In the West Bank, IDF troops shoot and injure a Palestinian at a gas station near Jerusalem after she allegedly attempts to stab an Israeli border police officer with scissors. They also arrest 7 Palestinians during late-night raids near Jenin, Tulkarm, and Ramallah; and patrol near Jenin, Nablus, and Hebron. PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. He also denies that PA president Abbas discussed the issue with Egyptian president Abdel Fattah al-Sisi in their meeting on 11/3. (WAFA 11/6)

Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

For the 9th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones, injuring 10 Palestinians. The Israeli authorities temporarily close the Erez border crossing after the clashes. (HA, MNA, WAFA 10/17; PCHR 10/22)

The IDF shoots and kills 5 suspected Palestinian assailants throughout the day as stabbing incidents and the Israeli crackdown continue, particularly in and around Hebron. In the West Bank, an Israeli settler shoots and kills a Palestinian youth in c. Hebron after he allegedly attempts to stab the settler, according to the IDF. IDF troops then raid the home of 2 witnesses, confiscating recording equipment that was used to capture a video of the incident. Later, IDF troops shoot and kill a Palestinian youth after she allegedly stabs an Israeli soldier outside the Kiryat Arba settlement nr. Hebron. After the 2d incident, Fatah’s local Hebron branch declares a day of mourning and dozens of Palestinians throw stones at IDF troops in the area, sparking minor clashes throughout the day. Later, IDF troops raid the Palestinian youth’s home in c. Hebron and assault her family. In the evening, Israeli forces shoot and kill a 3d Palestinian in c. Hebron after he stabs and moderately injures an Israeli soldier. Meanwhile, IDF troops shoot and kill a Palestinian at Qalandia checkpoint nr. Ramallah after he allegedly stabs and injures an Israeli border police officer. After the incident, the IDF conducts late-night raids in nearby Qalandia r.c., arresting 2 Palestinians and sparking clashes with stone-throwing Palestinian youths (3 Palestinians are injured). In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly attempts to stab an Israeli police officer in the East Talpiot settlement. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting throughout the region, injuring 24 Palestinians. The IDF also patrols during the day and conducts late-night raids and house searches in the area, arresting 5 Palestinians and issuing an arrest summons to 1. More than 200 Israeli settlers throw stones and firebombs at Palestinian homes nr. Hebron, injuring 3 Palestinians and sparking clashes between stone-throwing Palestinians and Israeli forces; 1 Palestinian is injured. (HA, MNA, TOI, WAFA, YA 10/17; HA, MNA, WAFA 10/18; PCHR 10/22)

Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make late-night air strikes on open areas nr. the Gaza border n. of Bayt Hanun, causing no reported injuries. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 nr. Salfit; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin and Nablus. Just outside East Jerusalem nr. al-Tur, Israeli border police and an undercover unit bulldoze 20 d. of Palestinian land, demolishing 2 walls, 3 natural caves, and a water network supplying several Palestinian homes. Jewish settlers fr. Kiryat Arba settlement in Hebron escorted by IDF troops begin planting trees on 150 d. of nearby Palestinian agricultural land that the IDF previously declared a closed military zone. Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). Meanwhile, in the West Bank, the IDF patrols in Bayt Liqya nr. Ramallah during the day and in Jenin, Jericho, and 2 villages nr. Ramallah and Salfit. Jewish settlers fr. Beit El nr. Ramallah enter nearby Dawar al-Qare’ village and set fire to 2 cars. (PCHR 8/25)

