In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

IDF troops shoot and kill a Palestinian at a checkpoint nr. Nablus after she allegedly attempts to stab an Israeli border police officer. No Israelis are injured. Elsewhere in the West Bank, IDF troops patrol nr. Hebron throughout the day and arrest 3 Palestinians on late-night raids nr. Bethlehem, Hebron, and Jenin. In East Jerusalem, more than 10,000 Jewish worshippers gather at the Western Wall for Sukkot. Meanwhile, around 1,000 worshippers tour Haram al-Sharif and police remove 8 of them from the sanctuary for violating the rule against non-Muslim prayer. Elsewhere, Israeli forces arrest 3 Palestinians during raids in the Old City, Silwan, and al-Ram. They also confiscate equipment from a printing house in al-Ram. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Bayt Hanun; and open fire on Palestinian farmers working nr. Bayt Hanun later in the day, causing no injuries. The Egyptian authorities open the Rafah border crossing for the 2d time this week, allowing passage in both directions. A Palestinian official says that they intend to keep it open for 4 days in a row. (MNA 10/19)

Israeli soldiers shoot and kill a Palestinian at the Qalandia checkpoint n. of Jerusalem after he allegedly stabs an Israeli border guard, causing moderate injuries. The IDF then violently disperses around 200 Palestinians gathering to throw stones in protest of the killing. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Shuja‘iya; at least 6 Palestinians are injured and 2 are arrested. PA pres. Abbas attends the funeral of former Israeli pres. Peres and shakes hands with Israeli PM Netanyahu. Responding to criticism from Hamas and many other Palestinians, a senior Hamas official says that Abbas’s attendance disproves Israeli claims of Palestinian dedication to violence and that it sent a “strong message of Palestinian peace” to the world. MK and Joint List chair Ayman Odeh refuses to attend, along with the rest of the Joint List, citing Peres’s treatment of the Palestinians. A total of 5 Palestinians are killed across the oPt today. First, IDF troops shoot and kill 2 Palestinians in ‘Araqa village nr. Jenin after they allegedly shoot at the soldiers. IDF troops later cordon off the roads leading to and from Araqa and patrol the area. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. Elsewhere in the oPt, the Egyptian authorities keep the Rafah border crossing open for the 2d of 2 planned days, allowing passage in both directions. They say in the evening that they will extend the opening a 3d day on 2/15. The IDF maintains, for a 6th and final day, its punitive closure of Qabatiya, where an Israeli settler was stabbed and injured on 2/9. IDF troops patrol in a village nr. Jenin, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They also conduct house searches and raids late at night in Tulkarm, Tulkarm r.c., Nablus, 4 villages nr. Hebron, and 1 village nr. Ramallah, arresting 10 Palestinians; patrol further in Qalqilya, 7 villages nr. Hebron, and 1 nr. Salfit. The Israeli authorities return to his family in East Jerusalem the body of a Palestinian who was killed by Israeli police on 10/15 (the family reportedly agreed to allow only 14 people to attend his funeral and paid NIS 20,000 [around $5,150] as collateral to secure the release of his body). This is the 1st body returned to East Jerusalem since the wave of violence began in 10/2015. Meanwhile, Palestinians verbally confront 5 right-wing Jewish activists who are attempting to pray at Haram al-Sharif. Israeli forces escort the activists out of the sanctuary before the incident can escalate. Israeli forces also arrest 6 Palestinians on raids in al-Tur. Stabbing and other small-scale violent incidents continue amid the ongoing wave of violence. IDF troops open fire on 2 Palestinians, killing 1 and injuring the other, after they allegedly attempt to stab an Israeli border policeman at a checkpoint nr. Nablus. In East Jerusalem, Israeli forces shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli at a light rail station nr. Shaykh Jarrah (the Palestinian succumbs to his injuries later in the day). An Israeli bystander is accidentally shot and injured during the incident. The Israeli crackdown across the oPt continues as well, with IDF troops clashing with and violently dispersing Palestinian protesters nr. Hebron, Bethlehem, Ramallah, and in 4 locations along Gaza’s border; an 8-mo.-old Palestinian baby dies from tear gas inhalation nr. Bethlehem, 1 Palestinian is rammed with an IDF vehicle, and 63 are injured overall. Israeli forces also violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation and recent violence in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; there are no serious injuries. The IDF conducts a late-night raid nr. Ramallah, arresting 1 Palestinian; patrols in the Ramallah, Hebron, and Qalqilya areas, sparking clashes with stone-throwers in each (5 Palestinians are injured and 2 are arrested). Further patrols in 4 villages nr. Hebron and 2 nr. Qalqilya do not lead to clashes. Israeli forces return the bodies of 7 Palestinians killed by IDF troops in and around Hebron since 10/1. They also place concrete blocks and fences on a number of roads in c. Hebron and bar Palestinians who do not live in Hebron from entering the city, following the recent violence in the area. PA pres. Abbas submits files to the International Criminal Court (ICC) documenting recent Israeli violations of international law in the oPt, including the recent “extrajudicial killings” and home demolitions. For the 9th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones, injuring 10 Palestinians. The Israeli authorities temporarily close the Erez border crossing after the clashes. (HA, MNA, WAFA 10/17; PCHR 10/22)

