The IDF shoots, wounds a 3d Palestinian who ventures too close to Kefar Darom settlement; fires on a Palestinian vehicle driving nr. Dayr al-Balah, injuring the driver. A PSF officer is shot, wounded by an Islamic Jihad mbr. when he stops the Jihad mbrs. car nr. Bayt Hanun, suspecting it was heading to the border to shoot a mortar into Israel. YESHA settlers council chmn. Bentzi Liberman says that settlers are planning to set up new neighborhoods (15+n50 units each) in 14 settlements, expand construction in 10s of settlements in the run-up to 1/28/03 elections. Before dawn, IDF helicopters fire 5 missiles at a school in Khan Yunis, extensively damaging it; fatally shoots a Palestinian drummer going alley-to-alley in Askar r.c. nr. Nablus despite the curfew to declare the start of the day’s Ramadan fast (Ramadan began on 11/6), bars an ambulance fr. reaching him, allowing him to bleed to death. During the day, the IDF fatally shoots 1 Palestinian driving in Bethlehem; holds a Palestinian woman in labor at a Bethlehem checkpoint for 2 hrs., causing her baby to die; conducts arrest raids in Balata r.c., Nablus; raids an emergency clinic in Hebron, vandalizing patient files. A PFLP suicide bomber detonates a car bomb nr. an IDF post in Gaza, killing himself but causing no other injuries. Palestinians fire 5 mortars at Gush Katif settlement, causing no damage or injuries. Israel’s Interior M Eli Yishai announces his decision to strip Israeli Arab Qays Obeid, now residing in Lebanon, of his Israeli citizenship for allegedly spying for Hizballah, marking the 2d time Yishai has stripped an Israeli Arab of his citizenship. (HA 11/27)

Outside Hadera, 2 Islamic Jihad suicide bombers detonate a car bomb next to a bus, killing 14 Israelis, wounding 40. The IDF fatally shoots 2 Palestinians nr. Kefar Darom; bulldozes a Palestinian home in Qabatya, some agricultural land nr. Aley Sinai settlement; conducts arrest raids in Bethlehem, Qalqilya; bars an ambulance fr. crossing an IDF checkpoint, allowing an ailing Palestinian to die. Another Palestinian dies of injuries received on 12/10/01. Palestinians reportedly fire a mortar in Gaza, causing no damage or injuries. After Friday prayers 30 Palestinians inside the al-Aqsa Mosque compound pelt officers outside the complex with stones in protest of Bush's decision to sign legislation requiring U.S. recognition of united Jerusalem as Israel's capital. Some 50 Israeli police storm the Haram al-Sharif/Temple Mount, fire tear gas and stun grenades at Palestinian worshipers leaving al-Aqsa Mosque. The IDF fatally shoots 1 Palestinian at a checkpoint in Barata nr. Hebron; fires on residential areas of Jenin, wounding at least 3, including a 15-yr.-old Palestinian hit inside his home, barred evacuation to a hospital, bleeds to death (the IDF admits that soldiers violated open-fire regulations); fires on a Palestinian taxi breaking curfew in Nablus, seriously injuring the driver, a 12-yr.-old Palestinian bystander; conducts arrest raids in Dura, Hebron; bulldozes a PSF post, more than 23 dunams of Palestinian land nr. The IDF also fires on residential areas of Hebron, Gaza City (killing 1 Palestinian); conducts arrest raids in of Beitunia, Burkin, Hebron (reportedly detaining 5 mbrs. of a cell that has staged roadside bombings in the area), Qabatya, Tulkarm, al-Yamun; fires tank shells at residential areas of Gaza, leaving 1 Palestinian woman clinically dead (the IDF claims it was responding to mortar fire). Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. The Quartet (the European Union [EU], Russia, UN, U.S.), reps. of Israel and the PA meet in New York on the sidelines of the UN General Assembly opening session. The EU presents the Quartet with a draft “road map” for creation of a Palestinian state with provisional borders in 2003 and full Palestinian statehood by 6/05, the plausible target date mentioned by Bush in his 6/24/02 speech. In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." The American Jewish Comm., Israel 21c (a Silicon Valley+n based group supported by executives of high-tech companies) launch an ad campaign to run on cable TV news stations in 100 U.S. cities promoting Israel's side in its conflict with the Palestinians, portraying Israel as the only democratic country and country sharing American values in the Middle East. The IDF fatally shoots 1 Palestinian biking too closed to Gush Katif settlement. Nr. Shaykh Ajlin in Gaza, the IDF conducts an "intensive operation" to halt arms smuggling after seeing suspicious barrels in the sea; the DMin. later says the barrels contained refrigerators. Late in the evening, the IDF fires 2 shells at bedouin encampment in Shaykh Ajlin, killing 4 Palestinians, injuring 8, prevents ambulances fr. reaching the wounded for 40 mins. The IDF also fires on residential areas of Jenin r.c., killing 1 Palestinian inside his home. In the compound of the Beit El municipal court, 5 Israeli border policemen seriously beat 2 Palestinians, stopping only when they realize the prisoners families, lawyers, IDF soldiers have arrived; 1 Palestinian requires hospitalization. Jewish settlers establish 4 new settlement outposts (1 nr. Elon Moreh, 2 nr. Har Bracha, 1 nr. Itamar). Citing the alleged arms smuggling operation today and the mortar fire on 8/27, Ben-Eliezer indefinitely postpones a mtg. with Yahya set for today to discuss the stalled Gaza First proposal; says the PA must first assert security control in the Strip before the IDF would redeploy. The IDF conducts arrest raids in Ramallah, detaining PFLP politburo mbrs. Bashir Khayri and Ali Jaradat, PFLP activist Sakir Hanacha (see 8/25); temporarily lifts the curfew on