The U.S. White House announced that president Joe Biden will visit Palestine, Israel, and Saudi Arabia on 7/13-7/16, after the trip was postponed. The trip was originally scheduled for June. During his trip, President Biden is scheduled to meet with PA president Mahmoud Abbas, Israeli prime minister Naftali Bennett, and Saudi crown price Mohammed bin Salman. Iran’s Fars News reported that 1 employee at the Semnan Space Center was killed while on a mission. The reporting followed the death of an Iranian aerospace expert working for the Revolutionary Guard on 6/12. The initial reporting said the man was killed in a car accident. Several Iranians linked to Iran’s Revolutionary Guard, nuclear, and missile programs have been killed or mysteriously died in the past weeks. Israeli forces closed the Shufa and al-Kafiyat checkpoints. Israeli forces also violently dispersed Palestinian farmers trying to work their lands near Qusra, causing tear-gas related injuries. Palestinian families in Sheikh Jarrah rejected a “compromise” deal offered by the Israeli supreme court to allow them to stay in their homes for a minimum of 15 years, but forfeiting their ownership claims to the properties to the Israeli settler organization Nahalot Shimon and paying the organization rent. The Supreme Court will now have to rule on the residents’ appeals against eviction. In Israel, 1 Palestinian Israeli man was shot dead in Ba’ana, marking the 100th member of the Palestinian Israeli community to be killed in what is described as intra-communal violence in 2021. Some Palestinians in Israel have complained that Israeli police are uninterested in solving murders in the community. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. The Israeli police solve 71% of murders in the Jewish community, but only 23% within the Palestinian communities in Israel. 83 of the 100 Palestinians killed had died in cases that involved firearms. Israel revoked the East Jerusalem residency rights from a 36-year-old Palestinian man who had lived in the city his entire life. Israel claimed that the man, an attorney for Addameer, failed to show allegiance to Israel. The man had spent 7 years in Israeli prison. (WAFA 10/18; MDW, MEE 10/19)

PA prime minister Mohammed Shtayyeh called on the UN to send monitors to the West Bank to help prevent Israeli settler attacks, as the frequency of the attacks on Palestinians has been rising in recent months. Swedish foreign minister Ann Linde visited Israel in an effort to mend ties between the 2 countries, which have been cold since Sweden recognized the State of Palestine in 2014. Foreign Minister Linde met with Israel’s foreign minister Yair Lapid and president Isaac Herzog. UNRWA commissioner-general Philippe Lazzarini said that the agency is facing an “existential” budget crisis and currently needs $120 million to keep running its education and health care service. Commissioner-General Lazzarini said that many donors had decreased their funding due to the COVID-19 pandemic’s impact on their economies. Kahanist Israeli lawmaker Itamar Ben-Gvir of the Otzma Yehudit (Jewish Power) party called the Palestinian Israeli deputy speaker of the Knesset Ahmad Tibi a terrorist before being forcefully removed from the Knesset podium he was speaking from. Tunisian president Kais Saied ousted the Tunisian government and froze the parliament in what was said to be a coup. Tunisian forces also stormed the Al Jazeera offices in Tunis and expelled the staff from the premises. Tunisians had taken to the street on 7/25 to protest the government after a new COVID-19 spike and continued economic difficulties. In Lebanon, Najib Mikati secured 72 of 118 votes in the Lebanese parliament to be approved as the new prime minister-elect. Saad Hariri resigned as prime minister-elect on 7/15 after failing to form a government 9 months after being picked to do so. 4 members of congress, Tom Malinowski (D-NJ), Katie Porter (D-CA), Joaquin Castro (D-TX), and Anna G. Eshoo (D-CA), urged the Biden administration to speak out against companies that sell cyber intrusion tools, such as NSO Group, and to consider sanctioning such companies and the regimes that use their tools. The members’ call follows reporting from 7/18 that NSO Group, with approval from the Israeli government, sold its Pegasus spyware to foreign governments, which have used the spyware on journalists, activists, and heads of other countries. Florida governor Ron DeSantis (R) urged the Florida State Board of Administration to place Ben & Jerry’s and its parent company Unilever on the state’s list of companies to be examined in relation to boycotts of Israel. The move comes as Ben & Jerry’s announced on 7/19 that it will stop selling its ice cream in the Occupied Palestinian Territories and end its licensing to an Israeli-based franchise. (HA, HILL 7/26)