The IDF shoots and kills 5 suspected Palestinian assailants throughout the day as stabbing incidents and the Israeli crackdown continue, particularly in and around Hebron. In the West Bank, an Israeli settler shoots and kills a Palestinian youth in c. Hebron after he allegedly attempts to stab the settler, according to the IDF. IDF troops then raid the home of 2 witnesses, confiscating recording equipment that was used to capture a video of the incident. Later, IDF troops shoot and kill a Palestinian youth after she allegedly stabs an Israeli soldier outside the Kiryat Arba settlement nr. Hebron. After the 2d incident, Fatah’s local Hebron branch declares a day of mourning and dozens of Palestinians throw stones at IDF troops in the area, sparking minor clashes throughout the day. Later, IDF troops raid the Palestinian youth’s home in c. Hebron and assault her family. In the evening, Israeli forces shoot and kill a 3d Palestinian in c. Hebron after he stabs and moderately injures an Israeli soldier. Meanwhile, IDF troops shoot and kill a Palestinian at Qalandia checkpoint nr. Ramallah after he allegedly stabs and injures an Israeli border police officer. After the incident, the IDF conducts late-night raids in nearby Qalandia r.c., arresting 2 Palestinians and sparking clashes with stone-throwing Palestinian youths (3 Palestinians are injured). In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly attempts to stab an Israeli police officer in the East Talpiot settlement. More than 200 Israeli settlers throw stones and firebombs at Palestinian homes nr. Dozens of Gazans gather nr. the border for a 2d day, protesting the Israeli killing of 7 Gazans on 10/9. IDF troops open fire on the protesters, killing 2, injuring 26, and arresting 5 of the 70 who cross into Israel. Meanwhile, unidentified Palestinians fire a rocket toward Ashqelon, Israel, and it is intercepted by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on Hamas military sites in s. and c. Gaza, killing 1 pregnant Palestinian and her young daughter and injuring 5 others. Off the coast nr. Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. Israeli PM Netanyahu approves the deployment of 16 reserve companies of border police—as many as 2,000 troops—in Palestinian cities across Israel, in Jerusalem, and along major highways (the cabinet will approve the proposal on 10/11). (JP, TOI 10/10)