Hebron. Late in the evening, Palestinians fire a mortar at a Jewish settlement in Gaza, causing light damage but no injuries. Jewish settlers establish a new settlement enclave nr. Eli settlement. The IDF shells residential areas of Jenin r.c. Palestinians fire 2 Qassam 2 rockets fr. Gaza into Israel and several mortars fr. Gaza at settlements inside the Strip, causing no damage or injuries. An Israeli dies of injuries received in the 7/17 bombing, bringing the death toll of the attack to 4. An Israeli military court extends the detention without charge of a Palestinian photographer for Agence France-Press, who was taken into custody by the IDF at a West Bank checkpoint on 4/24; a Palestinian photographer for Reuters detained by the IDF on 4/30 is also still in custody. In Khan Yunis, a Palestinian on trial for collaborating with Israel is killed by Palestinian militants when the trial is disrupted by an IDF air strike nearby, leaving him unguarded. The IDF F-16s hit the home of senior Izzeddine al-Qassam Brigades mbr. Ahmad Yusif `Abd al-Wahhab, who escapes; at least 5 Palestinian bystanders are wounded. The IDF fatally shoots a Palestinian farmer working in his field nr. Dugit settlement; claims it was responding to mortar fire fr. the area directed at the settlement. At checkpoint nr. Balata r.c., an Israeli border policeman fatally shoots a Palestinian who allegedly tried to knife him. The IDF bulldozes Palestinian agricultural land nr. Khan Yunis. Hamas gunmen clash with IDF troops nr. Dugit settlement in Gaza, killing 2 IDF soldiers, wounding 4; at least 1 Hamas mbr. is killed. The soldiers were searching for Hamas mbrs. who had planted a car packed with mortars, launchers, 330 lb. of explosives nr. Dugit in a plot to ambush an IDF unit. The IDF makes arrest raids into Jenin, shelling residential areas, destroying 3 workshops; fires in the air, directs tear gas at some 200 Palestinian women, children attempting to cross a closed checkpoint nr. The IDF openly assassinates wanted AMB Nablus cmdr. Mahmud Titi, firing rockets at him in Balata r.c., also killing 2 AMB mbrs, 1 Palestinian bystander, seriously damaging a nearby home. Hrs. later an AMB suicide bomber detonates a device in Rishon Letzion, killing 2 Israelis, injuring 25. Nr. Bethlehem, the IDF fires on a group of 20 Palestinian laborers attempting to circumvent a checkpoint, killing 1 Palestinian. In Jenin, Islamic Jihad mbr. Khalid Zakarni dies in a mysterious explosion; the IDF claims explosives he was carrying detonated prematurely, Palestinian sources say he was hit by an IDF tank shell. The IDF also bars a Palestinian woman needing kidney dialysis, a Palestinian man suffering a heart attack fr. crossing checkpoints to reach hospitals, allowing them to die; conducts house-to-house searches, directs heavy gunfire at residential areas in Salfit, detaining 100s of Palestinian men aged 15 to 50, arresting 13 PSF mbrs.; conducts arrest raids in Burkin (firing several shells at the home of a Hamas mbr.), Hebron, Husan, Nahalin, Tulkarm. In Gaza, the IDF shuts the main north and south road, claiming the action is in response to Palestinian mortar fire at Gaza settlements. Under an agmt. reached on 5/21, 12 of the 13 Palestinians deported to Cyprus are sent on to 3d countries (3 each to Italy, Spain; 2 each to Greece, Ireland; 1 each to Belgium, Portugal). They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. The 13th, PA Bethlehem intelligence chief Abdallah Daoud, considered by Israel the "most dangerous" of the 13 men, will remain in Cyprus until a country can be found that will take him. The IDF conducts a predawn arrest raid in Nablus's Askar refugee camp, detaining at least 3 Palestinians, seizing 1 Palestinian apartment as an observation post, and exchanging gunfire with residents, leaving 1 soldier wounded. The IDF conducts another predawn arrest raid in Dayr al-Balah, shelling residential areas, occupying 2 Palestinian homes as observation posts. In Beersheba, 2 Hamas gunmen open fire outside an IDF base, killing 2 IDF soldiers, wounding 4 before being shot dead by troops. In response, the IDF F-16s drop bombs on a PSF headquarters in Gaza and Ansar 2 prison; helicopter gunships fire missiles on targets around Gaza City and Jabaliya, injuring 20 Palestinians, including employees of the UN Special Coordinator's Office (UNSCO), which is damaged in the attack. UNSCO protests. Later, Palestinians fire 2 objects fr. Gaza into Israel, causing no injuries; at least 1 of the devices leaves a 7-ft. hole, leading the IDF to suspect that it was a Qassam-2 rocket, rather than a mortar, which would mark the 1st time Palestinians have fired one of the homemade missiles. Since 9/01, the IDF has demolished Jenin's 2 police headquarters, its security headquarters, 2 prisons, the governor's administrative offices, and its military courtroom, leaving the PA without a secure compound to hold the controversial trial. The IDF announces the results of its investigation into the 12/30 death of 3 Palestinians, whose mutilated bodies were not turned over to the PA until 1/3, raising suspicions that the 3 had been tortured and autopsied without permission. The U.S. steps up pressure on the PA: The White House blames continuing violence on the Palestinians, says cease-fire efforts were derailed by the "arms shipment received and paid for by the Palestinian Authority," and states that the "justifying of the targeting of innocents in return for land is an argument for terrorism." The State Dept. says there is no excuse for the PA "not taking effective steps to stop that terrorism." Powell phones Arafat to demand his full report on the Karine A affair.
