The demolition sparks clashes in the village; there are no serious injuries. Elsewhere in the West Bank, IDF troops assault a Palestinian youth during a raid in Ramallah, arrest 2 Palestinians during raids in Tubas and Bethlehem, and patrol near Hebron. In East Jerusalem, Israeli forces arrest a Palestinian in Shu‘fat refugee camp, allegedly for carrying a knife. They also arrest 1 Palestinian during a late-night raid in Silwan. Along Gaza’s southern border, 2 Islamist fighters emerge from a smuggling tunnel leading from Egypt into southern Gaza, and 1 detonates a bomb belt when Hamas security forces confront them, killing himself and 1 of the Hamas fighters and injuring 5 others. The Egyptian authorities open the Rafah border crossing for a 4th and final day in a row, allowing Muslim worshippers to pass through on their pilgrimage to Mecca. (MNA 8/17; OCHA 9/14)

Sinai Province of the Islamic State (SPIS) fighters launch rockets into Israel from n. Sinai late at night. Israel’s Iron Dome missile defense batteries intercept 3 of them; others land in open areas nr. Eilat. No Israelis are injured. SPIS last launched rockets into Israel in 7/2015 (see JPS 45 [1]). Later, 2 Palestinians are killed and at least 5 are injured in an air strike targeting the smuggling tunnel they are working in nr. Rafah. The IDF denies carrying out the strike. Palestinian eyewitnesses say they saw an Israeli aircraft launch it, and Palestinian security sources say it was a retaliation for the rocket barrage. (HA, JP 2/8; HA, MNA, WAFA 2/9)

An Israeli settler driver rams an elderly Palestinian nr. Bethlehem, causing fatal injuries. The Palestinian dies later in the day. Israeli settlers raze a swath of Palestinianowned land nr. Nablus overnight. Meanwhile, IDF troops arrest 5 Palestinians during raids nr. Hebron and Ramallah, and patrol nr. Hebron. In East Jerusalem, Israeli forces demolish a 2d Palestinian building in Bayt Hanina in as many days. They also assault and arrest 4 Palestinian youths in Silwan. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. the Erez border crossing. IDF troops also open fire on Palestinian agricultural lands nr. Rafah and Bayt Hanun, causing no serious damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. A Palestinian dies in a smuggling tunnel between Gaza and Egypt after being accidentally electrocuted. In the West Bank, IDF troops shoot and injure 2 Palestinians nr. Bethlehem in unclear circumstances. Meanwhile, Israeli troops deploy nr. a mosque n. of Bethlehem, sparking clashes with stone-throwing Palestinians; 3 Palestinians are injured and 10 are arrested. The IDF arrests 12 Palestinians during raids and house searches nr. Salfit and in and around Jenin; and patrols nr. Hebron during the day. Israeli forces demolish a small tool shop outside Yatta village nr. Hebron. Israeli settlers assault Palestinians harvesting olives nr. Nablus, causing no serious injuries, before smashing the windows and slashing the tires of their car. In East Jerusalem, Israeli forces raid a school in the Old City, accusing several students of throwing glass at them from the school’s windows. Teachers and administrators block the Israeli troops from arresting their students. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working nr. al-Bureij r.c., causing no injuries. An explosive device detonates on a bus in s. Jerusalem, injuring at least 20 Israelis (2 seriously). A Palestinian injured in the blast will succumb to his wounds on 4/20. Israeli officials treat it as a terrorist attack, and the Israeli police and security services begin investigations. In East Jerusalem, Israeli forces arrest 3 Palestinian youths after they allegedly assault an Israeli youth in the Old City; arrest 7 Palestinian youths and confiscate some property during raids in Shu‘fat r.c., Qalandia r.c., Ras al-Amud, and the Old City; and shoot tear gas canisters at Palestinian schoolchildren in Ras al-Amud, causing no serious injuries. Israeli forces also raid and search a newspaper company’s offices. In the West Bank, IDF troops shoot tear gas canisters at a school nr. Hebron, causing minor injuries; conduct raids and house searches nr. Bethlehem, Ramallah, Qalqilya, and in and around Hebron, arresting 10 Palestinians, issuing arrest summons to 4, and confiscating some property; patrol nr. Ramallah and Jericho. A military court in Gaza sentences 5 Palestinians to death on charges related to collaborating with Israel. The IDF lifts a gag order on the news that it discovered a tunnel leading from s. Gaza into Israel earlier this week (they will demolish it on 4/19). Hamas’s military wing says “this tunnel is just a drop in the ocean of what the resistance has prepared for the defense of its people and the liberation of holy places, land, and prisoners.” (HA, JP, MNA, TOI, YA 4/18; JP 4/19)

