Overnight, Palestinians fire about 20 rockets fr. Gaza into Israel in retaliation for the Qaissi assassination on 3/9, injuring 3 Israelis (1 seriously); and Israel responds with at least 10 air strikes on 6 targets (1 each in Dayr al-Balah, Gaza City, and Rafah; 3 in Bayt Lahiya), killing 6 Islamic Jihad mbrs. and wounding 6. During the day, at least another 4 Palestinians (all PRC mbrs.) are killed, 18 Palestinians are wounded (2 militants and 16 civilians, including 1 child), and 1 Israeli is injured by cross-border fire. These attacks include 9 Israel air strikes on 5 targets (1 in Abassan, 2 in Gaza City, 2 in Rafah), IDF cross-border gunfire on unarmed civilian protesters, and another 80 Palestinian rockets and mortars fired into Israel (exclusively by Islamic Jihad and the PRCs). Meanwhile, Gaza’s power plant shuts down completely for lack of fuel imports (see 3/1/12). In the West Bank, the IDF conducts morning patrols in 4 villages nr. Jenin (synchronized), 2 nr. Jericho (synchronized), and 2 nr. Ramallah; and conducts evening patrols in 2 villages each nr. Jenin, nr. Jericho, and Ramallah and in 1 village nr. Tulkarm. Israeli drones makes an air strike on a car in Gaza City, assassinating Zuhair al-Qaissi, top military cmdr. the Popular Resistance Comms. (PRCs) and senior PRC mbr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. In response, Islamic Jihad and the PRCs fire at least 6 Qassam rockets, 4 Grads, and 2 mortars fr. Gaza into Israel, causing no damage or injuries. Later, Israel carries out 2 more air strikes on a rocket-launching team e. of Gaza City, killing 3 Islamic Jihad mbrs. Late in the evening Israeli warplanes make 3 air strikes on separate targets nr. Gaza City, striking a residential area (lightly injuring 2 civilians inside their home), targeting a garage under an apartment building (injuring 3 civilians, including a child), and targeting a group of armed Palestinians, killing 1 Islamic Jihad mbr. In the West Bank, the IDF patrols in 6 villages nr. Ramallah in the morning; 3 villages nr. Jenin in the evening (firing tear gas and stun grenades at stone-throwing youths who confront them in 1 instance, causing no injuries); and 1 village nr. Tulkarm late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni’lin; demonstrations in Bil’in and Nabi Salih also call for solidarity with Palestinian prisoners in Israeli jails. Similar protests area also held in Bayt Dajan nr. Nablus and Kafr Qaddum nr. Qalqilya. IDF soldiers fire live (Nabi Salih only) and rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries; 1 American activist is arrested. Jewish settlers fr. Eli settlement nr. Nablus uproot 40 nearby Palestinian olive trees. Jewish settlers fr. Metzad settlement nr. As the armed conflict in Syria escalates, Hamas officials in Lebanon meet with Hizballah leaders to urge them to back away from supporting the Asad regime, warning that continued support for a regime that kills innocent civilians would undermine Hizballah’s reputation. (NYT 4/6)

In the afternoon, the IDF carries out an air strike on a rocket-launching team in s. Gaza, killing 1 DFLP mbr. and seriously wounding another. By nightfall, Egypt announces it has secured pledges fr. the Palestinian factions to a reimpose the cease-fire. Netanyahu publicly states that “there is no cease-fire,” vowing to attack if Israel perceives a threat; Islamic Jihad says it reserves the right to respond if attacked. Late at night, the IDF carries out 3 air strikes targeting mbrs. of the armed wing of the Salafist alAhrar Movement nr. Khan Yunis, killing 2 al-Ahrar mbrs., and fires 2 drone missiles at another group of armed Palestinians in Jabaliya in n. Gaza, causing no reported injuries. There is no immediate Palestinian retaliation. In the West Bank, the IDF daytime patrols in Tulkarm town and r.c., 3 villages nr. Ramallah, 2 nr. Salfit, and 1 each nr. Israel carries out 3 air strikes (drone and warplanes) targeting Palestinian rocket-launching teams and smuggling tunnels on the Rafah border, killing 1 armed Palestinian and 1 tunnel worker and wounding 6 Palestinians (including 1 child). Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) Other targets include smuggling tunnels on the Rafah border, the main waste treatment facility in Nussayrat refugee camp (r.c.) in central Gaza, and numerous Hamas facilities and suspected weapons storage facilities across the Strip. With air strikes continuing into the evening, Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), declares that it no longer considers itself bound by a unilateral cease-fire that had been in place since the end of Israel’s Operation Cast Lead in 1/2009. Israeli officials discuss the possibility of launching an all-out offensive on Gaza. A Hamas mbr. injured in an 8/15/11 Israeli air strike on Gaza dies. In Cairo, 100s of Egyptians angry over Israel’s killing of 3 soldiers in the Sinai on 8/18 gather outside the Israeli emb., demanding Israel’s amb. be expelled. Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings. The Muslim Brotherhood’s candidate for pres., Abdel Moneim Abou el-Fatouh, calls the incident an Israeli act of war, saying the SCAF should abrogate the 1979 peace treaty. (NYT, WP 8/20)

Jericho and Ramallah during the day and in 1 village nr. Ramallah late in the evening; conducts late-night raids into 2 villages nr. Qalqilya, summoning 5 Palestinians for questioning. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in (for the 1st time since protests there were suspended on 6/24), Kafr Qaddum, Ni‘lin, and Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, lightly injuring 1 Palestinian; 2 Israeli activists and 1 Palestinian are arrested. Jewish settlers fr. Yitzhar set fire to nearby Palestinian olive groves, damaging 3,000 trees. In East Jerusalem, up to 4,500 left-wing Israeli activists and Palestinians march in a show of support for Palestinian statehood organized by the group Shaykh Jarrah Solidarity; an estimated 80% of participants are Israeli Jews and the rest mostly Palestinians fr. The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. Israeli DM Barak stresses that the assaults are in response to the bus attack on 4/7 and not the start of a major offensive. Palestinians fire another 24 mortars and 6 rockets, causing damage in 2 incidents but no injuries. Various factions claim responsibility for firing, including the AMB, DFLP, Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the PRCs. Israel’s new Iron Dome system intercepts 3 of the rockets. In addition, IDF troops on the n. Gaza border fired warning shots at Palestinian farmers nr. the border fence, forcing them to flee. Israeli naval vessels fired toward the Gaza City beach and at Palestinian fishermen off the coast w. of Nussayrat r.c., causing no injuries. With the past 24 hrs. marking the worst flare-up in crossborder violence since OCL, UN Secy.-Gen. Ban calls on both sides to observe a ceasefire immediately. An IDF drone makes an air strike on a motorcycle in Rafah, assassinating Islamic Jihad mbr. Muhammad Abu Mu‘ammar and seriously wounding Islamic Jihad’s ‘Abdullah al-Ghalban; Israel alleges the men were responsible for the 3/29 rocket fire toward Israel. The IDF also makes a brief incursion into n. Gaza nr. Bayt Lahiya, firing warning shots at farmers to force them to leave the area, then leveling land to clear lines of sight. In the West Bank, the IDF conducts late-night arrest raids, house searches in Bayt Umar (first blocking off all entrances to the village), Dahaysha r.c., and Hebron. A 2d air strike targets a smuggling tunnel on the Rafah border; no injuries are reported. In the West Bank, the IDF patrols in and around Jericho, in al-Bireh, and in 5 villages nr. Jenin, Qalqilya, and Ramallah; conducts late-night arrest raids, house searches in Bayt Umar and nr. Jericho. Palestinians fire at least 7 mortars, 6 homemade Qassam rockets, and 2 manufactured Grad rockets fr. Gaza into Israel during the day, causing no injuries. Israel retaliates with several air strikes and tank fire on Hamas buildings and a launching site, lightly injuring 3 Palestinians. The largest strike (4 missiles) targets the fmr. PA General Intelligence building outside of Jabaliya in the evening, heavily damaging the building and collaterally damaging 30 homes, 4 businesses, and 2 schools. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. Qalqilya, 4 nr. Ramallah, and 2 each nr. Jenin (where troops fire tear gas at stone-throwing youths who confront them, causing no injuries) and Jericho, as well as searching 2 open areas nr. Tulkarm. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. The intervention is not enough to give Libyan rebels the upper hand, however; fierce fighting continues nationwide through the end of the quarter. (NYT 3/24, 3/25)

