Bayt Lahiya, killing 3 Islamic Jihad mbrs., wounding at least 2 Islamic Jihad mbrs. and 2 civilians; bulldozes land along the border fence e. of al-Maghazi r.c. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Bethlehem, nr. Qalqilya. Overnight, in Jerusalem, Israeli authorities hand the body of the 3/6 Mercaz Harav attacker over to his family in Jabal Mukabir for a predawn burial, hoping to prevent clashes surrounding his burial. When news breaks, however, 10s of right-wing Jewish settlers storm Jabal Mukabir, evading police barricades, clashing with riot police, throwing stones at Palestinian homes on the rim of the neighborhood. Nearby, 100s of right-wing Jewish settlers hold a protest rally demanding the expulsion of Palestinian citizens of Israel, scuffle with police. Israel’s Jerusalem Planning Comm. gives preliminary approval for construction of 2,200 Jewish settler housing units in Givat Hamatos in the East Jerusalem neighborhood of Bayt Safafa. With the Rafah border breached, Israel halts emergency imports authorized on 1/22, arguing that Gazans can now get food and fuel fr. Egypt. The IDF makes an air strike on Gaza targeting a rocket-launching site s. of Gaza City, killing 1 PRC mbr., wounding 5; fires a surface-to-surface missile at a rocket-launching site nr. Bayt Lahiya, striking near a farm, killing a Palestinian woman and child, wounding 4 other civilians (including 2 children); shoots, wounds an unarmed Palestinian teenager who strays nr. the border fence nr. Bayt Lahiya; makes several ground incursions into Gaza. Palestinians fire 20 rockets, mortars fr. Gaza into Israel, causing damage but no injuries. As the Annapolis mtgs. open, at least 15,000 right-wing Israeli demonstrators protest in Jerusalem against any possible concessions by Israeli PM Ehud Olmert to the Palestinians. In Gaza, Hamas and Islamic Jihad host a conference on Palestine, attended by Hamas’s top leaders (including Ismail Haniyeh, Mahmud Zahar), vowing to “not relinquish a centimeter of Palestine” or recognize Israel’s right to exist. In the West Bank, the IDF bulldozes a Palestinian road and barn in al-Walaja nr. the separation wall outside Bethlehem; raids, searches a secondary school in Azun nr. Qalqilya when staff is present but classes are not in session; conducts arrest raids, house searches in and around Jenin and Nablus, in Abu Dis nr. Jerusalem, and nr. Bethlehem. During the day, the new PA policing unit in Nablus, deployed by Palestinian Authority (PA) PM Mahmud Abbas on 11/2 to enhance security in keeping with the road map, makes major arrest raids into ‘Ayn Bayt al-Ma’ r.c. The IDF makes an air strike targeting wanted Hamas mbrs. Arafat al-‘Arayir and Ziad Hillis outside a mosque in Gaza City, seriously wounding both men. An 8- yr.-old Palestinian boy is killed, his father injured when the boy accidentally triggers IDF UXO. In the West Bank, the IDF fires on stone-throwing Palestinians nr. Qalandia crossing, wounding 1; shoots, wounds 5 Palestinians attempting to sneak into Jerusalem to find work. Jewish settlers fr. Keddumim nr. Qalqilya attack, damage 2 Palestinian vehicles driving near the settlement. The IDF makes an air strike on a car carrying Islamic Jihad mbrs. in Gaza City, missing the target, damaging a house and lightly injuring 1 bystander. Egyptian border police demolish a smuggling tunnel on the Rafah border. A Palestinian is injured when explosives he is handling detonate prematurely. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring several) and a similar protest at alWalaja (causing no reported injuries). Palestinian gunmen fire on a Jewish settler’s vehicle nr. Karnei Shomron settlement nr. Qalqilya, injuring 2 settlers. Having sealed the West Bank border for Rosh Hashanah (see 9/12), the IDF allows only Palestinian men over age 60 to enter Jerusalem fr. the West Bank to attend prayers marking the 1st Friday of Ramadan. The IDF makes an air strike on a car in Gaza City suspected to be carrying wanted Palestinians, missing the target and hitting a nearby home, causing heavy damage but no injuries. Islamic Jihad fires 10 mortars at the IDF base at Kissufim crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Bethlehem, Qalqilya, nr. Hebron and Nablus; raids the offices of a children’s charity in Jenin, confiscating documents. For a 2d day in Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. A Jewish settler fr. Kiryat Arba seriously injures a 10-yr.