In the West Bank, Israeli settlers from the Yitzhar settlement threw stones at 1 house and 2 vehicles in Burin, breaking the windshields of the cars. 1 Israeli settler also rammed 1 Palestinian child with his car near the Kiryat Arba settlement. Israeli forces raided Aqabat Jaber refugee camp, leading to a confrontation with Palestinians; tear-gas related injuries were reported. 4 Palestinians were arrested during late-night raids in Fahma, Jaba‘, and Tubas. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Jabalia refugee camp, killing 1 Palestinian and injuring 5 others with live ammunition; Israeli forces claimed Palestinians threw explosives at them. Israeli forces also shot and injured 1 Palestinian with live ammunition east of Abasan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya, injuring 1 with live ammunition. In Syria, Israel conducted air strikes near Damascus, causing damage. Syrian state TV said the country’s missile defense system had intercepted most of the Israeli missiles. During the attack, 1 surface-to-surface missile was fired at Israel but landed in the sea. (AJ, HA, JP, TOI 9/3)

Israel released 1 pregnant Palestinian woman from prison after international and Palestinian pressure. The woman was released to house arrest and on $12,000 bail. She is accused by Israel of an attempted stabbing in March outside of an Israeli settlement in the West Bank. (WAFA 9/1; HA, MEMO, TOI, WAFA 9/2; HA, MEE 9/3; AJ 9/5)

Hamas said it rejected the framework agreement between the U.S. and the UNRWA signed on 7/15, calling it “dangerous and humiliating.” Hamas said that the framework threatens the refugee issue and is an obstacle to UNRWA employees. (MEMO 9/3; ALM 9/23)

PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. An unnamed PA source said, according to Haaretz, that the Biden administration has conveyed to the PA that it will not exert pressure on the Israeli government to engage diplomatically with the PA while Israel is in budget negotiations. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. The JNF has set aside $31 million for the settler project. (HA 9/2)

Along Gaza’s border, IDF troops open fire on Palestinian shepherds working the border fence near Dayr al-Balah, causing no injuries. In the West Bank, IDF troops prevent a number of activists and PA officials from entering Khan al-Ahmar, a Jerusalem-area Bedouin village that is slated for evacuation and demolition. They also arrest 1 Palestinian during a raid in Hebron; and patrol near Hebron, Tulkarm, and Qalqilya. The Hamas-run Interior Ministry in Gaza announces that 5 Palestinians have been arrested in connection with the break-in to the offices of the Palestinian Broadcasting Corporation on 1/4. A Hamas spokesperson says that all 5 men are former employees of the PA government in Gaza whose salaries the PA recently suspended. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Cairo to discuss the recent escalation of tensions between Hamas and Fatah, among other regional issues. Israeli forces punitively demolish a Palestinian home in Kafr ‘Aqab, n. of Jerusalem, sparking clashes with stone-throwing residents of the area; 1 Palestinian is killed and several are injured. The owner of the home was killed on 10/9 after participating in the drive-by shooting of a crowd of Israelis. Elsewhere in the West Bank, IDF troops conduct arrest raids in Balata r.c. nr. Nablus late at night, sparking clashes with stone-throwing Palestinians; 1 Israeli soldier and 1 Palestinian are injured. They also arrest 2 Palestinians during raids nr. Nablus and Salfit, assault and seriously injure a Palestinian at a checkpoint nr. Nablus, and patrol during the day nr. Hebron and Salfit. An Israeli settler driver attempts to ram 2 Palestinian youths nr. Hebron, causing no injuries. Following high-level contacts between the Israeli and Egyptian govts. and massive Israeli pressure against the draft UNSC res. Egypt circulated on 12/21, 2 Western diplomats say that the vote set for today has been postponed indefinitely. Later, 4 mbrs. of the UNSC—New Zealand, Venezuela, Malaysia, and Senegal—give Egypt an ultimatum. France’s FM Jean-Marc Ayrault announces that the peace conference initially set for 12/21 is now scheduled for 1/15/2017, adding that the summit will present conclusions to Israeli PM Netanyahu and PA pres. After the residents of the illegal Amona settlement outpost formally pledge to evacuate their homes peacefully, Israel’s High Court of Justice agrees to the govt.’s request for a 45-day postponement of its order for the outpost to be evacuated and demolished by 12/25. In the West Bank, a Palestinian man from al-Fara‘a r.c. nr. Tubas succumbs to injuries sustained during an IDF raid of his home in 2008. Israeli forces demolish 5 residences and a sheep barn in a village nr. Hebron; continue leveling land in a village nr. Bethlehem to eventually expand a nearby Israeli industrial zone. IDF troops clash with residents of a village n. of Jerusalem and 1 nr. Ramallah, injuring 9 with rubber-coated metal bullets and arresting 4; violently disperse Palestinian students demonstrating outside Ofer Prison in Ramallah, injuring 7 with rubber-coated metal bullets and arresting 1; 2 Israeli soldiers are lightly injured in the ensuing clashes. The IDF also conducts house searches and raids in 1 village each nr. A group of Palestinians in Israeli prisons cancels its plans, announced on 3/9, to begin a series of demonstrations on 3/10 in protest of the poor conditions. According to Al Jazeera, the move comes after the group makes a preliminary deal with the Israel Prison Service (IPS), allowing for more frequent family visits, but an IPS official will refute the report on 3/11. In the Israeli-occupied Golan Heights, an IDF officeris lightly injured from gunfire emanating from Syria nr. Qunaytra. Meanwhile, senior United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) official Pierre Krähenbühl accompanies a convoy of aid into Yarmouk r.c. in Syria, the 1st shipment of assistance to the camp’s 18,000 occupants in 3 mos. In Gaza, the chair of Qatar’s Comm. to Rebuild Gaza, Mohammed al-Emadi announces a series of new projects to build 1,000 housing units in Gaza, and that the 1st shipment of materials—4 truckloads of cement—arrived from Israel today. In the West Bank, IDF troops shoot and kill a Palestinian at a junction between Bethlehem and Hebron, later alleging that the man was attempting to steal a car. The IDF raids the home of 2 PA security officers nr. Nablus, and Palestinian officials call it a provocative step. On a late-night arrest raid in Jenin r.c., Israeli soldiers shoot and injure a Palestinian man with rubber-coated metal bullets and arrest 4 others, sparking clashes with stone-throwing residents and arresting 1 more. Hours after unknown assailants shoot at an Israeli military vehicle nr. Abud village n. of Ramallah, Israeli forces conduct house-to-house raids in the village, fire stun grenades and flares, and shut down a road leading to a nearby monastery. The IDF also conducts house searches and arrest raids nr. Salfit and Hebron; demolishes 1 Palestinian home and 2 animal shelters in a village nr. Ramallah; arrests a Palestinian outside the Gush Etzion settlement nr. Bethlehem. Separately, an Israeli settler runs over with his car 2 sheep belonging to a Palestinian nr. Nablus. In the Gaza Strip, Israeli authorities reopen the Erez border crossing, having closed it on 1/8. IDF troops e. of Rafah open fire on agricultural land nr. the border fence, causing damage. Dozens of employees of the Hamas-run govt. protest outside the PA unity govt.’s headquarters in Gaza City, calling for their full salaries to be paid for the 1st time since 6/2. In East Jerusalem, unknown Israelis vandalize 11 Palestinian-owned vehicles in Bayt Safafa, puncturing tires and leaving racist pricetag graffiti. Israeli forces conduct a house search in al-‘Izzariya, arresting 2 Palestinians. In s. Israel, an Israeli police officer shoots and kills a 22-year-old Palestinian with live ammunition during an arrest raid in Rahat in the Negev, sparking clashes between the police and local Palestinians. This is the 80th time Israeli authorities have ordered demolitions in the village since 2010, when it was 1st targeted. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23. No other parties attend the session. The decision comes after 2 weeks of increased tension between Hamas and the PA unity govt. (AFP, MNA, NYT 1/14; MNA 1/15)