In Yemen, Pres. Saleh, responding to growing pressure (see 3/18), reins in the military and states that he would step down if he could arrange “an honorable transfer of power” that would keep the govt. in “safe hands.” Over next 2 wks., Saleh and the opposition hold talks but cannot reach an agreement. Overnight, Israel makes an air strike on Gaza, killing 1 Palestinian preparing to fire a rocket into Israel. Between dawn and mid-morning, Islamic Jihad fires 3 manufactured Grad rockets fr. Gaza into Israel, causing light damage and slightly injuring 1 Israeli. Later, unidentified Palestinians fire 7 mortars fr. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. Several hours after that, the IDF returns to block the main entrance of the village with cement blocks and sand barriers. The IDF also patrols in Jericho (photographing the Intercontinental Hotel) and 3 villages nr. Ramallah; conducts late-night arrest raids, house searches in and around Hebron and in Tulkarm. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Over the succeeding days, clashes spread to towns and villages across the nation, becoming nr. daily events but remaining relatively small (in the 1,000s) and uncoordinated. Hot spots include Baniyas, Hama, Homs, Idlib, Latakia (which was reported to be “near anarchy”), and the Kurdish zone. (Only a few protests are reported in Damascus.) Govt. forces routinely dispersed the rallies, violently killing around 100 nationwide by 4/4. Meanwhile, Syrian activists mobilize through online social networking sites to call for mass protests every Friday until the regime falls. Israel makes 2 air strikes on Gaza targeting the launch site of 4 mortars fired into Israel minutes earlier (causing no damage or injuries), hitting a nearby residential area, killing 4 Palestinian civilians (including 3 children) and wounding 11 (4 critically); Netanyahu expresses regret for accidentally harming civilians but accuses Palestinian militants of using civilians as human shields to carry out rocket and mortar attacks (even while there was no rocket fire at the time of the strikes). In the evening, Palestinians fire a manufactured Grad rocket and several mortars fr. Gaza into Israel, causing no damage or injuries. Later, the IDF carries out a 3d air strike, killing 4 Islamic Jihad mbrs. preparing to launch a rocket into Israel. The IDF also makes a brief incursion into Gaza northeast of Gaza City to level lands and clear lines of sight. Israeli naval vessels fire on Palestinian fishermen off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF makes a predawn raid on Awarta, imposing a curfew and arresting 9 Palestinians, possibly in connection to the 3/11 Itamar murders; patrols in 2 villages nr. The Knesset passes (37-25, with 58 abstaining or not voting) the “Nakba Law,” which allows state funding to be reduced to communities or groups that commemorate the Nakba, deny Israel is a Jewish state, question whether Israel is a democracy, or harm Israeli national symbols. It also passes (35-20, with 65 abstaining or not voting) the “Admissions Committee Law” allowing Negev and Galilee Jewish communities with fewer than 400 families to reject potential residents (i.e., Palestinians) who are “socially unacceptable.” (IsRN 3/23; JTA 3/24)

Palestinians fire 1 homemade Qassam rocket and 1 mortar fr. Gaza into Israel, causing no damage or injuries. A mysterious explosion s. of Gaza City kills 1 Islamic Jihad mbr., wounds 2. Islamic Jihad accuses Israel of staging an air strike, but the IDF denies an attack. A smuggling tunnel on the Rafah border collapses, injuring 3 Palestinians. In the West Bank, the IDF levels 5 dunams (d.; 4 d. = 1 acre) of agricultural land nr. Salfit; sets up a checkpoint at the entrance to Araqa village nr. A govt.-appointed Israeli panel charged in 2008 with investigating the 7/22/02 assassination of Hamas military leader Salih Shihada in a massive air strike on a residential area of Gaza City that killed 19 bystanders and wounded some 140 (mostly women and children) concludes that the operation was flawed by putting too much emphasis on killing Shihada and not enough on the “risk of harm to uninvolved civilians,” but “did not stem from disregard or indifference to human lives.” (NYT 2/28)

Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. The IDF retaliates with at least 5 air strikes on Hamas and Islamic Jihad targets in Khan Yunis and Rafah, wounding 4 Palestinian civilians (including a baby); in 1 instance, Israeli intelligence units phone the targeted site to warn residents to evacuate, calling a 2d time before the strike to make sure the house is clear (no one is injured in that strike). IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1 Palestinian. With daily antigovernment protests continuing, the head of Bahrain’s banned al-Haq party, seen as the hard-line leader of Bahrain’s oppressed Shi‘i majority, returns fr. exile and is greeted by throngs of supporters, in what is seen as an escalation against the regime. (WP 2/28)

The IDF makes a major air strike on Bureij r.c. in Gaza, destroying 1 building and damaging 8 nearby houses and a poultry farm, injuring 1 child. The IDF also makes 4 air strikes on an Islamic Jihad training site nr. Khan Yunis, causing no injuries. In the West Bank, the IDF patrols in a village nr. Tulkarm. In the morning, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing light damage but no injuries. In the afternoon, Islamic Jihad mbrs. fire 2 more mortars into Israel, causing no damage or injuries. Late in the evening, the IDF retaliates with an air strike, destroying an abandoned plastics factory in Gaza City (an alleged weapons manufacturing facility), also damaging a nearby PA Health Min. warehouse used for storing medicine, a textile factory, and a school and lightly injuring 11 Palestinian civilians (including 4 children). An hr. later, the IDF makes 2 air strikes on an Islamic Jihad training site in Khan Yunis (injuring 2 Islamic Jihad mbrs.) and a smuggling tunnel on the Rafah border (no injuries). Also during the day, the IDF makes a brief incursion into s. Gaza e. of Shuka village to level lands and clear lines of sight, firing on nearby residential areas to keep Palestinians indoors, causing no injuries. UNRWA reports that it has resumed 3 stalled construction projects in Gaza after Israel allowed in 2 large shipments of construction aggregates (see 2/1). Egyptian demonstrators hold the largest rally in Tahrir Square to date and surround the parliament building, rejecting government proposals for an extended transition and demanding Mubarak’s immediate removal and dissolution of parliament. Huge demonstrations are also held in Alexandria, Suez, and other cities. Egyptian labor unions begin a nationwide general strike to observe a “Week of Steadfastness” with demonstrators. Some opposition figures note (e.g., WP 2/7) that some of these steps were significant and might have been enough to appease protesters 2 wks. ago, but that the mood has shifted significantly since then and these steps are now seen as far too little. Early in the morning, IDF troops on the Gaza border e. of Gaza City open fire and direct artillery strikes on armed Palestinians operating nr. Juhur al-Dik village, killing 1 armed Palestinian and hitting a Palestinian home and lightly injuring 3 girls (ages 5–12), then making a brief incursion 400 m into the area. Around the same time, IDF troops on the n. Gaza border nr. Bayt Lahiya make a brief incursion to arrest 6 Palestinians collecting scrap material fr. destroyed homes and a brick factory nr. the border (they are released after 12 hrs. of questioning). Several hrs. later, the IDF makes an air strike on Gaza killing Islamic Jihad mbr. Faris Jabir, who Israel claims was part of a squad preparing an attack on the Qarni border crossing. (Palestinians notably do not claim his death as an assassination.) In the West Bank, the IDF bulldozes 6 wells and 5 agricultural storehouses nr. the separation wall northwest of Hebron, confiscating electrical generators and irrigation equipment. Two yrs. after Israel’s High Court ruled that a section of the separation wall in Bil‘in must be rerouted, the IDF begins work to move the barrier; residents welcome the change but stress that it falls far short of their demands that the wall be removed altogether. In the West Bank, the IDF conducts daytime arrest raids, house searches nr. Hebron, Jenin; sends troops into Bayt Umar in the evening, occupying the top floor and roof of a Palestinian home as an observation post, firing on Palestinian stone-throwing youths who confront them, seriously injuring 1 Palestinian teenager with a gunshot to the head, arresting 2; conducts synchronized late-night arrest raids in villages around Hebron and Jenin, and additional late-night arrest raids nr. UNRWA is forced to suspend its food distribution to Gazan refugees for the 2d time in 60 yrs.
