In the West Bank, 3 Israeli settlers set fire to a Palestinian marble factory in Jamma’in near Huwwara, causing damage of around $920,000. 6 Palestinians were arrested during raids in Zabbuba and al-Walaja. In East Jerusalem, 4 Palestinians were arrested in the Old City. In Gaza, an explosion at the Zawiya market killed 1, injured 14, and caused damage. According to the Palestinian Centre for Human Rights (PCHR), the explosion was caused by explosives stored in a residential building at the market. After the PCHR reported its findings, it was smeared and threatened by the National and Islamic Factions’ Follow-up Committee in the Gaza Strip. Israel’s public security minister Omer Bar-Lev called PA president Mahmoud Abbas to wish him well on Eid al-Adha and said he used the oppounity to discuss more communications between the 2. (ALM, WAFA 7/22 HA 7/23)

Haaretz reported that although the ban on family reunifications for Israeli citizens married to Palestinians expired on 7/6, it has not been possible to make an appointment to process an application. According to Haaretz, interior minister Ayelet Shaked has ordered her ministry not to handle any of the requests until a new policy has been formulated. (HA, MEMO 7/22)

The Israeli government told the Israeli high court of justice that it would not grant work permits to Palestinians seeking asylum in Israel based on anti-LGBTQ persecution or domestic violence, saying that the PA “does not systematically persecute people because of their sexual orientation.” (HA 7/23)

In Syria, Israeli forces conducted air strikes for the 2d time in 1 week, this time in the Quseir region. It was unclear if there were any casualties. Syria’s military said its air defenses had intercepted most of the missiles. Russian officials later claimed that it was its air defenses in Syria that had intercepted the Israeli missiles. French president Emmanuel Macron called Israeli prime minister Naftali Bennett for clarification about Macron being a target of Pegasus spyware exported from the Israeli company NSO Group with Israeli government approval. (HA 7/24; MEMO 7/25)

The African Union (AU) said it would readmit Israel as an observer country. Israel was ejected as an observer 19 years ago after pressure from then brotherly leader of Libya Muammar Gaddafi. The Israeli foreign ministry had prior to the readmission sent a senior official to Addis Ababa in Ethiopia to meet with 30 ambassadors to the AU. Hamas later issued a statement calling the AU decision “shocking and reprehensible.” The South African government called the AU decision appalling, “unjust and unwarranted.” Algeria, Egypt, Comoros, Tunisia, Djibouti, Mauritania, and Libya later voiced opposition to Israel’s readmission, saying that the decision could divide the AU nations. In the West Bank, Israeli settlers set up a mobile home on Palestinian land east of Nablus. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol near Hebron. In East Jerusalem, Israeli forces demolish the foundation of a building under construction in Shu‘fat refugee camp. They also arrest 3 Palestinians during raids in Bayt Hanina and al-Tur. After days of speculation and rumors, U.S. pres. Trump calls PA pres. Abbas to tell him that he plans to move the U.S. embassy in Israel to Jerusalem and to invite the Palestinian leader for a meeting at the White House before the end of the month. According to a PA spokesperson, Abbas warns Trump of the “dangerous repercussions.” Trump also calls Israeli PM Netanyahu, Saudi king Salman bin Abdulaziz, Jordanian king Abdullah, Russian pres. In response to Pres. Trump’s plan to recognize Jerusalem as Israel’s capital and to move the U.S. embassy there, several Palestinian factions and Islamist groups jointly declare 3 “days of rage” to begin on 12/6. Later, the U.S. Consulate General in Jerusalem issues a travel warning calling on U.S. citizens to avoid the West Bank and the Old City of Jerusalem. (HA, TOI 12/5)

