In the West Bank, Israeli settlers opened fire at Palestinians harvesting olives in Qusra; no injuries were reported. Israeli settlers with a military escort also raided Wadi al-Hasin, injuring 1 Palestinian minor and entering homes and commercial stores. Israeli forces raided Jenin and Jenin refugee camp, killing 3 Palestinians, including 2 in a drone strike, and arresting Fatah’s secretary general in Jenin Ata Abu Ramila and Fatah member Jamal Hawil. Israeli forces also shot and killed 1 disabled 65-year-old Palestinian man during a raid in Tulkarm. Elsewhere, Israeli forces raided a funeral procession for 1 child killed on 10/31 in Beit Umar, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 2 Palestinians, including a child, during raids in Aida refugee camp and Ya’bad. Meanwhile, Israeli forces demolished 2 homes and 4 agricultural structures in al-Khader and seized a bulldozer in Deir Balut. Palestinians in the West Bank and East Jerusalem observed a general strike in protest over Israel’s attacks on Gaza. 62 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, Hebron, Qalqilya, Ramallah, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israel again cut off phone and internet services. The services were gradually restored 8 hours later. At least 280 Palestinians were killed and 697 injured in Israeli airstrikes in Gaza. Israel conducted massive airstrikes on Jabalia refugee camp for a second day in a row. Hamas said 195 Palestinians were killed, 777 were injured, and 120 are missing in Jabalia refugee camp in the past 2 days. Israel claimed it had assassinated Hamas member Muhammad Asar. Rockets were fired at Israel. In Lebanon, Israeli forces attacked several places it said was linked to Hezbollah. Hezbollah said it had shot down an Israeli drone. Lebanon’s state run news agency said 2 Lebanese shepherds were killed by Israeli forces while grazing their herds by the Wazzani river. The Ministry of Health in Gaza said at least 8,805 Palestinians had been killed, including around 5,811 women and children, and 22,240 had been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800 people, including 940 children, have been reported missing. 129 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 35 children. More than 2,274 people have been injured. Israel said 15 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete blackout of electricity in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. About 450 people, including 81 injured Palestinians and people with foreign passports, left Gaza to Egypt via the Rafah crossing. It was reported that Qatari mediation had brokered the agreement for a limited evacuation of some people from Gaza. 55 trucks carrying aid entered Gaza. PA health minister Mai al-Kaila said the only cancer hospital in Gaza, the Turkish-Palestinian Friendship Hospital, had stopped operating due to Israeli bombardments and running out of fuel. The Indonesian Hospital’s main generator stopped working, putting the hospital’s oxygen station, ventilators, air-conditioners, and fridges in the morgue out of commission. 14 out of 35 hospitals in Gaza were out of commission. The UN said 11 out of 20 bakeries in Gaza have been destroyed in Israeli airstrikes since 10/7. The UN also said it had recorded 171 settler-related incidents of violence against Palestinians and Palestinian property, 7 a day, since 10/7. The Israel Prison Service said 6,704 Palestinians were imprisoned in Israel, including 2,070 who were held in administrative detention. 1,512 were imprisoned during the month of October. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. Palestinian Prisoners Society spokesperson Amani Sarahneh said a medical report issued by the Israel Prison Service showed that Omar Daraghmeh, who died in Israeli custody on 10/23, had “internal bleeding, particularly in his stomach and intestines.” The UN Human Rights Office reported that Palestinians arrested by Israel have been subject to violent and humiliating acts by Israeli forces during their arrest.  (AJ, UNOCHA 11/1; HA 11/2)

Hamas said that 7 of the captives held by Hamas were killed in the Israeli airstrikes on Jabalia refugee camp on 10/31, saying “almost 50” of the captives have been killed in Israeli bombardments since 10/7. (AJ 11/1)

Reporters Without Borders (RSF) filed war crime complaints to the ICC in relation to the killing of 8 Palestinian and 1 Israeli journalists. RSF said 34 journalists had been killed since 10/7. The organization also said that more journalists have been killed since 10/7 than in in any other conflict since 1992. (AJ, AP 11/1; HA 11/2)

UN commissioner for human rights Volker Turk said the Israeli attacks on Jabalia refugee camp could amount to war crimes. Colombian president Gustavo Petro condemned the attack and said “[i]t’s called Genocide, they do it to remove the Palestinian people from Gaza and take it over.” EU high commissioner for foreign policy Josep Borell called the Jabalia refugee camp attack appalling. PA prime minister Mohammad Shtayyeh and Foreign Minister Riyad al-Maliki met with UK minister of state for the Middle East and North Africa Lord Tariq Ahmed in Ramallah, calling on the UK to support a ceasefire. (WAFA 11/1)

