In the West Bank, Israeli forces demolished 8 structures in a bedouin village north of Ramallah and delivered demolition notices for 2 houses near Bethlehem. 11 Palestinians were arrested in and around Tulkarm, Jenin, Bethlehem, and Ramallah; during the raid in Tulkarm, 2 Palestinians were shot by Israeli forces using rubber-coated bullets; during the raid near Jenin, 1 Palestinian was shot by live ammunition. In East Jerusalem, 1 Palestinian-owned home was demolished in Silwan and 1 Palestinian family demolished their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. 4 Palestinians were arrested. In Gaza, Hamas authorities initiated a 48-hour curfew after 4 members of the same family tested positive for the COVID-19 virus on 8/24; these were the 1st people to test positive in Gaza outside of designated quarantine facilities. Both PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met separately with the British foreign secretary Dominic Raab in Ramallah. President Abbas told Secretary Raab peace cannot be achieved by bypassing the Palestinians through normalization of relations with other Arab countries. (WAFA, WAFA 8/25)

U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. In the West Bank, IDF troops shoot and injure 3 Palestinians amid clashes sparked by a raid in Tuqu‘ near Bethlehem. They also assault an elderly Palestinian woman and destroy some furniture during a raid in Hebron; shoot and injure a Palestinian minor who allegedly threw a Molotov cocktail at an IDF post near Bethlehem; assault and injure a Palestinian minor outside an abandoned Israeli settlement near Jenin; arrest 2 Palestinians during late-night raids near Tulkarm and Jenin; and patrol near Hebron. Israeli settlers assault a number of Palestinian farmers working near Jericho, forcing them from their fields. In East Jerusalem, Israeli forces demolish a residential building in Silwan, displacing 14 Palestinians. Al-Monitor reports that the Egyptian authorities decided to largely close the Rafah border crossing on 1/5 in part due to the PA’s withdrawal from the Palestinian side of the crossing, as was previously reported, but also in part out of displeasure with the Qatari transfers of money to Gaza. According to a Hamas source, the Egyptians were “furious” about Qatar’s growing influence in Gaza and wanted to punish Hamas. The Egyptian authorities reportedly only opened the crossing on 1/29 after pressure from the Israelis. (ALM 1/31)

Israel’s Public Security Minister Gilad Erdan signs an order extending the ban on several Palestinian institutions in East Jerusalem, including the Palestinian Prisoner’s Club, the Center for Palestinian Studies, and the Orient House, which once housed the PLO’s headquarters in East Jerusalem. “The PA has recently been trying to strengthen its presence in East Jerusalem in sophisticated ways, including the transfer of significant funds for activities,” Erdan says. “I will continue to strengthen Israeli sovereignty throughout Jerusalem, and prevent any Palestinian attempt to create a foothold in the eastern part of the city.” (JP, TOI 1/31)

The EU announces a new €2.37 million (approximately $2.7 million) to support Palestinian farmers and agricultural businesses in the West Bank. Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem. Israel’s High Court of Justice holds a hearing on the fate of Khan al-Ahmar, the West Bank Bedouin village the Israeli government intends to evacuate and demolish. Two of the three judges reaffirm their view that the evacuation and demolition cannot be avoided. The entire panel calls on the lawyers on both sides to compromise on a new relocation plan because the villagers have rejected the government’s proposal, which would move them to a site near a garbage dump outside Abu Dis. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Israeli forces demolish the inner walls of a home nr. Hebron. IDF troops arrest 8 Palestinians and confiscate 1 car during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol nr. They also arrest 5 Palestinians during late-night raids in and around Nablus and nr. Ramallah; and patrol nr. Qalqilya and Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Silwan. In Israel, a mosque in Lydda is fined around NIS 726 (approx. $200) in accordance with Israel’s “pollution and nuisance” law for using loudspeakers to broadcast the call to prayer at night. The Israel Land Authority announces that the bedouin village Umm al-Hiran will be demolished on 11/22. The village’s residents are to be evacuated and relocated to a nearby municipality to make way for the construction of a new Jewish settlement called Hiran. (EI 11/23)

Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. Amid heightened tensions and the ongoing IDF closures in the Hebron district, Israeli settlers enter Kafr Haris village nr. Hebron overnight to perform religious rituals. Palestinians in the area report that a group of Israeli settlers have been setting up a new illegal settlement outpost outside the village. Meanwhile, IDF troops conduct raids in Silwad village nr. Ramallah, sparking clashes with stone-throwing Palestinian youth; 1 Palestinian is seriously injured. Late at night, IDF troops arrest 10 Palestinians and issue 1 arrest summons during further raids and house searches nr. Hebron, Bethlehem, Nablus, and Jenin; and patrol in 5 villages nr. Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians suspected of stone-throwing in Issawiyya. They also conduct raids in the Old City, breaking up a minor physical confrontation between Jewish Israelis and Palestinian youths (7 Palestinians are assaulted and 4 are arrested). The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. Israel’s security cabinet approves the reconciliation deal with Turkey announced officially on 6/27. Only 3 ministers vote against it: DM Lieberman, Education Minister Naftali Bennett, and Justice Minister Ayelet Shaked. The Israeli Civil Admin.’s Higher Planning Council gives preliminary approval of a 2014 master plan for a settlement bloc nr. The IDF’s Military Advocate Gen. concludes his internal investigation into its 7/16/2014 air strike that killed 4 children on a Gaza beach during OPE, determining that the “incident took place in an area that had long been known as a compound belonging to Hamas’s Naval Police and Naval Force,” which made it a “lawful target” by IDF regulations. No criminal or disciplinary action will be taken.