U.S. Secy. of State Kerry meets with Iranian FM Zarif in Geneva to discuss the negotiations over Iran’s disputed nuclear program. Kerry says he is hoping to “accelerate the process to make greater progress,” but he will not participate in the coming 3 days of bilateral talks or the broader talks between reps. of Iran and the full P5+1 on 1/18. In the Sinai Peninsula, the Sinai Province of the Islamic State kills 3 bedouins suspected of collaborating with Israel. (MNA 1/15)

The IDF conducts approximately 100 strikes on targets across the Gaza Strip, killing 14 Palestinians in Bayt Hanun, Rafah, Khan Yunis and Dayr al-Balah. Hospitals in Gaza report a serious shortage of medicines and equipment, particularly for trauma injuries. Palestinians fire around 100 rockets and mortar shells into Israel, causing damage and seriously wounding 2 children in the bedouin village of Lakia. Iron Dome batteries intercept 15 of the projectiles. In addition, al-Qassam Brigades fly a drone into s. Israel along the coast nr. Ashdod, and the Israeli Air Force (IAF) shoots it down. In the West Bank, IDF troops shoot and kill a 22-year-old Palestinian civilian in clashes nr. Hebron. In Bayt Umar nr. Hebron, IDF troops shoot and injure 2 Palestinians in another confrontation. Following a meeting of Arab League FMs in the evening, Egypt’s Foreign Ministry proposes a cease-fire to start the next day, followed by talks in Cairo. The Arab League welcomes the proposal. A rocket launched from inside Lebanon hits n. Israel, causing no damage or injuries, the 4th such attack in recent days. IDF troops respond with artillery shells. (REU 7/14)

Palestinian citizens of Israel observe a general strike called for by the High Follow-Up Cmte. and carry out demonstrations to protest the govt.’s proposals for the Negev which will force tens of thousands of Bedouin from their homes. Protests a few thousand-strong against the planned demolition of villages take place in Beersheba as well as nr. Sakhnin in the Galilee. There are also solidarity demonstrations in the West Bank cities of Ramallah, Hebron, and Nablus. (HA, JP, YA 7/15)