Lebanese PM Saad Hariri formally rescinds his resignation, which threw Lebanon and much of the Middle East into turmoil when he announced it on Saudi television on 11/4 (see JPS 47 [2]). (AA, REU, TOI 12/5)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 3 villages near Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum near Qalqilya, and along Gaza’s border near al-Bureij refugee camp; at least 5 Palestinians are seriously injured. Elsewhere in the West Bank, IDF troops arrest 5 Palestinians during late-night raids near Jenin and Hebron, and patrol near Hebron and Nablus. Israeli settlers attack Palestinian farmers harvesting olives near Hebron; there are no serious injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Senior Hamas military leader Tawfiq Abu Naim is moderately injured when his jeep explodes as he is leaving the Abu al-Hassan Mosque in central Gaza. Hamas officials initially blame Israel for the alleged attack, then say they suspect local Islamist groups. (MNA, TOI, YA 10/27; TOI 10/28)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. Late at night, Israeli forces carry out the punitive demolition of the Kobar home of the Palestinian who killed 3 settlers at the nearby Halamish settlement on 7/21. The demolition sparks clashes with stone-throwing Palestinians in the area; 12 Palestinians are injured. Separately, IDF troops arrest 5 Palestinians and issue 1 arrest summons during raids nr. Hebron, Ramallah, and Bethlehem; and patrol nr. Nablus. In East Jerusalem, Israeli forces demolish a 2-story building in Issawiyya, a makeshift home in Silwan, a car wash in Bayt Hanina, and a commercial structure in Jabal Mukabir. They also arrest 5 Palestinians during raids in al-Tur and Abu Dis. In Israel, the police arrest Shaykh Raed Salah, the head of the Islamic Movement’s outlawed Northern Branch, on charges related to incitement. The atmosphere surrounding Haram alSharif remains tense as Israeli forces remove more of the security measures implemented in the wake of the deadly attack on 7/14, and Muslim worshippers continue praying outside the sanctuary. In the West Bank, IDF troops conduct raids in Qalqilya, sparking minor clashes with stone-throwing Palestinians (there are no serious injuries). They arrest 13 Palestinians, issue 1 arrest summons, and confiscate 1 car during further raids nr. Hebron, Nablus, and Qalqilya; and patrol nr. Hebron and Jenin. Israeli settlers begin moving furniture into the building they occupied in c. Hebron on 7/25. The IDF then declares the building a closed military zone to halt escalating tensions. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Bayt Hanun and open fire on agricultural lands nr. Jabaliya r.c., causing no damage or injuries. Two days after Israel’s security cabinet decided to remove the new metal detectors at Haram al-Sharif, and 1 day after the Islamic Waqf decided to continue protests at the sanctuary, the Israeli press reports that PM Netanyahu has ordered that security checks at the sanctuary be performed with handheld metal detectors only, as they were prior to the deadly attack on 7/14. The Waqf then decides to meet again on 7/27 to discuss developments. Meanwhile, Waqf officials meet with Israeli police and reiterate their demands for all the new security measures to be removed and for conditions at the sanctuary to “return to what they were before.” They specifically asked for the removal of 5 new cameras and several metal railings at the site, and a reduction in police presence. Israeli forces raid Yatta village nr. Hebron late at night and carry out the punitive demolition orders for the homes of the 2 Palestinians who shot and killed 4 Israelis in Tel Aviv on 6/8. In accordance with a court order, 1 of the homes is only partially destroyed. The IDF temporarily closes the major Beit El checkpoint nr. Ramallah after soldiers find a suspicious object nearby; arrests 1 Palestinian during a late-night raid nr. Hebron, and patrols nr. Hebron throughout the day. IDF troops briefly clash with Palestinians participating in a sit-in in solidarity with Palestinian prisoners in Ramallah, detaining 1 temporarily and causing no serious injuries. In East Jerusalem, Israeli police detain 4 Islamic Waqf employees doing minor repair work at Haram al-Sharif while a group of Jewish settlers tour the sanctuary. The Waqf employees are accused of doing repairs without permission from the Israel Antiquities Authority. Meanwhile, Israeli forces demolish a Palestinian home in Bayt Hanina for the 6th time since 1995, when the family first started seeking a permit for the newly built structure, and also demolish 3 livestock structures in al-Nabi Samuel. They also arrest 1 Palestinian during a late-night raid in Qatanna. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and later nr. Jabaliya r.c., destroying the engine of 1 boat and causing no injuries. U.S. and Israeli officials conclude a 3-day round of negotiations on a new military aid agreement. They reportedly settle all remaining discrepancies, except for gaps on some technical issues. A U.S. official says, “We’ve made progress and closed many of the remaining gaps,” adding, “We hope soon to be able to reach final agreement”. (HA, JP 8/4)

The Israeli press reports that Israel’s Defense Ministry has issued tenders for the construction of an underground wall to encircle Gaza. The wall is being designed to deter Hamas’s tunneling efforts. Construction is set to start in 10/2016. (TOI, YA 8/3)

Amid ongoing tensions in East Jerusalem, around 60 Israeli settlers move into an empty building in Silwan overnight, sparking clashes between their escort of Israeli forces and Palestinians (dozens of Palestinians are hurt). In Gaza, a small Islamist group fires a small rocket toward Israel; it falls short of the border fence. The group takes responsibility later in the day, saying that it was retaliation for the IDF’s raid in Jenin on 8/31. The Israeli authorities then close the Erez border crossing for 2 hours in response. Meanwhile, Israeli forces level land in a limited incursion across the border fence e. of Gaza City. In the West Bank, IDF troops arrest a PA security forces (PASF) officer at a checkpoint s. of Nablus; patrol in 3 villages nr. Hebron; conduct late-night house searches and raids in al-‘Arub r.c. and outside Hebron, Jenin, and Ramallah, arresting 6 Palestinians. They also search homes in Jalazun r.c. nr. Off the n. coast, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct late-night raids and searches in 1 village each nr. Nablus, Ramallah, and Salfit, confiscating property and arresting 2 Palestinians; patrol during the day in 1 village nr. Ramallah, 3 nr. Hebron, and Tulkarm. Israeli forces arrest 3 Palestinians allegedly selling fireworks in a village nr. Qalqilya claiming that they were to be used in attacks on IDF troops. Israeli settlers throw stones at Palestinians nr. Nablus, then Israeli forces intervene and arrest 1 Palestinian.