For the 1st time since the wave of violence began, Gazans gather en masse to protest the recent Israeli violence. Israeli forces open fire on more than 3,000 protesters in 5 locations along the border fence, killing 6 Palestinians and injuring 67 others (2 more Palestinians will succumb to their injuries on 10/10 and 10/16, respectively). Late at night, unidentified Palestinians fire 3 rockets toward Israel. After the rocket fire and the morning’s deadly clashes, the IDF deploys Iron Dome missile defense batteries nr. Stabbing incidents continue in the West Bank, Jerusalem, and Israel, with 3 such incidents throughout the day. First, Israeli forces shoot a Palestinian after he stabs an Israeli border police officer outside the Kiryat Arba settlement nr. Hebron (the Palestinian attacker will succumb to his injuries later in the day). After the attack, Israeli settlers assault Palestinians and their property across Hebron and Nablus, including several journalists. In c. Jerusalem, a Palestinian stabs and lightly injures an Israeli youth with a vegetable peeler, then Israeli police arrest him. In Israel, an Israeli youth stabs and injures 4 Palestinians, including 1 bedouin employee of the municipal govt., in Dimona. Relatedly, Israeli forces shoot and injure a Palestinian woman claiming that she stabbed an Israeli security guard in Afula. (After a video of the incident is released, the Israeli Justice Ministry will find [10/28] that she had no intention of attacking Israelis.) After the incident in Afula, Palestinian youths protest throughout the surrounding areas, throwing stones at Israeli police. Similarly, a private security officer shoots and injures a Palestinian at a settlement outpost, then the IDF detains the Palestinian when they find a knife and gun on his person. Meanwhile, IDF troops clash with and violently disperse hundreds of Palestinians throwing stones and protesting throughout the West Bank and East Jerusalem, killing 1 Palestinian and injuring hundreds more. Palestinians throw stones at Israeli vehicles nr. Ramallah, lightly injuring 5 Israelis. The IDF also conducts raids and patrols in the Hebron area and East Jerusalem, arresting 11 Palestinians including 1 journalist. Meanwhile, the Israeli authorities bar Palestinian men under 45 from Haram al-Sharif today and close all but 5 entrances to the sanctuary in an effort to deter clashes at the site amid rising tensions in the oPt. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. Israel, thousands of Christians attend a protest rally to condemn the 6/17 arson attack on a nearby church. (HA, MNA, WAFA, YA 6/21; MNA 6/22)

In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. In the West Bank, IDF troops shoot and wound a Palestinian with a rubber-coated metal bullet in al-Fara‘a r.c. nr. Tubas during clashes sparked by a raid in the camp. Separately, 3 Palestinian children nr. Bayt Umar n. of Hebron are wounded by an unexploded Israeli sound bomb. Meanwhile, an Israeli border police officer is lightly injured when Palestinians throw a Molotov cocktail at an army post in n. Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Jenin; patrols in 3 villages nr. Jenin and 2 villages nr. Ramallah. Israeli settlers torch a mosque in Aqraba village nr. Nablus and leave “price tag” graffiti. In East Jerusalem, hundreds of Israelis tour Haram al-Sharif for the festival of Sukkoth, while Palestinians under 50 and all women are prevented from entering for morning prayers. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. Israel accuses Iran of staging 2 bombing attempts today against Israeli diplomatic targets in New Delhi, India, and Tbilisi, Georgia. In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Pres. Obama, asked during his trip to Indonesia about his reaction to Israel’s 11/8 construction announcement, states sharply that “this kind of activity is never helpful when it comes to peace negotations. I’m concerned that we’re not seeing each side make the extra effort . . . to get a breakthrough. Each of these incremental steps can end up breaking trust.” Hours later, Netanyahu’s office responds saying “Jerusalem is not a settlement. It is the capital of the State of Israel. . . . Israeli tax authorities and border police seal the entrances to the Jerusalem suburb of Issawiyya, checking Palestinians leaving and entering the village and raiding businesses in search of Palestinian tax evaders. Border police fire rubber-coated steel bullets at stone-throwing Palestinian youths who confront them, injuring 19 Palestinian children (ages 10–15); 1 Israeli border policeman is also injured. Also in East Jerusalem, Israeli authorities raid, search 2 Palestinian homes in Silwan, arresting 2 Palestinians. Silwan residents report that in recent weeks, Israeli authorities have stepped up arrests of young Palestinian men in Issawiyya and Silwan, and that Jewish settlers and settlement guards in Silwan have been accosting local Palestinians more frequently, generating almost daily low-grade clashes. The IDF conducts arrest raids, house searches in Issawiyya later in the evening; and conducts latenight arrest raids, house searches in and around Hebron and nearby al-‘Arub r.c., in al-Bireh (searching the home of Palestinian Council secy. The IDF significantly increases attacks on Gaza for the 2d straight day, as international mediation efforts led by Egypt to secure a cease-fire also intensify.

Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Gaza, the IDF continues heavy attacks on Khuza, including air strikes, intense shelling, and widespread bulldozing of some 50 houses and farms; Israeli fire is so heavy and constant that residents report being unable to reach the injured or flee their homes to seek shelter outside the village; IDF troops pull back fr. Khuza after nightfall.

