PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. He also denies that PA president Abbas discussed the issue with Egyptian president Abdel Fattah al-Sisi in their meeting on 11/3. (WAFA 11/6)

Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. In the West Bank, IDF troops violently disperse Palestinians marching through Bethlehem to commemorate the Nakba and protest the U.S. embassy’s impending opening in Jerusalem; there are no serious injuries. Breaking with Israeli policy not to take responsibility for any strikes in Syria, Israeli officials acknowledge the extensive attacks on Iranian infrastructure on 5/9. “If Iran hits us with rain—we will hit them with a deluge,” says Israeli DM Lieberman. He also says that the IAF destroyed “nearly all” of Iran’s military infrastructure in Syria. (JP, NYT, TOI 5/10)

The U.S. Treasury announces new sanctions on 9 Iranian individuals and entities deemed complicit in an “extensive currency exchange network” that funneled millions of U.S. dollars to Iran’s Islamic Revolutionary Guard Corps. (AFP, TOI 5/10)

For a 2d day in a row, the PLO Central Council convenes in Ramallah to coordinate a long-term strategy for responding to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. In a concluding statement, the council calls for international support for Palestinian statehood, directs the PLO Executive Committee to revoke the PLO’s recognition of Israel until the Israeli government recognizes the State of Palestine, and declares that the transitional period laid out in the Oslo Accords is no longer applicable to the current situation. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. A Hamas delegation arrives in Iran for talks on the Palestinian reconciliation process and other regional issues. A Hamas official says that the group wants to increase its cooperation with Iran and to “secure Iranian financial and logistical support.” (AFP, HA 10/20; HA 10/21)

Israeli settlers throw stones at Palestinian vehicles outside the Huwwara checkpoint near Nablus, causing minor damage. In East Jerusalem, approximately 628 Israeli settlers tour Haram al-Sharif for a 3d day in a row, marking the Jewish holiday Sukkot. Hamas and Fatah officials resume talks on a possible national reconciliation agreement under the oversight of Egyptian intelligence officials in Cairo. They discuss ways that the PA can effectively administrate in Gaza, including the operation of the border crossings and issues related to the economy and security. In the evening, the 2 sides issue a joint statement: “We thank Egypt for its sponsorship in achieving reconciliation and ending division and we look forward to continuing talks [. . .] in the same high spirits.” Talks are expected to continue all week. Gaza’s sole power plant runs out of fuel for the 2d time this year, plunging the region into a renewed power cut crisis. As a result, GEDCO will only be able to distribute 133 MW of power per day, far less than the 450–500 needed. (AFP, TOI 4/16)

In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Qalqilya; 2 Palestinians are injured. Late at night, IDF troops conduct raids in Qalandia r.c. nr. Ramallah, arresting 3 Palestinians and sparking a brief exchange of fire with armed Palestinians; there are no serious injuries. More than 150,000 Jews attend a ceremony at the Western Wall outside Haram al-Sharif for the Jewish holiday Sukkoth. In a speech to the UNGA in New York, PA pres. Abbas says that because the Israeli govt. continues to violate the Oslo Accords and other previous agreements on a daily basis, the Palestinians “cannot continue to be bound by [the] agreements” and that Israel “must assume all of its responsibilities as an occupying power”. At a ceremony outside the UN headquarters after the speech, Abbas and UN secy.-gen. Ban Ki-moon oversee the ceremonial raising of the Vatican and Palestinian flags. Also in New York, Middle East Quartet reps. meet with the Jordanian, Saudi, and Egyptian FMs, and they issue a statement calling on all parties to “exercise restraint” and maintain the status quo at Jerusalem’s holy sites. On the final day of ‘Id al-Adha in East Jerusalem, Israeli police officers enter Haram al-Sharif in the morning, sparking brief clashes with stone-throwing Palestinian youths. After the clashes, the Israeli police announce restrictions on Palestinian access to the sanctuary during the 8-day Jewish holiday Sukkoth, which starts this evening and will run through 10/4: all Palestinian men under the age of 50 will be barred and all other men will have to leave their IDs at the entrances. Meanwhile, Palestinians reportedly begin stockpiling stones at the sanctuary. Throughout the day, Israeli forces conduct raids across East Jerusalem, banning 14 Palestinians from Haram al-Sharif for varying periods of time; arrest 4 Palestinian youths on late-night raids in al-Tur. For the 2d day in a row, a rocket fired from Syria lands in an open field in the Israeli-occupied Golan Heights, causing no damage or injuries. Although the IDF reports that it was errant fire from the Syrian conflict (like the rocket fire on 9/26), Israel holds the Syrian govt. responsible and fires at 2 Syrian army positions in the Syrian Golan Heights, causing damage. A 3d mbr. of the Dawabsha family succumbs to injuries sustained in the Israeli settlers’ arson attack on her Duma home on 7/31 (her husband and 18-mo.-old child were also killed), sparking Palestinian demonstrations across East Jerusalem. Israeli forces violently disperse them in Silwan, al-Tur, and Wadi al-Juz, injuring 2 Palestinians. Meanwhile in the West Bank, Israeli forces assault 3 Palestinians outside a settlement nr. Jenin. Israeli forces demolish a scrap-selling facility nr. Hebron and another structure nr. al-Jalaita. Israel’s Knesset passes into a law an amendment to the penal code that will allow convicted stone-throwers to be sentenced to 10–20 years in prison. Furthermore, state prosecutors will no longer have to prove that those accused were trying to damage cars or harm people in order to secure convictions. (HA, TOI, YA 7/21)

The EU Council reaffirms its commitment to the Middle East peace process and the 2-state solution, saying in a statement that it now depends on a “fundamental change” in Israeli policy. The council also calls on the Israeli govt. to “halt plans” to evacuate and relocate the Palestinian village Susiya nr. The UNSC unanimously approves a res. endorsing the nuclear deal announced by the P5+1 and Iran on 7/14. The UN, U.S., and EU will begin preparing to lift sanctions, so they can do so immediately when the IAEA reports that Iran has, by the end of 2015, accounted for its past and present nuclear activities and undertaken steps to constrain its nuclear program. Israel’s Knesset House Comm. votes, 10–2, to strip MK Ghattas (Joint List) of his parliamentary immunity from prosecution in response to his 6/21 announcement of participation in the Freedom Flotilla III. The comm.’s decision is transferred to the Ethics Comm. for approval, and Joint List MKs vow to appeal the decision to the High Court of Justice. Israel’s High Court of Justice orders the state to demolish 2 residential buildings under construction in the Beit El settlement in the West Bank by 7/30. In the West Bank, IDF troops shoot and injure 2 Palestinian men after they throw a pipe bomb at an IDF site nr. Bethlehem, and the IDF consequently conducts raids in the area and temporarily closes a nearby road. Separately, IDF troops patrol in a village nr. Qalqilya, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is arrested and there are no serious injuries. Kahlon is hoping to have thousands of foreign workers come, replacing the current system of private construction firms hiring foreign workers as needed, which has resulted in a series of labor law violations and international criticism.