Israeli defense minister Yoav Gallant said Israeli finance minister Bezalel Smotrich should transfer the PA tax revenue to the PA, as it helps “in preventing terrorism.” It was reported that Gallant was left with the decision of whether to use new emergency regulations to ban Al Jazeera’s operations in Israel. Israeli sources told Haaretz that the Israeli government was hesitant to shut down Al Jazeera’s operations in Israel as it may undermine Qatari negotiations on a prisoner exchange. The Religious Zionism party said its MK Zvi Sukkot will be appointed chairman of the Knesset subcommittee on West Bank issues. Sukkot has been arrested several times and had restraining orders against entering the West Bank for his connection to settler violence.  (HA 11/1; HA 11/2)

For the first time U.S. president Joe Biden called for a “pause” to “get the prisoners out.” White House press secretary Katrine Jean-Pierre announced that the Biden administration will develop a national strategy to counter Islamophobia in the U.S., mentioning the “barbaric killing of Wadea al-Fayoume” a Palestinian American child who was killed by his landlord near Chicago on 10/15. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. National Security Council spokesperson John Kirby said the U.S. still wants to move forward with its efforts to normalize ties between Saudi Arabia and Israel and claimed that Saudi Arabia has indicated a willingness to proceed. In the West Bank, Israeli settlers vandalized 40 olive trees in Yasuf. Israeli settlers also razed a plot of land in Khirbet al-Farisiyya. Israeli forces shot and killed a Palestinian after he allegedly opened fire at a settler vehicle driving near Huwwara, causing no injuries to the settlers. Prior to the incident Israeli forces had closed several businesses in the town. Israeli forces also shot and killed 2 Palestinians, claiming they opened fire at an Israeli settler vehicle near Shufa. Elsewhere, Israeli forces shot, injured, and arrested a Palestinian during a raid in Tulkarm refugee camp; 5 Israeli soldiers were injured by an explosive thrown at them during the raid. Israeli forces also violently dispersed Palestinians protesting an incursion at Joseph’s Tomb in Nablus, injuring 3 with live ammunition, 1 with a tear-gas canister to his head, and 120 with tear gas. Meanwhile, Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Balata refugee camp. Israeli forces also fired tear gas near a school in as-Samu, injuring students and staff. Separately, Israeli forces seized money from a money exchange shop in al-Bireh and detained the manager. Israel said it had begun demolishing a concrete structure set up near the Blue Line near Shtula on what it claims to be its territory in coordination with UNFIL. The Lebanese army later removed the structure. (HA 10/5)

Unidentified perpetrators killed at least 80 Syrian soldiers and civilians attending the graduation ceremony for military officers in Homs in a drone attack; 240 were reportedly injured. A group of 15 European media outlets published a global investigation, "The Predator Files,” into the Israeli spyware company Intellexa, revealing that it sold spyware to Egypt that has been used to spy on critics of the Egyptian regime. The company pitched their spyware packages to several countries, including Saudi Arabia, Germany, Malaysia, Cameroon, Mauritius, and Sierra Leone, in some cases with help from former Israeli prime minister Ehud Olmert. Intellexa has been blacklisted by the U.S. since July. (HA, HA 10/5)

Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Israeli forces conducted airstrikes and fired artillery shells at Gaza, killing 1 Palestinian man, injuring 5 in Beit Hanun, and causing damage in Gaza City, Khan Yunis, and Jabalia refugee camp. A ceasefire, brokered by the UN, Egypt, and Qatar took effect on 5/3 at 4 a.m. In the West Bank, PA forces violently dispersed a march in support of Adnan in Jenin using tear gas and stun grenades, arresting 3, including activist Ghassan al-Saadi. 1 Israeli settler was injured when unidentified assailants opened fire at vehicles near the Avnei Hefetz settlement north of Shufa. Israeli settlers threw stones at a Palestinian home in Kisan. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. PA prime minister Mohammad Shtayyeh called Adnan’s death a “premeditated assassination” and the PA called for an international investigation. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. The facial recognition cameras are installed at checkpoints in Hebron and are linked to the Blue Wolf and Wolf Pack database systems. EU high representative for foreign affairs Josep Borrell met with Israeli foreign minister Eli Cohen in Brussels more than a month after Cohen signaled that Borrell would not be allowed to visit Israel and the West Bank due to his criticism of the Israeli occupation. The 2 parties agreed to hold an Israel-EU association meeting by the end of 2023. Cohen said the meeting could take place in Jerusalem. (HA 5/1; ALM 5/2)

In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. The PA security forces and local militant factions in Nablus reached an agreement to end tensions in the city. The PA security forces reportedly promised not to arrest Palestinians in Nablus on behalf of Israel and that the PA would release many of those arrested on 9/20 during the unrest that followed the arrest of Hamas member Musab Ashtaya. 30 Palestinians held on administrative detention announced that they would start an open-ended hunger strike, demanding their freedom. The mass hunger strike is scheduled to begin on 9/25. (AJ 9/25)