As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. The IDF conducts daytime house searches nr. Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in and nr. Hebron, Nablus. Israel orders borders with Gaza sealed after an early warning system detects a rocket launch fr. Gaza into Israel, but later admits that the system malfunctioned and no rocket was fired; the seal is lifted. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Bethlehem, and nr. Hebron (raiding 2 Palestinian colleges, detaining 27 students for questioning); demolishes 36 structures (approx. 23 dwellings and 13 animal pens) belonging to bedouin families in Mughayyir al-Dir, outside Ramallah and adjacent to Mitzpe Dani settlement outpost, displacing 97 individuals (including 51 children), on the grounds that the structures were built in a closed military zone. Jewish settler girls (ages 12–17) stone Israeli border police demolishing an “illegal structure” in Givat Harsina outpost in Hebron, injuring 2 officers; the girls are arrested. Hamas releases 17 Fatah mbrs. fr. detention in Gaza, saying they are the only political prisoners being held and are being freed as a gesture to Fatah before national unity talks set to open in Cairo on 11/9 (see 10/20). In the West Bank, the IDF raids and searches homes nr. Jenin but makes no arrests; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation). Jewish settlers fr. Kiryat Arba and a nearby unauthorized outpost in Wadi al-Nassara attack Palestinian homes for a 2d day, causing damage but no reported injuries. Jewish settlers with a bulldozer occupy and level a plot of Palestinian land s. of Bethlehem; the IDF removes the settlers. Jewish settlers fr. Yitzhar nr. Nablus throw a large rock at a passing Palestinian car, seriously injuring a Palestinian woman and lightly injuring her child; the IDF evacuates the mother to a hospital in Israel. In Gaza, Hamas-affiliated police detain several senior Fatah officials in what Hamas calls a response to Fatah’s detention of West Bank Hamas loyalists on 7/28. Israelis in Sederot close schools, demand government action after Palestinians fire 3 more rockets fr. Gaza into Israel, causing no damage or injuries. Egyptian border police demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF raids, searches several Hamas-run charities in Nablus, confiscating documents, computers and sealing the offices; patrols in, fires on residential areas of ‘Azun nr. Qalqilya (also firing on stone-throwing youths who confront them, wounding 2 children, ages 13 and 14), Sa‘ir nr. Hebron (seriously wounding 1 Palestinian); conducts arrest raids, house searches in and around Nablus, in Qabatya nr. Jenin and Tulkarm r.c., and nr. Hebron. The Israeli High Court rules that the separation wall around Bil‘in, site of weekly nonviolent protests, must be moved westward to prevent the de facto annexation of more han half of the village’s agricultural land, rejecting the government’s claim that a wide buffer zone was needed to protect nearby Mod’in Ilit settlement and determining that the original route took into consideration plans to expand the settlement “as much as possible”; the decision gives the government a “reasonable period of time” to take down and move portions of the wall, which is expected to return 250 acres of land to Bil‘in residents. In Gaza City, the previously unheard-of Security Members Martyrs Brigade took responsibility for detonating a bomb under the car of a prominent Hamas mbr. in Gaza City, causing no injuries; the group is thought to be made up of Fatah security officers still in Gaza who have been underground since Hamas took over in mid6/07. In an apparent assassination attempt in Gaza, suspected Fatah gunmen fire on Haniyeh’s 10-car convoy, set fire to 1 PA security vehicle, causing no injuries. In Gaza, the IDF sends troops into Bayt Hanun, seals the town, demolishes a workshop, a coffee shop before withdrawing; sends troops into Khan Yunis, fatally shooting 1 Palestinian, demolishing 2 Palestinian homes, bulldozing 6 d. agricultural land. A 15-yr.-old Palestinian is injured when he accidentally detonates unexploded IDF ordnance nr. Dayr al-Balah. In the West Bank, the IDF conducts arrest raids, house searches in Hebron. On the last Friday of Ramadan, Israel allows 180,000 West Bank Palestinians into Jerusalem to worship at al-Aqsa Mosque. 100s of Palestinians denied entry scuffle with IDF soldiers and border police nr. Bethlehem, who fire tear gas, stun grenades. Fatah, Hamas mbrs. exchange fire in Bayt Hanun, wounding 3 Palestinians. In Khan Yunis, a Fatah mbr. is kidnapped, shot, wounded by unidentified gunmen. (‘Adil al-Maqusi, Muhammad al-Taluli, Rasim Zhahir) allegedly en route to fire rockets into Israel, wounding 1 bystander; makes an air strike on a car in Gaza City, assassinating Fatah Mujahiddin Brigades mbr. Raja’i al-Labban, wounding a 2d Fatah mbr.; makes a late-night air strike on Rafah destroying a Palestinian home (after warning residents to leave), severely damaging 5 others, cutting power to some areas; conducts arrest raids in Wadi al-Silqa. The IDF closes the Zatara checkpoint linking the n. and s. West Bank (closed almost continually through the end of the quarter); patrols in, fires on residential areas of Bethlehem (seriously wounding 1 Palestinian stone-thrower), Nablus (wounding 3 Palestinians); conducts arrest raids, house searches in Jenin (targeting the AMB) and nr. Hebron, Qalqilya. Islamic Jihad claims to fire a 2d Grad rocket fr. Gaza towards Ashkelon (see 3/28), but the IDF reports no rocket fire. A Palestinian stabs, lightly wounds an Israeli border policeman at alRam checkpoint into Jerusalem, is arrested. Some 15 Jewish settlers fr. Abbas vetoes Siyam’s 4/20 appointment of Abu Samhadana as Interior Min. inspector gen. and vows to block his plan to set up a new security force (the ESF). In Damascus, Hamas head Khalid Mishal accuses Abbas and Fatah of seeking to form a parallel government, conspiring against Haniyeh’s new government, committing treason, surrendering to Israel. Within hrs. of Arafat’s death, the PC, in keeping with the Basic Law, formally swears in PC speaker Rawhi Fattuh as interim head of the PA until elections are organized within the next 60 days;Qurai‘ maintains the position of PM, responsible for daily PA operations.