U.S. Secy. of State John Kerry departs Washington for Amman for talks with Jordanian and Arab League officials about the Israeli-Palestinian peace process. There is no plan for a visit to Israel or the West Bank on this trip, his 6th to the region since assuming office on 2/1. (AP, REU 7/15)

Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. Gaza City and on a Hamas training base in n. Gaza, causing no reported injuries. In the West Bank, IDF troops nr. Hebron uproot 690 trees and bulldoze 22 dunams (d.; 4 d. = 1 acre) of agricultural land, a well and water tank, and 800 meters (m) of fence surrounding the fields, located in Surif village; and demolish a mosque, a school, and 19 shelters in Khirbat Janba bedouin community; conducts daytime patrols in Qalqilya, Tulkarm, 4 villages nr. PA pres. and Fatah head Abbas holds separate meetings in Cairo with Hamas leader Mishal and Hamas’s acting PM in Gaza Ismail Haniyeh (marking their 1st meeting since 2007). Afterward, Fatah officials stated (Jerusalem Post 2/26) that Abbas has agreed to Mishal’s request to suspend talks on implementation of the 5/2011 Fatah-Hamas unity deal until Hamas resolves its internal disputes. IDF spokesman Maj. Guy Inbar acknowledges that Israel plans to relocate some 2,000 Bedouin fr. 20 encampments in the hills e. of Jerusalem (in area C) to clear the way for the expansion of Ma’ale Adumim settlement into the E1 zone to link it with Jerusalem. Officially, the government says the relocation plans are part of its broader initiative to “provide the bedouin across the West Bank with sites where they can build legally with access to water, electricity, and government services.” Construction in the E1 zone and settlers’ preparations for expansion of Ma’ale Adumim into the area have been planned since 2009, but this marks the 1st admission that the government has started logistical planning to remove the Bedouin population fr. the area. Meanwhile, Israeli DM Ehud Barak approves establishment of a new 40-unit settlement neighborhood and farm nr. Efrat settlement to expand the Gush Etzion settlement block s. of Bethlehem; the new settlement, to be called Givat Hadagan, was approved for development in the 1990s, with plans to build 500 housing units. Israel closes the old wooden Mughrabi footbridge (deemed unsafe) used by non-Muslims to reach the Haram al-Sharif/Temple Mount; the PA and Waqf officials protest, saying Israel plans to build a larger permanent structure to assert its control over the site, which is holy to both Muslims and Jews. Also in East Jerusalem, the IDF demolishes a Palestinian home in Bayt Hanina. Israel announces it has signed a prisoner swap agreement in Cairo with Hamas, which agreed to free IDF soldier Gilad Shalit (captured on the Gaza border in 6/2006). In return, Israel will release around 1,027 Palestinian prisoners in 2 stages: the 1st 450 Palestinians would be exchanged for Shalit within a wk.; the remaining 550 or so Palestinians would be freed within 2 mos. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, IDF troops in Hebron violently beat a group of Palestinian children and teachers who refuse new IDF demands to submit to searches before crossing a permanent checkpoint in al-Shuhada Street to reach the Cordoba Elementary School, moderately injuring 7 children (ages 10–15). The IDF also demolishes a newly constructed mosque in Khirbat Yazra nr. Tubas; demolishes 2 Palestinian homes and an animal pen belonging to a bedouin family outside Qalqilya; conducts synchronized latenight patrols in 2 villages nr. Qalqilya. In Cairo, Obama gives a major address calling for a “new beginning” in relations btwn. the U.S. and the Muslim world, acknowledging historic missteps btwn. the two, stressing mutual interests and respect to combat stereotypes. He refers to Israel’s “occupation” as “intolerable” and notes the “daily humiliations—large and small” that Palestinians suffer, but also stresses the U.S.’s “unbreakable bond” with Israel. In the West Bank, the IDF demolishes about a third of the Jordan Valley Bedouin community of Khirbat al-Ras al-Ahmar, razing 15 residential structures, 30 animal pens, 18 traditional ovens, displacing 128 Palestinians who have resided in the area since the 1960s, including 66 children, confiscating a tractor and water tank; fires rubber-coated steel bullets at stone-throwing Palestinians demonstrating against the separation wall in Bil‘in; conducts late-night arrest raids, house searches nr. Nablus. Right-wing Jewish settlers send a letter to an IDF general threatening him and his children, and equating soldiers who evacuate settlement outposts with Nazi collaborators. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Bethlehem, and nr. Hebron (raiding 2 Palestinian colleges, detaining 27 students for questioning); demolishes 36 structures (approx. 23 dwellings and 13 animal pens) belonging to bedouin families in Mughayyir al-Dir, outside Ramallah and adjacent to Mitzpe Dani settlement outpost, displacing 97 individuals (including 51 children), on the grounds that the structures were built in a closed military zone. Jewish settler girls (ages 12–17) stone Israeli border police demolishing an “illegal structure” in Givat Harsina outpost in Hebron, injuring 2 officers; the girls are arrested. Hamas releases 17 Fatah mbrs. fr. detention in Gaza, saying they are the only political prisoners being held and are being freed as a gesture to Fatah before national unity talks set to open in Cairo on 11/9 (see 10/20).