Citing Palestinian complaints and reservations, Jordan’s PM Abdullah Ensour says that Jordan has decided to halt the process of installing cameras at Haram al-Sharif following mos. of stalled negotiations with Israeli officials. (JP, MNA, TOI, YA 4/18; HA 4/19, 4/27)

 In Gaza, at least 2 Palestinians die in a smuggling tunnel collapse nr. Rafah, according to Palestinian sources. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Gaza City. In the West Bank, IDF troops conduct raids in Aida r.c. and al-Azza r.c. nr. Bethlehem late at night, sparking clashes with armed and stone-throwing Palestinian youths in both; there are no serious injuries. They conduct further raids in Salfit and nr. Hebron, Nablus, Ramallah, and Tulkarm, arresting 13 Palestinians and issuing arrest summons to 3; patrol nr. Hebron, Tulkarm, and Jenin. In East Jerusalem, Israeli forces confiscate property and arrest 1 Palestinian during raids in the Old City. In Gaza, the bodies of 2 Palestinians are found in a smuggling tunnel nr. Rafah that Egyptian forces flooded on 3/10. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct raids and house searches nr. Jenin, Hebron, and Bethlehem, arresting 9 Palestinians and issuing an arrest summons to 1; patrols in 2 villages each nr. Tulkarm and Jericho, and 1 nr. Ramallah. (MNA 3/13; PCHR 3/17)

For a 3d day, the IDF maintains its closure of Nahalin village, and schools in the area are closed when students and teachers are blocked from traveling in or out. Meanwhile, IDF troops clash with and violently disperse stonethrowers in c. Hebron who attended a funeral for the Palestinian killed in al-‘Arub r.c. on 2/10; there are no serious injuries. They also raid a village nr. Jerusalem, arresting a number of Palestinians and sparking clashes with stonethrowers wherein 3 Palestinians are injured; conduct further raids and house searches in Aida r.c. nr. Ramallah a closed military zone, then they confiscate construction materials and demolish a garage, an agricultural shed, and a water well in the village. They also demolish a number of residential structures in a village nr. Tubas and 42 residential and other structures in and around al-Farisiya village in the n. Jordan Valley. Along Gaza’s s. border, Egyptian forces demolish a smuggling tunnel leading to the n. Sinai, and IDF troops arrest 4 Palestinians attempting to cross into Israel nr. al-Bureij r.c. Israeli PM Netanyahu’s office praises the progress of the ongoing Israel-Turkey reconciliation talks, which began on 2/10. Other Israeli and Turkish officials make similar comments, but no details are made public. (HA, JP 2/11)

In the West Bank, Palestinian gunmen open fire on Psagot settlement nr. al-Bireh, wounding 1 child. Israeli soldiers and settlers attack residents in Burin village nr. Nablus, and in a patrol in al-Bireh, IDF troops shoot and injure 1 Palestinian with a rubber-coated metal bullet. The IDF conducts house searches and arrest raids in 2 villages nr. Bethlehem at night; in al- ‘Arub r.c. and 1 village nr. Ramallah at night. Jewish settlers damage 120 olive trees nr. Egypt allows Hajj pilgrims from the Gaza Strip to exit through the Rafah border crossing, and around 100 Palestinians are permitted to return to Gaza from the Egyptian side. Meanwhile, Egypt’s Maj.-Gen. Ahmad Ibrahim says that the military has demolished 1,055 smuggling tunnels under the border with Gaza since 1/2011, with 794 of them destroyed in 2013. (MNA 10/5)

Iran’s Supreme Leader Ayatollah Ali Khamenei gives his support to Pres. Ruhani’s diplomatic opening to the U.S., but says he does not trust Washington as a negotiating partner. (REU 10/5)