UK prime minister Liz Truss told Israeli prime minister Yair Lapid, during a meeting on the sidelines of the UNGA, that she is considering moving the UK embassy of Israel to Jerusalem. A spokesperson for Prime Minister Truss told reporters that Truss’s government is reviewing the current location of the embassy. The PA condemned the news, saying that “opening an embassy in Jerusalem amounts to complicity in Israel’s illegal annexation of the city.” Prime Minister Lapid also met with Jordan’s King Abdullah II and UN secretary-general António Guterres. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 7 with rubber-coated bullets and 30 with tear gas. PA president Mahmoud Abbas dispatched the head of the Detainees Affairs Commission Qadri Abu Bakr on a 2-week tour to meet with leaders in Egypt, Belgium, and France in order to gather international support for the Palestinian prisoners hunger striking against their administrative detention. 1 of the prisoners has been on hunger strike for 107 days, another for 101 days, and 3 others for more than 65 days. ABC News reported that Facebook employees expressed concern over the restrictions on the Palestinian activist Muhammed El Kurd’s Instagram account during Israel’s May assault on Gaza. The document was leaked to ABC News by a congressional staffer after the testimony by Frances Haugen, a Facebook whistleblower. The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years. In the West Bank, Israeli settlers attacked 2 Palestinians in Ma’in, causing light injuries. Israeli settlers also set fire to a Palestinian-owned vehicle in Rujeib. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling between Jenin and Nablus. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Tulkarm, injuring 3 with live ammunition. 40 Palestinians were arrested during late-night raids in and around Hebron, al-Fawar refugee camp, Nablus, Tulkarm, Tubas, and Qalqilya. In East Jerusalem, 2 Israeli settlers attacked 1 Palestinian with a sharp tool, slicing her face as she was leaving the Haram al-Sharif compound. Israeli forces violently dispersed Palestinian protesters in al-Tur, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries and 2 were arrested. 6 other Palestinians were arrested during house raids in the Old City, Jabal Mukabir, Silwan, and Shu‘fat. In Gaza, 34 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 30 to 64, including 16 children. The casualties included: 4 in a drone strike on a car east of Bayt Lahiya; 8, including 3 children, in 3 air strikes on apartment buildings in Gaza City; 1 child in an air strike on a butcher in Gaza City; 6 in a drone strike on a car in Gaza city, including 3 inside the car and 3 passersby; 1, and 1 wounded, in another air strike on a vehicle in Gaza City; 1 in an air strike in Khan Yunis; 1 in an air strike on agricultural lands near Khuza‘a; 4, and 2 injured, in a drone strike on Nuseirat refugee camp; 2, and 1 child injured, in an air strike on a liquefied petroleum gas distribution vehicle in Khan Yunis; 2, and 3 wounded, including 1 child, in an air strike on a house in Khan Yunis; 2, and 2 wounded, all children, after a helicopter fired missiles at a gas station in al-Fukhari; and the body of 1 Palestinian was found in rubble near Bayt Hanun, it was assessed that he was killed in an air strike on 5/10; the body of 1 Palestinian was found near a mosque in Rafah, the Palestinian Centre for Human Rights said it was unclear if he had been killed by debris from an intercepted rocket or in an Israeli air strike. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. Israeli air strikes also demolished 2 high-rise buildings, the 10-story al-Jawhara building, and the 14-story al-Shorouq building, which housed news outlets and other offices, and the headquarters of the interior ministry and UNRWA schools. In Israel, 1 Israeli soldier was killed and 2 injured from an anti-tank missile fired from Gaza and 1 child succumbed to injuries sustained in Sderot, raising the Israeli death toll to 7. Dozens of rockets were also fired at Israel from Gaza, most of them intercepted. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. Israeli police announced a nighttime curfew in Lydda from 8 p.m. to 4 a.m. 1 Palestinian-Israeli man was injured when rammed by a car­ and beaten near Or Akiva. 1 Palestinian-Israeli was lightly injured by a mob of Jewish-Israelis while driving in Tiberias. 1 Jewish-Israeli was injured in a stabbing incident in Tamra. A mob of Jewish-Israelis also attacked 1 Palestinian-Israeli in Haifa. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. As a result, a meeting of Israel’s High Court, set later for the day, is canceled. That hearing could have ordered a broader review of Israeli military courts and the policy of administrative detention, which Israeli PM Benjamin Netanyahu sought to avoid. Israel is currently holding around 320 Palestinian administrative detainees, down from 800 in 1/2008. Meanwhile, Palestinians demonstrate in solidarity with Adnan outside Ofer prison nr. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that Egypt is brokering talks in Cairo between Israel and Hamas authorities in Gaza to increase the amount of fuel Israel allows into Gaza to run Gaza’s electricity plan so as to ease rolling blackouts across the Strip. OCHA reports that Israel allowed in more fuel this week, but blackouts are still averaging 8–16 hours/day, compared to 12–18 hrs./ day in recent weeks. In 1/2012, Egypt tightened its restrictions on fuel trucks traveling toward the Gaza border area to limit smuggling of fuel through the tunnels under the Rafah border (see Quarterly Update in JPS 163).