The IDF reports carrying out more than 160 air strikes across Gaza. Air strike target areas include Bayt Hanun, Bayt Lahiya, Gaza City (al-Sabra, Shaykh Ridwan, al-Zaytun), Jabaliya r.c., Khan Yunis, Khuza, Nussayrat r.c., Rafah, al-Shuka, Tal al-Za‘atar, and the Twam area. Israeli gunboats shell Nussayrat r.c. Heavy tank and artillery fire are reported nr. Bayt Lahiya (white phosphorous suspected) and in Dayr al-Balah, Jabaliya town, Khan Yunis (white phosphorous suspected), Khuza, Nussayrat r.c. (confirmed use of flechette shells). For a 2d day, nearly half of the air strikes take place after nightfall, targeting Gaza City. Palestinians report 12 hrs. of constant Israeli bombardment of the Rafah border, with the IDF claiming to destroy 90 smuggling tunnels. (The IDF also demolishes 1 tunnel on the Gaza–Israel border nr. the Nahal Oz crossing.) Specific targets include a Hamas police headquarters in Gaza City, 31 groups of armed men, 25 rocket-launching sites, and 13 suspected weapons manufacturing and storage facilities.

On the ground, the IDF reports a total of 6 soldiers wounded (2 moderately, 4 lightly) in 2 exchanges of gunfire with Palestinians. In a 3d incident, IDF reservists open fire on an IDF paratrooper unit, seriously wounding 1 and moderately wounding 3. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. (Israeli military intelligence confirms that 1 soldier killed on 1/6 or 1/8 was targeted by a suicide bomber, stating that several Palestinian suicide bombers, including some women and some dressed as IDF soldiers, have approached combat units.)

Palestinians fire about 11 rockets and 6 mortars into Israel, causing no reported damage or injuries.

Humanitarian notes: The IDF observes another 3-hr. lull, allowing 102 truckloads of aid into Gaza. (The IDF states that 1,028 truckloads of humanitarian goods have been allowed into Gaza since 12/27.) During the lull the ICRC rescues 100 Palestinians trapped in Jabaliya. Heavy IDF attacks in Rafah force UNRWA to close a medical center just n. of the border to ensure the safety of patients and to open more shelters for displaced residents. Human Rights Watch calls Israel’s 3-hr./day breaks to facilitate humanitarian aid “woefully insufficient.” Other aid groups (including Doctors Without Borders, the ICRC, the UN) complain that they are still able to import and distribute only a fraction of the emergency supplies available for Gaza because of Israeli delays and restrictions. Hebron fatally shoot a Palestinian who allegedly attempts to grab the gun of a border patrol officer after being denied permission to cross the checkpoint. Late in the evening, the IDF conducts arrest raids, house searches in Bayt Awa, Dura, and Kafr Khalil (all nr. Hebron). A Jewish settler driving nr. Hamas mbrs. fire 8 mortars fr. Gaza toward Israel, 6 of which land inside Israel, causing no damage or injuries. In response, the IDF makes an air strike on 1 mortar-launching site, killing 2 Palestinian teenagers nearby, wounding 2 children. OCHA reports that in addition to mortar fire, Palestinians have fired 6 rockets fr. Gaza toward Israel between 11/27 and 12/2, causing no injuries. Israeli border police arrest Israeli reporter Amira Hass as she leaves Gaza through the Erez crossing, charging her with violating the government ban on Israelis entering Gaza. Hass, who entered Gaza on 10/29 on a boat carrying solidarity activists (see Chronology in JPS 150), was then expelled by Hamas officials who disapproved of her coverage of events in the Strip; she is released pending a hearing. In the West Bank, the IDF conducts latenight arrest raids, house searches nr. Bethlehem, Jenin. For a 6th straight day, 100s of Jewish settlers riot in Hebron to protest the orders to evacuate Beit Shalom, attacking Palestinians on the street, vandalizing Palestinian homes, damaging cars, and harassing IDF troops; the IDF fires tear gas, percussion grenades at Palestinians who attempt to stop the settlers, injuring 3. A week ahead of her deadline to form a government, Kadima party head and acting Israeli FM Tzipi Livni, with powersharing deals with the Labor and Meretz parties already drafted, unexpectedly informs Israeli pres. Shimon Peres that she cannot form a coalition. She blames other Israeli parties for making unreasonable political and economic demands, stating that she was unwilling to compromise her priciples to form a government (see Quarterly Update). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s.
