In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Hamdan also says Hamas demands the release of Marwan Barghouthi and Ahmad Saadat in a prisoner swap as part of the deal. Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. MK and former defense minister Avigdor Liberman tells the Jerusalem Post that Egypt should control Gaza, Jordan should control Area A and parts of Area B of the West Bank, while Israel annexes Area C and parts of Area B. U.S. ambassador to the UN Linda Thomas-Greenfield says an Algerian-circulated draft resolution calling for a ceasefire in Gaza could jeopardize “sensitive negotiations” for a temporary ceasefire. (REU 2/2)

In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. Along Gaza’s border, IDF troops dismantle a number of IEDs reportedly planted near the border fence during the protests on 9/28. They also violently disperse hundreds of Palestinian minors gathering along the border fence to continue the Great March of Return; 10 Palestinians are injured. Separately, Israeli forces shut down a major road in southern Israel after incendiary balloons and kites flown from Gaza spark at least 5 fires in the border area. In the West Bank, unidentified assailants throw an IED at the Beit El settlement overnight, causing no reported damage or injuries. Hamas officials meet with an Egyptian delegation in Gaza to discuss the stalled Palestinian reconciliation process. According to a Hamas statement, they share a “deep conversation about ways to end the siege on the Gaza Strip and alleviate the suffering of our people.” (TOI 9/23)

Israeli aircraft bomb groups of Palestinians near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City who have just launched or are allegedly preparing to launch incendiary kites into Israel; 3 Palestinians are injured. A UN delegation visits Gaza for meetings on the shaky cease-fire that has largely held since late on 8/9. The Israeli authorities claim that they have not agreed to any cease-fire agreement. “We did not commit with the mediators on a cease-fire. We are in a campaign in which there is an exchange of blows,” one Israeli official says. (HA, TOI 8/11)

A flotilla of 40 boats sets sail from the Gazan shore in a symbolic effort to challenge the Israeli blockade. The organizers, who frame the protest in the context of the ongoing Great March of Return, state, “We want the world to see the reality of the blockade and the suffering of the people of Gaza, and we will not accept anything less than lifting the blockade once and for all.” Israeli naval forces fire warning shots at the boats, causing no reported injuries, forcing them to turn back to shore. In retaliation for the cross-border attack in Gaza on 5/26, the IDF fires artillery shells at Hamas and Islamic Jihad in Palestine (PIJ) sites east of Dayr al-Balah and Rafah, killing 3 Palestinians, including 2 PIJ fighters, and completely destroying 1 of the sites. The IDF says that PIJ fighters planted an improvised explosive device along the border fence earlier in the day. Later, IDF troops stationed along Gaza’s border open fire on 3 Palestinians approaching the border fence, injuring all of them. In the West Bank, Israeli settlers destroy 700 grapevines in a Palestinian vineyard near Hebron. Later, an Israeli settler reports extensive vandalism in his vineyard near Ramallah, apparently in retaliation for the earlier attack. IDF troops conduct raids in al-Am‘ari refugee camp near Ramallah, searching for the Palestinian who dropped a marble slab on an Israeli soldier amid clashes on 5/24. They arrest 5 Palestinians, sparking minor clashes; 13 Palestinians are injured. The IDF also arrests 7 Palestinians during late-night raids near Hebron, Bethlehem, Jenin, and Tulkarm; and patrols near Hebron. In East Jerusalem, Israeli police shoot and injure a Palestinian driver when she allegedly ignores their calls to stop driving toward them. The Israeli police say that they suspected her of carrying an explosive device under her clothes. Separately, Israeli security forces arrest 6 Palestinians for waving Hamas flags at Haram al-Sharif. Along Gaza’s border, unidentified Palestinians detonate an IED targeting an Israeli bulldozer, causing no damage or injuries. Israeli tanks then shell a number of “resistance sites” in Gaza City, according to the Gaza-based Ministry of Health; 1 Palestinian is moderately injured. Later, unidentified Palestinians open fire on an Israeli home along the border, causing minor damage. The IAF then conducts retaliatory air strikes in northern Gaza late at night, killing 1 member of Hamas and injuring another. Separately, IDF snipers shoot and injure 2 Palestinians along the border in unclear circumstances, and fire on Palestinian agricultural lands near Gaza City and Bayt Hanun, causing no damage. Meanwhile, IDF troops violently disperse Palestinians protesting along the border fence near Gaza City, Jabaliya refugee camp, and Khan Yunis; 8 Palestinians are injured. The IDF cordons off a section of central Hebron, making space for hundreds of Israeli settlers to celebrate Purim. Along Gaza’s southern border, an errant Egyptian mortar hits an abandoned Palestinian home in Rafah, injuring 1 passerby. Israeli forces conduct a limited incursion into Gaza to level land near Khan Yunis. The IDF announces that Israeli soldiers recently defused an IED placed along the border intended to attack Israeli border patrols. The IED is reportedly similar to the one that detonated and injured several soldiers on 2/17. Along Gaza’s southern border, an improvised explosive device (IED) planted on the Palestinian side of the border fence detonates near an IDF jeep, injuring 4 Israeli soldiers (2 seriously). The IED was reportedly installed during demonstrations along the border on 2/16. Israeli forces in the area attack and destroy a local armed group’s observation post in southern Gaza and shell 5 other Hamas targets. After the initial wave of strikes, unidentified parties fire a rocket from Gaza into southern Israel, causing minor damage to an Israeli home. Late at night, Israeli jets conduct air strikes on 12 Hamas and Islamic Jihad in Palestine (PIJ) sites near Gaza City and Rafah, injuring 2 Palestinians and causing an unknown amount of damage. Amid the exchange, IDF troops open fire on 4 Palestinian youths approaching the border fence near Rafah, killing 2 and seriously injuring the other 2. They also carry out the demolition of 28 stores and a Palestinian home in al-‘Awja village nr. Jericho, sparking clashes with stone-throwing youths; 5 Palestinians are injured. Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. For the 2d day in a row, Israeli police shoot and kill a Palestinian outside the Old City as he is fleeing a group of Jewish Israelis. The police claim he stabbed and injured an Israeli teen in the area, but multiple videos show the Palestinian youth weaponless and fleeing Israelis who were trying to attack him. Following the killing, clashes break out in the surrounding area and Israeli forces conduct raids throughout East Jerusalem. In total, 21 Palestinians and 1 Lebanese journalist are injured and at least 22 Palestinians are arrested. Around 100 right-wing Jewish activists tour Haram al-Sharif on the last day of Sukkoth. The holiday and corresponding restrictions on Palestinian access at Haram al-Sharif (announced 9/27) end this evening. Protesting the recent Israeli violations at Haram al-Sharif, Palestinian shop owners across the Old City and East Jerusalem shutter their businesses.