The IDF strikes another 80 targets, including Gaza’s football stadium and smuggling tunnels on the Rafah border. Gaza’s Ministry of Health says that the Palestinian death toll surpasses 100, including over 30 women and children. The IDF puts the death toll at 95, and says 1/3 were civilians. Rescue workers continue to search for 2 missing persons in the rubble of the destroyed al-Dalou family home (see 11/18). Palestinian armed groups fire 42 rockets into Israel, bringing the total to 1,128 rockets since Israel’s operation began on 11/14; over 300 rockets have been intercepted by Iron Dome, and fewer than 40 have landed in populated areas. Israeli PM Benjamin Netanyahu rebuffs a French-Qatari cease-fire initiative on the grounds that it could interfere with Egyptian mediation efforts (see 11/18). UN secy.-gen. Ban Ki-moon arrives in Cairo to discuss the cease-fire talks. Hamas chief Mishal meets with Egyptian intelligence officials in Cairo, with the Egyptian side indicating that a cease-fire is close. Turkish PM Erdogan denounces Israel for conducting ‘‘terrorist attacks’’ in Gaza. A coalition of almost 40 international aid agencies issue an urgent call for a cease-fire; Amnesty International calls additionally for an arms embargo on Israel and Hamas. (Guardian, HA, WSJ 11/19)

In the West Bank, the IDF kills 2 Palestinians in separate incidents, as Palestinians continue to protest the attack on Gaza: 1 Palestinian from alNabi Salih dies of wounds he sustained on 11/17 when the IDF opened live fire on demonstrators, and the 2d Palestinian is shot dead by IDF troops in Hebron, who claimed they felt that their lives were in danger. At night, the IDF also conducts house searches and arrest raids in 1 village nr. Qalqilya, Bethlehem, Tubas and 1 nearby village, 1 village nr. Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Hebron. A Jewish settler injures a Palestinian man in a deliberate hit-and-run nr. Ofra settlement, after a Palestinian demonstration against Israel’s Operation Pillar of Defense. The IDF makes an air strike on a car traveling in Rafah, assassinating 2 mbrs. of the al-Aqsa Guards Group, which is closely affiliated with Hamas, and wounding a 3d. Israel alleges that the men were responsible for smuggling explosives into Gaza through the Rafah tunnels and plotting attacks on Israel. In the West Bank, the IDF confiscates 60 dunams (d.; 4 d. = 1 acre) of land in Wadi Fukin village nr. Bethlehem; patrols in 2 villages nr. Tulkarm, 1 village nr. Hebron, and ‘Aqabat Jabir r.c. nr. Hamas and a Palestinian rights groups say that the PA security forces have detained dozens of Hamas mbrs. across the West Bank, including 5 Hamas mbrs. in Nablus. (MNA 9/19)

As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3. Some of the assailants then steal 2 armored personnel carriers, which they pack with explosives and drive toward Kerem Shalom commercial crossing, where the borders of Egypt, Israel, and Gaza meet. The IDF calls in an air strike on the vehicles as they breach the border, killing at least 3 assailants. No group takes responsibility. Egypt seals the Rafah border crossing into Gaza as a precaution. Israel shuts the Israeli-Egypt side of Kerem Shalom and halts fuel shipments to Gaza through the Israel-Gaza side, but otherwise continues to allow limited imports of goods from Israel to Gaza. Hamas authorities in Gaza deny any Palestinian involvement, call the attack ‘‘terrorism,’’ and close smuggling tunnels from their side as well, stating that ‘‘Palestinian resistance factions are committed to fighting only against the Israeli occupation, and they launch their operations only from the Palestinian territories.’’ (MNA, NYT, WP 8/6; NYT 8/7)

