a closed military zone nr. U.S. Secy. of State Rice begins her final 4-day Middle East tour of Egypt, Jordan, Israel, and the West Bank to discuss efforts to achieve “lasting peace in the region consistent with the goal of a two-state solution.” The U.S. had announced the trip on 10/30, when optimism surrounding the Gaza ceasefire was high, hoping that the visit would end with the signing of an Israeli-Palestinian joint statement on future negotiations at a high-level Quartet meeting on 11/9. In the wake of the 11/4–5 violence, however, the White House declares today, as Rice begins her meetings, that it intends to leave IsraeliArab peacemaking to the Obama admin. and no longer thinks any Israeli-Palestinian peace deal will occur before Bush leaves office in 1/09. IDF troops on the s. Gaza border fire on Palestinian farmers working their fields nearby, forcing them to leave. The IDF also makes an air strike on a group of Palestinians nr. Jabaliya r.c. allegedly preparing to fire a rocket, injuring 1. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, in the morning, the IDF sends undercover units into Qalqilya driving a car with Palestinian plates to raid a store, arrest the owner; conducts a similar undercover raid into Nablus later in the day, raiding another store and arresting the owner; sends troops into al-Khadir village at midday, forcing stores to close, patrolling streets, withdrawing early in the evening; makes an evening incursion into Azun nr. Qalqilya, imposing a curfew, beating Palestinians who do not quickly leave the streets, withdrawing before midnight. Abbas accuses Hamas forces in Gaza of detaining nearly 50 Fatah members and supporters in a political move to undermine upcoming Cairo unity talks; at least 9 of those arrested, including a Fatah PC mbr., are released by the end of the day. In Gaza, the IDF makes an air strike on the Gaza City home of AMB cmdr. Muhammad Hijazi in what may be a failed assassination attempt, missing the building and hitting a neighboring home, injuring a Palestinian woman; bulldozes land along the border fence e. of Dayr al-Balah, Jabaliya r.c. Also in Jabaliya r.c., 2 Hamas mbrs. are seriously injured, 1 Palestinian teenager is killed when explosives they are handling detonate prematurely. In the West Bank, the IDF imposes a curfew on, patrols in Hawara nr. Nablus, withdrawing in the evening but not lifting the curfew. During the curfew, local Jewish settlers enter the village and vandalize Palestinian homes. The IDF also raids, searches the Hebron home of PC mbr. Nayif al-Rajub (among those Hamas-affiliated PC mbrs. detained by Israel as well as the religious affairs minister in Haniyeh’s original cabinet); conducts late-night arrest raids, house searches in and around Jenin town and r.c., and in Tulkarm. In Gaza, the IDF withdraws fr. al-Shuka, ending a 3-day arrest and bulldozing operation, having wounded 2 Palestinians, demolished 2 Palestinian homes; fires a tank shell at Palestinians collecting scrap metal nr. the n. Gaza border, wounding 6; makes 2 air strikes on suspected rocket-launching sites nr. Bayt Hanun, damaging an UNRWA school; sends bulldozers and tanks to uproot trees and level land to clear lines of sight nr. the Erez crossing, firing on residential areas of nearby Bayt Hanun, causing no reported injuries; conducts similar bulldozing operations along the border e. of Jabaliya r.c. and Rafah; demolishes 7 smuggling tunnels on the Gaza-Egypt border. Palestinians fire 9 rockets fr. Gaza into Israel, causing light damage but no injuries; the IDF responds with air strikes, heavy machine gun, tank, surface-to-surface missile fire on launch sites across Gaza, wounding 10 Palestinians. In the West Bank, the IDF makes an overnight incursion into ‘Azun nr. Qalqilya, imposing a curfew, firing on residential areas, wounding 2 Palestinian children (ages 13, 14) before withdrawing late in the morning; raids, searches, occupies 3 Palestinian homes in Hebron, citing the need to protect local settlers; conducts arrest raids, house searches in and around Nablus. The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. During the day, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Jordan Valley (the Israeli High Court ruled on 1/3 that they posed a security threat to Jewish settlers in