The casualties included: 1 in an air strike on a house in Jabaliya; 1 while driving a car near Gaza City; 4 by an Israeli air strike near a seaside café west of Gaza City; 2, including 1 child, in an air strike on an apartment building in Gaza City; 1 child, and 1 child was wounded during an air strike at a house in Dayr al-Balah; 1, and 1 injured in an air strike in Abasan; 2, and 2 injured in a drone strike in Bayt Lahiya; 1 succumbed to wounds sustained on 5/13 during an air strike on the American Hospital west of Bayt Lahiya; 1 Palestinian was found in rubble from a massive air strike that killed 43 in Gaza City on 5/16, raising the death toll from that strike to 44. Israel also conducted large-scale air attacks on al-Bureij, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Khan Yunis, causing extensive damage and injuries; among the buildings damaged was the Gaza COVID-19 vaccination center and a large bookstore. It was reported that several power lines had been destroyed, making the electricity supply to Gaza even worse. The trio urged the U.S. to pressure Israel to stop its attack on Gaza and evictions of Palestinians in East Jerusalem. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. In the West Bank, Israeli settlers attacked a Palestinian family in Iraq Burin, firing rubber-coated bullets and stones at the family and injuring the mother and 2 children; the settlers also stole olive saplings. Israeli settlers also assaulted 1 Palestinian in Luban al-Sharqiyya, causing their hospitalization. 1 Palestinian child was injured after a stun grenade left behind by Israeli forces exploded in his hands in ‘Aqabat Jabir refugee camp. An Israeli court in West Jerusalem upheld the eviction of 4 Palestinian families from their homes in Shaykh Jarrar. The court said the Palestinians had until 5/2 to leave their homes so Israeli settlers can move in. (WAFA 2/16)

Israel stopped a shipment of 2,000 vaccine doses sent from the PA in the West Bank to Gaza. The PA health minister Mai al-Kaila called the Israeli move arbitrary and contravening international law. Knesset foreign affairs and defense committee chairman Zvi Hauser said, “I don’t see Yahya Sinwar giving his vaccine to a merciful nurse. I assume they will go first to Hamas leaders, those who are responsible for the kidnapping of Israelis.” Another MK Avi Dichter argued that Israel should not be willing to help out Palestinians in Gaza because “Gaza has been detached and isolated from Israel . . . the considerations are totally different [than the West Bank].” PA prime minister Mohammed Shtayyeh said that the PA is awaiting more vaccine shipments before it starts vaccinating the general public. In the West Bank, Israeli forces shot and killed 1 Palestinian at a checkpoint near Bethlehem, alleging that he tried to stab Israeli soldiers; no Israeli soldier was injured. Israeli forces also forced 5 Palestinian families to leave their homes during Israeli military drills in Masafer Yatta. Elsewhere, Israeli forces raided Bayt Umar, leading to tear-gas related injuries. 1 Palestinian family started demolishing their own home near Dura to avoid exorbitant Israeli demolition fees. 6 Palestinians were arrested during raids in and around Qabatiya, Nablus, and Hebron. In East Jerusalem, Israeli forces raided the house of the Silwan football club chairman and the club’s training ground, seizing files and arresting the chairman. Israeli forces also raided a school in the Old City. In Gaza, Israeli forces opened fire on agricultural lands east of Bayt Hanun; no injuries were reported. In the West Bank, Israeli settlers vandalized Palestinian-owned property in al-Sawiya, slashing tires on 12 cars and writing racist graffiti on houses. Israeli forces delivered demolition orders for 1 park, 1 unpaved road, retaining walls, 1 playground, and 1 storage space in Haris; for several residential structures, 1 barn, and 1 water well south of Hebron; demolished and seized residential shacks and tents south of Hebron; and demolished and seized 1 greenhouse in Sawahara al-Sharqiyya. Thousands of Palestinians protested in Ramallah against Israel’s planned annexation of parts of the West Bank. 7 Palestinians were arrested during raids in and around al-‘Izzariya, al-Khadir, Bayt Fajjar, and Qabatiya. In East Jerusalem, 21 Palestinians were arrested during late-night raids in al-Tur, Wadi al-Juz, Silwan, Issawiyya, and the Old City; during a raid in al-Tur, Israeli forces seized 1 vehicle. PLO secretary general Saeb Erakat, in an op-ed in Haaretz, called on the international community to begin imposing sanctions on Israel to force Israel to back away from annexing parts of the West Bank. (HA 6/8)