An Israeli warplane makes an air strike on Rafah targeting 2 Tawhid and Jihad mbrs. as they ride a motorcycle through Rafah, assassinating Eid Oukal and wounding Ahmad Said Isma‘il; Israel accuses the men of being behind the 6/18 Sinai attack that killed an Israeli Palestinian worker and of plotting other crossborder attacks on Israeli civilians; no mention is made of the Sinai attack earlier in the day. Later, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF responds by directing artillery fire and shooting from helicopters at the demolished Dahaniyya airport site and open areas e. of Rafah for several hours, causing no reported injuries. The PA cancels plans to host a meeting in Ramallah of foreign envoys representing the Non-Aligned Movement to express solidarity with the Palestinians, stating that Israel has refused to grant entry permits to the representatives of Algeria, Bangladesh, Cuba, Indonesia, and Malaysia on the grounds that their countries do not recognize the State of Israel. The PA reportedly (NYT 8/6) intended to announce plans to revive its UN statehood effort at the opening of the next UNGA session in 9/2012. The group was also expected to release a ‘‘Ramallah Declaration’’ denouncing Israeli settlement expansion. (NYT, WP 8/6)

Iran airs the confessions of more than a dozen alleged conspirators to the killing of 5 nuclear scientists since 2010, claiming that the suspects were trained in Israel by the Mossad. (WP 8/6)

Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. Israeli naval vessels fire warning shots at Palestinian fishing boats off the c. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in Tulkarm and 2 villages in Ramallah in the morning; in 1 village each nr. Jericho and Ramallah in the afternoon; and in Jericho and 1 village nr. Jenin late at night. The IDF also conducts late-night arrest raids, house searches in Jenin, Nablus, Salfit, Tulkarm, and 1 village each nr. Hebron and Qalqilya. Jewish settlers fr. Tekoa settlement nr. Bethlehem vandalize Palestinian homes in nearby Taqqua’ village; IDF troops observe but do not intervene. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that in the previous week: (1) Israeli authorities demolished a Palestinian home in East Jerusalem’s al-Tur neighborhood (marking the 1st residence demolished in East Jerusalem for 2 mos.) and ordered a Palestinian family to demolish an addition to their home; (2) the IDF removed a major roadblock on the main north–south road to Hebron, significantly reducing travel times between Hebron and 4 villages to the east; and (3) 2 Palestinians died and 4 (including a teenager) were injured in 4 smuggling tunnel accidents on the Rafah border. At the close of 2 days of talks in Tehran with Iranian nuclear negotiator Saeed Jalili, IAEA head Yukiya Amano announces that Iran has agreed in principle to provide the IAEA with access to Iran’s nuclear scientists and facilities, but it has not yet signed a formal statement to this effect. P5+1 nations (the 5 permanent UNSC members plus Germany) call the deal ‘‘a step in the right direction,’’ but say they will judge Iran by its actions. Israeli DM Ehud Barak comments: ‘‘It looks like the Iranians are trying to reach a technical agreement that will create a deception of progress in talks in order to reduce the pressure ahead of talks tomorrow in Baghdad and postpone harshening of sanctions.’’ (WP 5/23)

Unidentified gunmen fire on the home of Jenin governor Qaddura Moussa in apparent effort to assassinate him; the shots miss, but within hours Moussa dies of a heart attack. By 5/9, the PASF detains 10s of Palestinians in connection to the shooting but does not made a formal arrest. Those detained include a number of PASF officers, raising concerns of fissuring and infighting within the PASF. Others worry (see NYT 5/10) that gangs might be attempting to assert local authority. Jenin residents say that instability in Jenin has been growing since the 4/4/11 murder of Jenin’s Freedom Theater director, Juliano Mer-Khamis. The decline in Jenin worries Israel and the Quartet, which have considered Jenin a model for transition from Israeli to Palestinian security control. (NYT 5/10)

Israel’s Jerusalem municipality submits maps for plans for the massive housing construction (4,010 units, first announced in 10/2011) in Givat Hamatos settlement in s. Jerusalem. The drawings show new ideas for construction of 9 hotels (1,100 rooms) in the area, intended to make the area a major tourist center that would compete with Bethlehem by capitalizing on its close proximity to Bethlehem’s religious sites. Meanwhile, Israeli authorities seize a Palestinian home in Bayt Hanina, East Jerusalem, and turn it over to a Jewish settler family that claims to own the land on which the house sits. In the morning, IDF troops make 2 incursions in to s. Gaza e. of Abassan and al-Qarara to level lands and clear lines of sight. IDF troops and a helicopter guarding the unit nr. Abassan fire on surrounding agricultural areas to keep Palestinians away, wounding 1 Palestinian. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Late at night, an Israeli warplane fires a missile at a smuggling tunnel on the n. Gaza border nr. Bayt Hanun, causing no injuries. OCHA reports that in the previous week, Israel granted 60 of 100 applications from Gazan UN staffers for 3-month multiple exit permits (rather than time-bound permits for specific events, valid for up to 1 week only). OCHA says this marks 1st time the UN has received so many long-term permits at one time and constitutes a considerable improvement in access for UN Gaza staff. In the West Bank, the IDF bulldozes 2 cow pens and 2 structures nr. a settler-only bypass road outside Hebron; demolishes a Palestinian home under construction without permits nr. Qalqilya. About 30 Palestinians rally in solidarity with hunger-striking Palestinian prisoners outside the IDF’s Ofer prison nr. Ramallah; IDF troops fire live ammunition and tear gas at the demonstrators, wounding 3. (WP, YA 5/2; NYT, PCHR 5/3; OCHA 5/4)