nearby Ro’i settlement; see Quarterly Update in JPS 143); confiscates 169 d. of Palestinian land nr. Tulkarm for construction of the separation wall; imposes a curfew on Hawara nr. Nablus; conducts late-night arrest raids, house searches in Balata r.c., Nablus. A Palestinian gunmanfires on a Jewish settler vehicle nr. Hizma checkpoint into Jerusalem, injuring a settler and a Palestinian bystander. The IDF expands operations in n. Gaza, launching an air strike on a minivan in Gaza City, assassinating Hamas cmdr. Luay alBurnu, 2 other Hamas mbrs.; shelling Jabaliya r.c., killing 1 Hamas mbr., wounding 4; later making an air strike on Jabaliya, killing 2 Hamas mbrs., wounding a by stander in what may be an assassination. An IDF sniper fatally shoots a 12-yr.-old Palestinian girl in the head in Gaza; the IDF say he was aiming at an armed Palestinian. In Bayt Hanun, the IDF fatally shoots a Hamas mbr. in exchanges that also leave an IDF officer seriously wounded; fires an antitank rocket to demolish the home of a Palestinian militant, collapsing the walls of a neighboring home, killing a Palestinian civilian; demolishes at least 4 other Palestinian homes; continues house to house searches; lifts the curfew for 3 hrs. to let residents buy food. IDF operations along the Rafah border also continue. In the West Bank, the IDF sends undercover units into Azun in a car with Palestinian license plates, surrounds a home, arrests 1 PSF mbr. who surrenders; conducts random ID checks in, fires on residential areas of Kafr Dan nr. Jenin; conducts arrest raids, house searches in and around Jenin and Nablus, in Dahaysha r.c., nr. Bethlehem, Hebron; burns 70 d. of agricultural land btwn. the separation wall and the Green Line nr. Tulkarm (see 8/5). In Ramallah, 7 Palestinians working in the PC building are taken to the hospital with breathing difficulties after opening a suspicious letter addressed to PM Haniyeh; the building is evacuated. Overnight, the IDF destroys the last remaining bridge over the Litani River linking n. and s. Lebanon; this cuts off access to Tyre. The IDF announces a 10:00 P.M. curfew on Tyre, saying that any movement there after dark and any vehicular traffic s. of the Litani River at any time will henceforth be considered Hizballah activity and a legitimate target. As UN mbrs. narrow differences on a cease-fire res., Olmert’s security cabinet discusses speeding up the IDF’s advance to the Litani River, escalating attacks on Lebanon’s civilian infrastructure. During the day, the IDF continues heavy air, artillery strikes on some 150 targets across Lebanon, hitting s. Beirut (including 47 killed, 70 wounded in the Christian-Shi‘i suburb of al-Shiyah, where Shi‘a are pro-Amal), the Biqa‘ Valley (including Baalbek, Masnaa), in and around Nabatiyya (including 7 civilians killed in air strikes on cars traveling in Qasmiyya; 15 killed, 20 wounded in an air strike on an apartment building in Ghaziyya), and across s. By morning, the IDF imposes a general curfew across the West Bank, sealing all Palestinian-controlled areas (including the northern villages of Alar, Qabatya, Sa‘ida, al-Til, Yabad, which are considered Islamic Jihad strongholds), cutting off the n. West Bank from the rest of the West Bank, barring all Palestinian private vehicles in the n. West Bank; recommends that Palestinians leave the n. Gaza border area nr. Bayt Hanun; reshuts the Erez, Qarni crossings (opened 10/26). Overnight IDF air strikes on suspected rocket launching sites in n. Gaza damage a bridge but cause no injuries. During the day, the IDF continues mock air raids, sonic booms over Gaza; sends 35 jeeps, Apache helicopters into Jenin to arrest local Islamic Jihad leader ‘Abd al-Halim Izzeddin (a leading moderate in the group), 3 other Islamic Jihad mbrs.; also arrests the father of the 10/26 bomber, 13 suspected Islamic Jihad mbrs. in raids across the n. West Bank in connection with the Hadera bombing; 3 Hamas mbrs. are also arrested. In addition, the IDF clashes with more than 150 radical settler youths while evacuating 5 unauthorized settlement outposts nr. Efrat, Elon Moreh, Keddumim, Kiryat Arba, Worshippers Way in Hebron, leaving 1 IDF soldier hospitalized. Jewish settlers fr. Kiryat Arba harass Palestinians in Hebron. In the evening, the IDF assassinates Islamic