-old Palestinian boy in a deliberate hit-and-run in Hebron. Jewish settlers severely beat a Palestinian teenager nr. Nablus. In Ramallah, PA presidential guardsmen halt a car carrying the son and daughter of jailed Fatah tanzim leader Marwan Barghouti (seen as a potential challenger to Abbas), harass them both, detain and beat the son at the PA headquarters. Pro-Fatah students at al-Najah University in Nablus attack, beat pro-Hamas students protesting Abbas’s ouster of the Haniyeh government, leading to police intervention and an exchange of fire that leaves 3 students wounded, 1 critically. In Gaza, the IDF makes an air strike on a suspected rocket launching site nr. Bayt Hanun, causing no injuries. In Dayr al-Balah, 4 Palestinian children are injured by IDF UXO. In the West Bank, the IDF demolishes a Palestinian home in al-Tur nr. Jerusalem; orders the closure of a Palestinian barbershop in Hebron, stating it is too close to Beit Romano settlement; conducts arrest raids, house searches nr. Jenin. Jewish settlers fr. Kiryat Arba beat a 12-yr.-old Palestinian boy. Jewish settlers fr. Otniel uproot another 100 Palestinian olive trees nr. the settlement as part of the expansion begun on 7/14. The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. During the day, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Jordan Valley (the Israeli High Court ruled on 1/3 that they posed a security threat to Jewish settlers in nearby Ro’i settlement; see Quarterly Update in JPS 143); confiscates 169 d. of Palestinian land nr. Tulkarm for construction of the separation wall; imposes a curfew on Hawara nr. Nablus; conducts late-night arrest raids, house searches in Balata r.c., Nablus. A Palestinian gunmanfires on a Jewish settler vehicle nr. Hizma checkpoint into Jerusalem, injuring a settler and a Palestinian bystander. In Jabaliya r.c., PRC mbrs. abduct 5 Palestinians, including 2 ESF mbrs., exchanging fire with the ESF that leaves 1 of the abductees dead and sparks local demonstrations. In Gaza, the IDF makes predawn artillery strikes on Bayt Hanun in retaliation for 11/7 rocket fire, hitting a residential area, killing 19 Palestinian civilians (17 in 1 family, including 8 children, 6 women), wounding 60–80 (including at least 26 children) in what the army says is a regrettable error; Israel suspends artillery fire on n. and e. Gaza pending an investigation. The IDF also fatally shoots 2 Palestinians (at least 1 armed), wounding 6 in Jabaliya; makes an air strike demolishing 1 Palestinian home in Gaza City after warning residents to leave. By nightfall, the IDF completes withdrawal of its forces fr. n. Gaza population centers into the border area btwn. the Strip and Israel officially ending Operation Autumn Clouds, leaving a total of 78 Palestinians dead (including 1 PSF officer and 50 civilians, including 16 children, 10 women), 262 wounded (including at least 67 children, 58 women), 250 d. of land razed, at least 16 homes and a mosque demolished, some 120 homes, 3 mosques, several schools, a hospital severely damaged Palestinians fire 13 rockets fr. Bayt Hanun attempting to cart away a disused rocket launcher to sell as scrap, killing 3 Palestinian civilians, wounding 3; conducts arrest raids, house searches in al-Shuka;. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in, fires on residential areas of Araba and Fahma, both nr. Overnight, the IDF continues air strikes on s. Beirut and in the Biqa‘ Valley, killing at least 7 Lebanese, while Hizballah fires rockets into n. Israel. Minutes before the 8:00 A.M. local (1:00 A.M. ET) truce deadline, violence quiets. During the day, 10,000s of Lebanese displaced by the fighting begin returning to their homes to assess damage, although IDF warnings on vehicular movement in s. Lebanon remain in place; 1,000s of Lebanese begin returning fr. Syria. In a televised address, Nasrallah promises Lebanese that Hizballah will provide funds to rebuild; on the ground Hizballah mbrs. in areas of s. Lebanon and s. Beirut take charge of clean-up and rescue efforts, with the help of Lebanese civil defense teams and army units. During the day, Hizballah holds its fire, whereas the IDF fires on groups of Hizballah mbrs. in 5 incidents, killing at least 5 Hizballah mbrs. it claims posed an immediate threat (permissible defensive action under UN Res. 1701); flies drones around s. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. The IDF also makes an air strike destroying a house of a Hamas mbr. under construction in Brazil r.c., also destroying 2 neighboring homes, damaging several others, wounding 15 bystanders (including 7 children). In the West Bank, the IDF patrols in Beitunia nr. Ramallah; conducts arrest raids, house searches nr.