In an interview with the New York Times, Hussein al-Sheikh, head of the PA’s general authority of civil affairs, said that if Israel moves ahead with annexing parts of the West Bank the financial repercussions for the PA would mean it would have to cut its $105 million a month in payments for salaries and medical expenses in Gaza. Al-Sheikh also said that the PA forces no longer would extradite Israelis arrested in PA controlled areas and that these would be tried in PA courts. (NYT 6/8)

An Israeli border police officer was convicted of assault and reckless use of a weapon after a court found that she had shot a Palestinian man using a rubber-coated bullet in the back “for fun.” (HA 6/8)

Israeli forces shut down the major road to the village with bulldozers, sparking intermittent clashes with stonethrowers wherein 9 Palestinians are injured. They also arrest 5 Palestinians on raids in the village and return the bodies of the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City (a joint funeral is held in the evening). The Israeli authorities extend the closure of part of Hebron’s Old City through 3/1. It was 1st closed on 11/1/2015, and Palestinians and internationals have been banned from entering since. (MNA 2/5)

Israel announces the construction of 1,500 new homes in the East Jerusalem settlement of Ramat Shlomo, following shortly after the Palestinian prisoners release. The govt. also advances plans for a national park on the slopes of Mount Scopus and the establishment of a visitor’s center in the settler-run “City of David” national park in Silwan. Israeli officials brief that both the U.S. and Palestinians knew in advance that such announcements of construction would accompany prisoner releases. Likud dep. minister Ophir Akunis also claims that there was approval for plans for 2,000 further units in settlements outside the blocs. UN Secy.-Gen. Ban Ki-moon calls the news “an obstacle to peace,” while U.S. State Dept. spokesperson Jen Psaki responds by saying that the administration views “continued settlement activity” do not serve to “create a positive environment for the negotiations.” PA Pres. Unnamed Western and Arab diplomats are reported as saying that it is unlikely the “Geneva 2” conference about the future of Syria will take place in 11/2013, as previously mooted. One of the main complications is the question of representation of the opposition, with opinions divided about whether the SNC should be the umbrella under which the opposition enters the negotiations. In the West Bank, the IDF seals Attara nr. Ramallah for 3 hrs. after troops discover a suspicious object during vehicle checks at the entrance to the village. Susia, escorted by the IDF, erect tents and set up electricity generators on an unauthorized settlement outpost site nr. Hebron that was dismantled by the IDF on 9/9. The Israeli High Court, ruling on a petition filed in 2003, orders the IDF to dismantle sections of the separation wall in Khirbat Jibara and Jayyus n. of Qalqilya, reinstating Palestinian access to 2,488 dunams (d.; 4 d. = 1 acre) of land. In Silwan in East Jerusalem, a Jewish settler shoots, wounds 1 Palestinian, also hitting 1 Palestinian teenager with shrapnel; the settler is arrested by Israeli police.