Jihad n. Gaza cmdr. Shadi Muhanna, Muhanna deputy Muhammad Qandil, 5 others (including at least 3 bystanders), wounding 19 in an air strike on Muhanna’s car as he drives in Jabaliya r.c. just as evening prayers let out; also conducts several F-16 air strikes on open areas in n. Gaza (in 1 instance possibly targeting Abu Rish Brigades and Hamas positions in the area, but causing no injuries); conducts patrols, arrest raids, house searches in Dura, Jenin town and r.c., and nearby Kefar Rai. The IDF continues operations in Khan Yunis, shelling residential areas, wounding 8 Palestinians; shells residential areas of Jabaliya r.c., killing a 10-yr.-old Palestinian girl. The IDF further tightens restrictions on Palestinian movement in Hebron (see 12/31); imposes a 2-day curfew on Husan. The IDF also raids Tulkarm r.c., occupies the roofs of several houses, shoots and wounds a Palestinian resistance mbr. in what may be an assassination; the wounded man escapes; the IDF raids a medical center, the local hospital in an unsuccessful search for him. The IDF assassinates Islamic Jihad’s military leader Bashir al-Dabash, his bodyguard Ahmad al-Arayir, firing 2 missiles at their car as they drive in Gaza City, also wounding 3 bystanders. In n. Gaza, the IDF fires a missile at a group of AMB mbrs. allegedly preparing an attack on IDF forces in Jabaliya r.c., killing 2 AMB mbrs., wounding 3; shells residential areas of Bayt Lahiya, hitting 3 homes, killing 3 Palestinians (2 may be Islamic Jihad mbrs. targeted for assassination), wounding at least 11 (including 9 children ages 7 mos.–13 yrs.). A Palestinian militant dies of injuries received in Jabaliya on 10/4. In s. Gaza, an IDF platoon leader wounds, then executes a 13-yr.-old Palestinian girl identified by soldiers under his command as a “nonthreat." The IDF also shells residential areas, conducts arrest raids and house searches, bulldozes 9 Palestinian homes and 52 d. in Khan Yunis; fires on residential areas of al-Qarara. In the West Bank, the IDF kills an AMB mbr. in an overnight exchange of gunfire in Hebron; seals, imposes a curfew on, fires on residential areas of, conducts arrest raids and house searches in Qabatya; lifts the 10/3 ban on Palestinians entering the Ibrahimi Mosque/Tomb of the Patriarchs in Hebron. The IDF announces that it has recently arrested 13 UN employees whom it plans to indict for “suspected links to terrorism”; says it has recently arrested a 24-yr.-old tanzim mbr. fr. Silwad for the Wadi al-Haramiyya shooting in 3/3/02 in which a gunman killed 7 IDF soldiers and 3 Jewish settlers using an antique rifle. In continuing operations in n. Gaza, the IDF kills 5 Palestinians (including at least 2 civilians, one of them a 15-yr.-old girl) in shelling and gunfire in Jabaliya. In retaliation, Palestinians fire an antitank missile at an IDF patrol in n. Gaza, wounding 2 troops; fire 2 Qassam rockets at Sederot, lightly injuring 1 Israeli. Elsewhere in Gaza, the IDF fires warning shots at a group of Palestinians in Khan Yunis, killing a 4-yr.- old Palestinian; fires on residential areas of Khan Yunis, Rafah. In the West Bank, 2 wanted Palestinians and 1 IDF soldier are killed, a 3d wanted Palestinian and 4 bystanders are injured in an exchange of fire during an IDF arrest raid on Ramallah; the IDF says the soldier was killed by friendly fire. The IDF bulldozes a grove of 120 olive trees nr. Tulkarm, large areas of agricultural land in Surif for construction of the separation wall; imposes a curfew on Palestinians in Hebron to allow Jewish settlers to hold Sukkoth parades, during which settlers throw bottles, stones at Palestinian homes; conducts arrest raids in and around Bethlehem, Hebron, Ramallah, Tulkarm. The IDF expands Operation Days of Penitence, using some 200 tanks and APCs to seize control of a 3.5 mi2 of costal territory in n. Gaza. In Jabaliya r.c., IDF missile strikes kill 3 Islamic Jihad mbrs. and 2 Hamas mbrs., wound 4 bystanders; gunfire kills at least 3 Palestinians (possibly Islamic Jihad mbrs.); demolitions of Palestinian homes continue; the IDF uses loudspeakers to urge 10s of Palestinians to evacuate their homes. The IDF fatally shoots another 4 Palestinians trying to infiltrate Israel fr. n. Gaza. A Palestinian militant dies of injuries sustained in Jabaliya on 10/1.