The IDF ends is probe into the 1/5/2009 shelling of a house in Gaza City during Operation Cast Lead that killed 21 mbrs. of a family that had been ordered by troops on the ground to stay in the home, concluding that the building was not deliberately targeted and therefore the incident did not constitute a war crime. (WP 5/2; NYT 5/3)

Retaliating for Palestinian rocket fire on 3/13, Israeli warplanes carry out 3 air strikes on open areas north and southeast of Gaza City and on a smuggling tunnel on the Rafah border, in 1 instance causing a brush fire that heavily damages several business and 1 home, but causing no injuries. Later, unidentified Palestinians fire 2 rockets (1 Qassam, 1 Grad) fr. Gaza into Israel, causing no damage or injuries. In the West Bank, IDF demolishes a car wash facility in Husan village (nr. Bethlehem) that is 200 meters fr. a settler-only bypass road. (JP, PCHR, YA 3/15; PCHR 3/22; OCHA 3/23)

As fighting between Syrian government and opposition forces intensifies, Hizballah endorses a Hamas’s plan to reach out to Syrian opposition contacts inside Syria and offer to mediate a cease-fire with the regime, but does not offer to participate itself. Hamas and Hizballah made a similar joint offer in 4/2011 to mediate a cease-fire but it was rebuffed by the Syrian government. (NYT 4/6)

During a regular security briefing to the Knesset, IDF chief of staff Lt. Gen. Benny Gantz says that Israel may need to strike Gaza if rocket fire continues, stating that Israel would initiate an operation before it would allow itself to be “dragged into” one. Later in the day, unidentified Palestinians fire 2 rockets fr. Gaza into Israel, damaging an empty kindergarten but causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, all but limited humanitarian imports, and most cross-border transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). Violence in the West Bank is low and restrictions on Palestinian movement between major population centers have eased noticeably. Israeli-Palestinian peace talks are on hold as Palestinian Authority (PA) Pres. Mahmud Abbas refuses to resume negotiations until Israel implements a comprehensive settlement freeze (which Israel rejects).Today in Gaza, 4 Palestinians are injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the Israel Defense Forces (IDF) conducts late-night arrest raids, house searches in and around Tubas, in Bayt Fajjar nr. Bethlehem, and in Qalandia refugee camp (r.c.) nr. Ramallah. Israeli naval vessels fire on an unmanned Palestinian boat off the Bayt Lahiya coast, causing it to explode, resulting in no injuries; Israel claims the boat was full of explosives and Palestinians floated it out to sea in an attempt to attack its ships; there is no independent confirmation, and no group takes responsibility for staging an attack. Egyptian border police demolish 6 smuggling tunnels on the Rafah border. In the West Bank, the IDF stages a late-night raid into Tuqu‘ village nr. Bethlehem, searching several homes and ordering a number of Palestinians to surrender for questioning, but making no arrests; conducts late-night arrest raids, house searches nr. Jenin, Nablus. In Jerusalem, around 80 Jewish settlers break into the al-Aqsa Mosque compound to celebrate the Passover festival there, chanting slogans to destroy the mosque and build the Third Temple; mosque guards block the settlers fr. entering the mosque itself; the IDF intervenes to arrest a Palestinian journalist covering the incident, charging him with “posing a danger to the Jewish public.” (NYT 4/14; OCHA 4/15; PCHR 4/16)

Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr.
