PA forces subsequently violently disperse Palestinians protesting outside of the Jenin governor’s office demanding that a Palestinian prisoner is released to participate in the funeral procession, 30 are injured. A Palestinian allegedly collaborating with Israel is reportedly killed after the airstrike. Israeli forces also raid Tulkarm, razing infrastructure and damaging buildings. Elsewhere, Israeli forces arrest 30 Palestinians during raids in and around Tulkarm, Nablus, Hebron, Ramallah, Jericho, and Jalazone refugee camp. At least 7,000 people are missing in rubble, including 1,700 children. 431 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Israel says its forces have killed 90 people in and around al-Shifa Hospital since 3/18 and brought 160 out of 300 arrested Palestinians to Israeli detention centers in the Naqab. Hamas denies Israeli claims that Hamas members were in the hospital. The Gaza Media Office says Israeli attacks have killed more than 100 aid workers in the past week. Autopsy reports reveal that a Palestinian prisoner who died at the Ofer Prison on 2/8 died due to medical neglect while a prisoner who died on 1/1 at the Megiddo Prison died after being beaten. (HA 3/20)

The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. It is the first time the Israeli court has approved a punitive demolition based on an attack that did not lead to Israeli fatalities. (AJ, HA, HA 3/20)

The Palestinian Football Association (PFA) urges FIFA to sanction Israel due to the Israeli attacks on Gaza. The PFA says 6 other national soccer associations endorse the proposal that will be discussed at the next FIFA congress in May. (AJ 3/20)

Palestinian MK Ayman Odeh is expelled from the Knesset after saying “[w]hat the Israeli army is doing [in Gaza] is murder, a massacre, the starvation of children.” (HA 3/20)

U.S. secretary of defense Lloyd Austin urges Israeli defense minister Yoav Gallant to consider alternatives to a ground invasion of Rafah during a phone call. Secretary of State Antony Blinken says “gaps are narrowing” in the ceasefire negotiations. Hamas official Osama Hamdan says the Israeli response to the Hamas counterproposal was negative. Blinken also meets with Saudi crown prince Mohammed bin Salman and Foreign Minister Faisal bin Farhan Al Saud in Jeddah and UAE foreign minister Abdullah bin Zayed Al Nahyan in the UAE. Blinken says the U.S. has submitted a new draft resolution at the UN Security Council calling for an immediate ceasefire. In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and vandalizing 2 others. Israeli forces shoot and kill 2 Palestinians, including a child, and injure 3 others in al-Jib. In East Jerusalem, Israeli forces shoot and kill a 12-year-old boy in Shu’fat refugee camp, seizing his body to withhold it from his family in order to dictate the size and location of the funeral as conditions for the return of the body. A video of the incident shows that the boy and his friends are playing with fireworks when he is killed by a sniper. Israeli national security minister Itamar Ben-Gvir praises the soldier who shot the child, saying he deserves an award. In Gaza, Israeli forces bomb Jabalia refugee camp, Dayr al-Balah, Gaza City, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, Rafah, and Khan Yunis, killing at least 72 people. Haaretz reports that, based on testimonies from Israeli officials who have visited a medical facility for Palestinian captives from Gaza held at the Sde Teiman military base, the wounded Palestinians are shackled to their hospital beds and blindfolded 24 hours a day. There are no nurses at the facility and the Israeli soldiers refuse to feed the prisoners, so they are forced to drink liquid formula. (HA 3/12)

Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. Meanwhile, Israeli forces demolished 6 residential structures and 1 agricultural structure in Shaab al-Butum in the Masafer Yatta area, displacing 20 people. 38 Palestinians were arrested during late-night raids in Bethlehem, Ramallah, Qalqilya, and Tubas. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. The Red Crescent said 3 paramedics and a companion of a wounded Palestinian were detained by Israeli forces, with 1 of the paramedics being arrested, and that Israel obstructed the evacuation efforts. 190 patients were evacuated from the hospital over a 20-hour period. 2 Israeli soldiers were killed. More than 2,885 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 111 Palestinians were buried in a mass grave in Khan Yunis. The bodies were initially seized by Israel at al-Shifa Hospital and in Beit Hanun and handed over to Palestinian authorities prior to arriving in Khan Yunis in a shipping container. Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. PA president Mahmoud Abbas welcomed the agreement and thanked Qatar and Egypt for their mediation efforts. Israel claimed to have found a 525-foot-long tunnels underneath al-Shifa Hospital, saying it was used by Hamas. Videos of the tunnels released by Israel showed the tunnels were completely empty, aside from an air-conditioning unit. Former Israeli prime minister Ehud Barak said earlier this week that Israel constructed tunnels under al-Shifa in the 1980s. U.S. president Joe Biden released a statement welcoming the temporary ceasefire, thanking the leaders of Qatar and Egypt. Biden also spoke with Prime Minister Netanyahu, emphasizing the “importance of maintaining calm along the Lebanese border as well as in the West Bank,” according to the U.S. readout of their conversation. Israeli settlers also assaulted Palestinians in Khallet ad-Dabi, causing fractures and bruises on several of them. At least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Committee to Protect Journalists said at least 24 journalists have been killed since 10/7, including 20 Palestinians, 3 Israelis, and 1 Lebanese. Maps released by the Israeli Civil Administration showed that the official boundaries of the Israeli settlement outposts Asael and Avigail, which had been retroactively authorized by Israel in February, had expanded significantly in recent months. The Asael settlement outpost had expanded 18 times while the Avigail outpost had expanded 2.5 times. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. In the West Bank, Israeli settlers vandalized dozens of olive trees in Burin. Israeli settlers also stole olives from a Palestinian farmer near Salfit. 8 Palestinians were arrested during late-night raids in Balata refugee camp, Kobar, al-Bireh, Ni‘lin, and Kafr Ein. In East Jerusalem, Israeli forces demolished fencing in Silwan, leading to a confrontation with its owners, 2 were injured by Israeli forces assaulting them with their rifles, including 1 minor. 1 Palestinian family demolished their own home in Bayt Hanina. 2 Palestinians were arrested near the Damascus Gate plaza. Israel charged the 6 Palestinian prisoners who escaped Gilboa prison on 9/6 with offenses related to their escape, potentially carrying additional sentences of up to 7 years. 5 other Palestinian prisoners were charged with helping them escape, also risking 7 more years. PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. A delegation of Hamas officials met with Egypt’s intelligence chief Abbas Kamel to discuss a long-term ceasefire with Israel and intra-Palestinian relations. Hamas later released a statement, saying that the organization did not reach an agreement with Egypt about a long-term ceasefire with Israel despite media reports on the contrary. The 4 Palestinian prisoners who were caught by Israeli forces after escaping Gilboa prison on 9/6 were at a court in Nazareth for a closed-off remand hearing. The Shin Bet asked the court to extend the prisoner’s detention with the Shin Bet for 13 days. The 4 have not been allowed to meet with a lawyer. 1 of the prisoners, Zakaria Zubeida, was later admitted to a hospital after receiving heavy beatings by Israeli interrogators. Israeli forces violently dispersed a tree-planting event in Bayt Dajan, causing tear-gas related injuries; Israeli forces had tried to prevent Palestinians from reaching the event throughout the day by setting up roadblocks. In East Jerusalem, 1 Palestinian family demolished their own home to avoid exorbitant Israeli demolition fees in Sur Bahir, displacing 11 people. 7 Palestinians were arrested during raids. Israeli forces attacked Hezbollah infrastructure in Lebanon, claiming that shots were fired from Lebanon toward Israeli troops the day before. U.S. secretary of state Mike Pompeo met with senior members of the royal family in Bahrain to discuss “the importance of building regional peace and stability,” including normalizing ties between Bahrain and Israel. Jordanian King Abdullah II told U.S. congressional leaders and committees via video conference that Israeli annexation of parts of the West Bank is unacceptable and will undermine stability and peace. The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank.