In East Jerusalem, stone-throwing Palestinian worshippers who spent the night in al-Aqsa Mosque clash with Israeli police at Haram al-Sharif; 10 Palestinians are injured and 6 are arrested. The Palestinians spent the night in the sanctuary in order to circumvent Israeli restrictions on their access today, a Jewish holiday. Later, around 850 Jewish visitors tour the sanctuary under an Israeli police escort. Clashes continue later in the day when as many as 150 Israeli special forces escort 70 right-wing Jewish activists on a tour of the sanctuary; 19 guards from the Islamic Waqf, 2 Palestinian journalists, and 4 Israeli police officers are injured, and 5 Palestinians are detained. Israel’s High Court of Justice orders an immediate halt to the construction of 296 settler residences in the Beit El settlement and upholds its order for the demolition of 2 residential buildings in Beit El by the end of 7/2015. Meanwhile, Haaretz reports on an internal IDF document apparently showing that Palestinian residents of Susiya village nr. Hebron have legitimate ownership claims to their village’s land, which supports their efforts to stop the planned evacuation and demolition of their village. (HA, JP, MDW, TOI, WAFA 7/26; YA 7/27)

In Gaza, several small Islamist groups threaten to fire rockets into Israel in response to “Hamas’s crimes and conspiracies.” The threat follows the arrest of 12 Palestinians accused of blowing up cars on 7/19. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, critically injuring 1 fisherman with live ammunition. In the West Bank, Israeli forces demolish 3 Palestinian stores in a village nr. Hebron; raze an agricultural road in a village e. of Salfit; patrol in 3 villages nr. Jenin, 2 nr. Jericho, and 1 each nr. Hebron, Ramallah, and Tulkarm. Late at night, the IDF detains 120 Palestinians attempting to cross into Israel s. of Qalqilya. Sarayat al-Shaykh Umar Hadid, a small armed group in Gaza, fires 2 rockets into Israel, causing no damage or injuries. In a Twitter post, the group claims that the attack was revenge for Hamas’s killing of the leader of a small Islamist group on 6/2. Tulkarm, arresting 2 Popular Front for the Liberation of Palestine (PFLP) leaders and 7 other Palestinians, issuing an arrest summons to another, and confiscating various personal effects; patrols in 1 village each nr. In an interview with Israel’s Channel 2, U.S. pres. Obama says that Israeli PM Netanyahu’s position on the 2-state solution puts Israel’s international credibility in jeopardy because it “has so many caveats, so many conditions that it is not realistic to think that those conditions would be met at any time in the near future.” (HA, REU 6/2; WAFA 6/3)

In Egypt, the Sinai Province of the Islamic State (SPIS) says on its Facebook page that it plans to attack Eilat, Israel, “in the coming days.” (SPIS will launch a rocket into Israel on 7/3.) According to Egyptian media reports, SPIS also threatens to “begin operations against Hamas positions” in Gaza. The threat comes amid escalating tension between Hamas and Islamist groups in Gaza. Israel, Jordan, and the PA sign a watersharing agreement that includes the proposed construction of a desalination plant in Jordan on the Gulf of Aqaba, and a pilot study for a pipeline linking the Red Sea-Dead Sea. U.S. Pres. Obama uses his weekly radio and internet address to reassure Americans of the necessity and limits of a military strike on Syria. A recent poll showed that only 19% of the U.S. public supports an intervention. An AIPAC source tells the media that the Israel lobby organization plans to send 250 activists to lobby lawmakers in Washington during the coming week, to push for support for a military strike on Syria. The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. White House spokesperson Jay Carney says that the Obama administration is working to bring together Israeli and Palestinian officials in the coming weeks to discuss how to commence direct negotiations. Palestinian official Nabil Abu Rudeineh says that Israel is still blocking the path to formal talks, claiming that Pres. Abbas had agreed to send a delegation to Washington to continue lower-level preliminary discussions. Chairman of the House of Representatives Intelligence Cmte. Mike Rogers says that the U.S. administration can move forward with plans to arm Syrian rebels, after some concerns were eased. Members of the Senate Intelligence Cmte. had previously voiced worries that arms could end up in the hands of radical Islamist groups, but according to a statement issued by Rogers the White House has since offered reassurances about the proposed supplying of rebels. The EU designates the armed wing of Hizballah as a foreign terrorist organization, a decision welcomed by Israel but condemned by both the Lebanese group themselves, as well as Lebanese caretaker FM Adnan Mansour. At the meeting, Palestinian FM Riyad al-Maliki sits behind a ‘‘State of Palestine’’ nameplate, drawing criticism from U.S. amb. Susan Rice, who says that the U.S. does not recognize the UNGA vote in 11/2012 (see Quarterly Update in JPS 166). After the meeting, Maliki says that the Palestinians’ decision about whether to go to the ICC over Israel’s settlement construction will depend on what the Israeli government does in the E1 area nr. Human rights NGO the Palestinian Center for Human Rights publishes a list of media workers in the Gaza Strip arrested by Hamas security services over the previous 48 hours. PA fin. min. Nabil Qassis says that the government’s financial crisis is structural, requiring systematic changes in the budget and culture. He reveals that the deficit has now exceeded $1.4 b. (MNA 1/23)

Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature.
