IDF troops on the n. Gaza border fire warning shots and tear gas at Palestinians and international activists staging a nonviolent march towards the Erez crossing to protest Israel’s imposition of a no-go zone, causing no serious injuries. The IDF raids several auto repair shops in Barta’a village nr. Jenin, confiscating 17 cars with Israeli license plates. Nr. Hebron, 2 Palestinian teenagers are killed and 3 are wounded when then accidentally trigger an unexploded IDF mortar shell while scavenging at a refuse dump. On the morning of Super Tuesday primary voting, the 3 leading Republican presidential candidates (Gingrich, Romney, and Santorum) address the AIPAC conference via satellite, accusing Obama of being weak on Iran and insufficiently supportive of Israel. Sometime today, Netanyahu gives Romney a personal briefing by phone on the situation in Iran. (NYT 3/7; WJW 3/15; NYT 4/8)

Obama holds a press conference to criticize Republicans and other mbrs. of Congress for “beating the drums of war” against Iran, stating: “When I see the casualness with which some of these folks talk about war, I’m reminded of the costs involved in war . . . [T]his is not a game.” (NYT 3/7)

Israel advances plans to build 1,100 Jewish settlement housing units in Gilo in southern East Jerusalem nr. Bethlehem. The U.S. says it is “deeply disappointed,” and calls the move “counterproductive” to peace. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts synchronized daytime patrols in 2 villages s. of Jenin; conducts separate patrols in 1 village nr. Tulkarm in the morning and 2 nr. Jenin in the evening. Jewish settlers erect racist banners against Palestinians along the Tulkarm–Nablus road nr. Einav checkpoint. Ramadan begins. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, lightly injuring 1 bedouin woman. Late at night, the IDF retaliates with air strikes on a smuggling tunnel on the Rafah border and a “terrorist center” in n. Gaza, causing no reported injuries. In the West Bank, the IDF searches a home in Issawiyya in the morning; conducts synchronized raids into 3 villages e. of Qalqilya, searching several homes and summoning 4 Palestinians for interrogation; conducts late-night arrest raids, house searches in Bayt Umar. Late in the evening, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. A Palestinian teenager is fatally electrocuted in a smuggling tunnel under the Rafah border. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron. In Gaza, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. The IDF retaliates with air strikes on 2 suspected weapons factories and a smuggling tunnel on the Rafah border, injuring 8 Palestinians (2 seriously, 2 moderately, 4 lightly) and damaging another 2 factories and 4 homes nearby. Hrs. later, Hamas announces that it has secured renewed pledges from all Gaza factions to halt all rocket and mortar fire toward Israel, to preserve the stability in Gaza and prevent further Israeli retaliation, though the factions say they will respond to any IDF incursion into Gaza. In retaliation for rocket fire on 8/28, the IDF carries out an air strike, destroying a building belonging to the Palestinian Energy Authority in Gaza City that the IDF alleges concealed the entrance to a smuggling tunnel used by militants to infiltrate Israel; no casualties are reported. Unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. The body of a Palestinian initially reported missing after the IDF’s 8/25 air strike on the Rafah border is recovered fr. a destroyed smuggling tunnel. (WJW, PCHR 9/3)

In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (injuring 1 Palestinian and exposing 10s of others to tear gas); closes the entrance to al-Ma‘sara, fires sound bombs and tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall there, beating a number of them (injuring 2, including a 9-yr.-old child); conducts late-night raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., nr. Ramallah, arresting 6 Palestinians (including 1 woman). In Hebron, 3 Jewish settlers fr. Ramat Yishai beat a 12-yr.-old Palestinian child; the IDF observes but does not intervene. (PCHR 9/3)

On the 1st Friday of Ramadan, the IDF enforces age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 60,000 Palestinians enter the city. (OCHA, PCHR 9/3; OCHA Humanitarian Monitor 9/09)

Palestinians fire 2 mortars at the IDF position at the Erez crossing, causing no damage or injuries. The IDF responds late in the evening with 2 air strikes (the 1st since 6/13/09) on a smuggling tunnel on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion into central Gaza nr. al-Maghazi r.c. to level land along the border fence. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Jenin town and r.c. and nr. Hebron, Qalqilya, Salfit. Jewish settlers in Hebron beat a Palestinian man. Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. Egypt deploys 100s of additional police and border patrol officers along the Rafah border, fearing another breach, as occurred in 1/08 (see Quarterly Update in JPS 147). On the Rafah border, 5 Palestinians are killed, 3 are injured when a smuggling tunnel collapses. In the West Bank, the IDF raids and occupies a Palestinian home nr. Bethlehem as an observation post; conducts late-night arrest raids, house searches nr. Jenin, Tulkarm. Israeli security forces raid a theater in East Jerusalem to prevent a Palestinian folklore troupe fr. performing as part of a series of events billed as celebrating the Arab League designation of Jerusalem as the capital of Arab culture for 2009), saying the program violates the ban on Palestinian political activity in the city. Unknown assailants fire a Katyusha rocket fr. s. Lebanon into n. Israel, lightly injuring 3 Israelis. A 2d rocket lands inside Lebanon, causing no damage or injuries. Israel files a formal complaint with the UN, demanding stepped-up UNIFIL and Lebanese government enforcement in s. Lebanon in keeping with UN Res. 1701’s provisions to halt arms smuggling into s. Lebanon and reiterating Israel’s right to self-defense. (WJW 2/26)

Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, causing no injuries. Palestinians fire a Grad rocket fr. Gaza into Israel (the 1st Grad fired since the end of OCL), causing damage in Ashqelon but no injuries. Hamas denies responsibility. Late in the evening, the IDF responds with air strikes on smuggling tunnels along the Rafah border and a Hamas outpost nr. Khan Yunis, causing no injuries. Israel allows 185 truckloads of goods (much of it seed and fodder), 15 tons of medicine and medical equipment into Gaza. In the West Bank, the IDF conducts late night arrest raids, house searches in Bil‘in, nr. Salfit. In the East Jerusalem environs, Israeli authorities bulldoze a parking lot, fence, guard house of a Palestinian bus company in Abu al-Tur, a Palestinian fuel depot and tract of land at the entrance to al-Za‘im, and a Palestinian commercial building in Jabal al-Tur as part of Israel’s project to link the E1 and Ma’ale Adumim settlement areas. Jewish settlers and IDF troops bulldoze 50 d. of Palestinian agricultural land in Sa’ir village nr.
